		<official-title>To provide for a comprehensive study by the National
		  Research Council of the National Academy of Sciences to assess the water
		  management, needs, and conservation of the Apalachicola-Chattahoochee-Flint
		  River System.</official-title>

		<section id="H9B56C581A90B48A2BA945D99B5B93CF1" section-type="section-one"><enum>1.</enum><header>Study on the
			 Apalachicola-Chattahoochee-Flint River System</header>
			<subsection id="H51AAAA702422438098371600BD3CECC7"><enum>(a)</enum><header>Definitions</header><text>In
			 this section:</text>
				<paragraph id="HEFBABFE1D1D74E41A6E3A670A7A3396B"><enum>(1)</enum><header>ACF river
			 system</header><text>The term <term>ACF River System</term> means the
			 Apalachicola-Chattahoochee-Flint River System.</text>
				</paragraph><paragraph id="H739F2189A65A45688319E2CDA00CC40"><enum>(2)</enum><header>Council</header><text>The
			 term <term>Council</term> means the National Research Council of the National
			 Academy of Sciences.</text>
				</paragraph><paragraph id="H2E12B1170034422DBA3808F41100A460"><enum>(3)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Army.</text>
				</paragraph></subsection><subsection id="H22DA566B76ED43B39B9C080067000054"><enum>(b)</enum><header>National
			 Research Council Study</header><text display-inline="yes-display-inline">Not
			 later than 60 days after the date of enactment of this Act, the Secretary shall
			 offer to enter into an agreement with the Council under which the Council shall
			 conduct a comprehensive study of the water management, needs, and conservation
			 of the ACF River System.</text>
			</subsection><subsection id="HC31BB9D68D294BD0006231B7D4F3F69C"><enum>(c)</enum><header>Matters To be
			 addressed</header><text>The study under subsection (b) shall include the
			 following:</text>
				<paragraph id="H10A9D4A738EE49D199C5ACBE4554009D"><enum>(1)</enum><text>A
			 summary of the existing body of scientific knowledge on—</text>
					<subparagraph id="H346071C65C784197B25E22049DB46CF6"><enum>(A)</enum><text>the ecology,
			 hydrology, geomorphology, and biogeochemistry of the Apalachicola River and the
			 greater ACF River System;</text>
					</subparagraph><subparagraph id="H222D58BA68AD49828142EA8EF54310AA"><enum>(B)</enum><text>the ecosystem
			 services provided by the Apalachicola River;</text>
					</subparagraph><subparagraph id="H208A8425DF194A899EE5FBA2C6CF8F56"><enum>(C)</enum><text>the impact of
			 variation in freshwater flow on the ecology of the river and downstream coastal
			 ecosystems, including the Apalachicola Bay ecosystem; and</text>
					</subparagraph><subparagraph id="H5D2BD7A177D841619F798DDD5CB3E165"><enum>(D)</enum><text>how to restore the
			 natural hydraulic function of the ACF River System, including restoration of
			 floodplains and wetlands.</text>
					</subparagraph></paragraph><paragraph id="H24593E5B3C714700AD803533115C47F6"><enum>(2)</enum><text>An assessment of
			 models that serve as the basis for the master manuals of the ACF River
			 System.</text>
				</paragraph><paragraph id="H332FBC3A9C9C4CD0972E35221897443D"><enum>(3)</enum><text>An assessment of
			 water availability, supply options, demand-management alternatives, and
			 socioeconomic factors that influence uses in the ACF River System, including
			 water quality, navigation, hydropower, recreation, in-stream ecology, and flood
			 control.</text>
				</paragraph><paragraph id="HDD18E0FE43034996885562AE40BA57C5"><enum>(4)</enum><text>An assessment of
			 policies, regulations, and other factors that affect Federal water project
			 operations.</text>
				</paragraph><paragraph id="HCDADD4FE537145C3B99D5E5FD3A7F41B"><enum>(5)</enum><text>Recommendations
			 for an approach to determine water limits that recognize the needs of all water
			 users along the ACF River System, including adequate in-stream flow
			 requirements.</text>
				</paragraph><paragraph id="HE2A8DF5ED60D463897A2423D350088C4"><enum>(6)</enum><text>Recommendations
			 for any additional measures to address the long-term watershed management needs
			 of the ACF River System as the Council considers to be appropriate.</text>
				</paragraph></subsection><subsection id="H615E4BD38FB54424ACA5DC9B268BDF65"><enum>(d)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 2 years after entering into
			 an agreement under subsection (b), the Council shall submit to the Secretary
			 and Congress a report containing the findings of the study under subsection
			 (b), including such recommendations as the Council considers to be
			 appropriate.</text>
			</subsection><subsection id="H724D729FE65841D2A85394BA6D777779"><enum>(e)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated to carry
			 out this section $1,200,000.</text>
