			 <quote><short-title>Small Business Development Centers
			 Modernization Act of 2009</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="H8D27C947CA4C4FA9B82E38C4EC17C305" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Small business development centers
			 operational changes</header>
			<subsection commented="no" display-inline="no-display-inline" id="H39EB7B5023094239A05E678EF5100CB3"><enum>(a)</enum><header display-inline="yes-display-inline">Accreditation requirement</header><text display-inline="yes-display-inline">Section 21(a)(1) of the Small Business Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C.
			 648(a)(1)</external-xref>) is amended as follows:</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H97EDAF26567F4F018D88E0B1792A6EC8"><enum>(1)</enum><text display-inline="yes-display-inline">In the proviso, by inserting before
			 <quote>institution</quote> the following: <quote>accredited</quote>.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6D15484171ED46E084D01A9AC0A74C91"><enum>(2)</enum><text display-inline="yes-display-inline">In the sentence beginning <quote>The
			 Administration shall</quote>, by inserting before <quote>institutions</quote>
			 the following: <quote>accredited</quote>.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4C1A9E57E4354AD080DCCFF26FD373BA"><enum>(3)</enum><text display-inline="yes-display-inline">By adding at the end the following new
			 sentence: <quote>In this paragraph, the term <term>accredited institution of
			 higher education</term> means an institution that is accredited as described in

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H85C4643ADA974E94A0A47C6DE16F3885"><enum>(b)</enum><header display-inline="yes-display-inline">Program negotiations</header><text display-inline="yes-display-inline">Section 21(a)(3) of the Small Business Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C.
			 648(a)(3)</external-xref>) is amended in the matter preceding subparagraph (A),
			 by inserting before <quote>agreed</quote> the following:
			 <quote>mutually</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H158DD1BD614049E8AAC78CD989C5F8B1"><enum>(c)</enum><header display-inline="yes-display-inline">Contract negotiations</header><text display-inline="yes-display-inline">Section 21(a)(3)(A) of the Small Business
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C.
			 648(a)(3)(A)</external-xref>) is amended by inserting after <quote>uniform
			 negotiated</quote> the following: <quote>mutually agreed to</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H87BA4B9337C94899A5A3EE86773CE4FF"><enum>(d)</enum><header display-inline="yes-display-inline">SBDC hiring</header><text display-inline="yes-display-inline">Section 21(c)(2)(A) of the Small Business
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C.
			 648(c)(2)(A)</external-xref>) is amended by inserting after <quote>full-time
			 staff</quote> the following: <quote>, the hiring of which shall be at the sole
			 discretion of the center without the need for input or approval from any
			 officer or employee of the Administration</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H94DE799F36694E7493CB2A51E9DD24FB"><enum>(e)</enum><header display-inline="yes-display-inline">Content of consultations</header><text display-inline="yes-display-inline">Section 21(a)(7)(A) of the Small Business
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C.
			 648(a)(7)(A)</external-xref>) is amended in the matter preceding clause (i) by
			 inserting after <quote>under this section</quote> the following: <quote>, or
			 the content of any consultation with such an individual or small business
			 concern,</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H7A3C24B5CFF941D18609B85C0FAE338D"><enum>(f)</enum><header display-inline="yes-display-inline">Amounts for administrative
			 expenses</header><text display-inline="yes-display-inline">Section
			 21(a)(4)(C)(v)(I) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648(a)(4)(C)(v)(I)</external-xref>) is
			 amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H00F103D999DC4D1D9C12C174299DE11D" style="OLC">
					<subclause commented="no" display-inline="no-display-inline" id="HA1B09362C72D4A82AA0A655A7E6EC5F2" indent="up1"><enum>(I)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Of the amounts made available in any fiscal
				year to carry out this section, not more than $500,000 may be used by the
				Administration to pay expenses enumerated in subparagraphs (B) through (D) of
				section
				20(a)(1).</text>
					</subclause><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="HEF5FB75EAB664A99AD8FE02D19F4D8A8"><enum>(g)</enum><header display-inline="yes-display-inline">Non-matching portability
			 grants</header><text display-inline="yes-display-inline">Section
			 21(a)(4)(C)(viii) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648(a)(4)(C)(viii)</external-xref>) is
			 amended by adding at the end the following: <quote>In the event of a disaster,
			 the dollar limitation in the preceding sentence shall not
			 apply.</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="HF5B4AEB78AA04390BB51BFD0F1A3E0EB"><enum>(h)</enum><header display-inline="yes-display-inline">Distribution to SBDCs</header><text display-inline="yes-display-inline">Section 21(b) of the Small Business Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C.
			 648(b)</external-xref>) is amended by adding at the end the following new
			 paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H9E932D853F8A49F1B10513EBBE39A727" style="OLC">
					<paragraph commented="no" display-inline="no-display-inline" id="H8260E9A22E314843AB5421852D779CCE" indent="up1"><enum>(4)</enum><header display-inline="yes-display-inline">Limitation on distribution to small
				business development centers</header>
						<subparagraph commented="no" display-inline="no-display-inline" id="H1192806C2F3B4416AD361129607E7CA2"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Except as otherwise provided in this
				paragraph, the Administration shall not distribute funds to a Small Business
				Development Center if the State in which the Small Business Development Center
				is located is served by more than one Small Business Development Center.</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H4B891163EEF34110A7478D99C05C8BA5"><enum>(B)</enum><header display-inline="yes-display-inline">Unavailability exception</header><text display-inline="yes-display-inline">The Administration may distribute funds to
				a maximum of two Small Business Development Centers in any State if no
				applicant has applied to serve the entire State.</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H3D998B5A650644C9B5978AAE5C686707"><enum>(C)</enum><header display-inline="yes-display-inline">Grandfather clause</header><text display-inline="yes-display-inline">The limitations in this paragraph shall not
				apply to any State in which more than one Small Business Development Center
				received funding prior to January 1, 2007.</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H54641C0A2BAE43AA819A6962F2A4B727"><enum>(D)</enum><header display-inline="yes-display-inline">Definition</header><text display-inline="yes-display-inline">For the purposes of this paragraph, the
				term <term>Small Business Development Center</term> means the entity selected
				by the Administration to receive funds pursuant to the funding formula set
				forth in subsection (a)(4), without regard to the number of sites for service
				delivery such entity establishes or
				funds.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H35A4699E22C34BF89414DC91F6A8FB27"><enum>(i)</enum><header display-inline="yes-display-inline">Women’s business centers</header><text display-inline="yes-display-inline">Section 21(a)(1) of the Small Business Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C.
			 648(a)(1)</external-xref>), as amended, is further amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H73288482D9634AF48FEE5E1ACBF52409"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>and women's business
			 centers operating pursuant to section 29</quote>; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H13EB483BCA954E7889C73321D1593FA6"><enum>(2)</enum><text display-inline="yes-display-inline">by striking <quote>or a women’s business
			 center operating pursuant to section 29</quote>.</text>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="H56BBC76AAF1541B7A3A1641AF05A7F92" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Access to credit and capital</header><text display-inline="no-display-inline">Section 21 of the Small Business Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C.
			 648</external-xref>) is amended by adding at the end the following new
			 subsection:</text>
			<quoted-block display-inline="no-display-inline" id="H1E72EB61F3854CB6A2A1A2FCDD900A47" style="OLC">
				<subsection commented="no" display-inline="no-display-inline" id="H0A2E5CB430474C74A43F63525794CEA4"><enum>(o)</enum><header display-inline="yes-display-inline">Access to credit and capital
				program</header>
					<paragraph commented="no" display-inline="no-display-inline" id="H5B4D0FCA827E41DABB4C12BFB18F701F"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Administration shall establish a grant
				program for small business development centers in accordance with this
				subsection. To be eligible for the program, a small business development center
				must be in good standing and comply with the other requirements of this
				section. Funds made available through the program shall be used to—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="H6B426A948F93408FA33AE2D62B0403E2"><enum>(A)</enum><text display-inline="yes-display-inline">develop specialized programs to assist
				local small business concerns in securing capital and repairing damaged
				credit;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H279BB992FC8F480682AE56788E4D62A0"><enum>(B)</enum><text display-inline="yes-display-inline">provide informational seminars on securing
				credit and loans;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H9EF5019061AD445DA103EE15BE751E22"><enum>(C)</enum><text display-inline="yes-display-inline">provide one-on-one counseling with
				potential borrowers to improve financial presentations to lenders; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HD004B261F83D4E7F929C3E163AE86C87"><enum>(D)</enum><text display-inline="yes-display-inline">facilitate borrowers’ access to
				non-traditional financing sources, as well as traditional lending
				sources.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H5D329B10170A4263A381BA0443529264"><enum>(2)</enum><header display-inline="yes-display-inline">Award size limit</header><text display-inline="yes-display-inline">The Administration may not award an entity
				more than $300,000 in grant funds under this subsection.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H11FBE798EC684DF5B7AB3C1016E18794"><enum>(3)</enum><header display-inline="yes-display-inline">Authority</header><text display-inline="yes-display-inline">Subject to amounts approved in advance in
				appropriations Acts and separate from amounts approved to carry out the program
				established in subsection (a)(1), the Administration may make grants or enter
				into cooperative agreements to carry out this subsection.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H8A05FE91F2554F3B9F88C97DF7FBB0EE"><enum>(4)</enum><header display-inline="yes-display-inline">Authorization</header><text display-inline="yes-display-inline">There is authorized to be appropriated not
				more than $2,500,000 for the purposes of carrying out this subsection for each
				of the fiscal years 2010 and
				2011.</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="H92A1592FB205490483550D40EAD49679" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Procurement training and
			 assistance</header><text display-inline="no-display-inline">Section 21 of the
			 Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648</external-xref>), as amended, is
			 further amended by adding at the end the following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="HB4D93A0D3F5843BD93DC0C0D381AF300" style="OLC">
				<subsection commented="no" display-inline="no-display-inline" id="HF40443FAB49747EC8F669EEA82A387A7"><enum>(p)</enum><header display-inline="yes-display-inline">Procurement training and
				assistance</header>
					<paragraph commented="no" display-inline="no-display-inline" id="H749E9FBC62BB4CFD903490A191CE9F93"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Administration shall establish a grant
				program for small business development centers in accordance with this
				subsection. To be eligible for the program, a small business development center
				must be in good standing and comply with the other requirements of this
				section. Funds made available through the program shall be used to—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="HE4455521C9F142D29095DF49B7D738C4"><enum>(A)</enum><text display-inline="yes-display-inline">work with local agencies to identify
				contracts that are suitable for local small business concerns;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H3240030F85D949FDA6E0911957F4756F"><enum>(B)</enum><text display-inline="yes-display-inline">prepare small businesses to be ready as
				subcontractors and prime contractors for contracts made available under the
				American Recovery and Reinvestment Act of 2009 (<external-xref legal-doc="public-law" parsable-cite="pl/111/5">Public Law
				111–5</external-xref>) through training and business advisement, particularly
				in the construction trades; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HBFF505CC224C461E8F2068E3D7E01AFD"><enum>(C)</enum><text display-inline="yes-display-inline">provide technical assistance regarding the
				Federal procurement process, including assisting small business concerns to
				comply with federal regulations and bonding requirements.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC382808CE50E4580AF1B44B447E842E8"><enum>(2)</enum><header display-inline="yes-display-inline">Award size limit</header><text display-inline="yes-display-inline">The Administration may not award an entity
				more than $300,000 in grant funds under this subsection.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4F8531011A6348C69BF27525C0069F48"><enum>(3)</enum><header display-inline="yes-display-inline">Authority</header><text display-inline="yes-display-inline">Subject to amounts approved in advance in

		</section><section commented="no" display-inline="no-display-inline" id="H5F6EDB92217C46018083CA47DBE23376" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Green entrepreneurs training
			 program</header><text display-inline="no-display-inline">Section 21 of the
			 Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648</external-xref>), as amended, is
			 further amended by adding at the end the following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="H77E26B33156A4119917239D642C5AD43" style="OLC">
				<subsection commented="no" display-inline="no-display-inline" id="H67B5C80CCFCB49AFB738EEDDDBF946BA"><enum>(q)</enum><header display-inline="yes-display-inline">Green entrepreneurs training
				program</header>
					<paragraph commented="no" display-inline="no-display-inline" id="HFD9C83F78D3C4629ACF976E2F86CC631"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Administration shall establish a grant
				program for small business development centers in accordance with this
				subsection. To be eligible for the program, a small business development center
				must be in good standing and comply with the other requirements of this
				section. Funds made available through the program shall be used to—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="H181CB11C6DFA42E1814460A37F8019CF"><enum>(A)</enum><text display-inline="yes-display-inline">provide education classes and one-on-one
				instruction in starting a business in the fields of energy efficiency, green
				technology, or clean technology and in adapting a business to include such
				fields;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H81EB0CEE7EF7417985B4CA4F640D29B2"><enum>(B)</enum><text display-inline="yes-display-inline">coordinate such classes and instruction, to
				the extent practicable, with local community colleges and local professional
				trade associations;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H631A11F2B7394CE989FA3A01CC575B11"><enum>(C)</enum><text display-inline="yes-display-inline">assist and provide technical counseling to
				individuals seeking to start a business in the fields of energy efficiency,
				green technology, or clean technology and to individuals seeking to adapt a
				business to include such fields; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H62287A617BB645648046EB502E32C809"><enum>(D)</enum><text display-inline="yes-display-inline">provide services that assist low-income or
				dislocated workers to start businesses in the fields of energy efficiency,
				green technology, or clean technology.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6BDA72C9620D4334A9FB7C8158B3CA45"><enum>(2)</enum><header display-inline="yes-display-inline">Award size limit</header><text display-inline="yes-display-inline">The Administration may not award an entity
				more than $300,000 in grant funds under this subsection.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HFFD3034FB72D45E79539FFD9B5414A40"><enum>(3)</enum><header display-inline="yes-display-inline">Authority</header><text display-inline="yes-display-inline">Subject to amounts approved in advance in

				carrying out this subsection for each of the fiscal years 2010 and
				2011.</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="HF5007759C2F444EFAE890A0E90E6FC45" section-type="subsequent-section"><enum>6.</enum><header display-inline="yes-display-inline">Main street stabilization</header><text display-inline="no-display-inline">Section 21 of the Small Business Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C.
			 648</external-xref>), as amended, is further amended by adding the following
			 new subsection at the end thereof:</text>
			<quoted-block display-inline="no-display-inline" id="H98BD7F4CE48C41EE9CD1BCFA651DA6D4" style="OLC">
				<subsection commented="no" display-inline="no-display-inline" id="H1F74BD95F9C04B8696AAA30021D547BF"><enum>(r)</enum><header display-inline="yes-display-inline">Main street stabilization</header>
					<paragraph commented="no" display-inline="no-display-inline" id="HBC6ED96E692D4449AE6B272293C5D0A5"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Administration shall establish a grant
				program for small business development centers in accordance with this
				subsection. To be eligible for the program, a small business development center
				must be in good standing and comply with the other requirements of this
				section. Funds made available through the program shall be used to—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="H3582730927A040EAAA706E58AC0D11D5"><enum>(A)</enum><text display-inline="yes-display-inline">establish a statewide small business
				helpline within every State and United States territory to provide immediate
				expert information and assistance to small business concerns;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HC6EE42A01BF84E87A3C77E65659F3965"><enum>(B)</enum><text display-inline="yes-display-inline">develop a portfolio of online survival and
				growth tools and resources that struggling small business concerns can utilize
				through the Internet;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H2F5010EA67144EE59796E079626E75B2"><enum>(C)</enum><text display-inline="yes-display-inline">develop business advisory capacity to
				provide expert consulting and education to assist small businesses at-risk of
				failure and to, in areas of high demand, shorten the response time of small
				business development centers, and, in rural areas, support added outreach in
				remote communities;</text>

				specific industry sectors with a high presence of small business concerns,
				which shall be targeted toward clusters of small businesses with similar needs
				and build upon best practices from earlier assistance;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H961BEC6001284C35873C5568FDDCFF71"><enum>(E)</enum><text display-inline="yes-display-inline">develop a formal listing of financing
				options for small business capital access; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HC919FBDB564346D98F5F8504973A6D47"><enum>(F)</enum><text display-inline="yes-display-inline">deliver services that help dislocated
				workers start new businesses.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD2004D9C1FC9424C91B7E47D4E077879"><enum>(2)</enum><header display-inline="yes-display-inline">Award size limit</header><text display-inline="yes-display-inline">The Administration may not award an entity

			 matching funds</header><text display-inline="no-display-inline">Section
			 21(a)(4)(B) (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15
			 U.S.C. 648(a)(4)(B)</external-xref>) is amended by inserting after
			 <quote>Federal program</quote> the following: <quote>and shall not include any
			 funds obtained through the assessment of fees to small business
			 clients</quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="H5FAE8D81D3A9402FAD472F4979F9D8B3" section-type="subsequent-section"><enum>8.</enum><header display-inline="yes-display-inline">Authorization of
			 appropriations</header><text display-inline="no-display-inline">Section 20 of
			 the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/631">15 U.S.C. 631</external-xref> note) is amended by
			 inserting after subsection (e) the following new subsection:</text>

				under section 21 $150,000,000 for fiscal year 2010 and $160,000,000 for fiscal

			 program</header><text display-inline="no-display-inline">Section 21 of the
			 Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648</external-xref>), as amended, is
			 further amended by adding at the end the following new subsection:</text>

				<subsection commented="no" display-inline="no-display-inline" id="H089DEEFB9E8F4533B771A790F2F6CB12"><enum>(s)</enum><header display-inline="yes-display-inline">Small Manufacturers transition assistance
				program</header>
					<paragraph commented="no" display-inline="no-display-inline" id="HEE51E8E788B84577943860C6DB4E7D8B"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Administration shall establish a grant
				program for small business development centers in accordance with this
				subsection. To be eligible for the program, a small business development center
				must be in good standing and comply with the other requirements of this
				section. Funds made available through the program shall be used to—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="H4CB2FD144EDC40D5B7BC2FF0A1A96A09"><enum>(A)</enum><text display-inline="yes-display-inline">provide technical assistance and expertise
				to small manufacturers with respect to changing operations to another industry
				sector or reorganizing operations to increase efficiency and
				profitability;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H43D30688B7534401BF9FC5B1CF920E51"><enum>(B)</enum><text display-inline="yes-display-inline">assist marketing of the capabilities of
				small manufacturers outside the principal area of operations of such
				manufacturers;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H21E118AED8EE4C05ADB3C8C4FB92F3E0"><enum>(C)</enum><text display-inline="yes-display-inline">facilitate peer-to-peer and mentor-protege
				relationships between small manufacturers and corporations and Federal
				agencies; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H4D12C697027049A9BA386087D9B6933E"><enum>(D)</enum><text display-inline="yes-display-inline">conduct outreach activities to local small
				manufacturers with respect to the availability of the services described in
				subparagraphs (A), (B), and (C).</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HB40A67971181492DA41A5A7060A4AB75"><enum>(2)</enum><header display-inline="yes-display-inline">Definition of small
