		  outreach activities of the Department of Veterans Affairs, and for other

		<section id="H76A97C70E9AE43A6A046C1E76A2FF958" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Veterans Outreach Improvement Act of
			 2009</short-title></quote>.</text>
		</section><section id="H190A9DC0F19F44B0AB7110504800A55C"><enum>2.</enum><header>Definition of
			 outreach</header><text display-inline="no-display-inline">Section 101 of title
			 38, United States Code, is amended by adding at the end the following new
			 paragraph:</text>
			<quoted-block display-inline="no-display-inline" id="HF9D1D343EAC14659954ECC14DC1D2E19" style="OLC">
				<paragraph id="H221392397CDF408B8610A1659E9859B8"><enum>(34)</enum><text display-inline="yes-display-inline">The term <quote>outreach</quote> means the
				act or process of reaching out in a systematic manner to proactively provide
				information, services, and benefits counseling to veterans, and to the spouses,
				children, and parents of veterans who may be eligible to receive benefits under
				the laws administered by the Secretary, to ensure that such individuals are
				fully informed about, and assisted in applying for, any benefits and programs
				under such
				laws.</text>
				</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HB83BDA577AA64BACBA9012AF10FA815F"><enum>3.</enum><header>Authorities and
			 requirements for enhancement of outreach of activities Department of Veterans
			 Affairs</header>
			<subsection id="H48BDFA2024224356B2EFF0FBF4A4A0AE"><enum>(a)</enum><header>In
			 general</header><text>Chapter 5 of title 38, United States Code, is amended by
			 adding at the end the following new subchapter:</text>

					<subchapter id="HB290A636463644F7A25C24AA92666B9E"><enum>IV</enum><header>Outreach</header>
						<section id="H709333A50AB44C62A1FA0E72221EF3DE"><enum>561.</enum><header>Outreach
				activities: Funding</header>
							<subsection id="H2FBC3AF2980F4500857BF5FB4BA2ECD4"><enum>(a)</enum><header>Separate account
				for outreach activities</header><text>The Secretary shall establish a separate
				account for the funding of the outreach activities of the Department, and shall
				establish within such account a separate subaccount for the funding of the
				outreach activities of each element of the Department specified in subsection
				(c).</text>
							</subsection><subsection id="H9119DCFB0D0E451F98A5ABF9119161A9"><enum>(b)</enum><header>Separate
				statement of amount for outreach activities</header><text>In the budget
				justification materials submitted to Congress in support of the Department
				budget for any fiscal year (as submitted with the budget of the President under
				section 1105(a) of title 31), the Secretary shall include a separate statement
				of the amount requested for such fiscal year for activities as follows:</text>
								<paragraph id="H74815C12E6EC4A64927FF2752DD59F4A"><enum>(1)</enum><text>For outreach
				activities of the Department in aggregate.</text>
								</paragraph><paragraph id="H6D03B398828A44E1A2796A6A76A06BB7"><enum>(2)</enum><text>For outreach
				activities of each element of the Department specified in subsection
				(c).</text>
								</paragraph></subsection><subsection id="HFB705C70F4F74266B33CCAA070A5B086"><enum>(c)</enum><header>Elements
				specified</header><text>The elements of the Department specified in this
				subsection are as follows:</text>
								<paragraph id="H3DF67EB3689C4FC2B0E6FD8FF029EBD1"><enum>(1)</enum><text>The Veterans
				Health Administration.</text>
								</paragraph><paragraph id="H495DB0B8A3F041458BBBBD6DC0A981BC"><enum>(2)</enum><text>The Veterans
				Benefits Administration.</text>
								</paragraph><paragraph id="H2ED95567F61B429C95CD3FA8F0B6D7C9"><enum>(3)</enum><text>The National
				Cemetery Administration.</text>
								</paragraph></subsection></section><section id="H634591DB2D954279968F0748FB0E17A0"><enum>562.</enum><header>Outreach
				activities: Coordination of activities within Department</header>
							<subsection id="H713457072E604934BAF3ACF7839109D8"><enum>(a)</enum><header>Coordination</header><text>The
				Secretary shall establish and maintain procedures for ensuring the effective
				coordination of the outreach activities of the Department between and among the
				following:</text>
								<paragraph id="HBD5E6BD4485E4C9D885D6B705A48B02F"><enum>(1)</enum><text>The Office of the
				Secretary.</text>
								</paragraph><paragraph id="H03256AA9EBB643AA9867ED75E2085E92"><enum>(2)</enum><text>The Office of
				Public Affairs.</text>
								</paragraph><paragraph id="H87A7C2B018884173AB8F00CB09550B79"><enum>(3)</enum><text>The Veterans
				Health Administration.</text>
								</paragraph><paragraph id="H219166DE433843479D9CA00C0884405B"><enum>(4)</enum><text>The Veterans
				Benefits Administration.</text>
								</paragraph><paragraph id="H262A739A9C804AA4A2A5F107759D2BD3"><enum>(5)</enum><text>The National
				Cemetery Administration.</text>
								</paragraph></subsection><subsection id="H391F1DB010F246C0A5AD5CB9A1C4D919"><enum>(b)</enum><header>Review and
				modification of procedures</header><text>The Secretary shall—</text>
								<paragraph id="H8C89400BF55C48E988A7AEDFB0DDA5BB"><enum>(1)</enum><text>periodically
				review the procedures maintained under subsection (a) for the purpose of
				ensuring that such procedures meet the requirement in that subsection;
				and</text>
								</paragraph><paragraph id="HF39FC564F207445188B921661380F95E"><enum>(2)</enum><text>make such
				modifications to such procedures as the Secretary considers appropriate in
				light of such review in order to better achieve that purpose.</text>
								</paragraph></subsection></section><section id="HD982C499300E475FABC6BB962E871EAF"><enum>563.</enum><header>Outreach
				activities: Cooperative activities with States; grants to States for
				improvement of outreach</header>
							<subsection id="H6FA97E7C9AE4429FB3C551F300D3CBE1"><enum>(a)</enum><header>Purpose</header><text>It
				is the purpose of this section to assist States in carrying out programs that
				offer a high probability of improving outreach and assistance to veterans, and
				to the spouses, children, and parents of veterans who may be eligible to
				receive veterans’ or veterans-related benefits, to ensure that such individuals
				are fully informed about, and assisted in applying for, any veterans and
				veterans-related benefits and programs (including under State veterans
				programs).</text>
							</subsection><subsection id="HB01ECEEFE61C4AD88E9FCF52EAAD434D"><enum>(b)</enum><header>Proximity to
				veteran populations</header><text>The Secretary shall ensure that outreach and
				assistance is provided under programs referred to in subsection (a) in
				locations proximate to populations of veterans and other individuals referred
				to in that subsection, as determined utilizing criteria for determining the
				proximity of such populations to veterans health care services.</text>
							</subsection><subsection id="HA1B56309EB914A9DAE006F4046BA54BF"><enum>(c)</enum><header>Cooperative
				agreements and arrangements</header><text>The Secretary may enter into
				cooperative agreements and arrangements with veterans agencies of the States in
				order to carry out, coordinate, improve, or otherwise enhance outreach by the
				Department and the States (including outreach with respect to State veterans’
				programs).</text>
							</subsection><subsection id="H8C164E9FC43D48688B500BA148AE21E0"><enum>(d)</enum><header>Grants to State
				agencies</header><paragraph commented="no" display-inline="yes-display-inline" id="HA88266852DA94B01BA39DF19DF22AABF"><enum>(1)</enum><text>The Secretary may award
				grants to veterans agencies of States in order to achieve purposes as
				follows:</text>
									<subparagraph id="H2BADB22AB1C3412AA73F31F1F5D1E216" indent="up1"><enum>(A)</enum><text>To carry out, coordinate, improve, or
				otherwise enhance outreach, including activities pursuant to cooperative
				agreements and arrangements under subsection (c).</text>
									</subparagraph><subparagraph id="HDBE0544CB4AE4E5892F84A8975DF7E34" indent="up1"><enum>(B)</enum><text>To carry out, coordinate, improve, or
				otherwise enhance activities to assist in the development and submittal of
				claims for veterans’ and veterans-related benefits, including activities
				pursuant to cooperative agreements and arrangements under subsection
				(c).</text>
									</subparagraph></paragraph><paragraph id="HACB6103DA98E46DCA3A542B8D4187B9C" indent="up1"><enum>(2)</enum><text>A veterans agency of a State
				receiving a grant under this subsection may use the grant amount for purposes
				described in paragraph (1) or award all or any portion of such grant amount to
				local governments in such State, other public entities in such State, or
				private nonprofit organizations in such State for such purposes.</text>
								</paragraph></subsection><subsection id="H2E8B51D14FB849499BBA695212A89E43"><enum>(e)</enum><header>Availability of
				appropriations</header><text>Amounts available for the Department for outreach
				in the account under section 561 of this title shall be available for
				activities under this section, including grants under subsection
				(d).</text>
							</subsection></section></subchapter><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HAF07026B33F74B3AA1F4642962220A01"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of chapter 5 of
			 such title is amended by adding at the end the following new items:</text>
