		<section id="H0538C7A09C9C469E8CBDA200F04BCC28" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Mental Health on Campus Improvement
			 Act</short-title></quote>.</text>
		</section><section id="HB594F1DC03BE491DA79FEA39DC328181"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following
			 findings:</text>
			<paragraph id="HBA1B3B8663BA4E3088372AC78B5D35BC"><enum>(1)</enum><text>The 2007 National
			 Survey of Counseling Center Directors found that the average ratio of
			 counselors to students on campus is nearly 1 to 2,000 and is often far higher
			 on large campuses. The International Association of Counseling Services
			 accreditation standards recommend 1 counselor per 1,000 to 1,500
			 students.</text>
			</paragraph><paragraph id="H2FD3AC12EADD4DC5A1513BDA122F2FC8"><enum>(2)</enum><text>College counselors
			 report that 8.5 percent of enrolled students sought counseling in the past
			 year, totaling an estimated 1,600,000 students.</text>
			</paragraph><paragraph id="H9CE582841B654E80A92F71A0B2F8F512"><enum>(3)</enum><text>Over 90 percent of
			 counseling directors believe there is an increase in the number of students
			 coming to campus with severe psychological problems. The majority of counseling
			 directors report concerns that the demand for services is growing without an
			 increase in resources.</text>
			</paragraph><paragraph id="H3B42844F200D451293B01D0BDCC779AF"><enum>(4)</enum><text>A
			 2008 American College Health Association survey revealed that 43 percent of
			 students at colleges and universities report having felt so depressed it was
			 difficult to function, and one out of every 11 students seriously considered
			 suicide within the past year.</text>
			</paragraph><paragraph id="H5B680450B9824D668EC07A6DC7BB79CA"><enum>(5)</enum><text>Research conducted
			 between 1989 and 2002 found that students seen for anxiety disorders doubled,
			 for depression tripled, and for serious suicidal intention tripled.</text>
			</paragraph><paragraph id="H43FEFDDC95574615B4227D8F44E98B94"><enum>(6)</enum><text>Many students who
			 need help never receive it. Counseling directors report that, of the students
			 who committed suicide on their campuses, only 22 percent were current or former
			 counseling center clients. Directors did not know the previous psychiatric
			 history of 60 percent of those students.</text>
			</paragraph><paragraph id="H52C443B299C7448FA138C71DBEA66022"><enum>(7)</enum><text>A
			 survey conducted by the University of Idaho Student Counseling Center in 2000
			 found that 77 percent of students who responded reported that they were more
			 likely to stay in school because of counseling and that their school
			 performance would have declined without counseling.</text>
			</paragraph><paragraph id="H70B97DAA5BE744DDA3FA82190EF3A986"><enum>(8)</enum><text>A
			 6-year longitudinal study of college students found that personal and emotional
			 adjustment was an important factor in retention and predicted attrition as well
			 as, or better than, academic adjustment (Gerdes &amp; Mallinckrodt,
			 1994).</text>
			</paragraph></section><section id="H3E8C5661210942EEA843FCB1CA5F7192"><enum>3.</enum><header>Improving mental
			 and behavioral health on college campuses</header><text display-inline="no-display-inline">Title V of the Public Health Service Act is
			 amended by inserting after section 520E–2 (42 U.S.C. 290bb–36b) the
			 following:</text>
			<quoted-block display-inline="no-display-inline" id="H525BE33A57754F2D80E97CA9B9CF7DD6" style="OLC">
				<section id="HA51A2BF983C348ABA4D54C485E32FFFC"><enum>520E–3.</enum><header>Grants to
				improve mental and behavioral health on college campuses</header>
					<subsection id="HE76C15C1E7974D5FA4E91165364270D3"><enum>(a)</enum><header>Purpose</header><text>It
				is the purpose of this section, with respect to college and university
				settings, to—</text>
						<paragraph id="HD5F38055C38146619941C88797BD3FF6"><enum>(1)</enum><text>increase access to
				mental and behavioral health services;</text>
						</paragraph><paragraph id="HF9CCCCDF894E4341887AB66E16137BFE"><enum>(2)</enum><text>foster and improve
				the prevention of mental and behavioral health disorders, and the promotion of
				mental health;</text>
						</paragraph><paragraph id="H5C0BEF843951458DB3FDF009D4620BCD"><enum>(3)</enum><text>improve the
				identification and treatment for students at risk;</text>
						</paragraph><paragraph id="HDC52A99F9D754985BC78D328E13F4678"><enum>(4)</enum><text>improve
				collaboration and the development of appropriate levels of mental and
				behavioral health care;</text>
						</paragraph><paragraph id="H54F8FB2AC0844DCA915BCA9DA26DBA90"><enum>(5)</enum><text>reduce the stigma
				for students with mental health disorders and enhance their access to mental
				health services; and</text>
						</paragraph><paragraph id="H1E2726D05C3A4F928D8A938B547B7E93"><enum>(6)</enum><text>improve the
				efficacy of outreach efforts.</text>
						</paragraph></subsection><subsection id="H9D03E16EEA7D45F5B129BBB6CC5AED2C"><enum>(b)</enum><header>Grants</header><text>The
				Secretary, acting through the Administrator and in consultation with the
				Secretary of Education, shall award competitive grants to eligible entities to
				improve mental and behavioral health services and outreach on college and
				university campuses.</text>
					</subsection><subsection id="H9BC8C621CDC34D20A068A23BE440D0AD"><enum>(c)</enum><header>Eligibility</header><text>To
				be eligible to receive a grant under subsection (b), an entity shall—</text>
						<paragraph id="H805E34AA1FDE4DDF8CFFF7CCFC8374C0"><enum>(1)</enum><text>be an institution
				of higher education (as defined in section 101 of the Higher Education Act of
				1965 (20 U.S.C. 1001)); and</text>
						</paragraph><paragraph id="HF432F1039BAA4173B91C83C1A27AB686"><enum>(2)</enum><text>submit to the
				Secretary an application at such time, in such manner, and containing such
				information as the Secretary may require, including the information required
				under subsection (d).</text>
						</paragraph></subsection><subsection id="H6F76E03A60104B6CAAF854F54B30C786"><enum>(d)</enum><header>Application</header><text>An
				application for a grant under this section shall include—</text>
						<paragraph id="H3BFB0F13465F4F90829F4A2FB567B967"><enum>(1)</enum><text>a description of
				the population to be targeted by the program carried out under the grant, the
				particular mental and behavioral health needs of the students involved, and the
				Federal, State, local, private, and institutional resources available for
				meeting the needs of such students at the time the application is
				submitted;</text>
						</paragraph><paragraph id="H2F9FA32E2BDE4241BADF856608CE9756"><enum>(2)</enum><text>an outline of the
				objectives of the program carried out under the grant;</text>
						</paragraph><paragraph id="HA924D0EE274C4422AE36DD3F2B3ADB10"><enum>(3)</enum><text>a description of
				activities, services, and training to be provided under the program, including
				planned outreach strategies to reach students not currently seeking
				services;</text>
						</paragraph><paragraph id="H28C6D369953346F3B27408F085C32400"><enum>(4)</enum><text>a plan to seek
				input from community mental health providers, when available, community groups,
				and other public and private entities in carrying out the program;</text>
						</paragraph><paragraph id="H13B9CF5A7FB340C3B07DCC0890130ED6"><enum>(5)</enum><text>a plan, when
				applicable, to meet the specific mental and behavioral health needs of veterans
				attending institutions of higher education;</text>
						</paragraph><paragraph id="H1697699E4A8B4FC194F1697FDAF500D1"><enum>(6)</enum><text>a description of
				the methods to be used to evaluate the outcomes and effectiveness of the
				program; and</text>
						</paragraph><paragraph id="H87FA1A4E6D6C4AA2B6010D6BEAFDFE60"><enum>(7)</enum><text>an assurance that
				grant funds will be used to supplement, and not supplant, any other Federal,
				State, or local funds available to carry out activities of the type carried out
				under the grant.</text>
						</paragraph></subsection><subsection id="HCC1AAAB9D8E54F0F8A34D9744AC834D5"><enum>(e)</enum><header>Special
				considerations</header><text>In awarding grants under this section, the
				Secretary shall give special consideration to applications that describe
				programs to be carried out under the grant that—</text>
						<paragraph id="HE999848B3C8E438FB78B53DD8AD70562"><enum>(1)</enum><text>demonstrate the
				greatest need for new or additional mental and behavioral health services, in
				part by providing information on current ratios of students to mental and
				behavioral health professionals;</text>
						</paragraph><paragraph id="H356DB41AE2A04C2F98B20C12D89D8133"><enum>(2)</enum><text>propose effective
				approaches for initiating or expanding campus services and supports using
				evidence-based practices;</text>
						</paragraph><paragraph id="H6D03EBD1C488422E9F1F0A5F219E23D7"><enum>(3)</enum><text>target
				traditionally underserved populations and populations most at risk;</text>
						</paragraph><paragraph id="H02479001AD6C4495A146E7F4F2BCAEC7"><enum>(4)</enum><text>where possible,
				demonstrate an awareness of, and a willingness to, coordinate with a community
				mental health center or other mental health resource in the community, to
				support screening and referral of students requiring intensive services;</text>
						</paragraph><paragraph id="H952794850C2D4F84915206B5E6784632"><enum>(5)</enum><text>identify how the
				college or university will address psychiatric emergencies, including how
				information will be communicated with families or other appropriate parties;
				and</text>
						</paragraph><paragraph id="H70EDDEC45E2D428BAEA554A04FE893A7"><enum>(6)</enum><text>demonstrate the
				greatest potential for replication and dissemination.</text>
						</paragraph></subsection><subsection id="H490D5F33FE054128B918F00514058AF7"><enum>(f)</enum><header>Use of
				funds</header><text>Amounts received under a grant under this section may be
				used to—</text>
						<paragraph id="HEFAFC68E05D8438AA114F6FD561F7820"><enum>(1)</enum><text>provide mental and
				behavioral health services to students, including prevention, promotion of
				mental health, screening, early intervention, assessment, treatment,
				management, and education services relating to the mental and behavioral health
				of students;</text>
						</paragraph><paragraph id="H43B0D9BA0D5549AFB78322F016F1DF13"><enum>(2)</enum><text>provide outreach
				services to notify students about the existence of mental and behavioral health
				services;</text>
						</paragraph><paragraph id="HAAA6ACEA58D946F0B27AA7E750C29CBE"><enum>(3)</enum><text>educate families,
				peers, faculty, staff, and communities to increase awareness of mental health
				issues;</text>
						</paragraph><paragraph id="H13D99380490C4B38A3BD3874D201F15A"><enum>(4)</enum><text>support student
				groups on campus that engage in activities to educate students, reduce stigma
				surrounding mental and behavioral disorders, and promote mental health
				wellness;</text>
						</paragraph><paragraph id="H8F1D506E61C84734971C1886DF018D1B"><enum>(5)</enum><text>employ
				appropriately trained staff;</text>
						</paragraph><paragraph id="H63652B0C9312405BA1231356A5A6E922"><enum>(6)</enum><text>expand mental
				health training through internship, post-doctorate, and residency
				programs;</text>
						</paragraph><paragraph id="HAE2ED17CB608403D8FB3DF86EE68BE9E"><enum>(7)</enum><text>develop and
				support evidence-based and emerging best practices, including a focus on
				culturally and linguistically appropriate best practices; and</text>
						</paragraph><paragraph id="H839D69BF149743B8B24EE6DE7806DB81"><enum>(8)</enum><text>evaluate and
				disseminate best practices to other colleges and universities.</text>
						</paragraph></subsection><subsection id="H3E1D301B61244506871EA8F65B428691"><enum>(g)</enum><header>Duration of
				grants</header><text>A grant under this section shall be awarded for a period
				not to exceed 3 years.</text>
					</subsection><subsection id="HAFF8164ADFD94286BC4AFF79922936D7"><enum>(h)</enum><header>Evaluation and
				reporting</header>
						<paragraph id="H0ADDD92E6EE84B9C894239A485FAAB01"><enum>(1)</enum><header>Evaluation</header><text>Not
				later than 18 months after the date on which a grant is received under this
				section, the eligible entity involved shall submit to the Secretary the results
				of an evaluation to be conducted by the entity concerning the effectiveness of
				the activities carried out under the grant and plans for the sustainability of
				such efforts.</text>
						</paragraph><paragraph id="H3D30E18639464657A88C44EA17616DCD"><enum>(2)</enum><header>Report</header><text>Not
				later than 2 years after the date of enactment of this section, the Secretary
				shall submit to the appropriate committees of Congress a report concerning the
				results of—</text>
							<subparagraph id="HB4A9B32E5BF84EE6BFB15D58B0371CCE"><enum>(A)</enum><text>the evaluations
				conducted under paragraph (1); and</text>
							</subparagraph><subparagraph id="H10BC610534E8446BBF5CBF1FD8A872AB"><enum>(B)</enum><text>an evaluation
				conducted by the Secretary to analyze the effectiveness and efficacy of the
				activities conducted with grants under this section.</text>
							</subparagraph></paragraph></subsection><subsection id="H84CCEAA71A614AEAA73DE438E16E510E"><enum>(i)</enum><header>Technical
				assistance</header><text>The Secretary may provide technical assistance to
				grantees in carrying out this section.</text>
					</subsection><subsection id="H020C723BF8CB4B7B86C204274A0FCB0B"><enum>(j)</enum><header>Authorization of
				appropriations</header><text>There are authorized to be appropriated such sums
				as may be necessary to carry out this section.</text>
					</subsection></section><section id="H16DFF1A61A4447E480E3C1A5FB60A386"><enum>520E–4.</enum><header>Mental and
				behavioral health outreach and education on college campuses</header>
					<subsection id="H3D053A3237ED4993A0225F3CEFDF995D"><enum>(a)</enum><header>Purpose</header><text>It
				is the purpose of this section to increase access to, and reduce the stigma
				associated with, mental health services so as to ensure that college students
				have the support necessary to successfully complete their studies.</text>
					</subsection><subsection id="H099FA881F13B4715B21A5BA4D0559E29"><enum>(b)</enum><header>National Public
				Education Campaign</header><text>The Secretary, acting through the
				Administrator and in collaboration with the Director of the Centers for Disease
				Control and Prevention, shall convene an interagency, public-private sector
				working group to plan, establish, and begin coordinating and evaluating a
				targeted public education campaign that is designed to focus on mental and
				behavioral health on college campuses. Such campaign shall be designed
				to—</text>
						<paragraph id="H331E2B9AA0CC41529B35FDFE870022B5"><enum>(1)</enum><text>improve the
				general understanding of mental health and mental health disorders;</text>
						</paragraph><paragraph id="H9D18E854B883465B8FE883E75475C736"><enum>(2)</enum><text>encourage
				help-seeking behaviors relating to the promotion of mental health, prevention
				of mental health disorders, and treatment of such disorders;</text>
						</paragraph><paragraph id="HCAA42B7461734694A85A38A6709BF0B5"><enum>(3)</enum><text>make the
				connection between mental and behavioral health and academic success;
				and</text>
						</paragraph><paragraph id="H89CB7489999B4EE18D126EBDC5507411"><enum>(4)</enum><text>assist the general
				public in identifying the early warning signs and reducing the stigma of mental
				illness.</text>
						</paragraph></subsection><subsection id="H93ABD793411240918419C5C3DD83D504"><enum>(c)</enum><header>Composition</header><text>The
				working group under subsection (b) shall include—</text>
						<paragraph id="H1ED5D001267D45CCB09D691036DAC63F"><enum>(1)</enum><text>mental health
				consumers, including students and family members;</text>
						</paragraph><paragraph id="H75BF15725E1448C1BD69A8BF748DF038"><enum>(2)</enum><text>representatives of
				colleges and universities;</text>
						</paragraph><paragraph id="HA1D396098D754FC987840C62339F6E3A"><enum>(3)</enum><text>representatives of
				national mental and behavioral health and college associations;</text>
						</paragraph><paragraph id="H8D8C8C5FF6D64F859C26E9107D7AA12F"><enum>(4)</enum><text>representatives of
				college health promotion and prevention organizations;</text>
						</paragraph><paragraph id="H722E7C16471E45979F27B46C87CFD147"><enum>(5)</enum><text>representatives of
				mental health providers, including community mental health centers; and</text>
						</paragraph><paragraph id="H5192BA4CB9724ABBB6D312F65E6E0E34"><enum>(6)</enum><text>representatives of
				private- and public-sector groups with experience in the development of
				effective public health education campaigns.</text>
						</paragraph></subsection><subsection id="H422B564154F44627BD28DF09910EB633"><enum>(d)</enum><header>Plan</header><text>The
				working group under subsection (b) shall develop a plan that shall—</text>
						<paragraph id="H2462A42BDA95409C8FC118843ECF64D4"><enum>(1)</enum><text>target promotional
				and educational efforts to the college age population and individuals who are
				employed in college and university settings, including the use of
				roundtables;</text>
						</paragraph><paragraph id="H7C8E1A98964344338A66883C0AEA99DD"><enum>(2)</enum><text>develop and
				propose the implementation of research-based public health messages and
				activities;</text>
						</paragraph><paragraph id="HEC5109D4B2AE4DE48420724FFB4C8C16"><enum>(3)</enum><text>provide support
				for local efforts to reduce stigma by using the National Mental Health
				Information Center as a primary point of contact for information, publications,
				and service program referrals; and</text>
						</paragraph><paragraph id="HD5731A46D6BE4954A326F1A2E1F25FC9"><enum>(4)</enum><text>develop and
				propose the implementation of a social marketing campaign that is targeted at
				the college population and individuals who are employed in college and
				university settings.</text>
						</paragraph></subsection><subsection id="H62508B2BAAB2481DB993DE4BCD288CC4"><enum>(e)</enum><header>Authorization of
				appropriations</header><text>There are authorized to be appropriated such sums
				as may be necessary to carry out this
				section.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HDF21E8E4742B49DAAACBE97649163DEA"><enum>4.</enum><header>Interagency
			 Working Group on College Mental Health</header>
			<subsection id="HE8127CEB083D4B079B00DF00D4927D3E"><enum>(a)</enum><header>Purpose</header><text>It
			 is the purpose of this section, pursuant to Executive Order 13263 (and the
			 recommendations issued under section 6(b) of such Order), to provide for the
			 establishment of a College Campus Task Force under the Federal Executive
			 Steering Committee on Mental Health, to discuss mental and behavioral health
			 concerns on college and university campuses.</text>
			</subsection><subsection id="H13528E803DC84F04B080049762FE511A"><enum>(b)</enum><header>Establishment</header><text>The
			 Secretary of Health and Human Services (referred to in this section as the
			 <quote>Secretary</quote>) shall establish a College Campus Task Force (referred
			 to in this section as the <quote>Task Force</quote>), under the Federal
			 Executive Steering Committee on Mental Health, to discuss mental and behavioral
			 health concerns on college and university campuses.</text>
			</subsection><subsection id="HD88A199B282D48F58E0B3D85E8186C14"><enum>(c)</enum><header>Membership</header><text>The
			 Task Force shall be composed of a representative from each Federal agency (as
			 appointed by the head of the agency) that has jurisdiction over, or is affected
			 by, mental health and education policies and projects, including—</text>
				<paragraph id="H4445EBBF94BB4F3C9E29496BD260295E"><enum>(1)</enum><text>the Department of
			 Education;</text>
				</paragraph><paragraph id="H05E648A1C9E44F31A65AE021372429B5"><enum>(2)</enum><text>the Department of
			 Health and Human Services;</text>
				</paragraph><paragraph id="H5D08F93621434610ADC650D23FCF3581"><enum>(3)</enum><text>the Department of
			 Veterans Affairs; and</text>
				</paragraph><paragraph id="HD1C328302903475D80E2D737A274A3CC"><enum>(4)</enum><text>such other Federal
			 agencies as the Administrator of the Substance Abuse and Mental Health Services
			 Administration and the Secretary jointly determine to be appropriate.</text>
				</paragraph></subsection><subsection id="HCA65E2DC73B14A0198E5C505859BC11C"><enum>(d)</enum><header>Duties</header><text>The
			 Task Force shall—</text>
				<paragraph id="H883E8EE11211444A9C40EF4D4FCA0374"><enum>(1)</enum><text>serve as a
			 centralized mechanism to coordinate a national effort—</text>
					<subparagraph id="H0D45375E29994EBEBCFE2A657CBA4055"><enum>(A)</enum><text>to discuss and
			 evaluate evidence and knowledge on mental and behavioral health services
			 available to, and the prevalence of mental health illness among, the college
			 age population of the United States;</text>
					</subparagraph><subparagraph id="H32B043BEAD604E199244A53FB3D2D30E"><enum>(B)</enum><text>to determine the
			 range of effective, feasible, and comprehensive actions to improve mental and
			 behavioral health on college and university campuses;</text>
					</subparagraph><subparagraph id="H7192437A85E94B1F882A587BC6E5F36E"><enum>(C)</enum><text>to examine and
			 better address the needs of the college age population dealing with mental
			 illness;</text>
					</subparagraph><subparagraph id="H6A77A7C864D6423A84056F082AFD4952"><enum>(D)</enum><text>to survey Federal
			 agencies to determine which policies are effective in encouraging, and how best
			 to facilitate outreach without duplicating, efforts relating to mental and
			 behavioral health promotion;</text>
					</subparagraph><subparagraph id="HD53901FBA778483BB27104A1BD0E2447"><enum>(E)</enum><text>to establish
			 specific goals within and across Federal agencies for mental health promotion,
			 including determinations of accountability for reaching those goals;</text>
					</subparagraph><subparagraph id="H7F38C82D6B804D818C8689A5F1F73FFA"><enum>(F)</enum><text>to develop a
			 strategy for allocating responsibilities and ensuring participation in mental
			 and behavioral health promotions, particularly in the case of competing agency
			 priorities;</text>
					</subparagraph><subparagraph id="H3B4A7C5DC83D4AFC802E40313550929B"><enum>(G)</enum><text>to coordinate
			 plans to communicate research results relating to mental and behavioral health
			 amongst the college age population to enable reporting and outreach activities
			 to produce more useful and timely information;</text>
					</subparagraph><subparagraph id="H2E6B9DADF51D461CA46485FBD8CE5919"><enum>(H)</enum><text>to provide a
			 description of evidence-based best practices, model programs, effective
			 guidelines, and other strategies for promoting mental and behavioral health on
			 college and university campuses;</text>
					</subparagraph><subparagraph id="HEE02ED7CE25B4BBC8328F72364472457"><enum>(I)</enum><text>to make
			 recommendations to improve Federal efforts relating to mental and behavioral
			 health promotion on college campuses and to ensure Federal efforts are
			 consistent with available standards and evidence and other programs in
			 existence as of the date of enactment of this Act; and</text>
					</subparagraph><subparagraph id="H631899D8CBAA4F3FB15B7A282D76793B"><enum>(J)</enum><text>to monitor Federal
			 progress in meeting specific mental and behavioral health promotion goals as
			 they relate to college and university settings;</text>
					</subparagraph></paragraph><paragraph id="H92B6D641F45148359262586389B30556"><enum>(2)</enum><text>consult with
			 national organizations with expertise in mental and behavioral health,
			 especially those organizations working with the college age population;
			 and</text>
				</paragraph><paragraph id="HE8BD3489C5C54717A1FBA393BA2D9E18"><enum>(3)</enum><text>consult with and
			 seek input from mental health professionals working on college and university
			 campuses as appropriate.</text>
				</paragraph></subsection><subsection id="H4C7C3011A0F844C89E4A3DAA905D30A7"><enum>(e)</enum><header>Meetings</header>
				<paragraph id="HB5419348D32445E2B95C1E740AE39E94"><enum>(1)</enum><header>In
			 general</header><text>The Task Force shall meet at least 3 times each
			 year.</text>
				</paragraph><paragraph id="HAE753EDBFC2F4DACA297922F94B4422D"><enum>(2)</enum><header>Annual
			 conference</header><text>The Secretary shall sponsor an annual conference on
			 mental and behavioral health in college and university settings to enhance
			 coordination, build partnerships, and share best practices in mental and
			 behavioral health promotion, data collection, analysis, and services.</text>
				</paragraph></subsection><subsection id="H1248746858C244068A9CE96478D43C45"><enum>(f)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated such sums
			 as may be necessary to carry out this section.</text>
