		<official-title>To amend title 28, United States Code, to provide for the
		  direct payment of attorney fees to the attorney representing a prevailing party
		  in certain Social Security Disability Insurance and Supplemental Security
		  Income claims, and for other purposes.</official-title>

		<section id="HD66981C2C62B4959AC2451478F57B374" section-type="section-one"><enum>1.</enum><header>Payment of attorney fees to
			 the attorney in certain Social Security Act claims</header><text display-inline="no-display-inline">Section
			 2412 of title 28, United States Code, is amended by adding at the end the
			 following:</text>
			<quoted-block display-inline="no-display-inline" id="H3E7744C2A945454F98CF761F4E38BB4B" style="OLC">
				<subsection id="HC0D61FB3F7D64D368D95EABA5C6FFB2"><enum>(g)</enum><text display-inline="yes-display-inline">In a civil action brought under section
				205(g) of the Social Security Act (42 U.S.C. 405(g)) in which a prevailing
				party other than the United States is represented by an attorney, any attorney
				fees awarded under this section to such prevailing party—</text>
					<paragraph id="HD23BA78A288D45E9A5F26119DF8647E4"><enum>(1)</enum><text display-inline="yes-display-inline">shall be paid directly to the attorney
				representing the prevailing party; and</text>
					</paragraph><paragraph id="HD452A06B1E3A4E2AA090B32240A41763"><enum>(2)</enum><text display-inline="yes-display-inline">shall not be subject to offset under
				section 3716 of title 31 due to a claim against the prevailing party.</text>
