		<official-title>To amend title 10, United States Code, to require the
		  amounts reimbursed to institutional providers of health care services under the
		  TRICARE program to be the same as amounts reimbursed under Medicare, and to
		  require the Secretary of Defense to contract for health care services with at
		  least one teaching hospital in urban areas.</official-title>

		<section display-inline="no-display-inline" id="H3F3C28952B464130B754C6A6DF92D84D" section-type="section-one"><enum>1.</enum><header>Requirement for TRICARE
			 program reimbursement of institutional providers of health care services to be
			 identical to reimbursement under medicare</header><text display-inline="no-display-inline">Section 1079(j)(2)
			 of title 10, United States Code, is amended by striking <quote>determined to
			 the extent practicable in accordance with the same reimbursement rules as apply
			 to payments to</quote> and inserting <quote>identical to the amount of payments
			 that would be paid to</quote>.</text>
		</section><section id="H12227824C8A84F17BB430005D27B1F46"><enum>2.</enum><header>Requirement for
			 TRICARE program to contract with at least one teaching hospital in urban areas
			 for delivery of health care</header><text display-inline="no-display-inline">Section 1097(a) of
			 title 10, United States Code, is amended—</text>
			<paragraph id="H3C57245991CD4D91918073D6B92D5F66"><enum>(1)</enum><text>by inserting
			 <quote>(1)</quote> before <quote>The Secretary of Defense</quote>;</text>
			</paragraph><paragraph id="H0775B919773A4784925B526474B017B1"><enum>(2)</enum><text>in the second
			 sentence, by striking <quote>The</quote> and inserting <quote>Subject to
			 paragraph (2), the</quote>;</text>
			</paragraph><paragraph id="H97CBDEC7053944BEBC97CCB224EBC89"><enum>(3)</enum><text>by
			 redesignating paragraphs (1), (2), (3), and (4) as subparagraphs (A), (B), (C),
			 and (D), respectively; and</text>
			</paragraph><paragraph id="H906094CBDC924D36BE3C1E1416A3CE00"><enum>(4)</enum><text>by adding at the
			 end the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H3361F791A4254490A8D9A7359683F940" style="USC">
					<paragraph id="HC9A5FFCFE3D64A7DA9A81B003199E93B" indent="up1"><enum>(2)</enum><text>In contracting for the delivery of
				health care under this section, the Secretary shall contract with at least one
				teaching hospital in each large urban area. In this paragraph—</text>
						<subparagraph id="H486C5BB3150E4AABB3D86E2567771539"><enum>(A)</enum><text>the term <quote>teaching
				hospital</quote> means a hospital which has a teaching program approved as
				specified in section 1861(b)(6) of the Social Security Act (42 U.S.C.
				1395x(b)(6)); and</text>
						</subparagraph><subparagraph id="H45A4D373F58348C288768E00DBD0957C"><enum>(B)</enum><text>the term <quote>large urban
				area</quote> has the meaning given that term in the second sentence of section
				1886(d)(2)(D) of the Social Security Act (42 U.S.C.
				1395ww(d)(2)(D)).</text>
