		<section id="HDA9233E17FB44C568F41353F036EC3B4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Student Voter Opportunity To Encourage
			 Registration Act of 2009</short-title></quote> or the <quote><short-title>Student VOTER Act of 2009</short-title></quote>.</text>
		</section><section id="H64056BC162544D0EAE6466AFB846DFAF" section-type="subsequent-section"><enum>2.</enum><header>Treatment of
			 universities as voter registration agencies</header>
			<subsection id="H5C52D1E973474DB0A1DAFD264B8CDEB9"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 7(a) of the
			 National Voter Registration Act of 1993 (42 U.S.C. 1973gg–5(a)) is
			 amended—</text>
				<paragraph id="HB048C6C64315417C9C54FD37C6B2217D"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (2)—</text>
					<subparagraph id="HE4B386F0D3694949B08819418D36E003"><enum>(A)</enum><text>by striking
			 <quote>and</quote> at the end of subparagraph (A);</text>
					</subparagraph><subparagraph id="HE0F25E20D3BD455F803126E3730F0611"><enum>(B)</enum><text>by striking the
			 period at the end of subparagraph (B) and inserting <quote>; and</quote>;
			 and</text>
					</subparagraph><subparagraph id="HA8657CAC78214EA4AE13A4B3B90F4716"><enum>(C)</enum><text>by adding at the
			 end the following new subparagraph:</text>
						<quoted-block display-inline="no-display-inline" id="H62836B503F564E7B9A7BF257865160AA" style="OLC">
							<subparagraph id="HBF696D09FD9B4191AC77AD334D1317A1"><enum>(C)</enum><text>each institution
				of higher education (as defined in section 101 of the Higher Education Act of
				1965 (20 U.S.C. 1001)) in the State that receives Federal
				funds.</text>
							</subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H95CA9FF2B68D4A7BB86FD7A8B8F921A2"><enum>(2)</enum><text>in paragraph
			 (6)(A), by inserting <quote>or, in the case of an institution of higher
			 education, with each registration of a student for enrollment in a course of
			 study</quote> after <quote>assistance,</quote>.</text>
				</paragraph></subsection><subsection id="HEA8E9A537E4A43D7AE5EDA263232D7DF"><enum>(b)</enum><header>Amendment to
			 Higher Education Act of 1965</header><text>Section 487(a) of the Higher
			 Education Act of 1965 (20 U.S.C. 1094(a)) is amended by striking paragraph
			 (23).</text>
