		<official-title>To amend the Internal Revenue Code of 1986 to eliminate
		  the restriction on reducing Federal income tax refunds for past-due State
		  income tax obligations of out-of-state residents in the case of States with
		  reciprocal agreements with the Federal Government to reduce State income tax
		  refunds for Federal income tax obligations.</official-title>

		<section id="H16DEFBE8D2594BB19C6F677AFC36ABB8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>State Tax Administration Assistance
			 Act of 2009</short-title></quote>.</text>
		</section><section id="HE1C4E330B0A5456EBBDA7DAE0A40789F"><enum>2.</enum><header>Elimination of
			 restriction on reducing Federal income tax refunds for past-due State income
			 tax obligations of out-of-state residents in the case of States with reciprocal
			 agreements with the Federal Government to reduce State income tax refunds for
			 Federal income tax obligations</header>
			<subsection id="H147B1C642C6547238C08BDD42FE17741"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Paragraph (2) of
			 section 6402(e) of the Internal Revenue Code of 1986 is amended—</text>
				<paragraph id="HC4FFD3D1DE4F42579CCF4AE538ED3B92"><enum>(1)</enum><text>by striking
			 <quote>Paragraph (1)</quote> and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="HDEBFB2B608944A8290FEA4CBDD4862C9" style="OLC">
						<subparagraph id="HA4EB8BB171934592B201A1888DE22E8C"><enum>(A)</enum><header>In
				general</header><text display-inline="yes-display-inline">Paragraph
				(1)</text>
						</subparagraph><after-quoted-block>,
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H49AE57539F7B445EBBE11C78BB907445"><enum>(2)</enum><text>by adding at the
			 end the following new subparagraph:</text>
					<quoted-block display-inline="no-display-inline" id="HDB5E43BA2D394BFC82D47719B7E374E1" style="OLC">
						<subparagraph id="HC0FAEDCAC7D042B69850F99E5D18DAD4"><enum>(B)</enum><header>Exception for
				States which have reciprocal agreements with Secretary</header><text display-inline="yes-display-inline">Subparagraph (A) shall not apply with
				respect to any State seeking an offset if such State has in effect a reciprocal
				agreement with the Secretary under which such State agrees to offset the amount
				of any overpayment of State income tax payable to any person by the amount of
				any Federal income tax obligation of such person under a program similar to the
				program described in paragraph
				(1).</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H29E72B59AB75405193036CA3D63FEFAC"><enum>(b)</enum><header>Effective
			 date</header><text>The amendments made by this section shall take effect on the
			 date of the enactment of this Act.</text>
