		<official-title display="yes">To provide assistance to Best Buddies to
		  support the expansion and development of mentoring programs, and for other
		  purposes.</official-title>

		<section id="H6B69D4A8BC2241F8AB5297B2602197CF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Best Buddies Empowerment for People
			 with Intellectual Disabilities Act of 2009</short-title></quote>.</text>
		</section><section id="HC656673DE1CB4BC2AC9597B2DAE02B86"><enum>2.</enum><header>Findings and
			 purpose</header>
			<subsection id="H743861FDB9A048919F01CD4CA1B0CCB8"><enum>(a)</enum><header>Findings</header><text>Congress
			 finds the following:</text>
				<paragraph id="H3947A4909EA3478C87973D5A4C0A7307"><enum>(1)</enum><text>Best Buddies
			 operates the first national social and recreational program in the United
			 States for people with intellectual disabilities.</text>
				</paragraph><paragraph id="H8D3D76D36A624198BAE05F87CA8C7E88"><enum>(2)</enum><text>Best Buddies is
			 dedicated to helping people with intellectual disabilities become part of
			 mainstream society.</text>
				</paragraph><paragraph id="H6455C293F6CE4582B0408946BDC6BF84"><enum>(3)</enum><text>Best Buddies is
			 determined to end social isolation for people with intellectual disabilities by
			 promoting meaningful friendships between them and their non-disabled peers in
			 order to help increase the self-esteem, confidence, and abilities of people
			 with and without intellectual disabilities.</text>
				</paragraph><paragraph id="H4ED5E22520E146B9A21B3D5BFA5AB16F"><enum>(4)</enum><text>Since 1989, Best
			 Buddies has enhanced the lives of people with intellectual disabilities by
			 providing opportunities for 1-to-1 friendships and integrated
			 employment.</text>
				</paragraph><paragraph id="H7C0A65D0E25E4A2F944C7CA4B7171902"><enum>(5)</enum><text>Best Buddies is an
			 international organization spanning 1,300 middle school, high school, and
			 college campuses.</text>
				</paragraph><paragraph id="HAB21CE37B16A4DF2913C3659484A5313"><enum>(6)</enum><text>Best Buddies
			 implements programs that will positively impact more than 400,000 individuals
			 in 2009 and expects to impact 500,000 people by 2010.</text>
				</paragraph><paragraph id="HA7DB695C59514F499F81F19BD3925DE0"><enum>(7)</enum><text>The Best Buddies
			 Middle Schools program matches middle school students with intellectual
			 disabilities with other middle school students and supports 1-to-1 friendships
			 between them.</text>
				</paragraph><paragraph id="H96FFD7F037624CA8AFCBEE94B5E0B0E8"><enum>(8)</enum><text>The Best Buddies
			 High Schools program matches high school students with intellectual
			 disabilities with other high school students and supports 1-to-1 friendships
			 between them.</text>
				</paragraph><paragraph id="HB4A48A95FE8A4CA1B95270770C5DD610"><enum>(9)</enum><text>The Best Buddies
			 Colleges program matches adults with intellectual disabilities with college
			 students and creates 1-to-1 friendships between them.</text>
				</paragraph><paragraph id="H68FCF7D152E4442C90D70D82EED23E66"><enum>(10)</enum><text>The Best Buddies
			 e-Buddies program supports e-mail friendships between people with and without
			 intellectual disabilities.</text>
				</paragraph><paragraph id="HD33BF8F2FC5C46A580A28D1116A668A2"><enum>(11)</enum><text>The Best Buddies
			 Citizens program pairs adults with intellectual disabilities in 1-to-1
			 friendships with other individuals in the corporate and civic
			 communities.</text>
				</paragraph><paragraph id="H903E066898CB41888D947A0780D07234"><enum>(12)</enum><text>The Best Buddies
			 Jobs program promotes the integration of people with intellectual disabilities
			 into the community through supported employment.</text>
				</paragraph></subsection><subsection id="H4825D8E27FDF446596C40F9E2C93D33A"><enum>(b)</enum><header>Purpose</header><text>The
			 purposes of this Act are to—</text>
				<paragraph id="H57FF77A0F6514C27ADB4C97CEA207830"><enum>(1)</enum><text>provide support to
			 Best Buddies to increase participation in and public awareness about Best
			 Buddies programs that serve people with intellectual disabilities;</text>
				</paragraph><paragraph id="HA4D526204D4844D2A8B11CE3973FDEBE"><enum>(2)</enum><text>dispel negative
			 stereotypes about people with intellectual disabilities; and</text>
				</paragraph><paragraph id="H5F508428FD694D62824352922FCF1250"><enum>(3)</enum><text>promote the
			 extraordinary contributions of people with intellectual disabilities.</text>
				</paragraph></subsection></section><section id="H80D93D8B16C24EAEA42D959038E30C79"><enum>3.</enum><header>Assistance for
			 Best Buddies</header>
			<subsection id="HA08B42E95919412E91D657710F0DBC93"><enum>(a)</enum><header>Education
			 activities</header><text>The Secretary of Education may award grants to, or
			 enter into contracts or cooperative agreements with, Best Buddies to carry out
			 activities to promote the expansion of Best Buddies, including activities to
			 increase the participation of people with intellectual disabilities in social
			 relationships and other aspects of community life, including education and
			 employment, within the United States.</text>
			</subsection><subsection id="H39545A68D99A46978AF1E438054ED601"><enum>(b)</enum><header>Limitations</header>
				<paragraph id="H430A2900A72E46BBA900023C88757FAD"><enum>(1)</enum><header>In
			 general</header><text>Amounts appropriated to carry out this Act may not be
			 used for direct treatment of diseases, medical conditions, or mental health
			 conditions.</text>
				</paragraph><paragraph id="H7DA39A28174C4931B9F307066F95A2D3"><enum>(2)</enum><header>Administrative
			 activities</header><text>Not more than 5 percent of amounts appropriated to
			 carry out this Act for a fiscal year may be used for administrative
			 activities.</text>
				</paragraph></subsection><subsection id="HB778A668928647E59A6AE94F43E9C604"><enum>(c)</enum><header>Rule of
			 construction</header><text>Nothing in this Act shall be construed to limit the
			 use of non-Federal funds by Best Buddies.</text>
			</subsection></section><section id="H3D619FB98E2B46EA87ECECD6B1D83F36"><enum>4.</enum><header>Application and
			 annual report</header>
			<subsection id="H4CE33AFFAF07495B9A39F4358D93873F"><enum>(a)</enum><header>Application</header>
				<paragraph id="H3BA39F2EC52E42AD8F9D3E832FBC90EE"><enum>(1)</enum><header>In
			 general</header><text>To be eligible for a grant, contract, or cooperative
			 agreement under section 3(a), Best Buddies shall submit an application at such
			 time, in such manner, and containing such information as the Secretary of
			 Education may require.</text>
				</paragraph><paragraph id="H7E279A16E7024671B441E6D28505DD9E"><enum>(2)</enum><header>Content</header><text>At
			 a minimum, an application under this subsection shall contain the
			 following:</text>
					<subparagraph id="H16B26B6608284272BCFB4B1BB70E64C5"><enum>(A)</enum><text>A description of
			 activities to be carried out under the grant, contract, or cooperative
			 agreement.</text>
					</subparagraph><subparagraph id="H8512D61E949C4049A6BC8D2E35119095"><enum>(B)</enum><text>Information on
			 specific measurable goals and objectives to be achieved through activities
			 carried out under the grant, contract, or cooperative agreement.</text>
					</subparagraph></paragraph></subsection><subsection id="HF0A9F3CEF7C4427B979EAA0482072F59"><enum>(b)</enum><header>Annual
			 report</header>
				<paragraph id="H6404BD183057483286149531B268DEA3"><enum>(1)</enum><header>In
			 general</header><text>As a condition of receipt of any funds under section
			 3(a), Best Buddies shall agree to submit an annual report at such time, in such
			 manner, and containing such information as the Secretary of Education may
			 require.</text>
				</paragraph><paragraph id="HEA577883980F45A29FECADA5E7F77B78"><enum>(2)</enum><header>Content</header><text>At
			 a minimum, each annual report under this subsection shall describe the degree
			 to which progress has been made toward meeting the specific measurable goals
			 and objectives described in the applications submitted under subsection
			 (a).</text>
				</paragraph></subsection></section><section id="H80D9179F7FAC4DFBA612054643431908"><enum>5.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated to the Secretary of Education for grants,
			 contracts, or cooperative agreements under section 3(a), $10,000,000 for fiscal
			 year 2010, and such sums as may be necessary for each of the 4 succeeding
			 fiscal years.</text>
