		<official-title>To amend the Emergency Economic Stabilization Act of 2008
		  to restrict the use of TARP funds for domestic purposes.</official-title>

		<section id="H9F773096B5CA4D61AA31D656004BE697" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as <quote>The
			 Responsible Use of Taxpayer Help Act</quote>.</text>
		</section><section id="HCFB8EF2E7FB24A80BC4DB5A0CCCF65BE"><enum>2.</enum><header>Requirement to
			 use TARP funds for domestic purposes</header><text display-inline="no-display-inline">Title I of the Emergency Economic
			 Stabilization Act of 2008 is amended by adding at the end the following new
			 section:</text>
			<quoted-block display-inline="no-display-inline" id="HFC53FD5B9D02437ABFEA4D4B0EFA5CC8" style="OLC">
				<section id="H6E333B6D8B0F415D9906CE0CD56376B7"><enum>137.</enum><header>Requirement to
				use TARP funds for domestic purposes</header><text display-inline="no-display-inline">A financial institution shall not use any
				assistance provided under this title to—</text>
					<paragraph id="H0279864B10964BB092043318955905CE"><enum>(1)</enum><text>purchase or invest
				in any foreign asset or business;</text>
					</paragraph><paragraph id="H24AB6D99E95447A29113F9CB235137C7"><enum>(2)</enum><text>transfer money to,
				or invest in, a foreign subsidiary of the financial institution;</text>
					</paragraph><paragraph id="H6B655C67B6604674B4780E7B601D25B3"><enum>(3)</enum><text>pay any type of
				compensation to an employee of the financial institution unless such employee
				is a United States citizen or lawful permanent resident; or</text>
					</paragraph><paragraph id="H2D5A769DA0DA459F8316672AF28E8F4F"><enum>(4)</enum><text>make any other
				purchase, payment, transfer, or investment, the primary effect of which is to
				benefit a foreign
				entity.</text>
