<official-title>To provide increased funding for and improvement of the Debbie Smith DNA backlog grant program, to provide for DNA technology enhancement grants, to reauthorize certain DNA-related grant programs under the Justice For All Act of 2004, and for other purposes.</official-title>

<section id="H9FD4D8C94C56421493E161D1A8D1C7D4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>DNA Expansion and Improvement Act of 2009</short-title></quote>.</text></section> 
<section id="HA29E458AD5514AC1B8E9B36D72935E26"><enum>2.</enum><header>DNA technology enhancement grants</header> 
<subsection id="H73148D684D3347FF83B56B9B00D4D972"><enum>(a)</enum><header>In General</header><text>The Attorney General shall establish a grant program under which the Attorney General may make grants to States and units of local government to purchase forensic DNA technology or to improve such technology.</text></subsection> 
<subsection id="H54C81409A5484CCABB03218DD3E6C33"><enum>(b)</enum><header>Authorization of Appropriations</header><text>There is authorized to be appropriated $50,000,000 for each of the fiscal years 2009 through 2013 to carry out subsection (a).</text></subsection></section> 
<section id="H9A15B5FD43E5425CAB33441C9E32338F"><enum>3.</enum><header>Increased funding for and improvement of Debbie Smith DNA backlog grant program</header> 
<subsection id="H54AFB6AAB8C84E17877712DBCD417B64"><enum>(a)</enum><header>Increased funding and Improvement</header><text>Section 2 of the DNA Analysis Backlog Elimination Act of 2000 (42 U.S.C. 14135) is amended—</text> 
<paragraph id="H4AB1D189A81B429DB8DCC9500D6207"><enum>(1)</enum><text>in subsection (b)—</text> 
<subparagraph id="HB7960669C29540A4ABECCD45433C1427"><enum>(A)</enum><text>in paragraph (6), by striking at the end <quote>and</quote>;</text></subparagraph> 
<subparagraph id="HE29566BD0D974682A48E00D0862E285F"><enum>(B)</enum><text>in paragraph (7), by striking the period and inserting <quote>; and</quote>; and</text></subparagraph> 
<subparagraph id="H46CDCD1C77DD4D78BFB130B2E0CED1FA"><enum>(C)</enum><text>by adding at the end the following new paragraph:</text>

<paragraph id="HEFBBFB4147934E1D9D5115335820748D"><enum>(8)</enum><text>provide assurances that the State or unit of local government has implemented, or will implement not later than 2 years after the date of such application, a process under which the State or unit, respectively, provides for the collection for purposes of inclusion in the Combined DNA Index System of the Federal Bureau of Investigation of DNA samples from all felons who are imprisoned in a prison of such State or unit, respectively (including all felons imprisoned in such prison or unit, respectively, as of the date of the enactment of the DNA Expansion and Improvement Act of 2009).</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph> 
<paragraph id="H7C52196B6A4D4237B43746E7CEC1ABD2"><enum>(2)</enum><text>by amending subsection (j) to read as follows:</text>

<subsection id="H464602B99F6348C99868BB87DAF6C600"><enum>(j)</enum><header>Authorization of Appropriations</header><text>There is authorized to be appropriated to the Attorney General for grants under subsection (a)—</text> 
<paragraph id="H4E5176C84E3A4836A35F0080A7F9F47"><enum>(1)</enum><text>$151,000,000 for fiscal year 2009; and</text></paragraph> 
<paragraph id="H5FD6D6FB35674D48BA922EA2A0A4F06F"><enum>(2)</enum><text>$200,000,000 for each of the fiscal years 2010 through 2014.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="HB9027E5E6CEE46B0AA7697FFAE629845"><enum>(b)</enum><header>Effective Date</header><text>The amendments made by paragraph (1) of subsection (a) shall apply to grants made on or after January 1, 2010.</text></subsection></section> 
<section id="H3251B6CA60A3473B92C8D873C2512F75"><enum>4.</enum><header>Reauthorizations of certain DNA-related grant programs</header> 
<subsection id="H8DF6197C481F43C0BA9CC8CCFD4819C8"><enum>(a)</enum><header>DNA Research and Development</header><text>Section 305(c) of such Act (42 U.S.C. 14136b(c)) is amended by striking <quote>2009</quote> and inserting <quote>2014</quote>.</text></subsection> 
<subsection id="H8E262D969CAA407E8330BCB47F21804"><enum>(b)</enum><header>Kirk Bloodsworth Post-Conviction DNA Testing Grant Program</header><text>Section 412(b) of such Act (42 U.S.C. 14136e(b)) is amended by striking <quote>2009</quote> and inserting <quote>2014</quote>.</text></subsection> 
<subsection id="H2E555F8A7CC04422AF9B9FA95ED7D547"><enum>(c)</enum><header>DNA Identification of Missing Persons</header><text>Section 308(c) of such Act (42 U.S.C. 14136d(c)) is amended by striking <quote>2009</quote> and inserting <quote>2014</quote>.</text></subsection></section> 
<section id="H2F38669C5A9C4AFA85359BE3592CC6E"><enum>5.</enum><header>Grant program to analyze property crime</header> 
<subsection id="H3C368D4B72ED4276B6478FF500EE3E3"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Attorney General shall establish a grant program to provide grants to States and local governments to analyze property crimes, including burglary, larceny, theft (including motor vehicle theft), and arson.</text></subsection> 
<subsection id="H5C0C66DB177D46CBB42D8018EF19BE1B"><enum>(b)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out this section $50,000,000 for each of the fiscal years 2010 through 2014. </text></subsection></section>
