		<official-title display="yes">To direct the Secretary of Health and Human
		  Services to prepare a report on the research and other public health activities
		  of the Department of Health and Human Services with respect to diabetes among
		  minority populations.</official-title>

		<section id="H3789DBE893BE42C186D735812552FAAE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Diabetes in Minority Populations
			 Evaluation Act of 2010</short-title></quote>.</text>
		</section><section id="H8B44C29E80F749ADB6D9FE87578B28DE"><enum>2.</enum><header>Report on
			 research and other public health activities of HHS with respect to diabetes
			 among minority populations</header>
			<subsection id="H4D9F3960BBEA4224AA1AC6386ABEF026"><enum>(a)</enum><header>In
			 General</header><text>Not later than 18 months after the date of enactment of
			 this Act, the Secretary of Health and Human Services shall submit to the
			 Congress a report on the research and other public health activities of the
			 Department of Health and Human Services with respect to diabetes among minority
			 populations.</text>
			</subsection><subsection id="HFAB16831932848549D1FCAD731BD61F8"><enum>(b)</enum><header>Required
			 contents</header><text>At a minimum, the report under subsection (a) shall
			 include, with respect to research and activities described in subsection (a),
			 the following:</text>
				<paragraph id="H8090FC99BEA14F4C9F6C7EFAECACFD57"><enum>(1)</enum><header>Evaluation</header><text>An
			 evaluation of the following:</text>
					<subparagraph id="H2202ED59998D451E81A0A5ACF9CFC4C6"><enum>(A)</enum><text>Research on
			 diabetes among minority populations, including with respect to—</text>
						<clause id="HB833DAB38DD94F8DA89A1522FD75A25F"><enum>(i)</enum><text>genetic,
			 behavioral, and environmental factors that may contribute to disproportionate
			 rates of diabetes among these populations; and</text>
						</clause><clause id="HE8B7B8A40C8A4FBFB23F2EC744D1EE68"><enum>(ii)</enum><text>prevention of
			 complications among individuals within these populations who have already
			 developed diabetes.</text>
						</clause></subparagraph><subparagraph id="H6D5DECAA78804A3987C0C96ECDE4848A"><enum>(B)</enum><text>Surveillance and
			 data collection on diabetes among minority populations, including with respect
			 to—</text>
						<clause id="HC1F8BCF4784342D3A47A24AC5D3FF945"><enum>(i)</enum><text>efforts to better
			 determine the prevalence of diabetes among Asian Americans and Pacific
			 Islanders subgroups; and</text>
						</clause><clause id="H774A28DA0002452DA2B8CBE76EE08EBF"><enum>(ii)</enum><text>efforts to
			 coordinate data collection on the American Indian population.</text>
						</clause></subparagraph><subparagraph id="H72BE47EBC7734C8BB51A31150D26779A"><enum>(C)</enum><text>Community-based
			 interventions targeting minority populations, including with respect to—</text>
						<clause id="HC5EA6DDCE2CF43E2875DB31576B12AD3"><enum>(i)</enum><text>the
			 evidence base for such interventions;</text>
						</clause><clause id="H5E79B5D85DDD4B69824744D56B526AF1"><enum>(ii)</enum><text>the
			 cultural appropriateness of such interventions; and</text>
						</clause><clause id="H035F47EA45144BEA89F44574E49F0B5D"><enum>(iii)</enum><text>efforts to
			 educate the public on the causes and consequences of diabetes.</text>
						</clause></subparagraph><subparagraph id="HD4918FD5970E43508DECD1760E0F7EE7"><enum>(D)</enum><text>Education and
			 training of health professionals (including community health workers) on the
			 prevention and management of diabetes and its related complications that is
			 supported by the Health Resources and Services Administration, including
			 through—</text>
						<clause id="H6B0F2F960A844681BA2001278F3828AD"><enum>(i)</enum><text>the
			 National Health Service Corps program; and</text>
						</clause><clause id="HF60BDAB5A26147E08F200947AA467228"><enum>(ii)</enum><text>the
			 community health center program.</text>
						</clause></subparagraph></paragraph><paragraph id="H6A494A17ADE642149A0E9D2A0C214CA7"><enum>(2)</enum><header>Recommendations</header><text display-inline="yes-display-inline">Recommendations for improvement of the
			 research and other public health activities of the Department of Health and
			 Human Services with respect to diabetes among minority populations, including
			 recommendations for coordination and comprehensive planning of such research
			 and activities.</text>
				</paragraph></subsection><subsection id="H0736C62B8C974F718E165EFABB67902B"><enum>(c)</enum><header>Definition</header><text>In
			 this Act, the term <quote>minority population</quote> means a racial and ethnic
			 minority group, as defined in section 1707(g) of the Public Health Service Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/300u-6">42 U.S.C.
			 300u–6(g)</external-xref>).</text>
