<official-title>To amend the Workforce Investment Act of 1998 to make non-union training programs eligible for Federal funding under the <quote>Green Jobs</quote> program.</official-title>

<section id="H649B7081C1864FB284E8948850EA685C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Green Jobs Improvement Act</quote>.</text></section> 
<section id="HA858BC515317438B9D070024B42D00B2"><enum>2.</enum><header>Eligibility of non-union programs for Green Jobs funding</header><text display-inline="no-display-inline">Section 171(e) of the Workforce Investment Act of 1998 (29 U.S.C. 2916(e)) is amended—</text> 
<paragraph id="H8886381471B54766A3B52343130061BB"><enum>(1)</enum><text display-inline="yes-display-inline">by amending subclause (I) of paragraph (2)(B)(ii) to read as follows:</text> 
<quoted-block display-inline="no-display-inline" id="H1008CD04081646AEBC5225A5EDDE5192" style="OLC"> 
<subclause id="H92333FD153674C53A3D028E0C1F027AD"><enum>(I)</enum><text display-inline="yes-display-inline">includes participation of industry and may include workforce investment boards, community-based organizations, qualified service and conservation corps, educational institutions, small businesses, public employers, cooperatives, State and local veterans agencies, veterans service organizations, and labor organizations, including joint labor-management training programs; and</text></subclause><after-quoted-block>;</after-quoted-block></quoted-block></paragraph> 
<paragraph id="H693F8A31A8E64CCF00B56C2B3DDA00E8"><enum>(2)</enum><text>in paragraph (2)(D)(iii)(I), by striking <quote>includes the equal participation of</quote> and all that follows and inserting <quote>includes participation of industry and may include workforce investment boards, community-based organizations, qualified service and conservation corps, educational institutions, small businesses, public employers, cooperatives, State and local veterans agencies, veterans service organizations, and labor organizations, including joint labor-management training programs</quote>;</text></paragraph> 
<paragraph id="HBAB8A7DAAF21483FB35440485278E2D2"><enum>(3)</enum><text>in paragraph (2)(E)(ii)(I)—</text> 
<subparagraph id="H60A8F2F8DCA44670AA25CD93751F27DE"><enum>(A)</enum><text>by inserting <quote>and</quote> after <quote>adults or youth,</quote>; and</text></subparagraph> 
<subparagraph id="HC0FB0E8FD59B42A89FF467CB1BA211C7"><enum>(B)</enum><text>by striking <quote>, and labor organizations representing workers in such industry sectors</quote>; and</text></subparagraph></paragraph> 
<paragraph id="HB5BCFC2374C24DCD8BB9B4CC14489DD8"><enum>(4)</enum><text display-inline="yes-display-inline">by amending paragraph (4) to read as follows:</text>

<paragraph id="HE79286D8FCCD437C9F40E557FEFDE370"><enum>(4)</enum><header>Worker protections and nondiscrimination requirements</header><text display-inline="yes-display-inline">The provisions of sections 181 and 188 shall apply to all programs carried out with assistance under this subsection.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section>
