<official-title>To require the Secretary of Defense to require members of the Armed Forces, before being deployed, to be trained in management of contracts and contractors.</official-title>

<section id="HD7892A01D2B540DC0000EB7CFAB5E2A7" section-type="section-one"><enum>1.</enum><header>Training of deployed members of the Armed Forces in management of contracts and contractors</header> 
<subsection id="HA55A1026689446A800A0913539E9B7D7"><enum>(a)</enum><header>Training requirement</header><text display-inline="yes-display-inline">The Secretary of Defense shall require that, before the deployment of any member of the Armed Forces, the member shall be provided training in the management of defense contracts and contractors.</text></subsection> 
<subsection id="HB7076EC1EE5F4005A47BB6B92BAFA1AA"><enum>(b)</enum><header>Matters covered in training</header> 
<paragraph id="H7221F538A7D1428885B59E95A59DB4D5"><enum>(1)</enum><header>Basic overview</header><text>The training required under subsection (a) shall provide a basic overview and shall include, at a minimum, briefing on the following:</text> 
<subparagraph id="H3997A65AD9E04B83875CA05CEA882713"><enum>(A)</enum><text display-inline="yes-display-inline">Applicable rules under the Federal Acquisition Regulation, Department of Defense Directive 5000.1, and special provisions allowable for expedited needs. </text></subparagraph> 
<subparagraph id="HA6A75327052E4B0EA68E1C387715D700"><enum>(B)</enum><text>Rules of ethical conduct in interactions with contractors and in oversight of their performance in the field.</text></subparagraph> 
<subparagraph id="H03F1D76A092E4453898DA4E04F39A390"><enum>(C)</enum><text display-inline="yes-display-inline">Policies regarding conflicts of interests, bribery, fraud, and mismanagement.</text></subparagraph></paragraph> 
<paragraph id="H60E2FFD7706842AF93ACC77264E71246"><enum>(2)</enum><header>Additional training for certain members</header><text display-inline="yes-display-inline">The training required under subsection (a) shall provide additional training for members of the Armed Forces with direct responsibility for decisions regarding contracting, including—</text> 
<subparagraph id="H121EDA1F37474B6B93C984E898E515FD"><enum>(A)</enum><text display-inline="yes-display-inline">fundamental cost analysis principles; and</text></subparagraph> 
<subparagraph id="H2B86112008004FFEB4F05E6846190395"><enum>(B)</enum><text>training tools for developing and evaluating alternative proposals, including contract manuals, and simple E-business tools like sample documents, statements of work, and cost comparisons.</text></subparagraph></paragraph></subsection></section>
