		<official-title>To amend title 10, United States Code, to require the
		  incorporation of Leadership in Energy and Environmental Design (LEED)
		  principles in military construction projects carried out in the United States
		  or overseas, to require a specific goal regarding the use of renewable energy
		  sources on all military installations, and for other purposes.</official-title>

		<section id="H24433AAA6EA0499AA4D40EE4BA441327" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Military LEEDs Act of
			 2009</short-title></quote>.</text>
		</section><section id="HA45A8E5725864F46B4440018C081581D"><enum>2.</enum><header>Use of Leadership
			 in Energy and Environmental Design (LEED) principles in military
			 construction</header><text display-inline="no-display-inline">Section 2915 of
			 title 10, United States Code, is amended by adding at the end the following new
			 subsection:</text>
			<quoted-block display-inline="no-display-inline" id="HCBCA66EE3C6143CE00BDE34FFA512390" style="OLC">
				<subsection id="H6A74DBCAE0F540DA81087B4311951CAA"><enum>(f)</enum><header>Use of LEED
				principles in new construction</header><text display-inline="yes-display-inline">In the case of each military construction
				project or military housing project authorized after September 30, 2009, the
				Secretary of Defense shall require the incorporation of design criteria
				promulgated in the Leadership in Energy and Environmental Design Green Building
				Rating System, as developed by the United States Green Building Council, to
				achieve not less than the silver
				standard.</text>
				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HFFAE0AB3C1FB41E8861C34ACD02CBE18"><enum>3.</enum><header>Expanded use of
			 sustainable materials in military construction</header><text display-inline="no-display-inline">Section 2915(b) of title 10, United States
			 Code, is amended—</text>
			<paragraph id="H6E0A342F610244DABCA388A78346D8A1"><enum>(1)</enum><text>in the subsection
			 heading, by striking <quote><header-in-text level="subsection" style="OLC">Consideration</header-in-text></quote> and inserting
			 <quote><header-in-text level="subsection" style="OLC">Special
			 considerations</header-in-text></quote>;</text>
			</paragraph><paragraph id="H0D2A260C5BBB4AD49B308765C8549E3E"><enum>(2)</enum><text>in paragraph (1),
			 by striking <quote>consideration of</quote> and all that follows through the
			 end of the paragraph and inserting</text>
				<quoted-block display-inline="yes-display-inline" id="H8005584632D04CEBAAF93382E1060E7" style="OLC">
					<text>consideration of the
			 following:</text><subparagraph id="H70A7AFA0E2824133BF656C736FE10965" indent="up1"><enum>(A)</enum><text display-inline="yes-display-inline">The incorporation of energy systems using
				solar energy or other renewable forms of energy.</text>
					</subparagraph><subparagraph id="H6D0AB578A75A4F72979F69CF4EC63100" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">The use of sustainable construction
				materials.</text>
					</subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H694396FE947847B199B167B90059BE87"><enum>(3)</enum><text>by adding at the
			 end the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="HBCD6A61BEBDC49339087FDECD4079DE2" style="OLC">
					<paragraph id="H77D73A0135AC4A58B33061FEBD5A9E5" indent="up1"><enum>(3)</enum><text display-inline="yes-display-inline">The Secretary concerned shall require that
				contracts for construction resulting from such design include a requirement
				that sustainable construction materials be used if the use of sustainable
				construction materials can be shown to be cost effective. For the purposes of
				evaluating the cost-effectiveness of sustainable construction materials, the
				Secretary concerned shall award weight to cost savings as well as a savings
				through reduced environmental
				impact.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section display-inline="no-display-inline" id="HF1512FFF2C264A05AAA6C3D43D41AAC6" section-type="subsequent-section"><enum>4.</enum><header>Renewable energy goals
			 in military construction</header><text display-inline="no-display-inline">Section 2911(a) of title 10, United States
			 Code, is amended by adding at the end the following new paragraph:</text>
			<quoted-block display-inline="no-display-inline" id="H1A103DA7F49B46C5B9E973E6023B145B" style="OLC">
				<paragraph id="H82F3B1BAD70D4D04A6F878E561AE0B" indent="up1"><enum>(3)</enum><text display-inline="yes-display-inline">The performance goals required by this
				subsection shall include specific goals to increase the use of renewable energy
				sources on all military installations in the United States and
				overseas.</text>
