		<section id="H43548033434B4AC6923A90C2A02AA1C9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Limitation on Government Spending Act
			 of 2009</short-title></quote>.</text>
		</section><section id="HE39EA3A33F064D31AA0588BF7A73E73B"><enum>2.</enum><header>Limit on Federal
			 spending</header>
			<subsection id="HCFB9FDD31E3043E1BA0316C107482B39"><enum>(a)</enum><header>Definition</header><text>Section
			 3 of the Congressional Budget Act of 1974 (2 U.S.C. 622) is amended by
			 inserting at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H8997CBF407A2493B872E10F0FD98EA90" style="OLC">
					<paragraph id="HF110335204E84BD89C241766BC72A280"><enum>(11)</enum><header>Federal
				spending limit</header><text>The term <term>Federal spending limit</term>
				means—</text>
						<subparagraph id="H728B1A911922437CA233BB0ABB79FDF9"><enum>(A)</enum><text>with respect to
				fiscal year 2011, outlays not exceeding 22 per cent of the GDP;</text>
						</subparagraph><subparagraph id="H1A385CD34D9A408EBCC8A601B1CC3A05"><enum>(B)</enum><text>with respect to
				fiscal year 2012, outlays not exceeding 21 per cent of the GDP; and</text>
						</subparagraph><subparagraph id="H1060AFB0ADB3453494EAAB79A2F03B7E"><enum>(C)</enum><text>with respect to
				fiscal year 2013 and fiscal years thereafter, outlays not exceeding 20 per cent
				of the GDP.</text>
						</subparagraph></paragraph><paragraph id="HAC8528308E91422C8DC9BCC563ABCB5A"><enum>(12)</enum><header>GDP</header><text>The
				term <term>GDP</term> means the gross domestic product for the relevant fiscal
				year as most recently estimated by
				CBO.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H1029DB16202E4164882A90D843F857D6"><enum>(b)</enum><header>Federal spending
			 limit point of order</header><text>Section 311 of the Congressional Budget Act
			 of 1974 (2 U.S.C. 642) is amended by inserting at the end the following:</text>

					<subsection id="HDF0AA389548D486F9804402ECA580E8E"><enum>(d)</enum><header>Federal spending
				limit point of order</header>
						<paragraph id="H3439C553361A4F1F9686EF560D335BA4"><enum>(1)</enum><header>In
				general</header><text>It shall not be in order in the Senate or the House of
				Representatives to consider any bill, joint resolution, amendment, or
				conference report that includes any provision that would result in a deficit
				for a fiscal year that exceeds the maximum deficit amount or Federal spending
				limit, as applicable, for such fiscal year.</text>
						</paragraph><paragraph id="H54DA92FABAE94ABAB261334630ADE887"><enum>(2)</enum><header>Waiver or
				suspension</header><text>This subsection may be waived or suspended in the
				Senate only by the affirmative roll call vote of three-fifths of the Members,
				duly chosen and sworn.</text>
						</paragraph><paragraph id="H9BEAE85E720C45FBA90E0542972B4553"><enum>(3)</enum><header>Appeals</header><text>Appeals
				in the Senate from the decisions of the Chair relating to any provision of this
				subsection shall be limited to 1 hour, to be equally divided between, and
				controlled by, the appellant and the manager of the bill or joint resolution.
				An affirmative vote of three-fifths of the Members of the Senate, duly chosen
				and sworn, shall be required to sustain an appeal of the ruling of the Chair on
				a point of order raised under this
				subsection.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
