		  unfair practices by credit card issuers, and for other

		<section id="HF63449A9FD8F4A89A43BF55F72DB3407" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>American Credit Card Reform
			 Act</short-title></quote>.</text>
		</section><section id="HFF0469C7983D4335AA3518FE56E8F97D"><enum>2.</enum><header>Limit on credit
			 card interest rates</header><text display-inline="no-display-inline">Section
			 107 of the Truth in Lending Act (U.S.C. 1606) is amended by adding at the end
			 the following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="H6AA9BFB5AB3F4E39B500B35767A70085" style="OLC">
				<subsection id="H1BB6832C6DD24108B2782494CB01EDFD"><enum>(f)</enum><header>Consumer credit
				card interest rate cap</header><text display-inline="yes-display-inline">The
				annual percentage rate applicable to any extension of credit on a credit card
				account under an open end consumer credit plan may not exceed 14
				percent.</text>
				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HCBC3042512C24A3B998B74AFCF524D99"><enum>3.</enum><header>Prohibition on
			 transfer fees</header><text display-inline="no-display-inline">Section 127 of
			 the Truth in Lending Act (15 U.S.C. 1637) is amended by adding at the end the
			 following new subsection:</text>

				<subsection id="H64E010C7A7154574889F6257B2FFB82D"><enum>(i)</enum><header>Prohibition on
				credit card transfer fees</header><text display-inline="yes-display-inline">No
				credit card issuer under an open end consumer credit plan may impose any fee or
				penalty in connection with a transaction initiated by a consumer in which the
				applies credit extended under such credit plan to reduce an outstanding balance
				on another credit card account held by such
				consumer.</text>
				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HCB1F23FC4D1E40708CDC63EB4795CA3"><enum>4.</enum><header>Prohibition on
			 predatory advertising on college campuses</header>
			<subsection id="HCAA385EC58B3454D00EA6461F355917B"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Chapter 3 of the
			 Truth in Lending Act (15 U.S.C. 1661 et seq.) is amended by adding at the end
			 the following new section:</text>

					<section id="HC281E1B8579E4237A817E9EF48E314BF"><enum>148.</enum><header>Advertising on
				college campuses prohibited<editorial></editorial></header>
						<subsection id="H5703BFB24AB0445DAA04D4E53095F16"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">No credit card issuer
				under an open end consumer credit plan may advertise any credit card account on
				any grounds of an institution of higher education through the distribution of
				written applications or solicitations on such grounds.</text>
						</subsection><subsection id="H95BF4833B7D5434DAF9C3034E8E84FA7"><enum>(b)</enum><header>Institution of
				higher education</header><text display-inline="yes-display-inline">The term
				<term>institution of higher education</term> has the same meaning as in section
				101(a) of the Higher Education Act of 1965 (20 U.S.C.
				1001(a)).</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HAAA159FDD0A04D22932813F93F23F9C3"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections for chapter 3 of the Truth in
			 Lending Act is amended by inserting after the item relating to section 147 the
			 following new item:</text>

						<toc-entry level="section">148. Advertising on college campuses
				prohibited.</toc-entry>

			</subsection></section><section id="HB83F3EB8FFA640DF99BCAE557534AD64"><enum>5.</enum><header>Prohibition on
			 changing terms of credit card account if consumer is in full compliance with
			 such terms</header><text display-inline="no-display-inline">Section 127 of the
			 Truth in Lending Act (15 U.S.C. 1637) is amended by inserting after subsection
			 (i) (as added by section 3 of this Act) the following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="H908EEA8AEAD445FFB83D201F2C32BD93" style="USC">
				<subsection id="HE03A3DB36B674BC8ADDD16756E57D952"><enum>(j)</enum><header>Prohibition on
				changing terms of credit card account with which consumer is in
				compliance</header><text display-inline="yes-display-inline">A credit card
				issuer may not amend or change the terms of a credit card contract or agreement
				under an open end consumer credit plan so long as the consumer remains in full
				compliance with the existing terms of such contract or
				agreement.</text>
				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HB0ED72E4D22A415E851DDD8673C3A77C"><enum>6.</enum><header>Establishment of
			 due dates for periodic payments on consumer credit card accounts</header><text display-inline="no-display-inline">Section 127 of the Truth in Lending Act (15
			 U.S.C. 1637) is amended by inserting after subsection (j) (as added by section
			 5 of this Act) the following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="H7982071CE7D34BCAAB010893937BD7BC" style="OLC">
				<subsection id="H718B3675327D4B4AAFB0D15108A5E30B"><enum>(k)</enum><header>Due date for
				periodic payment</header><text display-inline="yes-display-inline">The due date
				for any periodic payment on an outstanding balance on a credit card account
				under an open end consumer credit plan may not be less than 30 days
				after—</text>
					<paragraph id="HF335F7A2EBE1440E847D68B8C72E68E8"><enum>(1)</enum><text>the date of the
				postmark on the envelope in which the periodic statement provided under
				subsection (b) applicable to such period was sent to the consumer; or</text>
					</paragraph><paragraph id="H8DCAFADD3DF5446D8D729819E857924F"><enum>(2)</enum><text>if no postmark
				appears on the envelope, the date that is 3 days after the closing date of such
				periodic
				statement.</text>
