		  States to provide partial or full wage replacement to new parents, so that the
		  new parents are able to spend time with a new infant or newly adopted child,
		  and to other employees, and for other purposes.</official-title>

		<section id="H77359E05A66341C19CC17EA2000356A9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Family Income to Respond to
			 Significant Transitions Act</short-title></quote>.</text>
		</section><section id="H06C14029FE914344AFE9D8A425B2DEAE"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph commented="no" id="H2D4C418112E34657B050D9F941223EF6"><enum>(1)</enum><header>Alternative base
			 period calculation</header><text display-inline="yes-display-inline">The term
			 <term>alternative base period</term> means a base period that includes the most
			 recently completed calendar quarter before the start of the benefit
			 year.</text>
			</paragraph><paragraph commented="no" id="H1DFE74BD8FD34A32B1F9BE4269476298"><enum>(2)</enum><header>Benefit
			 year</header><text display-inline="yes-display-inline">The term <term>benefit
			 year</term> means the 1-year period beginning with the first day of the first
			 week with respect to which an individual files a valid claim for
			 benefits.</text>
			</paragraph><paragraph id="H684F7DFF2E2A44909F0263545F79C949"><enum>(3)</enum><header>Employer; son or
			 daughter; State</header><text>The terms <term>employer</term>, and <term>son or
			 daughter</term>, and <term>State</term> have the meanings given the terms in
			 section 101 of the Family and Medical Leave Act of 1993 (29 U.S.C.
			 2611).</text>
			</paragraph><paragraph id="HDE40E4EE9349428B8F81FA466E5CEEB"><enum>(4)</enum><header>States without an
			 existing program</header><text>The phrase <quote>States without an existing
			 program</quote> refers to States where a program to provide partial or full
			 wage replacement as described in section 3 is not in effect on the date of the
			 enactment of this Act.</text>
			</paragraph><paragraph id="H2366027C66A2411685E0607BB7750083"><enum>(5)</enum><header>States with an
			 existing program</header><text display-inline="yes-display-inline">The phrase
			 <quote>States with an existing program</quote> refers to States where a program
			 to provide partial or full wage replacement as described in section 3 is in
			 effect on the date of the enactment of this Act.</text>
			</paragraph><paragraph id="H30DE94C4A0A44A179BF6C7250305A845"><enum>(6)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of Labor.</text>
			</paragraph></section><section id="H33D61AA6ED2C414186A4C6DDEABC73F"><enum>3.</enum><header>State
			 Grants</header>
			<subsection id="HC98185E20B02422FA946722E26D43BD3"><enum>(a)</enum><header>Grants</header>
				<paragraph id="H42D0335091E44F3BABE572DE2357ED11"><enum>(1)</enum><header>In
			 general</header><text>From the amounts appropriated under section 4, the
			 Secretary shall award grants to States to pay for the Federal share of the cost
			 of carrying out programs that assist families by providing, through various
			 mechanisms, wage replacement for eligible individuals taking leave—</text>
					<subparagraph id="HE76EB372510B4251938D284B1B6BAD64"><enum>(A)</enum><text>to respond to
			 caregiving needs resulting from the birth or adoption of a son or daughter;
			 or</text>
					</subparagraph><subparagraph id="HF7B7F7041ED7489E8D28DF59BF05D3E6"><enum>(B)</enum><text>for other purposes
			 under the Family and Medical Leave Act of 1993 (29 U.S.C. 2611 et seq.) or
			 provided under State or local law.</text>
					</subparagraph></paragraph><paragraph commented="no" id="HCF093DC40D614BEAA228AB57787D24E7"><enum>(2)</enum><header>Periods</header>
					<subparagraph commented="no" id="HB48B9341838341D3AC00ACA9B05B169D"><enum>(A)</enum><header>States without
			 an existing program</header><text>A State without an existing program may
			 receive—</text>
						<clause commented="no" id="HD52F7CCA3D694E65BD6E0075E1AA3C2C"><enum>(i)</enum><text>1 grant for up to
			 a 3-year period to fund the activities described in subsection (b)(1);
			 and</text>
						</clause><clause commented="no" id="H81E4529D65B14CBA81875FDF55C8B9F4"><enum>(ii)</enum><text>1 grant for up to
			 a 3-year period to fund the activities described in subsection (b)(2).</text>
						</clause></subparagraph><subparagraph id="H4B4A78AF06094D2C8700EDA0318D24C0"><enum>(B)</enum><header>States with an
			 existing program</header><text display-inline="yes-display-inline">A State with
			 an existing program may receive 1 grant for up to a 3-year period to fund the
			 activities described in subsection (b)(2).</text>
					</subparagraph></paragraph><paragraph commented="no" id="H316E0B1029904854AEF4D227C3D5A2CE"><enum>(3)</enum><header>Priority</header><text display-inline="yes-display-inline">In awarding grants described in paragraph
			 (2)(A)(ii), the Secretary shall give priority to States that have not received
			 a grant described in paragraph (2)(A)(i).</text>
				</paragraph></subsection><subsection id="H4A00A64F62994632A12CEAB4C14C109C"><enum>(b)</enum><header>Uses of
			 funds</header>
				<paragraph id="HDED818AFC1C74D590061CA07DB827784"><enum>(1)</enum><header>States without
			 an existing program</header><text>States without an existing program shall use
			 the funds made available through the grant—</text>
					<subparagraph id="H99408EEE94BE48DB91A69134CC479FB0"><enum>(A)</enum><text>to implement and
			 develop such a program in the State, and to pay for any other administrative
			 costs of the program; and</text>
					</subparagraph><subparagraph id="H9E690C0E4C904BD7A955AF8B00E5F61F"><enum>(B)</enum><text display-inline="yes-display-inline">to cover the cost of providing partial or
			 full wage replacement as described in this section to eligible individuals for
			 not longer than the first 6 months of the program.</text>
					</subparagraph></paragraph><paragraph commented="no" id="H9EF8F83AA8C24E79972E83C05389BFAA"><enum>(2)</enum><header>States with an
			 existing program</header><text display-inline="yes-display-inline">States with
			 an existing program, or States without an existing program who have previously
			 received a grant under this Act, may use the funds made available through the
			 grant—</text>
					<subparagraph commented="no" id="H30E3B6D1D0D84BDEAC8E5E44278D4FFF"><enum>(A)</enum><text>to conduct
			 outreach or education programs that promote such program and educate the
			 residents of the State about such program;</text>
					</subparagraph><subparagraph commented="no" id="H9B7E0ED7A19243858DC86E27C7BBB4AA"><enum>(B)</enum><text>to cover the cost
			 of providing partial or full wage replacement as described in this section to
			 eligible individuals;</text>
					</subparagraph><subparagraph commented="no" id="H0FA02E6419A74A32837C6F1BC2D5000"><enum>(C)</enum><text>to cover any
			 administrative costs of the program;</text>
					</subparagraph><subparagraph commented="no" id="H0A3C57932ED546369D44FD4B292D24A0"><enum>(D)</enum><text display-inline="yes-display-inline">to provide incentives to employers in such
			 State that are not covered by the Family and Medical Leave Act of 1993 (29
			 U.S.C. 2614) to provide the employment and benefits protection described in
			 section 104 of such Act (29 U.S.C. 2614); or</text>
					</subparagraph><subparagraph commented="no" id="H1457D4BF4ECE49708E36AA42416700D2"><enum>(E)</enum><text>for any other
			 purpose approved by the Secretary.</text>
					</subparagraph></paragraph><paragraph id="H05EEEA48470A45A79FAE4D53006982BD"><enum>(3)</enum><header>Partial or full
			 wage replacement</header>
					<subparagraph id="HE21FD037B6CE42E3B0FFEFF6A669CCF8"><enum>(A)</enum><header>In
			 general</header><text>In carrying out a program under this section, a State
			 shall provide partial or full wage replacement for not less than 6 weeks (or
			 some lesser period as determined by the Secretary) during a period of leave
			 during any 12-month period to an eligible individual—</text>
						<clause id="HF93299CDCF7D4E24B89C432F10ADC42"><enum>(i)</enum><text>directly;</text>
						</clause><clause id="H660CC895CCD742348B8DEA5455D5DAF"><enum>(ii)</enum><text>through an
			 insurance program, such as a State temporary disability insurance program or a
			 State unemployment compensation benefit program;</text>
						</clause><clause id="H59FF96AE6F9940A79B001307F687978B"><enum>(iii)</enum><text>through a
			 private disability or other insurance plan, or another mechanism provided by a
			 private employer; or</text>
						</clause><clause id="HFFAEC7B888744A39B4000094480791C3"><enum>(iv)</enum><text>through another
			 mechanism.</text>
						</clause></subparagraph><subparagraph commented="no" id="HADF96FF50B2C43A2A679F2A609D4DD1B"><enum>(B)</enum><header>Eligibility
			 Criteria</header><text display-inline="yes-display-inline">To be eligible to
			 receive a grant under this Act, the criteria a State may use to determine
			 whether an individual is eligible for wage replacement under this section
			 shall—</text>
						<clause commented="no" id="HA7A580E378AD41CD9B49316900DBEABF"><enum>(i)</enum><text>in States that use
			 the alternative base period in calculating unemployment benefits—</text>
							<subclause id="H8EA3A78DC29C44898D2E613734682CF2"><enum>(I)</enum><text>be equal to or
			 less than the number of hours worked or the amount of wages earned that are
			 required to qualify for such benefits in the State; or</text>
							</subclause><subclause id="H3286A8035BFE49A68B546ECAA046A188"><enum>(II)</enum><text display-inline="yes-display-inline">be eligibility criteria that lead to an
			 equal or greater number of individuals being eligible for wage replacement
			 under this section than the number of individuals eligible for such wage
			 replacement under the criteria described in subclause (I);</text>
							</subclause></clause><clause commented="no" id="HADFCD7CE945E47B69B324F00FA0014A9"><enum>(ii)</enum><text display-inline="yes-display-inline">in States that do not use the alternative
			 base period in calculating unemployment benefits—</text>
							<subclause id="H5DB68AC95AA04CD7BCBB3322DD5D4196"><enum>(I)</enum><text>be equal to or
			 less than the number of hours worked or the amount of wages earned that are
			 required to qualify for such benefits in the State, but shall be calculated
			 using an alternative base period for purposes of this subparagraph in the case
			 of an individual who would not otherwise qualify for such benefits in the
			 State; or</text>
							</subclause><subclause id="H47AA0D5783664B31AD0000481BBEE111"><enum>(II)</enum><text>be eligibility
			 criteria that lead to an equal or greater number of individuals being eligible
			 for wage replacement under this section than the number of individuals eligible
			 for such wage replacement under the criteria described in subclause (I);
			 and</text>
							</subclause></clause><clause commented="no" id="HD364CD84201E454087026271CC3E500"><enum>(iii)</enum><text>with the
			 exception of any notice, certification, or other administrative requirements
			 specified by a State in subsection (d), not include any eligibility criteria
			 not specified in clause (i) or (ii).</text>
						</clause></subparagraph><subparagraph id="H4C1D92BC0D984CEAA412A85440C08C17"><enum>(C)</enum><header>Additional
			 compensation</header><text>Wage replacement available to an eligible individual
			 under this Act shall be in addition to any compensation from annual or sick
			 leave that the individual may elect to use during a period of leave during any
			 12-month period.</text>
					</subparagraph></paragraph></subsection><subsection id="H33910876AFBC439CAAB0E25DA6EF4FF"><enum>(c)</enum><header>Eligible
			 individuals</header><text>To be eligible to receive wage replacement under a
			 program receiving a grant under this Act, an individual shall—</text>
				<paragraph id="HC33C41C5BB1E4362BC0003FA8B4E2CE9"><enum>(1)</enum><text display-inline="yes-display-inline">meet the eligibility criteria and any
			 notice and certification requirements that the State may specify in an
			 application described in section (d); and</text>
				</paragraph><paragraph id="H5A0485E3935A4C95B143906CA869777F"><enum>(2)</enum><text>be—</text>
					<subparagraph id="H904633698BF647E79F7284B310EFE919"><enum>(A)</enum><text>an individual who
			 is taking leave under the Family and Medical Leave Act of 1993 (29 U.S.C. 2601
			 et seq.), other Federal, State, or local law, or under a private plan, or a
			 program receiving a grant under this Act, for a reason described in
			 subparagraph (A) or (B) of section 102(a)(1) of the Family and Medical Leave
			 Act of 1993 (29 U.S.C. 2612(a)(1));</text>
					</subparagraph><subparagraph id="HB3C52B01FBCE4F95A5DEE57B8B3FA25E"><enum>(B)</enum><text>at the option of
			 the State, an individual who—</text>
						<clause commented="no" id="HE9A07A4BF6A141CB00513B1DF2CCDAF5"><enum>(i)</enum><text display-inline="yes-display-inline">is taking leave under such Act, other
			 Federal, State, or local law, or under a private plan, or a program receiving a
			 grant under this Act, for a reason described in subparagraph (C), (D), or (E)
			 of section 102(a)(1), or under paragraph (3) of section 102(a) of the Family
			 and Medical Leave Act of 1993 (29 U.S.C. 2612(a)(1)); 2612(a)(4); or</text>
						</clause><clause commented="no" id="H3AA56A1C0E864E6D82242F521D371902"><enum>(ii)</enum><text display-inline="yes-display-inline">is taking leave under a program receiving a
			 grant under this Act—</text>
							<subclause commented="no" id="H728ED8DC58844F65A55B2B984B487707"><enum>(I)</enum><text>because of the
			 birth of a son or daughter of any individual whose relationship to the
			 individual taking leave is recognized for purposes of such leave under State or
			 local law;</text>
							</subclause><subclause commented="no" id="H22712D468DF445EA8955B00F758EDC3"><enum>(II)</enum><text display-inline="yes-display-inline">because of the placement of a son or
			 daughter for adoption or foster care with any individual whose relationship to
			 the individual taking leave is recognized for purposes of such leave under
			 State or local law;</text>
							</subclause><subclause commented="no" id="HD085295D825B4E9B0053086FE6E1CFA"><enum>(III)</enum><text display-inline="yes-display-inline">in order to care for any individual who has
			 a serious health condition and whose relationship to the individual taking
			 leave is recognized for purposes of such leave under State or local law;</text>
							</subclause><subclause id="HDDD816DE7FAD408ABD9E32E5AB009586"><enum>(IV)</enum><text display-inline="yes-display-inline">because of a qualifying exigency (as
			 determined by State or local law) arising out of the fact that any individual
			 is on active duty (or has been notified of an impending call or order to active
			 duty) in the Armed Forces in support of a contingency operation and whose
			 relationship to the individual taking leave is recognized for purposes of such
			 leave under State or local law; or</text>
							</subclause><subclause id="HF335DD3EB5B24C8588F825A29B726D2E"><enum>(V)</enum><text display-inline="yes-display-inline">to care for any individual who is a covered
			 servicemember (as determined by State or local law) and whose relationship to
			 the individual taking leave is recognized for purposes of such leave under
			 State or local law.</text>
							</subclause></clause></subparagraph></paragraph></subsection><subsection id="H24B330E64B5544BFA583EA6542792B04"><enum>(d)</enum><header>Application</header><text>To
			 be eligible to receive a grant under this section, a State shall submit an
			 application to the Secretary, at such time, in such manner, and containing such
			 information and assurances as the Secretary may require, including, at a
			 minimum—</text>
				<paragraph id="H424EDB40A6724788B24D5EAE262DC7E2"><enum>(1)</enum><text>a
			 description of the wage replacement program and, if applicable, how the grant
			 funds will be used to implement and develop such program;</text>
				</paragraph><paragraph id="H12C53D057876466A8FE800E9D03EF4A4"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="HBCD615E41E5C41D98B00CBAA04E7FD82"><enum>(A)</enum><text>information on the
			 number and type of families to be covered by the program, and the extent of
			 such coverage in the area served under the grant;</text>
					</subparagraph><subparagraph commented="no" id="H2D33961565CB4FE9B515F7C7331FD7B" indent="up1"><enum>(B)</enum><text>information on any eligibility
			 criteria and any notice, certification, or other administrative requirements
			 that the State will use to determine whether an individual is eligible for wage
			 replacement under this section, as described in subsection (c)(1);</text>
					</subparagraph><subparagraph commented="no" id="HD6E16F6EEFD241108E985227267C2BC8" indent="up1"><enum>(C)</enum><text display-inline="yes-display-inline">an
			 assurance that such eligibility criteria meet the requirements of subsection
			 (b)(3)(B);</text>
					</subparagraph></paragraph><paragraph id="H124A1F17F8674F91B08057B9D83D1C35"><enum>(3)</enum><text>if the program
			 will expand on State and private systems of wage replacement for eligible
			 individuals, information on the manner in which the program will expand on the
			 systems;</text>
				</paragraph><paragraph id="HE82BF17653FC4159914DB92F85C48830"><enum>(4)</enum><text>information
			 demonstrating the manner in which the wage replacement assistance provided
			 through the program will assist families in which an individual takes leave;
			 and</text>
				</paragraph><paragraph id="H8F269CFBAD4A4305A3D6121489D9CB79"><enum>(5)</enum><text>which State agency
			 will administer the program.</text>
				</paragraph></subsection><subsection id="H6BCBC6FD465444D7B595EE151347CCAA"><enum>(e)</enum><header>Selection
			 criteria</header><text>In selecting States to receive grants for programs under
			 this Act, the Secretary shall take into consideration—</text>
				<paragraph id="HB7F00E4A4BC44934A9F500A00730016"><enum>(1)</enum><text>the scope of the
			 proposed programs;</text>
				</paragraph><paragraph id="HB1DA1649E3DB48ABBA0000CB8EB2B69"><enum>(2)</enum><text>the
			 cost-effectiveness, feasibility, and financial soundness of the proposed
			 programs;</text>
				</paragraph><paragraph id="HF088E6FA7F7F43E49C1CC7803DAA6852"><enum>(3)</enum><text>the extent to
			 which the proposed programs would expand access to wage replacement in response
			 to family caregiving needs, particularly for low-wage employees, in the area
			 served by the grant; and</text>
				</paragraph><paragraph id="HB5B7E3D03607468884E9008356BA8097"><enum>(4)</enum><text>the benefits that
			 would be offered to families and children through the proposed programs.</text>
				</paragraph></subsection><subsection id="HEA3AF9ABA49744938726575FA859919"><enum>(f)</enum><header>Federal
			 share</header>
				<paragraph id="HC18AA7DC5A064A7700C134F3525C9689"><enum>(1)</enum><header>In
			 general</header>
					<subparagraph id="H9AAA5800731A4726AF3417F28944FB52"><enum>(A)</enum><text>For each State
			 without an existing program that has not previously received a grant under this
			 Act, the Federal share—</text>
						<clause id="H6EEC5F9F52A841B7AE5472AF54B04E61"><enum>(i)</enum><text>of
			 the cost to implement and develop the program, and any other administrative
			 costs of the program, shall be 100 percent for up to a 3-year period;
			 and</text>
						</clause><clause id="HAD4631D6D2E54D57B43DF65614229200"><enum>(ii)</enum><text>of
			 the cost of providing partial or full wage replacement as described in this
			 section to eligible individuals for not longer than the first 6 months of the
			 program, shall be—</text>
							<subclause id="HD34FE4B541B1446600C1758347D9FDCE"><enum>(I)</enum><text>50 percent in the
			 case of such State with a program to provide wage replacement to eligible
			 individuals taking leave for any reason described in subparagraph (A) or (B) of
			 section 102(a)(1) of the Family and Medical Leave Act of 1993 (29 U.S.C.
			 2612(a)(1));</text>
							</subclause><subclause id="HA7C5E48DD703443AA6179700831673F6"><enum>(II)</enum><text>75 percent in the
			 case of such State with a program to provide wage replacement to eligible
			 individuals taking leave for any reason described in subclause (I) and to
			 eligible individuals taking leave for any (but not all) of the following
			 reasons:</text>
								<item id="HBE2678213E794A5DB7E80042DABDE838"><enum>(aa)</enum><text>A
			 reason described in subparagraph (C) section 102(a)(1) of the Family and
			 Medical Leave Act of 1993 (29 U.S.C. 2612(a)(1));</text>
								</item><item id="H98950BFBD82549B7A87B28FE0072329D"><enum>(bb)</enum><text>A
			 reason described in subparagraph (D) of such section (29 U.S.C.
			 2612(a)(1));</text>
								</item><item id="HCAA2B53E7F2C41DCB0536FC4C89FF0D3"><enum>(cc)</enum><text display-inline="yes-display-inline">A reason described in subparagraph (E) of
			 such section (29 U.S.C. 2612(a)(1)); or</text>
								</item><item id="H7484230A9E2F4550857B4EB06214DD5C"><enum>(dd)</enum><text>A
			 reason described in under paragraph (3) of section 102(a) of such Act (29
			 U.S.C. 2612(a)(3)); or</text>
								</item></subclause><subclause id="H8DAFCD671B7A4033972E283C76C5278C"><enum>(III)</enum><text>100 percent in
			 the case of such State with a program to provide wage replacement to eligible
			 individuals taking leave for any of the reasons described subclause (I) or
			 (II).</text>
							</subclause></clause></subparagraph><subparagraph commented="no" id="H5380B04FF0B949588214706461C456B1"><enum>(B)</enum><text display-inline="yes-display-inline">Subject to paragraph (3), for each State
			 with an existing program, or for each State without an existing program that
			 has previously received a grant under this Act, the Federal share of the cost
			 to carry out the activities described in subsection (b)(2) shall be—</text>
						<clause commented="no" id="H5CF9E28A22424725818FD68F338983D"><enum>(i)</enum><text display-inline="yes-display-inline">50 percent for the first year of the grant
			 period;</text>
						</clause><clause commented="no" id="H4D100A92AACF4D24A95F02EA816600A6"><enum>(ii)</enum><text>40 percent for
			 the second year of that period; and</text>
						</clause><clause commented="no" id="HCA6E80B2CC1B41EB00C7A04BD31C5B02"><enum>(iii)</enum><text>30 percent for
			 the third year of that period.</text>
						</clause></subparagraph></paragraph><paragraph id="H2A69B4437E87479E82FCFA930005F737"><enum>(2)</enum><header>Non-federal
			 share</header><text>The non-Federal share of the cost may be in cash or in
			 kind, fairly evaluated, including plant, equipment, and services and may be
			 provided from State, local, or private sources, or from Federal sources other
			 than this Act.</text>
				</paragraph><paragraph id="HCFBCF79776274F2A939F524535D51D89"><enum>(3)</enum><header>Discretion</header><text>The
			 Secretary may increase the Federal share percentages under paragraph
			 (1)(B).</text>
				</paragraph></subsection><subsection commented="no" id="H9E1098D3A6934EE883BEB76998644B1"><enum>(g)</enum><header>Effect on
			 existing rights</header><text>Nothing in this Act or in any program receiving a
			 grant under this Act shall be construed to supersede, preempt, or otherwise
			 infringe on the provisions of any collective bargaining agreement or any
			 employment benefit program or plan that provides greater rights to employees
			 than the rights established under this Act.</text>
			</subsection><subsection id="HF37686F57ACF46BAA685A100004294A5"><enum>(h)</enum><header>Notification</header><text>A
			 State that provides partial or full wage replacement to an eligible individual
			 under this Act shall notify (in a form and manner prescribed by the
			 Secretary)—</text>
				<paragraph id="HB90696D30D224865B282D8D09CE51B3E"><enum>(1)</enum><text>the employer of
			 the individual of the amount of the wage replacement provided; and</text>
				</paragraph><paragraph id="HB1BA17CC50064671B2F2FC2C94B4FCEC"><enum>(2)</enum><text>the individual and
			 the employer of the individual that the employer shall count an appropriate
			 period of leave, calculated under section 102(g) of the Family and Medical
			 Leave Act of 1993 (29 U.S.C. 2612(g)), against the total amount of leave (if
			 any) to which the employee is entitled under section 102(a)(1) of that Act (29
			 U.S.C. 2612(a)(1)).</text>
				</paragraph></subsection><subsection id="H67EDA00195614092A1D873E275BCA59E"><enum>(i)</enum><header>Report</header><text>Not
			 later than 3 years after the beginning of the grant period for the first grant
			 made under this Act, and annually thereafter, the Secretary shall submit to
			 Congress a report that contains a description and evaluation of the grant
			 program under this section for the preceding year.</text>
			</subsection></section><section commented="no" id="H3BF734D4631A4DB8B5ABE2DD6BB0915"><enum>4.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated to carry out this Act $1,500,000,000 for fiscal
			 years 2010 through 2013 and such sums as may be necessary for each of the
			 succeeding fiscal years.</text>
