<official-title>To amend the Elementary and Secondary Education Act of 1965 to establish a partnership between the Department of Education and the National Park Service to provide educational opportunities for students and teachers.</official-title>

<section id="H33D08BEC1FE94FD0A75E216FEC97DE28" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Park Educational Partnership Act</short-title></quote>.</text> </section>
<section id="id1FC445D350BA4A8CA4705E8A8D0DC606"><enum>2.</enum><header>National park ranger school partnership program</header> 
<subsection id="H698E4EC201874B9191E5E2B501CDA439"><enum>(a)</enum><header>Program Established</header><text></text> 
<paragraph id="H6165F4B06E8F48EB824EEE76B4C123E3"><enum>(1)</enum><header>In general</header><text>Part D of title V of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7241 et seq.) is amended by adding at the end the following:</text>

<subpart id="H2100BF97587C4C24BC7CDBF0D868A7E0"><enum>22</enum><header>National Park Ranger School Partnerships </header> 
<section id="HC49F2A183B024B17009B53EDF6CD94FD"><enum>5621.</enum><header>Program authorized</header> 
<subsection id="H284C4FCB5102424D8003FF846F73273D"><enum>(a)</enum><header>In General</header><text>The Secretary, in cooperation with the Director of the National Park Service, may award grants, on a competitive basis, to schools and local educational agencies to carry out the authorized activities described in subsection (b).</text> </subsection>
<subsection id="H745254F19A0B42FF9000326BBC4043DE"><enum>(b)</enum><header>Authorized activities</header><text>A school or local educational agency shall use funds provided under this subpart to enter into a partnership with the National Park Service, in cooperation where appropriate with a not-for-profit partner of the National Park Service, to carry out both of the following activities:</text> 
<paragraph id="HA4C9C182A2154ED7ADEBFAB23FF6300"><enum>(1)</enum><text>Providing, for students in kindergarten through grade 12, educational programs (including programs under which instruction is provided by National Park Service Rangers) that emphasize science, the environment, natural resources, mathematics, civics, and history.</text> </paragraph>
<paragraph id="HC035D18A555F409E9FA3FE01C08F9200"><enum>(2)</enum><text>Providing, for educators of students in kindergarten through grade 12, professional development opportunities (such as summer institutes) that emphasize science, the environment, natural resources, mathematics, civics, and history.</text> </paragraph></subsection>
<subsection id="H697D1BEDCA80412ABF01297B74C286E6"><enum>(c)</enum><header>Grants</header><text>Each grant under this subpart shall be for a period of 3 years, and for an aggregate amount of not more than $25,000.</text> </subsection>
<subsection id="H7EB9B96BA595410B97B2320768E244C"><enum>(d)</enum><header>Eligibility</header><text>To be eligible to receive a grant under this subpart, a school or local educational agency shall—</text> 
<paragraph id="H40C175F36E124241829EFDFBD4204F47"><enum>(1)</enum><text>either—</text> 
<subparagraph id="H8C20E4F106894DAAB06DE57B18006CA7"><enum>(A)</enum><text>have a partnership or be capable of partnering with a unit of the National Park Service or a Research and Learning Center of the National Park Service; or</text> </subparagraph>
<subparagraph id="H43BDDF651EDC4F7BBC14001EBEFC8CE"><enum>(B)</enum><text>have, or demonstrate that it will develop, a technology-based distance learning link to the National Park Service;</text> </subparagraph></paragraph>
<paragraph id="H389A7DEF6F114E3A955BAB6890880550"><enum>(2)</enum><text>be identified for improvement under title I; and</text> </paragraph>
<paragraph id="HF5EE712C9237445D8700D8B4D9A36023"><enum>(3)</enum><text>have a significant percentage of low-income students.</text> </paragraph></subsection>
<subsection id="H98C40C18ECF5473FBB0774EE9034F5E7"><enum>(e)</enum><header>Criteria</header><text>Grants under this subpart shall be awarded on a competitive basis using criteria established jointly by the Secretary and the Director of the National Park Service.</text> </subsection>
<subsection commented="no" id="HDC2BF23590E24FABB12154F6A2AE9E13"><enum>(f)</enum><header>Reports by Grantees</header><text>At the end of the grant term, the school or local educational agency receiving the grant shall submit to the Secretary a report that—</text> 
<paragraph commented="no" id="H85E8583C80394D10AD5590C7EDBB0062"><enum>(1)</enum><text>identifies the number of students participating in the activities described in subsection (b)(1) that were carried out under the grant and the achievement attained by those students in mathematics, science, and any other academic areas relevant to the activities carried out under the grant as measured against—</text> 
<subparagraph commented="no" id="H934AA94B330246608D00B00697F93284"><enum>(A)</enum><text>statewide scores for students on the academic assessments in mathematics or science under section 1111(b)(3); and</text> </subparagraph>
<subparagraph commented="no" id="H1554B0936C7D470789601F831BF85F0"><enum>(B)</enum><text>other benchmarks established by the Secretary, in coordination with the National Park Service; and</text> </subparagraph></paragraph>
<paragraph commented="no" id="HD1C0D3FB6BC047CB96FEBDD02C6C1EF5"><enum>(2)</enum><text>identifies the number of educators participating in the activities described in subsection (b)(2) that were carried out under the grant and the professional development received by those educators in mathematics, science, and any other academic areas relevant to the activities carried out under the grant.</text> </paragraph></subsection></section></subpart><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph>
<paragraph id="H31458DABA12B4FF3AF2497DD33A39D00"><enum>(2)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">Section 5401 of that Act (20 U.S.C. 7241) is amended—</text> 
<subparagraph id="H5A548948FDAD4D32AB50EF01BEECA505"><enum>(A)</enum><text>by striking <quote>There are</quote> and inserting the following:</text>

<subsection id="H1735995172534980A64B2400242BE4FF"><enum>(b)</enum><header>National park ranger school partnerships</header><text display-inline="yes-display-inline">There are authorized to be appropriated to carry out subpart 22, such sums as may be necessary for fiscal year 2010 and each of the 5 succeeding fiscal years.</text> </subsection><after-quoted-block>.</after-quoted-block></quoted-block> </subparagraph></paragraph>
<paragraph id="H1E2BF92F6E944AD9A9FF52440092FEB3"><enum>(3)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The table of contents in section 2 of that Act (20 U.S.C. 6301 note) is amended by adding after the items relating to subpart 21 of part D of title V the following:</text>

<subsection id="H36D457D602474200B4DB8C5807C336ED"><enum>(b)</enum><header>National Park Service Eligibility for Certain Programs</header><text display-inline="yes-display-inline"></text> 
<paragraph id="H24FEC5D7F9A14AA5A6BE044DA56F4EB6"><enum>(1)</enum><header>Math and science partnerships</header><text>Section 2201(b)(1)(B) of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 6661(b)(1)(B)) is amended—</text> 
<subparagraph id="H86338DA7EC7B42F8833100E35F1D1245"><enum>(A)</enum><text>by redesignating clauses (iii) and (iv) as clauses (iv) and (v), respectively; and</text> </subparagraph>
<subparagraph id="HC53EAA5B77E549A6B8D17C396BAFBC49"><enum>(B)</enum><text>by adding after clause (ii) the following:</text>

<paragraph id="H809168153F3E41C4BBC217C77FB72E0"><enum>(2)</enum><header>Teaching of traditional American history</header><text>Section 2351(b) of that Act (20 U.S.C. 6721(b)) is amended by adding at the end the following:</text>
