		<official-title>To amend the Uniformed and Overseas Citizens Absentee
		  Voting Act to require States to accept absentee ballots of overseas military
		  and civilian voters which are submitted by the voter to a provider of express
		  mail services not later than the day before the date of the election involved
		  for transmission to the appropriate State election official, to require the
		  Secretary of Defense to reimburse overseas military voters for the costs of
		  using a provider of express mail services to transmit the ballot to the
		  official, and for other purposes.</official-title>

		<section id="HD0F0AA8C47074A5C92985CDB11A0F9F3" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Military and Overseas Voting Enhancement
			 Act</short-title></quote>.</text>
		</section><section id="HA881C5967EFB48BD81ED241EF525A7AE"><enum>2.</enum><header>Acceptance of
			 Absentee Ballots of Overseas Military and Civilian Voters Using Express Mail
			 Services for Transmission</header><text display-inline="no-display-inline">Section 102(a) of the Uniformed and Overseas
			 Citizens Absentee Voting Act (42 U.S.C. 1973ff–1(a)) is amended—</text>
			<paragraph id="H9ABB21D1FF624CBFA1060EB884DCC06D"><enum>(1)</enum><text>by striking
			 <quote>and</quote> at the end of paragraph (4);</text>
			</paragraph><paragraph id="HBCFF444E1E4843B6B3FD41363CFB12BC"><enum>(2)</enum><text>by striking the
			 period at the end of paragraph (5) and inserting <quote>; and</quote>;
			 and</text>
			</paragraph><paragraph id="H5F260D7FCBC94C5D97CEF27BEB303F71"><enum>(3)</enum><text>by adding at the
			 end the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H42E2AEF7243747B8A0F1DE7730E99B4A" style="OLC">
					<paragraph id="H9604BF54F7534CA79C3595115438C463"><enum>(6)</enum><text display-inline="yes-display-inline">accept and process, with respect to any
				election for Federal office, any otherwise valid absentee ballot (including the
				Federal write-in absentee ballot under section 103) from an overseas voter who
				provides the ballot to a provider of express mail services for transmission to
				the appropriate State election official not later than the day before the date
				of the election (as determined on the basis of either a postmark or a dated
				receipt generated by the provider of express mail services at the time the
				voter provides the ballot to such provider), so long as the ballot is received
				by the official prior to the expiration of the 10-day period which begins on
				the date of the election (or, if longer, such period as may be provided under
				State
				law).</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H98B639C4D8D247E7A680C3DD61799916"><enum>3.</enum><header>Reimbursement of
			 Costs Incurred by Overseas Military Voters in Using Express Mail Services for
			 Transmission of Absentee Ballots</header>
			<subsection id="HF61A9AC1B30443799564557C482C03CD"><enum>(a)</enum><header>Reimbursement</header><text display-inline="yes-display-inline">Section 101 of the Uniformed and Overseas
			 Citizens Absentee Voting Act (42 U.S.C. 1973ff) is amended by adding at the end
			 the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H8C15039173734A108F6F37AE20A6C804" style="OLC">
					<subsection id="HA1E6E43BB9E54B1D95F754BB65A4BF02"><enum>(d)</enum><header>Reimbursement
				for Costs Incurred by Overseas Uniformed Services Voters in Using Express Mail
				Services for Transmission of Absentee Ballots</header>
						<paragraph id="HBCC90DD8C4F840BB8840D83A74F1E695"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Presidential
				designee shall make a payment to each eligible overseas voter described in
				section 107(5)(A) whose absentee ballot was transmitted to the appropriate
				State election official by a provider of express mail services in an amount
				equal to the reasonable costs incurred by the voter in using the provider to
				transmit the ballot.</text>
						</paragraph><paragraph id="HDBEFEB685E9C44028AA76CA9A420B975"><enum>(2)</enum><header>Eligibility of
				voters</header><text display-inline="yes-display-inline">For purposes of
				paragraph (1), an overseas voter described in section 107(5)(A) is eligible to
				receive a payment from the Presidential designee under such paragraph if the
				voter submits to the Presidential designee (at such time and in such form as
				the Presidential designee may require) such information and assurances as the
				Presidential designee may require regarding the voter’s use of a provider of
				express mail services to transmit an absentee ballot and the costs incurred by
				the voter in using the provider to transmit the ballot.</text>
						</paragraph><paragraph id="H4DF232AC8779409581E4F0511C4B892B"><enum>(3)</enum><header>Authorization of
				appropriations</header><text>There are authorized to be appropriated to the
				Presidential designee such sums as may be necessary to carry out this
				subsection.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H4628B19D63264DA5AFEC54D0586BCD9C"><enum>(b)</enum><header>Conforming
			 Amendment</header><text>Section 101(b) of such Act (42 U.S.C. 1973ff(b)) is
			 amended—</text>
				<paragraph id="HD869B9AA0C5C476D91F3C2F894F6ABA2"><enum>(1)</enum><text>by striking
			 <quote>and</quote> at the end of paragraph (6);</text>
				</paragraph><paragraph id="HCCC2F5B974364B05A89D30AF44A2F559"><enum>(2)</enum><text>by striking the
			 period at the end of paragraph (7) and inserting <quote>; and</quote>;
			 and</text>
				</paragraph><paragraph id="H37D2E18A3F014813B8619AE8BC12097E"><enum>(3)</enum><text>by adding at the
			 end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="HAEF5B7BCED554ECD80AD66E2232244C7" style="OLC">
						<paragraph id="H733CF8246A5941C89E7FC062179322C4"><enum>(8)</enum><text display-inline="yes-display-inline">make payments to overseas uniformed
				services voters whose absentee ballots are transmitted to State election
				officials by providers of express mail services, in accordance with subsection
				(d).</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section id="H8951A4D3674745AA88394054C0D86831"><enum>4.</enum><header>Effective
			 Date</header><text display-inline="no-display-inline">The amendments made by
			 this Act shall apply with respect to each election for Federal office held on
			 or after the date of the enactment of this Act.</text>
