		<official-title display="yes">To direct the Attorney General to make an
		  annual grant to the A Child Is Missing Alert and Recovery Center to assist law
		  enforcement agencies in the rapid recovery of missing children, and for other
		  purposes.</official-title>

		<section commented="no" display-inline="no-display-inline" id="H1337DE0416184BC2BBF500B8CDBBAB95" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>A Child Is Missing Alert and Recovery
			 Center Act</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="H924BD9B8EE34440F8FA20716BA10091" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Directing the Attorney General to make
			 annual grants to A Child Is Missing Alert and Recovery Center to assist law
			 enforcement agencies in recovering missing children</header>
			<subsection commented="no" display-inline="no-display-inline" id="HE4D4FF4421134E31B8B3A608F22FB7C9"><enum>(a)</enum><header display-inline="yes-display-inline">In General</header><text display-inline="yes-display-inline">The Attorney General, acting through the
			 Administrator of the Office of Juvenile Justice and Delinquency Prevention,
			 shall annually make a grant to the A Child Is Missing Alert and Recovery
			 Center.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="HF899A87646DD48A68B225627F14E0063"><enum>(b)</enum><header display-inline="yes-display-inline">Specified Use of Funds for Recovery
			 Activities, Regional Centers, Education, and Information Sharing</header><text display-inline="yes-display-inline">A Child Is Missing Alert and Recovery
			 Center shall use the funds made available under this Act—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H30BEBC11147A46ECBA00F01E12D9027C"><enum>(1)</enum><text display-inline="yes-display-inline">to operate and expand the A Child Is
			 Missing Alert and Recovery Center to provide services to Federal, State, and
			 local law enforcement agencies to promote the quick recovery of a missing child
			 in response to a request from such agencies for assistance by utilizing rapid
			 alert telephone calls, text messaging, and satellite mapping technology;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE623F10CD6044421A5BFC0C6DB862F13"><enum>(2)</enum><text display-inline="yes-display-inline">to maintain and expand technologies and
			 techniques to ensure the highest level of performance of such services;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD9013E80CACA4514B8668B8700CAB52C"><enum>(3)</enum><text display-inline="yes-display-inline">to establish and maintain regional centers
			 to provide both centralized and on-site training and to distribute information
			 to Federal, State, and local law enforcement agency officials about how to best
			 utilize the services provided by the A Child Is Missing Alert and Recovery
			 Center;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H43256B4FA52F41618B5C5CDC88EF64F3"><enum>(4)</enum><text display-inline="yes-display-inline">to share appropriate information with the
			 National Center for Missing and Exploited Children, the AMBER Alert
			 Coordinator, the Silver Alert Coordinator, and appropriate Federal, State, and
			 local law enforcement agencies; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H2FD07DD7BFE247A88361FDAB5445013C"><enum>(5)</enum><text display-inline="yes-display-inline">to assist the National Center for Missing
			 and Exploited Children, the AMBER Alert Coordinator, the Silver Alert
			 Coordinator, and appropriate Federal, State, and local law enforcement agencies
			 with education programs.</text>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="H7CFF5A668547454FA37C7891B25EC6D" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Definition of missing child</header><text display-inline="no-display-inline">For purposes of this Act, the term
			 <term>missing child</term> means an individual whose whereabouts are unknown to
			 a Federal, State, or local law enforcement agency.</text>
		</section><section commented="no" display-inline="no-display-inline" id="HEBFA6B14028C49D2A8FDE0486592FCA9" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Authorization of
			 appropriations</header><text display-inline="no-display-inline">For grants
			 under section 2, there are authorized to be appropriated to the Attorney
			 General $5,000,000 for each fiscal year from fiscal year 2010 through fiscal
			 year 2015.</text>
