		<section id="HF66515C557244D32A9EB42FE1BF24EF3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Rural
			 Career and Technical Education Expansion Act of 2009</quote>.</text>
		</section><section id="H9DB9D028EF0B407A885D102A527FA2CC"><enum>2.</enum><header>Loan forgiveness
			 for teaching career and technical education coursework at rural secondary
			 schools</header>
			<subsection display-inline="no-display-inline" id="HACC4EB81447B48C0AFC91539ABEC8BC2"><enum>(a)</enum><header>FFEL
			 program</header><text display-inline="yes-display-inline">Section 428J of the
			 Higher Education Act of 1965 (20 U.S.C. 1078–10) is amended—</text>
				<paragraph id="H502145782288405B9DA53FD284E98AF9"><enum>(1)</enum><text>in subsection
			 (c)(3)—</text>
					<subparagraph id="HD7E6E61D7FBC46A7AC6BA35F543CDD09"><enum>(A)</enum><text>in the header, by
			 striking <quote><header-in-text level="paragraph" style="OLC">science, or
			 special education</header-in-text></quote> and inserting <quote><header-in-text level="paragraph" style="OLC">science, special education, or career and
			 technical education coursework at rural secondary
			 schools</header-in-text></quote>;</text>
					</subparagraph><subparagraph id="H878C570F5C284CD281D25ED01F40B567"><enum>(B)</enum><text>in subparagraph
			 (A)(ii), by striking <quote>and</quote> after the semicolon;</text>
					</subparagraph><subparagraph id="H90BD60B0108E40FAA10FCF1B18BC163D"><enum>(C)</enum><text>in subparagraph
			 (B)(iii), by striking the period at the end and inserting <quote>; and</quote>;
			 and</text>
					</subparagraph><subparagraph id="HC9782FD846784E2DA025F8494DBD6E0B"><enum>(D)</enum><text display-inline="yes-display-inline">by adding at the end the following new
			 subparagraph:</text>
						<quoted-block display-inline="no-display-inline" id="H0760EB335A69443186DA40D07C80575C" style="OLC">
							<subparagraph id="H8A8A384F899D48A198F622998780F2CD"><enum>(C)</enum><text>a teacher at a
				rural secondary school—</text>
								<clause id="H045239FEF8EA4D4BAA4A8CC8C5E0396F"><enum>(i)</enum><text display-inline="yes-display-inline">who meets the requirements of subsection
				(b); and</text>
								</clause><clause id="HA20384945CC44B29902C118AC5CEFB18"><enum>(ii)</enum><text display-inline="yes-display-inline">whose qualifying employment for purposes of
				such subsection is teaching career and technical education coursework on a
				full-time basis, including at least one course or credit that is integrated
				coursework.</text>
								</clause></subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HAD86EC805BDF4F81B2DF42B0CE410CA2"><enum>(2)</enum><text>by amending
			 subsection (h) to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="HB767C5CE4D754E1695D83A3BA966A572" style="OLC">
						<subsection id="H590B406A40E9420AB637ACBCAB7B65EE"><enum>(h)</enum><header>Definitions</header><text display-inline="yes-display-inline">For the purpose of this section:</text>
							<paragraph commented="no" id="H43A69364794544A390EB286BA927593F"><enum>(1)</enum><header>Career and
				technical education</header><text display-inline="yes-display-inline">The term
				<term>career and technical education</term> means organized educational
				activities that—</text>
								<subparagraph commented="no" id="H47BFE83332564EDB9AFEE6644E60C7AF"><enum>(A)</enum><text>offer a sequence
				of courses that—</text>
									<clause commented="no" id="H401601B9E00C47C49A4B53502AA6FA2E"><enum>(i)</enum><text>provides
				individuals with coherent and rigorous content aligned with challenging
				academic standards and relevant technical knowledge and skills needed to
				prepare for further education and careers in current or emerging
				professions;</text>
									</clause><clause commented="no" id="H74F830C05B944690AC828319FE398659"><enum>(ii)</enum><text>provides a
				secondary school diploma or its recognized equivalent; and</text>
									</clause><clause commented="no" id="HFD2225AE37F84B049E8F15D03A8D28A5"><enum>(iii)</enum><text>may include
				prerequisite courses (other than a remedial course) that meet the requirements
				of this subparagraph; and</text>
									</clause></subparagraph><subparagraph commented="no" id="H327AE9C08F994F719A31A815785066AD"><enum>(B)</enum><text>include
				competency-based applied learning that contributes to the academic knowledge,
				higher-order reasoning and problem-solving skills, work attitudes, general
				employability skills, technical skills, and occupation-specific skills, and
				knowledge of all aspects of an industry, including entrepreneurship, of an
				individual.</text>
								</subparagraph></paragraph><paragraph commented="no" id="H58C83550FAFB4112B4607D52B605844A"><enum>(2)</enum><header>Integrated
				coursework</header><text display-inline="yes-display-inline">The term
				<term>integrated coursework</term> means career and technical education
				coursework that—</text>
								<subparagraph commented="no" id="H35886BC2A1144175AAB23B393CCFFA59"><enum>(A)</enum><text>integrates
				academic curricula and relevant career and technical education programs;
				and</text>
								</subparagraph><subparagraph commented="no" id="H88BD788FE7A0490991D9AE5C057927D8"><enum>(B)</enum><text>counts for both
				academic and elective career and technical education credit toward a secondary
				school diploma or its recognized equivalent.</text>
								</subparagraph></paragraph><paragraph id="H4B36B02A9E5F4E54AA852CF2F5C4054E"><enum>(3)</enum><header>Rural local
				educational agency</header><text display-inline="yes-display-inline">The term
				<term>rural local educational agency</term> means a local educational agency
				that meets the eligibility requirements under—</text>
								<subparagraph id="H086578BE153B4496A9AE1B4E2EBFD3C8"><enum>(A)</enum><text>section 6211(b) of
				the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7345(b)) for
				participation in the program described in subpart 1 of part B of title VI of
				such Act (20 U.S.C. 7345 et seq.); or</text>
								</subparagraph><subparagraph id="H2855618EE580481E880C62CFB479AEF9"><enum>(B)</enum><text display-inline="yes-display-inline">section 6221(b) of the Elementary and
				Secondary Education Act of 1965 (20 U.S.C. 7351(b)) for participation in the
				program described in subpart 2 of part B of title VI of such Act (20 U.S.C.
				7351 et seq.).</text>
								</subparagraph></paragraph><paragraph id="H1A7BEF2B8BA2488AB12C4DB3B47875A0"><enum>(4)</enum><header>Rural secondary
				school</header><text>The term <term>rural secondary school</term> means a
				secondary school served by a rural local educational agency.</text>
							</paragraph><paragraph id="HB8DA93BB5D314E199C9E7242EF8016A9"><enum>(5)</enum><header>Year</header><text display-inline="yes-display-inline">The term <term>year</term> where applied to
				service as a teacher means an academic year as defined by the
				Secretary.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection display-inline="no-display-inline" id="H57C093F70E7D44198F8BC6D5398D57F6"><enum>(b)</enum><header>Direct Loan
			 program</header><text display-inline="yes-display-inline">Section 460 of the
			 Higher Education Act of 1965 (20 U.S.C. 1087j) is amended—</text>
				<paragraph id="H39CADED600814E398E1C0F59285C226A"><enum>(1)</enum><text>in subsection
			 (c)(3)—</text>
					<subparagraph id="HD25D7956196943AEB4DBDEF73282BB79"><enum>(A)</enum><text>in the header, by
			 striking <quote><header-in-text level="paragraph" style="OLC">science, or
			 special education</header-in-text></quote> and inserting <quote><header-in-text level="paragraph" style="OLC">science, special education, or career and
			 technical education coursework at rural secondary
			 schools</header-in-text></quote>;</text>
					</subparagraph><subparagraph id="H981AFFACEEBF46F29F5C808EF1D50F7E"><enum>(B)</enum><text>in subparagraph
			 (A)(ii), by striking <quote>and</quote> after the semicolon;</text>
					</subparagraph><subparagraph id="HFBB2FB7395824C6BB0AEFF32DA81972D"><enum>(C)</enum><text>in subparagraph
			 (B)(iii), by striking the period at the end and inserting <quote>; and</quote>;
			 and</text>
					</subparagraph><subparagraph id="H3FFD51376C6240BC808AE01DB3FC6616"><enum>(D)</enum><text display-inline="yes-display-inline">by adding at the end the following new
			 subparagraph:</text>
						<quoted-block display-inline="no-display-inline" id="H0DAAFF6252004F21946711F019CEDCA7" style="OLC">
							<subparagraph id="HF235504692774681B9A5EC354FFA8BAC"><enum>(C)</enum><text>a teacher at a
				rural secondary school—</text>
								<clause id="HB60638F7FC9640A1865E6CD76F3D3705"><enum>(i)</enum><text display-inline="yes-display-inline">who meets the requirements of subsection
				(b); and</text>
								</clause><clause id="H730FE17A37BE4BA18B5D821E5FE1F996"><enum>(ii)</enum><text display-inline="yes-display-inline">whose qualifying employment for purposes of
				such subsection is teaching career and technical education coursework on a
				full-time basis, including at least one course or credit that is integrated
				coursework.</text>
								</clause></subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H3BA316A1A1204F5AB0DBEFE916C93AF9"><enum>(2)</enum><text>by amending
			 subsection (h) to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="H8D0C6AF7F96A481CA7A70B9835E75DCF" style="OLC">
						<subsection id="H0E42D9A4C70D4021B142F177731F4C04"><enum>(h)</enum><header>Definitions</header><text display-inline="yes-display-inline">For the purpose of this section:</text>
							<paragraph commented="no" id="HA1506893480D4E07AF8294F8B457F155"><enum>(1)</enum><header>Career and
				technical education</header><text display-inline="yes-display-inline">The term
				<term>career and technical education</term> means organized educational
				activities that—</text>
								<subparagraph commented="no" id="H5D22EA4940864D2587C84F65C4306EE5"><enum>(A)</enum><text>offer a sequence
				of courses that—</text>
									<clause commented="no" id="HF2E7FCA3DDAE42ED993A548BC84454D3"><enum>(i)</enum><text>provides
				individuals with coherent and rigorous content aligned with challenging
				academic standards and relevant technical knowledge and skills needed to
				prepare for further education and careers in current or emerging
				professions;</text>
									</clause><clause commented="no" id="H97A565A6104A499188E2AAD5F0AFBBD4"><enum>(ii)</enum><text>provides a
				secondary school diploma or its recognized equivalent; and</text>
									</clause><clause commented="no" id="H0E6DF52CB8314DC2B3D8DDF9C4C7EC77"><enum>(iii)</enum><text>may include
				prerequisite courses (other than a remedial course) that meet the requirements
				of this subparagraph; and</text>
									</clause></subparagraph><subparagraph commented="no" id="HACE2F6C3947C40B6A4F57EECE01E8C7F"><enum>(B)</enum><text>include
				competency-based applied learning that contributes to the academic knowledge,
				higher-order reasoning and problem-solving skills, work attitudes, general
				employability skills, technical skills, and occupation-specific skills, and
				knowledge of all aspects of an industry, including entrepreneurship, of an

								</subparagraph></paragraph><paragraph commented="no" id="HE373C636FB164D24B9CF27ABBC9E3E82"><enum>(2)</enum><header>Integrated
				coursework</header><text display-inline="yes-display-inline">The term
				<term>integrated coursework</term> means career and technical education
				coursework that—</text>
								<subparagraph commented="no" id="HFE7BCEC4EBC34DA5A476B331AEB0FD33"><enum>(A)</enum><text>integrates
				academic curricula and relevant career and technical education programs;
				and</text>
								</subparagraph><subparagraph commented="no" id="H0CB3647975E84E9289EF0E6807040455"><enum>(B)</enum><text>counts for both
				academic and elective career and technical education credit toward a secondary
				school diploma or its recognized equivalent.</text>
								</subparagraph></paragraph><paragraph id="H91E5B41853D24BF5A9449FC7CC0F9624"><enum>(3)</enum><header>Rural local
				educational agency</header><text display-inline="yes-display-inline">The term
				<term>rural local educational agency</term> means a local educational agency
				that meets the eligibility requirements under—</text>
								<subparagraph id="HFAB718E5B3254A7BBC1324DD611CD3CE"><enum>(A)</enum><text>section 6211(b) of
				the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7345(b)) for
				participation in the program described in subpart 1 of part B of title VI of
				such Act (20 U.S.C. 7345 et seq.); or</text>
								</subparagraph><subparagraph id="H64455EE617DE449A861994F4F73ECBF1"><enum>(B)</enum><text display-inline="yes-display-inline">section 6221(b) of the Elementary and
				Secondary Education Act of 1965 (20 U.S.C. 7351(b)) for participation in the
				program described in subpart 2 of part B of title VI of such Act (20 U.S.C.
				7351 et seq.).</text>
								</subparagraph></paragraph><paragraph id="H6F4A5E02ED6646589A9D5EC0BEC11503"><enum>(4)</enum><header>Rural secondary
				school</header><text>The term <term>rural secondary school</term> means a
				secondary school served by a rural local educational agency.</text>
							</paragraph><paragraph id="HC8BC315174CB45AF984C1C95F1858EA8"><enum>(5)</enum><header>Year</header><text display-inline="yes-display-inline">The term <term>year</term> where applied to
				service as a teacher means an academic year as defined by the
				Secretary.</text>
