		<section id="H671A258FA4B54A8EB3E2E4B396916B60" section-type="section-one"><enum>1.</enum><header>Research and guidance with
			 respect to reducing lighting on the Federal-aid system during periods of low
			 traffic density</header>
			<subsection id="H317D28FFB51A4BC09E678ACC7A003198"><enum>(a)</enum><header>Update of
			 research report</header>
				<paragraph id="H06A38BF1835240C588CD36F92DA2F17B"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than 120
			 days after the date of the enactment of this Act, the Secretary of
			 Transportation, acting through the Administrator of the Federal Highway
			 Administration and in cooperation with the American Association of State
			 Highway and Transportation Officials, shall update the research report of the
			 Federal Highway Administration entitled <quote>Reduced Lighting On Freeways
			 During Periods Of Low Traffic Density</quote>, FHWA/RD–86/018, August
			 1985.</text>
				</paragraph><paragraph id="HBEE4591C78534B20A1AE0FEEFE5B7601"><enum>(2)</enum><header>Issues to
			 address in update</header><text>In updating the report described in paragraph
			 (1), the Secretary shall address, with respect to the Federal-aid system, the
			 following:</text>
					<subparagraph id="H55BDBEFA9F214D2CB12996DDB01AEAB0"><enum>(A)</enum><text>The optimal times
			 and conditions for reducing lighting.</text>
					</subparagraph><subparagraph id="H6C35ED0199644766BC0D9D19879794CB"><enum>(B)</enum><text>The appropriate
			 lighting levels for various roads and road features.</text>
					</subparagraph><subparagraph id="H7CA6E3F83D634D149BEB82376986D944"><enum>(C)</enum><text>The appropriate
			 manner in which to carry out reducing lighting.</text>
					</subparagraph><subparagraph id="H4E61C2E65C7E43A7BA428B1243755447"><enum>(D)</enum><text>The energy savings
			 and reduction in greenhouse gases that may result from reducing
			 lighting.</text>
					</subparagraph><subparagraph id="H8C82E04A1C364C9CAA03F6BA98A867B1"><enum>(E)</enum><text>Any legal issues
			 relating to reducing lighting, including the development of such issues since
			 the release of the report described in paragraph (1).</text>
					</subparagraph></paragraph></subsection><subsection id="H336E41969A414125AE03627DB28E5995"><enum>(b)</enum><header>Guidance to
			 States</header><text>Not later than 180 days after the date of the enactment of
			 this Act, the Secretary of Transportation shall issue guidance to the States
			 with respect to reducing lighting on the Federal-aid system during periods of
			 low traffic density. The Secretary shall base such guidance on the updated
			 research report completed in accordance with subsection (a).</text>
			</subsection><subsection id="HE4D280D99CDC4A3F9F1B0E68A7FE12D3"><enum>(c)</enum><header>Definitions</header><text>In
			 this section, the following definitions apply:</text>
				<paragraph id="HCB3A1CF036454F2BBE52F103E0F1C351"><enum>(1)</enum><header>Federal-aid
			 system</header><text>The term <term>Federal-aid system</term> has the meaning
			 given such term in section 101(6) of title 23, United States Code.</text>
				</paragraph><paragraph id="H3073FED2C5414CF39B125206CEA56086"><enum>(2)</enum><header>State</header><text>The
			 term <term>State</term> has the meaning given such term in section 101(32) of
			 title 23, United States Code.</text>
				</paragraph></subsection></section></legis-body>
