		<section display-inline="no-display-inline" id="H2F3250748E514F998604073EF16680CF" section-type="section-one"><enum>1.</enum><header>Short title; finding</header>
			<subsection id="HF75073AD459F4476A225085FB4EE05EC"><enum>(a)</enum><header>Short
			 title</header><text>This Act may be cited as the <quote>Let the People Decide
			 Clean Campaign <short-title>Act</short-title></quote>.</text>
			</subsection><subsection id="HA51121F9046743B794F27F21C974E8B0"><enum>(b)</enum><header>Finding</header><text display-inline="yes-display-inline">The Congress finds that the existing system
			 of private political contributions has become a fundamental threat to the
			 integrity of the national election process, has undermined public confidence in
			 the legitimacy of that election process, and that the provisions contained in
			 this Act are necessary to prevent the corruption of the public’s faith in the
			 Nation’s system of governance.</text>
			</subsection></section><title id="H92774DC4BBB348D1BF06533418D13E26"><enum>I</enum><header>Expenditure
			 limitations and public financing for House of Representatives general
			 elections</header>
			<section id="HCA4181C453634DBCA1A8E5BFCE285600"><enum>101.</enum><header>Expenditure
			 Limitations and Public Financing of House General Elections</header>
				<subsection id="H212EB50A2C4B4D3792520017C13517A"><enum>(a)</enum><header>Expenditure
			 Limitations and Public Financing</header><text display-inline="yes-display-inline">The <act-name parsable-cite="FECA">Federal
			 Election Campaign Act of 1971</act-name> (2 U.S.C. 431 et seq.) is amended by
			 adding at the end the following new title:</text>
					<quoted-block act-name="Federal Election Campaign Act of 1971" id="H939EA4C146434800A51E382CA43769D1">
						<title id="HE2EE30321A924B4C95AC8D3EAD449452"><enum>V</enum><header>Expenditure
				limitations and public financing for House of Representatives general
				elections</header>
							<section id="H72DA46B5A65748878C84C346718F9F7"><enum>501.</enum><header>Limitation on
				expenditures in House of Representatives general elections</header><text display-inline="no-display-inline">A candidate in a House of Representatives
				general election may not make expenditures other than as provided in this
				title.</text>
							</section><section id="H14F3E609C0C0475BA5607DA48F102F45"><enum>502.</enum><header>Sources of
				amounts for expenditures by candidates in House of Representatives general
				elections</header><text display-inline="no-display-inline">The only sources of
				amounts for expenditures by candidates in House of Representatives general
				elections shall be—</text>
								<paragraph id="H7868C50BD45B4E4C9FBE01E793885AC"><enum>(1)</enum><text>the Grassroots Good
				Citizenship Fund under section 506; and</text>
								</paragraph><paragraph id="H99733CB239DA4AD3BAD5530065197209"><enum>(2)</enum><text>additional amounts
				from State and national party committees under section 507.</text>
								</paragraph></section><section id="H5E3BFDDDA762431691C297911B608258"><enum>503.</enum><header>District
				limitation on expenditures by major party candidates</header>
								<subsection id="H049FB4A05A2740E8A9DFE96B82A74827"><enum>(a)</enum><header>In
				general</header><text>Except as provided in sections 505 and 507, the maximum
				amounts of expenditures by major party candidates in House of Representatives
				general elections shall be based on the median household income of the
				districts involved, as provided for in subsections (b) and (c).</text>
								</subsection><subsection id="HD13055FE9CBB42DF9969E860904B974"><enum>(b)</enum><header>Maximum for
				wealthiest district</header><text>In the congressional district with the
				highest median household income, maximum combined expenditures for all major
				party candidates with respect to a House of Representatives general election
				shall be a total of $2,000,000.</text>
								</subsection><subsection id="HD34B8BD1D3BA4E00B506E1E6D8A3938"><enum>(c)</enum><header>Maximum for other
				districts</header><text>In each congressional district, other than the district
				referred to in subsection (b), the maximum combined expenditures for all major
				party candidates with respect to a House of Representatives general election
				shall be an amount equal to—</text>
									<paragraph id="H4D085B21EBCC44D0B16804D75D38AEDE"><enum>(1)</enum><text>the maximum amount
				referred to in subsection (b), less</text>
									</paragraph><paragraph id="HFE06B46AEBE24F51B54E9BDE9ED1F984"><enum>(2)</enum><text>the amount equal
				to—</text>
										<subparagraph id="H55656E42496A41B9A469E065DD9F06F0"><enum>(A)</enum><text><fraction>2/3</fraction>
				of the percentage difference between the median household income of the
				district involved and the median household income of the district referred to
				in subsection (b), times</text>
										</subparagraph><subparagraph id="HA504928462074861ADD546D86CE69F8B"><enum>(B)</enum><text>the maximum amount
				referred to in subsection (b).</text>
										</subparagraph></paragraph></subsection><subsection id="H8CD42B016A3049C4B36F9ED7E1DD00D6"><enum>(d)</enum><header>Allocation</header>
									<paragraph id="HAEC55AF7208347D88D932F05D61B4C87"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">The maximum
				expenditure for a major party candidate in a congressional district shall bear
				the same ratio to the maximum amount under subsection (b) or (c), as
				applicable, as the total popular vote in the same precincts in which the
				general election will be held for candidates of the party in all House of
				Representatives general elections occurring during the period described in
				paragraph (3) bears to the total popular vote in such precincts for candidates
				of all major parties in all such elections, except that in determining the
				total popular vote in such precincts for candidates of any party in elections
				occurring during the period described in paragraph (3), votes cast in any House
				of Representatives general election for which there were fewer than 2 major
				party candidates shall not be taken into account.</text>
									</paragraph><paragraph display-inline="no-display-inline" id="H5B18D70350AD4C5DA67052FDC1B1941C"><enum>(2)</enum><header>Exception for
				districts with no contested elections</header><text display-inline="yes-display-inline">If, during the period described in
				paragraph (3), no House of Representatives general election for which there
				were at least 2 major party candidates was held in any of the same precincts in
				which the general election will be held, the maximum expenditure for a major
				party candidate in the district shall bear the same ratio to the maximum amount
				under subsection (b) or (c), as applicable, as the total popular vote in all
				such precincts for candidates of the party in all elections for the office of
				Senator occurring during the period described in paragraph (3) bears to the
				total popular vote in all such precincts for candidates of all major parties in
				all such elections.</text>
									</paragraph><paragraph id="HA4CA50E42BC4470D95A1ED255354CFE9"><enum>(3)</enum><header>Period
				described</header><text>With respect to a House of Representatives general
				election in a congressional district, the period described in this paragraph is
				the period beginning on the date of the third most recent House of
				Representatives general election held in the district and ending on the day
				before the date of the election.</text>
									</paragraph></subsection></section><section id="HA393F90EE4FF4524A5CD87B2623BD95B"><enum>504.</enum><header>District
				limitation on expenditures by third party and independent candidates</header>
								<subsection id="H1D8BFB66131F490EA4E0CD90FD79D8F"><enum>(a)</enum><header>In
				general</header><text>Except as provided in sections 505 and 507, the maximum
				amounts of expenditures by third party and independent candidates in House of
				Representatives general elections shall be the amount allocated under
				subsection (b).</text>
								</subsection><subsection id="HE35115F44E2346E2AA18C48DBD849D3C"><enum>(b)</enum><header>Allocation</header><text>The
				maximum expenditure for a third party or independent candidate in a
				congressional district shall be the greater of the following amounts:</text>
									<paragraph id="HE5412BBED4734BAAB0F95B92B80035F5"><enum>(1)</enum><text>The amount that
				bears the same ratio to the maximum amount under subsection (b) or (c) of
				section 503, as applicable, as the total popular vote in the district for
				candidates of the third party or for all independent candidates (as the case
				may be) in House of Representatives general elections bears to the total
				popular vote for all candidates in elections held during the period described
				in section 503(d)(3).</text>
									</paragraph><paragraph id="H864F2F123816448200A2FC00F933218F"><enum>(2)</enum><text display-inline="yes-display-inline">The amount that bears the same ratio to the
				maximum amount under subsection (b) or (c) of section 503, as applicable, as
				the total popular vote in the State involved for candidates of the third party
				or for all independent candidates (as the case may be) in elections for Federal
				office other than Presidential elections bears to the total popular vote for
				all candidates in elections held during the period described in section
				503(d)(3).</text>
									</paragraph><paragraph id="H867D4D0A35C1487B9080FF868446899"><enum>(3)</enum><text display-inline="yes-display-inline">The amount that bears the same ratio to the
				maximum amount under subsection (b) or (c) of section 503, as applicable, as
				the total popular vote in the State involved for candidates of the third party
				or for all independent candidates (as the case may be) in Presidential
				elections bears to the total popular vote for all candidates in Presidential
				elections held during the period described in section 503(d)(3).</text>
									</paragraph></subsection></section><section id="HE0C39039A1CC4161BC576F94BF8DEAEF"><enum>505.</enum><header>Permitting
				Additional Expenditures By Certain Eligible Candidates</header>
								<subsection id="H98AAB1876F3F4326B259005B557206D3"><enum>(a)</enum><header>Additional
				Expenditures</header>
									<paragraph id="H1C0F768FAFEE4B2A005D93083EB64395"><enum>(1)</enum><header>In
				general</header><text>The maximum amount calculated under section 503 or 504
				for any eligible candidate described in paragraph (2) shall be increased in
				accordance with subsection (b).</text>
									</paragraph><paragraph id="HB6A9212D985D4D179792BC6273C8F952"><enum>(2)</enum><header>Eligible
				candidate described</header>
										<subparagraph id="H8570EFC5998A444B8DD1894DFA37A1E"><enum>(A)</enum><header>In
				general</header><text>In this section, an <quote>eligible candidate</quote> is
				a major party, third party, or independent candidate in a House of
				Representatives general election who presents to the Commission petitions
				containing the signatures of individuals eligible to vote in the election (as
				verified by the Commission), except that the highest funded candidate in the
				election may not be an eligible candidate for purposes of this section.</text>
										</subparagraph><subparagraph id="H62351FA7DBB647EB84EB2FC51E00D868"><enum>(B)</enum><header>Prohibiting use
				of paid signature collectors</header><text>The Commission may not verify a
				signature presented under this section if any person received a direct or
				indirect payment to collect the signature.</text>
										</subparagraph></paragraph><paragraph id="H6807C84025364197B09C59B10995CC3D"><enum>(3)</enum><header>Highest funded
				candidate described</header><text>In this section, the <quote>highest funded
				candidate</quote> is, with respect to an election, the major party, third
				party, or independent candidate who is permitted to make the greatest maximum
				amount of expenditures under this title, as calculated under either section 503
				or 504 (but excluding any increase in the amount under this section and any
				additional amount permitted under section 507).</text>
									</paragraph></subsection><subsection id="H759C6A9E54004EFA83BCB7DA9B5498E"><enum>(b)</enum><header>Determination of
				Amount of Increase in Maximum Expenditure Amount</header>
									<paragraph id="HD527AA385D76428A8534E074C07BFBBC"><enum>(1)</enum><header>Determination</header><text>The
				increase in the maximum amount for an eligible candidate in a House of
				Representatives general election provided under this section shall be
				determined as follows:</text>
										<subparagraph id="HE831510C9456481CA0DCFE99E428E0B7"><enum>(A)</enum><text display-inline="yes-display-inline">If the number of signatures presented by
				the candidate to the Commission under subsection (a)(2) is equal to or greater
				than 20% of the total number of votes cast in the most recent comparable
				election in the same precincts in which the House of Representatives general
				election is held (as verified by the Commission), the maximum amount for the
				candidate shall be increased by an amount equal to the difference
				between—</text>
											<clause id="H33E374E5B40E43C59D57EC3759D22160"><enum>(i)</enum><text>the maximum amount
				of expenditures which the highest funded candidate in the election is permitted
				to make under this title, as calculated under either section 503 or 504 (but
				excluding any additional amount permitted under section 507); and</text>
											</clause><clause id="H24060AD4A5C642C5AC40E52A7ACFDBC"><enum>(ii)</enum><text display-inline="yes-display-inline">the maximum amount of expenditures which
				the candidate is permitted to make under this title, as calculated under either
				section 503 or 504 (but excluding any increase in the amount under this section
				and any additional amount permitted under section 507).</text>
											</clause></subparagraph><subparagraph id="HAF31FD0715E04C459348CEFCB871AAFD"><enum>(B)</enum><text display-inline="yes-display-inline">If, in the case of a third party or
				independent candidate, the number of signatures presented by the candidate to
				the Commission under subsection (a)(2) is equal to or greater than 10% of the
				total number of votes cast in the most recent comparable election in the same
				precincts in which the House of Representatives general election is held (as
				verified by the Commission) and less than 20% of such total number of votes,
				the maximum amount for the candidate shall be increased by an amount equal to
				the difference between—</text>
											<clause id="H72BF2D0962804DA88BBB502271E1F653"><enum>(i)</enum><text>50
				percent of the maximum amount of expenditures which the highest funded
				candidate in the election is permitted to make under this title, as calculated
				under either section 503 or 504 (but excluding any additional amount permitted
				under section 507); and</text>
											</clause><clause id="HF6FF5EBFD852465BB653B1A2BF93445D"><enum>(ii)</enum><text display-inline="yes-display-inline">the maximum amount of expenditures which
				the candidate is permitted to make under this title, as calculated under either
				section 503 or 504 (but excluding any increase in the amount under this section
				and any additional amount permitted under section 507).</text>
											</clause></subparagraph><subparagraph id="H6940A7056CA841228CF9FEBC52BD3D1E"><enum>(C)</enum><text>If the number of
				signatures presented by the candidate to the Commission under subsection (a)(2)
				is less than 10% (or, in the case of a major party candidate, less than 20%) of
				the total number of votes cast in the most recent comparable election in the
				same precincts in which the House of Representatives general election is held
				(as verified by the Commission), there shall be no increase in the maximum
				amount provided under this section.</text>
										</subparagraph></paragraph><paragraph id="HA82870CBD14043F7BFD9EAB21A8C5C0"><enum>(2)</enum><header>Most recent
				comparable election defined</header><text>In this subsection, the term
				<term>most recent comparable election</term> means, with respect to a House of
				Representatives general election—</text>
										<subparagraph id="HED3E7D8E61254B62A705CC0013B28E3E"><enum>(A)</enum><text>in the case of a
				regularly scheduled election held in a year in which a Presidential election is
				held, the most recent regularly scheduled election held in a year in which a
				Presidential election was held;</text>
										</subparagraph><subparagraph id="H1CC9FD741C6E4CAC8CF6AD1091E97FC9"><enum>(B)</enum><text>in the case of a
				regularly scheduled election held in a year in which a Presidential election is
				not held, the most recent regularly scheduled election held in a year in which
				a Presidential election is not held; and</text>
										</subparagraph><subparagraph id="H122775E954B04327BC682B723EBC81E6"><enum>(C)</enum><text>in the case of a
				special election, the most recent House of Representatives general election
				held in the same precincts in which the election is held which the Commission
				considers appropriate for purposes of this section.</text>
										</subparagraph></paragraph></subsection></section><section id="H80E8DDA56B534C03B3377B00CA04E277"><enum>506.</enum><header>Grassroots Good
				Citizenship Fund</header>
								<subsection id="H83590116C759419A97B4F75DB0C3CCFF"><enum>(a)</enum><header>Creation of
				fund</header><text>There is established in the Treasury a trust fund to be
				known as the <quote>Grassroots Good Citizenship Fund</quote>, consisting of
				such amounts as may be credited to such fund as provided in this
				section.</text>
								</subsection><subsection id="H5D2D441C4482487A9B062BAAD0E7EAC4"><enum>(b)</enum><header>District
				accounts</header><text>There shall be established within the Grassroots Good
				Citizenship Fund an account for each congressional district. The accounts so
				established shall be administered by the Commission for the purpose of
				distributing amounts under this title.</text>
								</subsection><subsection id="H8602C4314171490A847DBBAC7517963D"><enum>(c)</enum><header>Payments to
				candidates</header><text>Subject to subsection (d), the Commission shall pay to
				each candidate from the Grassroots Good Citizenship Fund the maximum amount
				calculated for such candidate under section 503 or 504 and any additional
				amount calculated for the candidate under section 505.</text>
								</subsection><subsection id="H7049B266208C48F4B4F5CB1F1D4CA9DF"><enum>(d)</enum><header>Insufficient
				amounts</header><text>If, as determined by the Commission, there are
				insufficient amounts in the Grassroots Good Citizenship Fund for payments under
				subsection (c), the Commission may reduce payments to candidates so that each
				candidate receives a pro rata portion of the amounts that are available.</text>
								</subsection><subsection id="H184FA393E2684E0DA4609396119308B3"><enum>(e)</enum><header>Transfers to
				fund</header><text>There are hereby credited to the Grassroots Good Citizenship
				Fund amounts equivalent to the amounts designated under section 6097 of the
				Internal Revenue Code of 1986.</text>
								</subsection><subsection id="HF10FF78A3C9A4C95B71BA5185559FBCD"><enum>(f)</enum><header>Expenditures</header><text>Amounts
				in the Grassroots Good Citizenship Fund shall be available for the purpose of
				providing amounts for expenditure by candidates in House of Representatives
				general elections in accordance with this title.</text>
								</subsection></section><section id="HB3610865ADA840BC9B94000984C8DEA8"><enum>507.</enum><header>Additional
				amounts from State and national party committees</header>
								<subsection id="H30358A34BA6B4C8C93226F74EBD4776"><enum>(a)</enum><header>Contributions</header><text>In
				addition to amounts made available under section 503 or 504 and the additional
				amounts made available under section 505, in the case of a candidate in a House
				of Representatives general election who is the candidate of a political party,
				the State and national committees of that political party may make
				contributions to the candidate totaling not more than 5 percent of the maximum
				expenditure applicable to the candidate (as calculated under section 503 or
				section 504 and including any additional amount provided under section
				505).</text>
								</subsection><subsection id="HD7DF66B2850F426CA82086B208F18949"><enum>(b)</enum><header>Expenditures</header><text>A
				House of Representatives candidate who is the candidate of a political party
				may make expenditures of the amounts received under subsection (a).</text>
								</subsection></section><section id="HB1AE0E6BA38A41139F896631BA51E4E6"><enum>508.</enum><header>Public service
				announcements</header>
								<subsection id="HFD74BAB434D14D889D7138B69B521E55"><enum>(a)</enum><header>In
				general</header><text>Beginning on January 15, and continuing through April 15
				of each year, the Commission shall carry out a program, utilizing broadcast
				announcements and other appropriate means, to inform the public of the
				existence and purpose of the Grassroots Good Citizenship Fund and the role that
				individual citizens can play in the election process by voluntarily
				contributing to the fund. The announcements shall be broadcast during prime
				time viewing hours in 30-second advertising segments equivalent to 200 gross
				rating points per network per week. The Commission shall ensure that the
				maximum number of taxpayers shall be exposed to these announcements. Television
				networks, as defined by the Federal Communications Commission, shall provide
				the broadcast time under this section as part of their obligations in the
				public interest under the <act-name parsable-cite="CA34">Communications Act of
				1934</act-name>. The Federal Election Commission shall encourage broadcast
				outlets other than the above mentioned television networks including radio to
				provide similar announcements.</text>
								</subsection><subsection id="HDEC487D2014E41B6BC910242FE8139B3"><enum>(b)</enum><header>Gross rating
				point</header><text>The term <term>gross rating point</term> is a measure of
				the total gross weight delivered. It is the sum of the ratings for individual
				programs. Since a household rating period is 1 percent of the coverage base,
				200 gross rating points means 2 messages a week per average household.</text>
								</subsection></section><section id="H44E9347874C047FF924D933D1D0019A0"><enum>509.</enum><header>Aggregation of
				Candidates and Authorized Committees</header><text display-inline="no-display-inline">For purposes of applying the restrictions
				and limitations of this title—</text>
								<paragraph id="HDE1B7641455340348D00137B2789D4D7"><enum>(1)</enum><text>expenditures made
				by any authorized committee of a candidate shall be considered to be made by
				the candidate; and</text>
								</paragraph><paragraph id="H18455B8A34704AE1942E3616B2EC2021"><enum>(2)</enum><text>contributions made
				to any authorized committee of a candidate shall be considered to be made to
				the candidate.</text>
								</paragraph></section><section id="H961E3D2E6E04451597C15BC980A62EE6"><enum>510.</enum><header>Definitions</header><text display-inline="no-display-inline">As used in this title—</text>
								<paragraph id="H80F41FD402514950A28FF72E18D8BF04"><enum>(1)</enum><text>the term
				<term>House of Representatives candidate</term> means a candidate for the
				office of Representative in, or Delegate or Resident Commissioner to, the
				Congress;</text>
								</paragraph><paragraph id="HC21646F313AB4DC49B74D2C45172ACC"><enum>(2)</enum><text>the term
				<term>median household income</term> means, with respect to a congressional
				district, the median household income of that district, as determined by the
				Commission, using the most current data from the Bureau of the Census;</text>
								</paragraph><paragraph id="H77F681B12B094D5CAC3E6DBBA4B838BC"><enum>(3)</enum><text>the term
				<term>major party</term> means, with respect to a House of Representatives
				general election—</text>
									<subparagraph id="HFE9F07A6EA8C456B9B43979D90889E10"><enum>(A)</enum><text display-inline="yes-display-inline">a political party whose House of
				Representatives candidate in the preceding general election received, as the
				candidate of such party, 25 percent or more of the total number of popular
				votes received by all candidates for such office in the same precincts in which
				the general election will be held, or</text>
									</subparagraph><subparagraph id="HFEC5BB7F0BAD4CE8A19DF4468DFCC640"><enum>(B)</enum><text display-inline="yes-display-inline">a political party whose candidates in all
				elections for Federal office and all elections for the chief executive of the
				State involved occurring during the period described in section 503(d)(3)
				received 25 percent or more of the total number of popular votes received by
				all candidates in the same precincts in which the general election will be held
				in all such elections occurring during such period;</text>
									</subparagraph></paragraph><paragraph id="H126A8343E1524C64947154143BADCCEC"><enum>(4)</enum><text>the term
				<term>third party</term> means, with respect to a House of Representatives
				general election, a political party which is not a major party;</text>
								</paragraph><paragraph id="H169C23273BF6485F917731D9B600CD45"><enum>(5)</enum><text display-inline="yes-display-inline">the term <term>independent candidate</term>
				means, with respect to a House of Representatives general election, a House of
				Representatives candidate who is not the candidate of a major party or a third
				party, except that any such candidate who, in the preceding general election,
				received 25 percent or greater of the total number of popular votes received by
				all candidates for such office in the same precincts in which the general
				election will be held, shall be treated for purposes of this title as a major
				party candidate; and</text>

				overpayments for Grassroots Good Citizenship Fund</header>
								<subsection id="HEA07FE5A9DBF4E409530BC3385008F2C"><enum>(a)</enum><header>In
				general</header><text>With respect to each taxpayer’s return for the taxable
				year of the tax imposed by chapter 1, such taxpayer may designate that—</text>
									<paragraph id="H15687DC1C0C74F62B8252D9931ADE01D"><enum>(1)</enum><text>an amount that is
				not less than $1 of any overpayment of tax for such taxable year, and</text>
									</paragraph><paragraph id="HADD9E507AECF43CD99DEEC0070D6D3D"><enum>(2)</enum><text>any contribution
				which the taxpayer includes with such return,</text>
									</paragraph><continuation-text continuation-text-level="subsection">shall be
				paid over to the Grassroots Good Citizenship Fund under section 506 of the
				Federal Election Campaign Act of 1971.</continuation-text></subsection><subsection id="HC1D8FFA8F5E345E8AE8E24D73201B24B"><enum>(b)</enum><header>Manner and time
				of designation</header><text>A designation under subsection (a) may be made
				with respect to any taxable year only at the time of filing the return of tax
				imposed by chapter 1 for such taxable year. Such designation shall be made on
				the first page of the return.</text>
								</subsection><subsection id="H9F2568B55E2D4F8B8D9B59BAE8CA98B6"><enum>(c)</enum><header>Overpayments
				treated as refunded</header><text>For purposes of this title, any portion of an
				overpayment of tax designated under subsection (a) shall be treated as being
				refunded to the taxpayer as of the last date prescribed for filing the return
				of tax imposed by chapter 1 (determined without regard to extensions) or, if
				later, the date the return is
				filed.</text>
								</subsection></section></part><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="H98CC739E5D7C47C1BCC156BFEA0078C6"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of parts for such subchapter A is amended by

			 <act-name parsable-cite="FECA">Federal Election Campaign Act of 1971</act-name>
			 (2 U.S.C. 441a) is amended by adding at the end the following new
			 subsection;</text>

			 Act of 1971 (2 U.S.C. 431 et seq.) is amended by adding at the end the
			 following new section:</text>

		  disbursements</header><text display-inline="yes-display-inline">No person may make any disbursement in
				connection with a campaign for an election for the office of Representative in,
				or Delegate or Resident Commissioner to, the Congress, or any disbursement in
				connection with any public communication made for purposes of supporting,
				opposing, attacking, promoting, or mentioning a candidate in such an election,
				unless the funds used for the disbursement are subject to the limitations,
				prohibitions, and reporting requirements of this
				Act.</text>
					</section><after-quoted-block>.</after-quoted-block></quoted-block>
			</section></title><title id="HD0F1F0C0541D4008A0C61179A9570369"><enum>IV</enum><header>Provisions
			 relating to House of Representatives primary elections</header>
			<section id="HC6E2006A235446B19898CAD83BFDCFB0"><enum>401.</enum><header>Limitation on
			 expenditures in House of Representatives elections other than general
			 elections</header><text display-inline="no-display-inline">Section 315 of the
			 <act-name parsable-cite="FECA">Federal Election Campaign Act of 1971</act-name>
			 (2 U.S.C. 441a), as amended by section 301, is further amended by adding at the
			 end the following new subsection:</text>
				<quoted-block act-name="Federal Election Campaign Act of 1971" id="H1333F0ABB48E48A0AD1FF89D59E09BB">
					<subsection id="HC029E93C41B94D2EB2C6142B0014BD7C"><enum>(l)</enum><paragraph commented="no" display-inline="yes-display-inline" id="HC4BB5E6C822B496DB2F3E7A8C3D77599"><enum>(1)</enum><text>The maximum expenditures
				for a candidate for the office of Representative in, or Delegate or Resident
				Commissioner to, the Congress in any election other than a general election may
				not exceed <fraction>1/3</fraction> of the maximum applicable to the candidate
				in a general election under title V.</text>
						</paragraph><paragraph id="HE24AAC4C723C4DE69700A88C5684F02" indent="up1"><enum>(2)</enum><text>For purposes of limitations under
				this Act, any expenditure by a candidate referred to in paragraph (1),
				including an expenditure for the preparation, production, or presentation of
				communications through electronic media or in written form, shall, regardless
				of when the expenditure is made, be attributed to the appropriate general
				election, unless such expenditure is made solely for an election other than a
				general
				election.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</section></title><title id="H1AD5B73D3085469A81BBC39FBF06F6CD"><enum>V</enum><header>Consideration of
			 constitutional amendment</header>
			<section id="H33E89EEBDF43455C81CA42D25E508F1C"><enum>501.</enum><header>Expedited
			 consideration of constitutional amendment</header>
				<subsection id="H427A94881BFD463DBFF105CEBC192B8D"><enum>(a)</enum><header>In
			 general</header><text>If any provision of this Act or any amendment made by
			 this Act is found unconstitutional by the Supreme Court, the provisions of
			 section 2908 (other than subsection (a)) of the Defense Base Closure and
			 Realignment Act of 1990 shall apply to the consideration of a joint resolution
			 described in section 502 in the same manner as such provisions apply to a joint
			 resolution described in section 2908(a) of such Act.</text>
				</subsection><subsection id="H8724F062F23B4F118E5597B1948363F0"><enum>(b)</enum><header>Special
			 Rules</header><text>For purposes of applying subsection (a) with respect to
			 such provisions, the following rules shall apply:</text>
					<paragraph id="H2062FD96CF11464CB30044F88066D923"><enum>(1)</enum><text>Any reference to
			 the Committee on Armed Services of the House of Representatives shall be deemed
			 a reference to the Committee on the Judiciary of the House of Representatives
			 and any reference to the Committee on Armed Services of the Senate shall be
			 deemed a reference to the Committee on the Judiciary of the Senate.</text>
					</paragraph><paragraph id="HDC823475D30B4A67B90091066707A674"><enum>(2)</enum><text>Any reference to
			 the date on which the President transmits a report shall be deemed a reference
			 to the date on which the Supreme Court finds a provision of this Act or an
			 amendment made by this Act unconstitutional.</text>
					</paragraph></subsection></section><section id="H67BC212A85584BCD8E7D83177045BF6F"><enum>502.</enum><header>Constitutional
			 amendment described</header><text display-inline="no-display-inline">For
			 purposes of section 501, a joint resolution described in this section is a
			 joint resolution proposing the following text as an amendment to the
			 Constitution of the United States:</text>
				<quoted-block id="H2F6FD2F2E6AC454FBE96E1ECDCC21C1D" style="traditional">
					<constitution-article id="HD2854D17620E43E295ED5F0EAD0A5E1"><enum> —</enum>
						<section display-inline="no-display-inline" id="HF958D5DBCBE7410DAC41F31930095959" section-type="subsequent-section"><enum>1.</enum><text display-inline="yes-display-inline">Congress may provide for reasonable
				restrictions on contributions, expenditures, and other disbursements in
				campaigns for election for Federal office as necessary to protect the integrity
				of the electoral process.</text>
						</section><section id="H603F2647472F4F418F001EE251F08300"><enum>2.</enum><text display-inline="yes-display-inline">Congress shall have power to enforce this
				article by appropriate legislation. No legislation enacted to enforce this
				article shall apply with respect to any election held after the last day of the
				year of the fourth Presidential election held after the date of the enactment
				of the legislation, unless the period in which such legislation is in effect is
				extended by an Act of Congress which is signed into law by the
				President.</text>

			</section></title><title id="HFFE4BB34AA5E4DEA93D35824F4DBD771"><enum>VI</enum><header>General Effective
			 Date; Sunset</header>
			<section id="H20CAE485A38C49A487E252934415DEA2"><enum>601.</enum><header>General
			 Effective Date; Sunset</header><text display-inline="no-display-inline">This
			 Act and the amendments made by this Act—</text>
				<paragraph id="H104767643405477CA657D8D500167DDD"><enum>(1)</enum><text>except as
			 otherwise specifically provided, shall take effect January 1, 2013; and</text>
				</paragraph><paragraph id="H32B91EB13BA549DDA87CF6922833FD00"><enum>(2)</enum><text>shall remain in
			 effect until December 31, 2026.</text>
