		<official-title>To amend the National Flood Insurance Act of 1968 to
		  require the Administrator of the Federal Emergency Management Agency to
		  consider reconstruction and improvement of flood protection systems when
		  establishing flood insurance rates.</official-title>

		<section id="H654B00B54845438FA30042C40070DD99" section-type="section-one"><enum>1.</enum><header>Consideration of
			 reconstruction and improvement of flood protection systems in determination of
			 flood insurance rates</header>
			<subsection id="HD938E61F798D4C4EA1BE24E04922144"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 1307 of the
			 National Flood Insurance Act of 1968 (42 U.S.C. 4014) is amended—</text>
				<paragraph id="H9BAF0BF62679461785DF1DAB028F313"><enum>(1)</enum><text>in
			 subsection (e)—</text>
					<subparagraph id="H794DA5F5485C41A29F30989BB04343E2"><enum>(A)</enum><text>in the first
			 sentence, by striking <quote>construction of a flood protection system</quote>
			 and inserting <quote>construction, reconstruction, or improvement of a flood
			 protection system (without respect to the level of Federal investment or
			 participation)</quote>; and</text>
					</subparagraph><subparagraph id="H59086863AC394AA0BA85340042BF4EB9"><enum>(B)</enum><text>in the second
			 sentence—</text>
						<clause id="H8F14AC3759B847D3909C08A7B16B0032"><enum>(i)</enum><text display-inline="yes-display-inline">by striking <quote>construction of a flood
			 protection system</quote> and inserting <quote>construction, reconstruction, or
			 improvement of a flood protection system</quote>; and</text>
						</clause><clause id="HC1987071B8BE4C10B0CF7CD720DFC210"><enum>(ii)</enum><text>by
			 inserting <quote>based on the present value of the completed system</quote>
			 after <quote>has been expended</quote>; and</text>
						</clause></subparagraph></paragraph><paragraph id="H1F7E654C6C4440D8AF11F1D6A7ACA9BD"><enum>(2)</enum><text>in subsection
			 (f)—</text>
					<subparagraph id="HF1C27FF0995B4C56841FB1ED3BDB3B"><enum>(A)</enum><text>in the first
			 sentence in the matter preceding paragraph (1), by inserting <quote>(without
			 respect to the level of Federal investment or participation)</quote> after
			 <quote>no longer does</quote>;</text>
					</subparagraph><subparagraph id="H128D682742534FDC00EC7625300D688"><enum>(B)</enum><text>in the third
			 sentence in the matter preceding paragraph (1), by inserting <quote>, whether
			 coastal or riverine,</quote> after <quote>special flood hazard</quote>;
			 and</text>
					</subparagraph><subparagraph id="H98708002C94B47B48FC4A517FC2556E2"><enum>(C)</enum><text>in paragraph (1),
			 by striking <quote>a Federal agency in consultation with the local project
			 sponsor</quote> and inserting <quote>the entity or entities that own, operate,
			 maintain, or repair such system</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="H361A1FA793D0466891649C7686C41E56"><enum>(b)</enum><header>Regulations</header><text display-inline="yes-display-inline">Not later than 30 days after the date of
			 the enactment of this Act, the Administrator of the Federal Emergency
			 Management Agency shall promulgate regulations to carry out the amendments made
			 by subsection (a).</text>
