		<official-title display="yes">To amend the Public Lands Corps Act of 1993
		  to expand the authorization of the Secretaries of Agriculture, Commerce, and
		  the Interior to provide service opportunities for young Americans; help restore
		  the nation’s natural, cultural, historic, archaeological, recreational and
		  scenic resources; train a new generation of public land managers and
		  enthusiasts; and promote the value of public service.</official-title>

			 <quote><short-title>Public Lands Service Corps Act of
			 2010</short-title></quote>.</text>

			 Corps Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/16/1721">16 U.S.C. 1721 et seq.</external-xref>; title II of
			 Public Law 91–378).</text>

			 <quote>Public Lands Corps</quote> each place it appears and inserting
			 <quote>Public Lands Service Corps</quote>;</text>

			 202(a) of the Act is amended as follows:</text>

			 by striking <quote>the natural and cultural</quote> and inserting
			 <quote>natural and cultural</quote>.</text>

			 paragraphs (2) and (3) as paragraphs (4) and (5), respectively, and by
			 inserting after paragraph (1) the following:</text>

				heritage, and of the value of public service, and are likely to become
				life-long advocates for those
				values.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H9E2DDCC14B2D4AFDA07D9402968894DE"><enum>(3)</enum><text>In paragraph (4)
			 (as so redesignated), by inserting <quote>, cultural, historic, archaeological,
			 recreational, and scenic</quote> after <quote>Many facilities and
			 natural</quote>.</text>

				</paragraph></subsection><subsection id="H3316557D5E4C4689AE3A9B157DB3D61A"><enum>(c)</enum><header>Purpose</header><text>Section
			 202(b) of the Act is amended to read as follows:</text>

					<subsection id="H6859AAD0D6E64080B9D5A32BCB85F552"><enum>(b)</enum><header>Purposes</header><text display-inline="yes-display-inline">The purposes of this Act are to—</text>
						<paragraph id="H15DCD2224DC549C8A9B2D0350CEA6DCB"><enum>(1)</enum><text>introduce young
				men and women to public service while furthering their understanding and
				appreciation of the Nation’s natural, cultural, historic, archaeological,
				recreational, and scenic resources;</text>
						</paragraph><paragraph id="H7B01794908D84B55A408D1E4215EC6F5"><enum>(2)</enum><text>facilitate
				training and recruitment opportunities in which service is credited as
				qualifying experience for careers in public land management;</text>
						</paragraph><paragraph id="H6925B760B44443788F8489FCFA85DE1D"><enum>(3)</enum><text>instill in a new
				generation of young men and women from across the Nation, including those from
				diverse backgrounds, the desire to seek careers in natural and cultural
				resource stewardship and public service by allowing them to work directly with
				professionals in agencies responsible for the management of the Nation’s
				natural, cultural, historic, archaeological, recreational, and scenic
				resources;</text>
						</paragraph><paragraph id="HF6476F95D5844B629AD4FAC9037C03D6"><enum>(4)</enum><text>perform, in a
				cost-effective manner, appropriate natural and cultural resources conservation
				projects where such projects are not being performed by existing
				employees;</text>
						</paragraph><paragraph id="H9CC9F203B8CE4B2886FADAA180FC7605"><enum>(5)</enum><text>assist governments
				and Indian tribes in performing research and public education tasks associated
				with natural and cultural resources;</text>
						</paragraph><paragraph id="HC7BBDEB2B8124580BA124D2EEB813B96"><enum>(6)</enum><text>expand educational
				opportunities by rewarding individuals who participate in national service with
				an increased ability to pursue higher education or job training; and</text>
						</paragraph><paragraph id="HCA1F274764184D7FBAF48E5C5BC64B57"><enum>(7)</enum><text>promote public
				understanding and appreciation of the individual missions and natural and
				cultural resources conservation work of the Federal agencies through training
				opportunities, community service and outreach, and other appropriate
				means.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H4714F66AAF9E48119BE9D393A80F4E05"><enum>(d)</enum><header>Definitions</header><text>Section
			 203 of the Act is amended as follows:</text>

			 paragraphs (1) and (2) to read as follows:</text>

				means any project for the conservation, restoration, construction, or
				rehabilitation of natural, cultural, historic, archaeological, recreational, or
				scenic resources on public lands.</text>
						</paragraph><paragraph id="H683D5C5FD48842E7BE379376491B6CB8"><enum>(2)</enum><header>Corps and Public
				Lands Service Corps</header><text>The terms <term>Corps</term> and <term>Public
				Lands Service Corps</term> mean the Public Lands Service Corps established
				under section 204 of this
				title.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HAAEE3D7C9EB648268BBB353D7CE0BB20"><enum>(2)</enum><text>By striking

				intern</header><text>The term <term>consulting intern</term> means a consulting
				intern selected under section 206.</text>
						</paragraph><paragraph id="H6C875B698BF24255800631389C807C02"><enum>(14)</enum><header>Public Lands
				Service Corps participant</header><text>The term <term>Public Lands Service
				Corps participant</term>, <term>Corps participant</term> or <term>participant
				of the Corps</term> means an individual who is enrolled in the Public Lands
				Service Corps pursuant to section
				204(b).</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H600C0768093347F8AE1F2DD456ADEEB1"><enum>(e)</enum><header>Public lands
			 service corps program</header><text>Section 204 of the Act is amended as
			 follows:</text>
				<paragraph id="H4A834D43985446D68CE8CF4C51F0CA97"><enum>(1)</enum><text>In subsection
			 (a)—</text>
					<subparagraph id="H20206B998372401C9DFB2188978C75AB"><enum>(A)</enum><text>in the heading, by
			 adding at the end <quote><header-in-text level="subsection">Program</header-in-text></quote></text>
					</subparagraph><subparagraph display-inline="no-display-inline" id="H307F7F9065614765933C347CF1B1E200"><enum>(B)</enum><text>by striking
			 <quote>and the Department of Agriculture a</quote> and inserting <quote>, the
			 Department of Agriculture, and the Department of Commerce a service and
			 training program titled the</quote>; and</text>
					</subparagraph><subparagraph id="H876F60F75C444A958CC7E5190EEEE579"><enum>(C)</enum><text>by adding at the
			 end the following: <quote>The Secretary of the Interior shall establish a
			 department-level office to coordinate Public Lands Service Corps activities
			 within the Department of the Interior. The Secretary of Agriculture shall
			 establish within the U.S. Forest Service an office to coordinate Public Lands
			 Service Corps activities within that agency. The Secretary of Commerce shall
			 establish within the National Oceanic and Atmospheric Administration an office
			 to coordinate Public Lands Service Corps activities within that agency. The
			 Secretary of each department shall designate a Public Lands Service Corps
			 coordinator for each agency within that department that administers Public
			 Lands Service Corps activities.</quote>.</text>
					</subparagraph></paragraph><paragraph id="HEA94BB30C3064E07ADB03B3982D32AC6"><enum>(2)</enum><text>By amending
			 subsection (b) to read as follows:</text>
					<quoted-block changed="deleted" committee-id="SSEG00" display-inline="no-display-inline" id="HE6E3497592184D84A2A6141B4CA5A8F4" reported-display-style="strikethrough" style="OLC">
						<subsection id="H1985DEC1696946549B1D99A44D1D801B"><enum>(b)</enum><header>Participants</header><text display-inline="yes-display-inline">The Secretary may enroll in the Public
				Lands Service Corps individuals between the ages of 16 and 25, inclusive, who
				are either hired by an agency under the Secretary’s jurisdiction to perform
				work authorized under this Act or who are members of a qualified youth or
				conservation corps with which the Secretary has entered into a cooperative
				agreement to perform work authorized under this Act. The Secretary may also
				enroll resource assistants and consulting interns. All enrollees shall be
				considered Public Lands Service Corps participants, and may be enrolled for a
				term of up to 24 months of service, which may be served over more than two
				calendar years. The individuals may be enrolled without regard to the civil
				service and classification laws, rules, or regulations of the United States.
				The Secretary may establish a preference for the enrollment in the Corps of
				individuals who are economically, physically, or educationally
				disadvantaged.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H20CBE7A5C63A4EF3AA2EFD446BC90D82"><enum>(3)</enum><text>In subsection
			 (c)—</text>
					<subparagraph id="HBA5A00F4018547C1B5B4E99D9AD24BFF"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1)—</text>
						<clause id="HB7474A8CB9064E38A9C92B48DD960D8C"><enum>(i)</enum><text>by striking
			 <quote>contracts and</quote>;</text>
						</clause><clause id="H8CA6DAA6D2F8468CA432AB2196CCA9C5"><enum>(ii)</enum><text>by inserting
			 <quote>natural and cultural resources</quote> after <quote>appropriate</quote>;
			 and</text>
						</clause><clause id="HF303EA0F4E894F6E9594025552192C22"><enum>(iii)</enum><text>by striking
			 <quote>subsection (d)</quote> and inserting <quote>subsection
			 (e)</quote>;</text>
						</clause></subparagraph><subparagraph id="H5E0F4981D20244E19FACAFDEB5BEBDB1"><enum>(B)</enum><text>by redesignating
			 paragraph (2) as paragraph (3);</text>
					</subparagraph><subparagraph id="HC1610439C0A947D9B8DA28813EBEB169"><enum>(C)</enum><text>by inserting after
			 paragraph (1) the following:</text>

							<paragraph id="HFB8C4FF5673A4F72B0308948FC54D4A5"><enum>(2)</enum><header>Recruitment</header><text>The
				Secretary shall undertake, or enter into cooperative agreements to provide, a
				program to attract eligible youth to the Corps by publicizing Corps
				opportunities through high schools, colleges, employment centers, electronic
				media, and other appropriate institutions or
				means.</text>
							</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H7DD0573639E04C248A2A0AB71EAE0969"><enum>(D)</enum><text>by amending
			 paragraph (3) (as so redesignated) to read as follows:</text>
						<quoted-block changed="deleted" committee-id="SSEG00" display-inline="no-display-inline" id="H54725A3B1DF941C1AACBA4E0DDD44A85" reported-display-style="strikethrough" style="OLC">
							<paragraph id="H1AEB29A372A74CF0BD3A146FCFAA3DDC"><enum>(3)</enum><header>Preference</header><text display-inline="yes-display-inline">For purposes of entering into cooperative
				agreements under paragraph (1), the Secretary may give preference to qualified
				youth or conservation corps located in a specific area that have a substantial
				portion of members who are economically, physically, or educationally
				disadvantaged to carry out projects within the
				area.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H3F3A8B273D0F4EB882F13A6E57674EFF"><enum>(4)</enum><text>By redesignating
			 subsections (d) through (f) as subsections (e) through (g),
			 respectively.</text>
				</paragraph><paragraph id="H6F13D2DFFACF46F78C3F561A4B263BF2"><enum>(5)</enum><text>By inserting after
			 subsection (c) the following:</text>

						<subsection id="H0100E43E2C3A466BB3B6B8632B703CEF"><enum>(d)</enum><header>Training</header><text>The
				Secretary shall establish a training program based at appropriate residential
				conservation centers or at other suitable regional Federal or other appropriate
				facilities or sites to provide training for Corps participants. The Secretary
				shall—</text>
							<paragraph id="H6FD425E212CA45DC913A50B283DAC0CD"><enum>(1)</enum><text display-inline="yes-display-inline">ensure that the duration and
				comprehensiveness of the training program shall be commensurate with the
				projects Corps participants are expected to undertake;</text>
							</paragraph><paragraph id="H26A7F2BF1F384D9DB7EB682E74B1C059"><enum>(2)</enum><text>develop
				department-wide standards for the program that include training in—</text>
								<subparagraph id="H45FEAF5695D74383910E36BE0440F830"><enum>(A)</enum><text>resource
				stewardship;</text>
								</subparagraph><subparagraph id="HD9DDC1254B9943078D0B8B46333A5BAA"><enum>(B)</enum><text>ethics for those
				in public service;</text>
								</subparagraph><subparagraph id="H04742730372543709F32022A78A1F42C"><enum>(C)</enum><text>principles of
				national service;</text>
								</subparagraph><subparagraph id="H9FEC410D890E4636B24C0F9440044B8B"><enum>(D)</enum><text>health and
				safety;</text>
								</subparagraph><subparagraph id="HC8F0855768F242B28D2F3B7A084A97D2"><enum>(E)</enum><text>teamwork and
				leadership; and</text>
								</subparagraph><subparagraph id="HC482C659EA7E4FB4AC032CE39F97C5DE"><enum>(F)</enum><text>interpersonal
				communications;</text>
								</subparagraph></paragraph><paragraph id="HD213691FD6004D829FF0663D915B1369"><enum>(3)</enum><text display-inline="yes-display-inline">direct each participating agency to develop
				agency-specific training guidelines to ensure that Corps participants enrolled
				to undertake projects for that agency are appropriately informed about matters
				specific to that agency, including—</text>
								<subparagraph id="H996B3CE80C834BF4BDD6C10960798619"><enum>(A)</enum><text>the history and
				organization of the agency;</text>
								</subparagraph><subparagraph id="H7E371F16BBA242459352C29D5B98199F"><enum>(B)</enum><text>the agency’s core
				values; and</text>
								</subparagraph><subparagraph id="HCC96F4ACDB884FE28AFDBBBD09E9F428"><enum>(C)</enum><text>any
				agency-specific standards for the management of natural, cultural, historic,
				archaeological, recreational, and scenic resources; and</text>
								</subparagraph></paragraph><paragraph id="H021415B10595498B8EF1A0289F249B28"><enum>(4)</enum><text display-inline="yes-display-inline">take into account training already received
				by Corps participants enrolled from qualified youth or conservation corps,
				including in the matters outlined in paragraph
				(2).</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H3FA07B8B88E3453687F0494C55F3DF66"><enum>(6)</enum><text>In subsection (e)
			 (as so redesignated)—</text>

				health of forests and public lands, refuges, and coastal and marine areas,
				including—</text>
									<clause id="HCB19ED34781946E8862206E1D435585C"><enum>(i)</enum><text>protection and
				restoration of watersheds and forest, riparian, estuarine, grassland, coral
				reef, intertidal, or other habitat;</text>
									</clause><clause id="H32BE70C21B2D439785B9EE52075CDC31"><enum>(ii)</enum><text>reduction of
				wildfire risk and mitigation of damage from insects, disease, and
				disasters;</text>
									</clause><clause id="H7B979D6AC26B4972A3C26329E1A20895"><enum>(iii)</enum><text>erosion
				control;</text>
									</clause><clause id="H614BA8AB763643B7A21D5BDC9A9A173E"><enum>(iv)</enum><text>control or
				removal of invasive, noxious, or non-native species;</text>
									</clause><clause id="HBF2EAAA26216419FAC07C98C705C54EC"><enum>(v)</enum><text>restoration of
				native species; and</text>
									</clause><clause id="HD570BCDA89CF487182420495821E29A8"><enum>(vi)</enum><text>projects under
				the Healthy Forests Restoration Act of 2003 (<external-xref legal-doc="public-law" parsable-cite="pl/108/148">Public Law
				108–148</external-xref>);</text>
									</clause><continuation-text continuation-text-level="subparagraph">Projects under this subparagraph
				shall be considered priority projects;</continuation-text></subparagraph><subparagraph id="H9109414AECC24C398DEACC857810E2E8"><enum>(C)</enum><text>collection of
				biological, archaeological, and other scientific data, including monitoring of
				climatological information, species populations and movement, habitat status,
				and other factors;</text>
								</subparagraph><subparagraph id="H084A518BD1634524803C3786C5FD7385"><enum>(D)</enum><text>assisting in
				historical and cultural research, archival and curatorial work, oral history
				projects, documentary photography, and activities that support the creation of
				public works of art related to public lands; and</text>
								</subparagraph><subparagraph id="H23ABC1D45C0A482ABB28076C446B8205"><enum>(E)</enum><text>construction,
				repair, rehabilitation, green building retrofitting, and maintenance of roads,
				trails, campgrounds, and other facilities, employee housing, cultural and
				historic sites and structures, and facilities that further the purposes of the
				Public Lands Service
				Corps.</text>
								</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
						</clause></subparagraph><subparagraph id="H65CCC1BCA7CB4640851AB9897685B597"><enum>(B)</enum><text>By redesignating

				visitor safety and enjoyment of public lands, and assist in the gathering of
				visitor use data.</text>
								</subparagraph></paragraph><paragraph id="H50F44B9155C84BDB8078C83FC09607D0"><enum>(3)</enum><header>Interpretation</header><text display-inline="yes-display-inline">The Secretary may assign Corps participants
				to provide interpretation or education services for the public under the
				appropriate direction and supervision of agency personnel, including—</text>
								<subparagraph id="H8AF3F04D4C414AD89012F3BAB66FF551"><enum>(A)</enum><text>providing
				orientation and information services to visitors, including services for
				non-English speaking visitors and visitors who use American Sign
				Language;</text>
								</subparagraph><subparagraph id="HB641B65D72A040E3A87484ADB0938E7C"><enum>(B)</enum><text>assisting agency
				personnel in the delivery of interpretive or educational programs, including
				outdoor learning and classroom learning;</text>
								</subparagraph><subparagraph id="H7A69D4978E144983B12DD570548B755C"><enum>(C)</enum><text display-inline="yes-display-inline">presenting programs on Federal lands or at
				schools, after-school programs, and youth-serving community programs that
				relate the personal experience of the Corps participant for the purpose of
				promoting public awareness of the Corps, its role in public land management
				agencies, and its availability to potential participants; and</text>
								</subparagraph><subparagraph id="H5C086C86B9594457B7032BC1FB947B80"><enum>(D)</enum><text>creating
				nonpersonal interpretive products, such as Web site content, Junior Ranger
				program books, printed handouts, and audiovisual
				programs.</text>
								</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H3FA889574FFF4E69977AADB3A908463D"><enum>(D)</enum><text>In paragraph (4)

				of Energy in identifying and using solar and other green building technologies
				and modular housing designs that may be adapted for residential conservation
				center facilities, including—</text>
							<paragraph id="H3284575447DA4DDD8AA645AFAFF82615"><enum>(1)</enum><text>designs from the
				Department of Energy’s Solar Decathlon competition; and</text>
							</paragraph><paragraph id="H9C143A2C27884AA8A74E7CB1E7DD6048"><enum>(2)</enum><text>logistical
				support, assistance, and training from Solar Decathlon participants.</text>
							</paragraph></subsection><subsection id="HB649A3A37622456AA4DD962B55E17301"><enum>(f)</enum><header>Mentors</header><text>The
				Secretary may recruit from programs, such as agency volunteer programs, and
				from agency retirees, veterans groups, military retirees, active duty
				personnel, and from appropriate youth-serving organizations, such adults as may
				be suitable and qualified to provide training, mentoring, and crew-leading
				services to Corps
				participants.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HB8F4C47C2D19455A90470E44FB52BDEE"><enum>(6)</enum><text>In subsection (g)
			 (as so redesignated), by striking <quote>are appropriate to carry out this

				</paragraph><paragraph id="H90F2EA4874E146F291E1AB593729EBDE"><enum>(4)</enum><text>In subsection
			 (b)—</text>

			 amendment</header><text>The Act is amended by redesignating sections 207, 208,
			 209, 210, and 211 as sections 208, 209, 210, 211, and 212, respectively.</text>
			</subsection><subsection id="H2BA886FA0FA3424590ACF15454FCBA25"><enum>(i)</enum><header>Guidance</header><text>The
			 Act is amended by inserting after section 206 the following:</text>
				<quoted-block changed="deleted" committee-id="SSEG00" id="HC8B0CDC9B14E4E15A8BE598E0A80B5AC" reported-display-style="strikethrough" style="OLC">
					<section id="H2B71AA89939B486DB4ADC74265850DBD"><enum>207.</enum><header>Guidance</header><text display-inline="no-display-inline">Not later than 18 months after funds are
				made available for this purpose, the Secretaries shall issue guidelines for the
				management of the Public Lands Service Corps programs for use by regional and
				State directors, and the supervisors of individual parks, forests, districts,
				sanctuaries, reserves, hatcheries, and
				refuges.</text>
					</section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H50AB027CABD44124920BF9668A97491C"><enum>(j)</enum><header>Living
			 allowances and terms of service</header><text>Section 208 of the Act (as so
			 redesignated) is amended—</text>
				<paragraph id="HAD8BBEEB81744A0483C839765D2756EB"><enum>(1)</enum><text>by amending
			 subsection (a) to read as follows:</text>

							<paragraph id="HA2D4C73F345E45A3BF1FFD4EC4E174C9"><enum>(1)</enum><text>apply a
				cost-of-living differential to such allowances; and</text>
							</paragraph><paragraph id="HAF06DC7B663549AB8A6FE3A939E514E0"><enum>(2)</enum><text>reimburse Corps
				participants for travel costs at the beginning and end of their term of service
				if the Secretary deems
				appropriate.</text>
							</paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H4829E538A9384446883CBA4F65D28CAC"><enum>(2)</enum><text>by amending the
			 text of subsection (b) to read as follows: <quote>Each Corp participant shall
			 agree to participate in the Corps for such term of service as may be
			 established by the Secretary enrolling or selecting the
			 individual.</quote>;</text>

								<subparagraph id="H9FFE8BA3F0684ABF8B207FFFD29B7BB0"><enum>(A)</enum><text>has served a
				minimum of 960 hours on an appropriate natural or cultural resource
				conservation project that included at least 120 hours through the Public Lands
				Service Corps; and</text>
								</subparagraph><subparagraph id="H7CA0EF8762434957AC692B0D0A3B8198"><enum>(B)</enum><text>meets Office of
				Personnel Management qualification standards for the position to which the
				candidate is applying;</text>
								</subparagraph></paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H60CFDF2257984595B09500D3CE647AD5"><enum>(B)</enum><text>by adding at the
			 end the following:</text>
						<quoted-block changed="deleted" committee-id="SSEG00" id="HF7C8A074EC6F49E68AAA3C39B9CCBAE2" reported-display-style="strikethrough" style="OLC">
							<paragraph id="HFC6D901FE20345BE9ED1333A51E15829"><enum>(3)</enum><text>develop a system
				to provide consideration for participants who cannot meet the requirements of
				paragraph (2);</text>
							</paragraph><paragraph id="HEE06BB5CEB9C47AD861E351CFF8968BC"><enum>(4)</enum><text>provide to an
				individual who has successfully fulfilled the resource assistant program
				noncompetitive hiring status for a period of not more than two years after the
				date on which the individual has completed an undergraduate degree from an
				accredited institution;</text>
							</paragraph><paragraph id="HB761593613B645928E8CD9F009B9D755"><enum>(5)</enum><text>provide to an
				individual who has successfully fulfilled the consulting internship program
				noncompetitive hiring status for a period of not more than two years after the
				date on which the individual has completed a graduate degree from an accredited
				institution; and</text>
							</paragraph><paragraph id="HA63BC45E7DDB4CACA5C866D9ABF51DD9"><enum>(6)</enum><text>provide, or enter
				into cooperative agreements with qualified employment agencies to provide,
				alumni services such as job and education counseling, referrals, verification
				of service, communications, and other appropriate services to participants who
				have completed their Corps
				service.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="H31CA5754B0DC4939BEB9E66E3744329E"><enum>(k)</enum><header>National service
			 educational awards</header><text>Section 209 of the Act (as so redesignated) is
			 amended—</text>
				<paragraph id="H097A9CE9E5F04DC094D180FD3804DC1F"><enum>(1)</enum><text>in subsection (a),
			 by striking <quote>If a</quote> and all that follows through <quote>shall be
			 eligible</quote> and inserting <quote>If a Corps participant also serves in an
			 approved national service position designated under subtitle C of title I of
			 the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12571">42 U.S.C. 12571 et seq.</external-xref>), the
			 Corps participant shall be eligible</quote>; and</text>
				</paragraph><paragraph id="HC4DACDD2320149DA88F4737C2CF992AE"><enum>(2)</enum><text>in subsection (b),
			 by striking—</text>
					<subparagraph id="HDEB9D6CAC0E344A8A58D5742185DCB87"><enum>(A)</enum><text><quote>either
			 participants in the Corps or resource assistants</quote> and inserting
			 <quote>participants in the Corps</quote>; and</text>
					</subparagraph><subparagraph id="H6105EE9308EB418880B99402CE830494"><enum>(B)</enum><text><quote>or a
			 resource assistant</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="HC6718245096D4FEC85BA341000F41B75"><enum>(l)</enum><header>Nondisplacement</header><text>Section
			 210 of the Act (as so redesignated) is amended to read as follows:</text>

			 211 of the Act (as so redesignated) is amended—</text>
				<paragraph id="H2F25B78F928943E18F284F539F8D59C7"><enum>(1)</enum><text>in subsection
			 (a)(1)—</text>
					<subparagraph id="H40BE2D0A53DE4AE1BD30AA1210740032"><enum>(A)</enum><text>by striking
			 <quote>appropriate conservation project</quote> each place it appears and
			 inserting <quote>appropriate natural and cultural resources conservation
			 project</quote>; and</text>

			 the non-Federal costs of a project when the Secretary determines that it is

			 entity who is a party to a pending lawsuit against the dispensing Secretary is
			 eligible to receive funds authorized or made available under this Act or
			 amendments made by this Act.</text>
			</subsection><subsection id="HFBFC23773B4D4FBE93C9D5A95712C1A5"><enum>(p)</enum><header>Further
			 Limitation on Use of Funds to Protect Children</header><text>No adult shall be
			 eligible to receive funds or participate in the Public Lands Service Corps
			 program under this Act or amendments made by this Act, if that person—</text>
				<paragraph id="H816D55F8CA0B48E1988F68889C63CF98"><enum>(1)</enum><text>refuses to consent
			 to a criminal history check;</text>
				</paragraph><paragraph id="H4D5D41804CCE4601AC39DD876BB85840"><enum>(2)</enum><text>makes a false
			 statement in connection with such a criminal history check;</text>
				</paragraph><paragraph id="H448B98D94DF042E691E395B6256490C5"><enum>(3)</enum><text>is registered, or
			 is required to be registered, on a State sex offender registry or the National
			 Sex Offender Registry established under the Adam Walsh Child Protection and
			 Safety Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/42/16901">42 U.S.C. 16901 et seq.</external-xref>);
			 or</text>
				</paragraph><paragraph id="HF6D1E3AF100A49F5BCAB8C1C3CA42310"><enum>(4)</enum><text>has been convicted
			 of murder, as described in
			 <external-xref legal-doc="usc" parsable-cite="usc/18/1111">section
			 1111</external-xref> of title 18, United States Code.</text>

				and women to public service while furthering their understanding and
				appreciation of the natural, cultural, historic, archaeological, recreational,
				and scenic resources of the United States;</text>
						</paragraph><paragraph id="ID62149cdd938e4323b6b9832d6f156513"><enum>(2)</enum><text>to facilitate training
				and recruitment opportunities in which service is credited as qualifying
				experience for careers in the management of such resources;</text>
						</paragraph><paragraph id="ID2b75d764f75649d4b96eb9c63bde102a"><enum>(3)</enum><text>to instill in a new
				generation of young men and women from across the United States, including
				young men and women from diverse backgrounds, the desire to seek careers in
				resource stewardship and public service by allowing them to work directly with
				professionals in agencies responsible for the management of the natural,
				cultural, historic, archaeological, recreational, and scenic resources of the
				United States;</text>
						</paragraph><paragraph id="ID257d21e3bfdd42d9acafeb42438b7011"><enum>(4)</enum><text>to perform, in a
				cost-effective manner, appropriate natural and cultural resources conservation
				projects where such projects are not being performed by existing
				employees;</text>
						</paragraph><paragraph id="ID6f691b307ef7404c8e70cbe7bdafe856"><enum>(5)</enum><text>to assist State and local
				governments and Indian tribes in performing research and public education tasks
				associated with the conservation of natural, cultural, historic,
				archaeological, recreational, and scenic resources;</text>
						</paragraph><paragraph id="ID7efaffd2962b426287f8e707145b305c"><enum>(6)</enum><text>to expand educational
				opportunities on public lands and by rewarding individuals who participate in
				conservation corps with an increased ability to pursue higher education and job
				training;</text>
						</paragraph><paragraph id="IDd64e5f95708d4fdc8cf1f68d8cc383fc"><enum>(7)</enum><text>to promote public
				understanding and appreciation of the missions and the natural and cultural
				resources conservation work of the participating Federal agencies through
				training opportunities, community service and outreach, and other appropriate
				means; and</text>
						</paragraph><paragraph id="ID3141e844be2245b4a2de0f8e1f13160e"><enum>(8)</enum><text>to create a grant program
				for Indian tribes to establish the Indian Youth Service Corps so that Indian
				youth can benefit from carrying out projects on Indian lands that the Indian
				tribes and communities determine to be
				priorities.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="IDc278a29d07dd416489d2234ac060b058"><enum>(d)</enum><header>Definitions</header><text>Section
			 203 (16 U.S.C. 1722) of the Act is amended—</text>
				<paragraph id="IDaa9063a8c66445a39e771c494ceb3078"><enum>(1)</enum><text>by redesignating
			 paragraphs (3) through (7), (8) through (10), and (11) through (13) as
			 paragraphs (5) through (9), (11) through (13), and (15) through (17),
			 respectively;</text>
				</paragraph><paragraph id="IDc839293f364c4c7f87c6c8bd027e7220"><enum>(2)</enum><text>by striking paragraphs
			 (1) and (2) and inserting the following:</text>

				service corps</header><text>The terms <term>Corps</term> and <term>Public Lands
				Service Corps</term> mean the Public Lands Service Corps established under
				section 204(a).</text>

				Indian Youth Service Corps; or</text>

				Offices</header>
								<subparagraph id="id333C8C324ED44547B067AC594E4C0510"><enum>(A)</enum><header>Department of the
				Interior</header><text>The Secretary of the Interior shall establish a
				department-level office to coordinate the Corps activities within the
				Department of the Interior.</text>
								</subparagraph><subparagraph id="id874F016FFBD14A488934C7D3D725F747"><enum>(B)</enum><header>Department of
				Agriculture</header><text>The Secretary of Agriculture shall establish within
				the Forest Service an office to coordinate the Corps activities within that
				agency.</text>
								</subparagraph><subparagraph id="idC9BE6D56355241B1A0E50EA091A7848B"><enum>(C)</enum><header>Department of
				Commerce</header><text>The Secretary of Commerce shall establish within the
				National Oceanic and Atmospheric Administration an office to coordinate the
				Corps activities within that agency.</text>
								</subparagraph></paragraph><paragraph id="ID9a51f68f7ac843c8b9a70d02bf750b2e"><enum>(2)</enum><header>Establishment of
				coordinators</header><text>The Secretary shall designate a Public Lands Service
				Corps coordinator for each agency under the jurisdiction of the Secretary that
				administers Corps activities.</text>
							</paragraph><paragraph id="IDee713d95b84947efb645ff3f5c512427"><enum>(3)</enum><header>Establishment of
				liaison</header><text>The Secretary of the Interior shall establish an Indian
				Youth Service Corps liaison that will—</text>
								<subparagraph id="IDa5d6a71af7144da580e1406495329992"><enum>(A)</enum><text>provide outreach to
				Indian tribes about opportunities for establishing Corps and Indian Youth
				Service Corps programs; and</text>
								</subparagraph><subparagraph id="IDcee2c98d4c0a4ab0b6b0587e2098f043"><enum>(B)</enum><text>coordinate with the
				Tribal Liaison of the Corporation for National Service to identify and
				establish Corps and Indian Youth Service Corps opportunities for Indian
				youth.</text>
								</subparagraph></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="ID4b77209335de47edb7cffa7b1ceee272"><enum>(3)</enum><text>by amending subsection
			 (c) (as redesignated by paragraph (1)) to read as follows:</text>

				general</header><text>The Secretary may enroll in the Corps individuals who
				are—</text>
								<subparagraph id="id9956A2AD0A9348098353CFAE6D9ADB92"><enum>(A)</enum><text>hired by an agency under
				the jurisdiction of the Secretary to perform work authorized under this Act;
				or</text>
								</subparagraph><subparagraph id="id22BC982DE39B4D728AC3206B2DD5FD16"><enum>(B)</enum><text>members of a qualified
				youth or conservation corps with which the Secretary has entered into a
				cooperative agreement to perform work authorized under this Act.</text>
								</subparagraph></paragraph><paragraph id="id8CD0B8BF66CA47A0B91369A8F625DEF8"><enum>(2)</enum><header>Resource assistants and
				consulting interns</header><text>The Secretary may also enroll in the Corps
				resource assistants and consulting interns in accordance with section
				206(a).</text>
							</paragraph><paragraph id="ID1023362f80444264b6c07eae58cf5a22"><enum>(3)</enum><header>Eligibility
				requirements</header><text>To be eligible for enrollment as a Corps
				participant, an individual shall—</text>
								<subparagraph id="ID34507046dd434bb5825c3a55a3b7fe31"><enum>(A)</enum><text>be between the ages of 15
				and 25, inclusive; and</text>
								</subparagraph><subparagraph id="ID8d878c4816ff4b02bd01d1bf63f8ba39"><enum>(B)</enum><text>satisfy the requirements
				of section 137(a)(5) of the National and Community Service Act of 1990 (42
				U.S.C. 12591(a)(5)).</text>
								</subparagraph></paragraph><paragraph id="id71DAB7F5DC714E7B9931CBC3F2A1E8B4"><enum>(4)</enum><header>Terms</header><text>Each
				Corps participant may be enrolled in the Corps for a term of up to 2 years of
				service, which may be served over a period that exceeds 2 calendar
				years.</text>
							</paragraph><paragraph id="id34C486B5134C457492EEC4BDF1E82166"><enum>(5)</enum><header>Civil
				service</header><text>An individual may be enrolled as a Corps participant
				without regard to the civil service and classification laws, rules, or
				regulations of the United States.</text>
							</paragraph><paragraph id="id632C9B118208479DB134B4A93CABCBDC"><enum>(6)</enum><header>Preference</header><text>The
				Secretary may establish a preference for the enrollment as Corps participants
				individuals who are economically, physically, or educationally
				disadvantaged.</text>
							</paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="ID798c5fea80c742f7bb51f2440453564a"><enum>(4)</enum><text>in subsection (d) (as
			 redesignated by paragraph (1))—</text>
					<subparagraph id="ID147bece90c124b408128ac91034bc750"><enum>(A)</enum><text>in paragraph (1)—</text>
						<clause id="IDcc5c6daf6f434edca60f3033151ccc64"><enum>(i)</enum><text>by striking

					</subparagraph><subparagraph id="ID28cf9ad44be94525a93c76492b6cc98f"><enum>(C)</enum><text>by inserting after
			 paragraph (1) the following:</text>

							<paragraph id="ID0f1080e72107461f9df301f7d46e3f31"><enum>(2)</enum><header>Recruitment</header><text>The
				Secretary shall carry out, or enter into cooperative agreements to provide, a
				program to attract eligible youth to the Corps by publicizing Corps
				opportunities through high schools, colleges, employment centers, electronic
				media, and other appropriate institutions and means.</text>
							</paragraph><paragraph id="idD4773392EFE74A1AA09B8CB141AAD2D4"><enum>(3)</enum><header>Preference</header><text>In
				entering into cooperative agreements under paragraph (1) or awarding
				competitive grants to Indian tribes or tribally authorized organizations under
				section 207, the Secretary may give preference to qualified youth or
				conservation corps that are located in specific areas where a substantial
				portion of members are economically, physically, or educationally
				disadvantaged.</text>
							</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="ID06a66c5035564701a3f47b3d57fb6fd1"><enum>(5)</enum><text>by inserting after
			 subsection (d) (as redesignated by paragraph (1)) the following:</text>
					<quoted-block changed="added" committee-id="SSEG00" display-inline="no-display-inline" id="idB1C05758D9314730823303EC819DE094" reported-display-style="italic" style="OLC">
						<subsection id="IDc2991928bf1d4e2fa4295ae19133d4c0"><enum>(e)</enum><header>Training</header>
							<paragraph id="id54D7C431CE6A4C9FA11F18B39DDBBDA4"><enum>(1)</enum><header>In
				general</header><text>The Secretary shall establish a training program based at
				appropriate residential conservation centers or at other suitable regional
				Federal or other appropriate facilities or sites to provide training for Corps
				participants.</text>
							</paragraph><paragraph id="idAB48233DC27F4036972C7BCECFDD9F5F"><enum>(2)</enum><header>Requirements</header><text>In
				establishing a training program under paragraph (1), the Secretary
				shall—</text>
								<subparagraph id="ID75d1ee6e9db04a369848b587d63ad263"><enum>(A)</enum><text>ensure that the duration
				and comprehensiveness of the training program shall be commensurate with the
				projects Corps participants are expected to undertake;</text>
								</subparagraph><subparagraph id="ID8121e42c55fc473c81036e3312a3d5ab"><enum>(B)</enum><text>develop department-wide
				standards for the program that include training in—</text>
									<clause id="ID2c58522cfd754897a7c4934b8cb8ed3a"><enum>(i)</enum><text>resource
				stewardship;</text>
									</clause><clause id="ID7cff5cc7103a44a7b8962f792ba966d1"><enum>(ii)</enum><text>health and
				safety;</text>
									</clause><clause id="IDb3548cb9733045a9a41bb851002824fc"><enum>(iii)</enum><text>ethics for individuals
				in public service;</text>
									</clause><clause id="ID48a552ec39424004843f49e19ac6872e"><enum>(iv)</enum><text>teamwork and leadership;
				and</text>
									</clause><clause id="IDaa00ceee5d7c4fc69702090479338174"><enum>(v)</enum><text>interpersonal
				communications;</text>
									</clause></subparagraph><subparagraph id="IDb9f5de98a326451eba8d000ccad99e6c"><enum>(C)</enum><text>direct the participating
				agencies within the Department of the Interior, the Forest Service in the case
				of the Department of Agriculture, and the National Oceanic and Atmospheric
				Administration in the case of the Department of Commerce, to develop
				agency-specific training guidelines to ensure that Corps participants are
				appropriately informed about matters specific to that agency, including—</text>
									<clause id="IDce969d56a2764867b809e932195cfe03"><enum>(i)</enum><text>the history and
				organization of the agency;</text>
									</clause><clause id="IDbf07bb27acd34583907d2a601f66b3df"><enum>(ii)</enum><text>the mission of the
				agency; and</text>
									</clause><clause id="IDbf8ccaca0bf9449da383c7265588c496"><enum>(iii)</enum><text>any agency-specific
				standards for the management of natural, cultural, historic, archaeological,
				recreational, and scenic resources; and</text>
									</clause></subparagraph><subparagraph id="IDfe09a05bed024587bb3b881abe345562"><enum>(D)</enum><text>take into account
				training already received by Corps participants enrolled from qualified youth
				or conservation
				corps.</text>
								</subparagraph></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="IDb92fa34949a444c5902470566ab4c7e3"><enum>(6)</enum><text>in subsection (f) (as
			 redesignated by paragraph (1))—</text>
					<subparagraph id="ID26084d4839e04aea8437006f5ec30fc2"><enum>(A)</enum><text>in paragraph (1)—</text>

			 following:</text>

								<subparagraph id="id3EFA661787764221A7A8502E2CDB7585"><enum>(B)</enum><header>Projects</header><text>Appropriate
				natural and cultural resources conservation projects carried out under this
				section may include—</text>
									<clause id="ID6effae427d794e21ab0e2dd94260bf8a"><enum>(i)</enum><text>protecting, restoring, or
				enhancing ecosystem components to promote species recovery, improve biological
				diversity, enhance productivity and carbon sequestration, and enhance
				adaptability and resilience of eligible service lands and resources to climate
				change and other natural and human disturbances;</text>
									</clause><clause id="ID149a15c6810b4aff994a269f894c2069"><enum>(ii)</enum><text>promoting the health of
				eligible service lands, including—</text>
										<subclause id="IDf779611b59cc4ec4bb820e0675c2e93f"><enum>(I)</enum><text>protecting and restoring
				watersheds and forest, grassland, riparian, estuarine, marine, or other
				habitat;</text>
										</subclause><subclause id="IDb8998120e35941e9bda2744059e0faeb"><enum>(II)</enum><text>reducing the risk of
				uncharacteristically severe wildfire and mitigating damage from insects,
				disease, and disasters;</text>
										</subclause><subclause id="ID2dd16d44fc074755bf5af481f5dab844"><enum>(III)</enum><text>controlling
				erosion;</text>
										</subclause><subclause id="ID83f75d1428a04769b670a67dce3b77e6"><enum>(IV)</enum><text>controlling and removing
				invasive, noxious, or nonnative species; and</text>
										</subclause><subclause id="IDfd93c1d3f6cb46ec894c559a795feb7e"><enum>(V)</enum><text>restoring native
				species;</text>
										</subclause></clause><clause id="IDd164e065aab0430496543fc28fe1d20e"><enum>(iii)</enum><text>collecting biological,
				archaeological, and other scientific data, including climatological
				information, species populations and movement, habitat status, and other
				information;</text>
									</clause><clause id="ID1973252a4c824e13badcc151767fb24b"><enum>(iv)</enum><text>assisting in historical
				and cultural research, museum curatorial work, oral history projects,
				documentary photography, and activities that support the creation of public
				works of art related to eligible service lands; and</text>
									</clause><clause id="IDf938b05542844937bd1adfab1b45ae31"><enum>(v)</enum><text>constructing, repairing,
				rehabilitating, and maintaining roads, trails, campgrounds and other visitor
				facilities, employee housing, cultural and historic sites and structures, and
				other facilities that further the purposes of this
				Act.</text>
									</clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
						</clause></subparagraph><subparagraph id="ID1854d596ad434a5c946f5a8fbc49ae75"><enum>(B)</enum><text>by redesignating
			 paragraphs (2) and (3) as paragraphs (4) and (5), respectively; and</text>
					</subparagraph><subparagraph id="ID4277b1588eb64729877bd21c8def364c"><enum>(C)</enum><text>by inserting after
			 paragraph (1) the following:</text>

							<paragraph id="ID72a36a5f54ae41928afffd266cf46fee"><enum>(2)</enum><header>Visitor
				services</header><text>The Secretary may—</text>
								<subparagraph id="IDc361ab447dfc46039d1e046e2f11bc4a"><enum>(A)</enum><text>enter into or amend an
				existing cooperative agreement with a cooperating association, educational
				institution, friends group, or similar nonprofit partner organization for the
				purpose of providing training and work experience to Corps participants in
				areas such as sales, office work, accounting, and management, provided that the
				work experience directly relates to the conservation and management of eligible
				service lands; and</text>
								</subparagraph><subparagraph id="ID95d58b67f8c245d4b01b4f12f76228ec"><enum>(B)</enum><text>allow Corps participants
				to help promote visitor safety and enjoyment of eligible service lands, and
				assist in the gathering of visitor use data.</text>
								</subparagraph></paragraph><paragraph id="ID6806137d50eb4f80967a907db9014395"><enum>(3)</enum><header>Interpretation</header><text>The
				Secretary may permit Corps participants to provide interpretation or education
				services for the public under the direct and immediate supervision of an agency
				employee—</text>
								<subparagraph id="ID73a74ca4fa4647cb8ef1b52dbcf0dca9"><enum>(A)</enum><text>to provide orientation
				and information services to visitors;</text>
								</subparagraph><subparagraph id="ID2d742b4c6d9a4386acb9762c911999f8"><enum>(B)</enum><text>to assist agency
				employees in the delivery of interpretive or educational programs where
				audience size, environmental conditions, safety, or other factors make such
				assistance desirable;</text>
								</subparagraph><subparagraph id="IDda4e2319e3be47e49699123e3a75a308"><enum>(C)</enum><text>to present programs that
				relate the personal experience of the Corps participants for the purpose of
				promoting public awareness of the Corps, the role of the Corps in public land
				management agencies, and the availability of the Corps to potential
				participants; and</text>
								</subparagraph><subparagraph id="IDcf3d544e23894d7bb7cfacdbca0ec7bb"><enum>(D)</enum><text>to create nonpersonal
				interpretive products, such as website content, Junior Ranger program books,
				printed handouts, and audiovisual
				programs.</text>
								</subparagraph></paragraph><after-quoted-block>;
				</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="ID1f39cc371305478aaa4be9559254f6b1"><enum>(7)</enum><text>in subsection (g) (as
			 redesignated by paragraph (1))—</text>
					<subparagraph id="IDe5ed1b5679144cbaa5c2f77e0f15001c"><enum>(A)</enum><text>in the matter preceding
			 the first paragraph, by striking <quote>those projects which</quote> and
			 inserting <quote>priority projects and other projects that</quote>; and</text>

			 following:</text>

						<subsection id="IDdf94466b0787465ca369e6525be0aa54"><enum>(i)</enum><header>Other
				Participants</header><text>The Secretary may allow volunteers from other
				programs administered or designated by the Secretary to participate as
				volunteers in projects carried out under this section.</text>
						</subsection><subsection id="ID4713621d55564c038117a19173028deb"><enum>(j)</enum><header>Criminal History
				Checks</header>
							<paragraph id="IDdc972ad3f57247f582039278fc28a789"><enum>(1)</enum><header>In
				General</header><text>The requirements of section 189D(b) of the National and
				Community Service Act of 1990 (42 U.S.C. 12645g(b)) shall apply to each
				individual age 18 or older seeking—</text>
								<subparagraph id="ID26246a19a5804fba9452e3c17e670220"><enum>(A)</enum><text>to become a Corps
				participant;</text>
								</subparagraph><subparagraph id="IDc19914259e8a4aef95c48ac77bb719c8"><enum>(B)</enum><text>to receive funds
				authorized under this Act; or</text>
								</subparagraph><subparagraph id="IDfd75f3684de94591af2af75a3f5b92b2"><enum>(C)</enum><text>to supervise or otherwise
				have regular contact with Corps participants in activities authorized under
				this Act.</text>
								</subparagraph></paragraph><paragraph id="IDde22c71e13ae4594b00a84864f481254"><enum>(2)</enum><header>Eligibility
				Prohibition</header><text>If any of paragraphs (1) through (4) of section
				189D(c) of the National and Community Service Act of 1990 (42 U.S.C.
				12645g(c)(1)–(4)) apply to an individual described in paragraph (1), that
				individual shall not be eligible for the position or activity described in
				paragraph (1), unless the Secretary provides an exemption for good
				cause.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="IDcc49fa2877ad42c88c3fcd88876752af"><enum>(f)</enum><header>Residential
			 Conservation Centers and Program Support</header><text display-inline="yes-display-inline">Section 205 (16 U.S.C. 1724) of the Act is
			 amended—</text>
				<paragraph id="ID7a66212904c649c787cbbeaa94206fef"><enum>(1)</enum><text>in the section heading,

					</subparagraph></paragraph><paragraph id="ID41ffe5d63b2547ff8e5cda6dbdd6ee19"><enum>(4)</enum><text>by redesignating
			 subsection (d) as subsection (f);</text>

						</subsection><subsection id="ID8c46d34ec0ff4c43b140f918c2898f79"><enum>(e)</enum><header>Mentors</header><text>The
				Secretary may recruit from programs, such as Federal volunteer and encore
				service programs, and from veterans groups, military retirees, and active duty
				personnel, such adults as may be suitable and qualified to provide training,
				mentoring, and crew-leading services to Corps
				participants.</text>
						</subsection><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="IDb9cd68a401c04b45a79c141052c3ba19"><enum>(6)</enum><text>in subsection (f) (as
			 redesignated by paragraph (4)), by striking <quote>that are appropriate</quote>
			 and all that follows through the period and inserting <quote>that the Secretary
			 determines to be necessary for a residential conservation
			 center.</quote>.</text>
				</paragraph></subsection><subsection id="ID6bcb978ab1214616b8e93031e22d5742"><enum>(g)</enum><header>Resource Assistants and
			 Consulting Interns</header><text>Section 206 of the Act (16 U.S.C. 1725) is
			 amended—</text>
				<paragraph id="ID3295711639444db09504f709ef53c280"><enum>(1)</enum><text>in the section heading,
			 by inserting <quote><header-in-text level="section" style="OLC">and consulting
			 interns</header-in-text></quote> before the period;</text>

				general</header><text>The Secretary may provide individual placements of
				resource assistants with any agency under the jurisdiction of the Secretary
				that carries out appropriate natural and cultural resources conservation
				projects to carry out research or resource protection activities on behalf of
				the agency.</text>
								</subparagraph><subparagraph id="id0A5FF9B423C74AC293A9DD09DFE40A19"><enum>(B)</enum><header>Eligibility</header><text>To
				be eligible for selection as a resource assistant, an individual shall be at
				least 17 years of age.</text>
								</subparagraph><subparagraph id="idBE0DF027BDD94928B1CC313121456D40"><enum>(C)</enum><header>Preference</header><text>In
				selecting resource assistants for placement under this paragraph, the Secretary
				shall give a preference to individuals who are enrolled in an institution of
				higher education or are recent graduates from an institution of higher
				education, with particular attention given to ensuring full representation of
				women and participants from Historically Black Colleges and Universities,
				Hispanic-serving institutions, and Tribal Colleges and Universities.</text>
								</subparagraph></paragraph><paragraph id="ID9584b9f5df874ef3bdea00cc2406e352"><enum>(2)</enum><header>Consulting
				interns</header>
								<subparagraph id="idD0B6C3E4D61C41938280251B16385C90"><enum>(A)</enum><header>In
				general</header><text>The Secretary may provide individual placements of
				consulting interns with any agency under the jurisdiction of the Secretary that
				carries out appropriate natural and cultural resources conservation projects to
				carry out management analysis activities on behalf of the agency.</text>
								</subparagraph><subparagraph id="id07CEDBAAE81F48398B226955C34EDA21"><enum>(B)</enum><header>Eligibility</header><text>To
				be eligible for selection as a consulting intern, an individual shall be
				enrolled in, and have completed at least 1 full year at, a graduate or
				professional school that has been accredited by an accrediting body recognized
				by the Secretary of Education.</text>
								</subparagraph></paragraph></subsection><subsection id="ID7464e510794f4a7eb088837764cb9224"><enum>(b)</enum><header>Use of Existing
				Nonprofit Organizations</header>
							<paragraph id="id3C86962526A54E9DAA841DACBB7B5F7A"><enum>(1)</enum><header>In
				general</header><text>Whenever 1 or more nonprofit organizations can provide
				appropriate recruitment and placement services to fulfill the requirements of
				this section, the Secretary may implement this section through such
				organizations.</text>
							</paragraph><paragraph id="id7C27B506EC114ACBB234CC44D5CD9F07"><enum>(2)</enum><header>Expenses</header><text>Participating
				organizations shall contribute to the expenses of providing and supporting the
				resource assistants or consulting interns from sources of funding other than
				the Secretary, at a level of not less than 25 percent of the total costs (15
				percent of which may be from in-kind sources) of each participant in the
				resource assistant or consulting intern program who has been recruited and
				placed through that organization.</text>
							</paragraph><paragraph id="id252ADFB185A541C1AF004694A9EEB11C"><enum>(3)</enum><header>Reporting</header><text>Each
				participating organization shall be required to submit an annual report
				evaluating the scope, size, and quality of the program, including the value of
				work contributed by the resource assistants and consulting interns, to the
				mission of the
				agency.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="IDb1e58fa8e0264945828ce87803bfa0fd"><enum>(h)</enum><header>Technical
			 Amendment</header><text>The Act is amended by redesignating sections 207
			 through 211 (16 U.S.C. 1726 through 1730) as sections 209 through 213,
			 respectively.</text>
			</subsection><subsection id="ID4a1d29c9168c471bae7ce65a4413302e"><enum>(i)</enum><header>Indian Youth Service
			 Corps</header><text>The Act is amended by inserting after section 206 (16
			 U.S.C. 1725) the following:</text>

						<subsection id="ID1d0fad9a6b344d01ae3eb8fb9a5b5ad1"><enum>(a)</enum><header>Authorization of
				Cooperative Agreements and Competitive Grants</header><text>The Secretary is
				authorized to enter into cooperative agreements with, or make competitive
				grants to, Indian tribes and qualified youth or conservation corps for the
				establishment and administration of Indian Youth Service Corps programs to
				carry out appropriate natural and cultural resources conservation projects on
				Indian lands.</text>
						</subsection><subsection id="ID3da21fdb1b024e05b6180d5750cb2986"><enum>(b)</enum><header>Application</header><text>To
				be eligible to receive assistance under this section, an Indian tribe or a
				qualified youth or conservation corps shall submit to the Secretary an
				application in such manner and containing such information as the Secretary may
				require, including—</text>
							<paragraph id="ID909061b65da94bd9ad6fd71d3681c358"><enum>(1)</enum><text>a description of the
				methods by which Indian youth will be recruited for and retained in the Indian
				Youth Service Corps;</text>
							</paragraph><paragraph id="IDc79b3eb3d54848c1958e33b524acd75d"><enum>(2)</enum><text>a description of the
				projects to be carried out by the Indian Youth Service Corps;</text>
							</paragraph><paragraph id="ID1942ffaceb1f4ecbbdfc6f28b66ba8fd"><enum>(3)</enum><text>a description of how the
				projects were identified; and</text>
							</paragraph><paragraph id="IDb01c7d32303741f888657ef1fed5bc88"><enum>(4)</enum><text>an explanation of the
				impact of, and the direct community benefits provided by, the proposed
				projects.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="IDfa42073a82ed45b2bda8064e70db5952"><enum>(j)</enum><header>Guidance</header><text>The
			 Act is amended by inserting after section 207 (as amended by subsection (i))
			 the following:</text>

				made available to the Secretary to carry out this Act, the Secretary shall
				issue guidelines for the management of programs under the jurisdiction of the
				Secretary that are authorized under this
				Act.</text>
					</section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="IDd1c8050f17864fa593500a2ababbd4a1"><enum>(k)</enum><header>Living Allowances and
			 Terms of Service</header><text>Section 209 of the Act (16 U.S.C. 1726) (as
			 redesignated by subsection (h)) is amended by striking subsections (a), (b),
			 and (c) and inserting the following:</text>
				<quoted-block changed="added" committee-id="SSEG00" display-inline="no-display-inline" id="idA481BC87C6A54D5AA483DEF2320A5C79" reported-display-style="italic" style="OLC">
					<subsection id="IDaae697a564f2468b99d91379e40306f6"><enum>(a)</enum><header>Living
				allowances</header>
						<paragraph id="id8878B48C8FE046D396F78DA45EC30F50"><enum>(1)</enum><header>In
				general</header><text>The Secretary shall provide each Corps participant with a
				living allowance in an amount established by the Secretary.</text>
						</paragraph><paragraph id="id82319653EF364E28A06608FCE9C2C81E"><enum>(2)</enum><header>Cost-of-living
				differential; travel costs</header><text>The Secretary may—</text>
							<subparagraph id="IDdd266282003d4c608eabca0ee329bf6e"><enum>(A)</enum><text>apply a cost-of-living
				differential to the living allowances established under paragraph (1);
				and</text>
							</subparagraph><subparagraph id="ID3490cb17f0ee48969e3f980339b33ddb"><enum>(B)</enum><text>if the Secretary
				determines reimbursement to be appropriate, reimburse Corps participants for
				travel costs at the beginning and end of the term of service of the Corps
				participants.</text>
							</subparagraph></paragraph></subsection><subsection id="IDb5d22f8873e141ab8251dbe23b4ecafa"><enum>(b)</enum><header>Terms of
				Service</header>
						<paragraph id="id2A423359F1B040FB9770F4B82B5798A1"><enum>(1)</enum><header>In
				general</header><text>Each Corps participant shall agree to participate for
				such term of service as may be established by the Secretary.</text>
						</paragraph><paragraph id="id1F85780C0A934516966B2975E7934BB6"><enum>(2)</enum><header>Consultations</header><text>With
				respect to the Indian Youth Service Corps, the term of service shall be
				established in consultation with the affected Indian tribe or tribally
				authorized organization.</text>
						</paragraph></subsection><subsection id="IDd8d75163e90c4caa834daaebe46b066e"><enum>(c)</enum><header>Hiring Preference and
				Future Employment</header><text>The Secretary may—</text>
						<paragraph id="IDd86fd6fb145143719403fda4344a7c52"><enum>(1)</enum><text>grant to a Corps
				participant credit for time served as a Corps participant, which may be used
				toward future Federal hiring;</text>
						</paragraph><paragraph id="IDce9c41d2b45d41f4807a7996fa7580a3"><enum>(2)</enum><text>provide to a former
				participant of the Corps or the Indian Youth Service Corps noncompetitive
				hiring status for a period of not more than 2 years after the date on which the
				service of the candidate in the Corps or the Indian Youth Service Corps was
				complete, if the candidate—</text>
							<subparagraph id="ID2f591557652749d6b23caa465c530fe1"><enum>(A)</enum><text>has served a minimum of
				960 hours on an appropriate natural or cultural resources conservation project
				that included at least 120 hours through the Corps or the Indian Youth Service
				Corps; and</text>
							</subparagraph><subparagraph id="IDbe9e9fe394c04d1186a6b23dc091d51e"><enum>(B)</enum><text>meets Office of Personnel
				Management qualification standards for the position for which the candidate is
				applying;</text>
							</subparagraph></paragraph><paragraph id="ID783fc54c45e64f3585f2f5f0de74ca59"><enum>(3)</enum><text>provide to a former
				resource assistant or consulting intern noncompetitive hiring status for a
				period of not more than 2 years after the date on which the individual has
				completed an undergraduate or graduate degree, respectively, from an accredited
				institution, if the candidate—</text>
							<subparagraph id="ID4d9b36c77557422c80e6e169591e7b95"><enum>(A)</enum><text>successfully fulfilled
				the resource assistant or consulting intern program requirements; and</text>
							</subparagraph><subparagraph id="IDfa84be316c164841a60f9e339b0e0b16"><enum>(B)</enum><text>meets Office of Personnel
				Management qualification standards for the position for which the candidate is
				applying; and</text>
							</subparagraph></paragraph><paragraph id="ID0778d73c69c34614ac6348db8eed0add"><enum>(4)</enum><text>provide, or enter into
				contracts or cooperative agreements with qualified employment agencies to
				provide, alumni services such as job and education counseling, referrals,
				verification of service, communications, and other appropriate services to
				Corps participants who have completed the term of
				service.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="IDb036fa1630014c1fa6ed94faa15a6f9f"><enum>(l)</enum><header>National Service
			 Educational Awards</header><text>Section 210 (16 U.S.C. 1727) of the Act (as
			 redesignated by subsection (h)) is amended—</text>
				<paragraph id="ID297f3312f8344931b45f24823fb2431a"><enum>(1)</enum><text>in subsection (a) (as

			</subsection><subsection id="ID86246b1331674b7aa00f28b63336800f"><enum>(n)</enum><header>Funding</header><text>Section
			 212 of the Act (16 U.S.C. 1729) (as redesignated by subsection (h)) is
			 amended—</text>
				<paragraph id="ID55be403ad2ed41798e7a2150602ce362"><enum>(1)</enum><text>in subsection (a)—</text>
					<subparagraph id="IDdf3eb553cc424074b91058b4343ca13b"><enum>(A)</enum><text>in paragraph (1)—</text>
						<clause id="idB06FB5AF2DCD46A7B0649FC72A01890C"><enum>(i)</enum><text>in the second sentence,
			 by striking “non-federal sources” and inserting “sources other than the
			 Secretary”; and</text>
						</clause><clause id="id88A2DDCA19DB41A293CC873E554F9522"><enum>(ii)</enum><text>by inserting after the
			 second sentence the following: <quote>The Secretary may pay up to 90 percent of
			 the costs of a project if the Secretary determines that the reduction is
			 necessary to enable participation from a greater range of organizations or
			 individuals.</quote>; and</text>
						</clause></subparagraph><subparagraph id="IDde29355715f44819b0a52c4b4a5e0ce2"><enum>(B)</enum><text>in paragraph (2), by
