		<official-title>To establish a Southern Border Security Task Force to
		  coordinate the efforts of Federal, State, and local border and law enforcement
		  officials and task forces to protect United States border cities and
		  communities from violence associated with drug trafficking, gunrunning, illegal
		  alien smuggling, violence, and kidnapping along and across the international
		  border between the United States and Mexico.</official-title>

		<section id="H4DAD7ED9597C42E200E4501F6730A024" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Southern Border Security Task Force Act of
			 2009</short-title></quote>.</text>
		</section><section id="H32889661D6ED4EE0925021021160C4C0"><enum>2.</enum><header>Southern Border
			 Security Task Force</header>
			<subsection id="H0CBD2BF3111945EC9744B69C17F74F00"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 180 days after the date of
			 the enactment of this Act, the Secretary of Homeland Security shall establish a
			 Southern Border Security Task Force (in this Act referred to as the <quote>Task
			 Force</quote>) to coordinate the efforts of Federal, State, and local border
			 and law enforcement officials and task forces to protect United States border
			 cities and communities from violence associated with drug trafficking,
			 gunrunning, illegal alien smuggling, violence, and kidnapping along and across
			 the international border between the United States and Mexico.</text>
			</subsection><subsection id="H36C591511E124CB09D365CA44FF7EA10"><enum>(b)</enum><header>Composition and
			 deployment</header>
				<paragraph id="H07D95804A2E24D97A3C367E106B6901"><enum>(1)</enum><header>Composition</header><text display-inline="yes-display-inline">The Task Force shall be comprised of
			 personnel from—</text>
					<subparagraph id="H8E5B3CBDCA2341158D244522778E9657"><enum>(A)</enum><text>United States
			 Customs and Border Protection;</text>
					</subparagraph><subparagraph id="H5C8A8C07DF9C43AD8526DD2D9B88AEA7"><enum>(B)</enum><text>United States
			 Immigration and Customs Enforcement;</text>
					</subparagraph><subparagraph id="HB26BB84E0A2B4136B3C524B3F448413"><enum>(C)</enum><text>the Coast
			 Guard;</text>
					</subparagraph><subparagraph id="H670E1F6536224D77A82F71C5E1E2C92E"><enum>(D)</enum><text>other Federal
			 agencies, as appropriate;</text>
					</subparagraph><subparagraph id="H5B2D95B1BD6749ABBFEDF309D8A6613D"><enum>(E)</enum><text>southern border
			 State law enforcement agencies; and</text>
					</subparagraph><subparagraph id="H0E02BAC3FFAC41F1AE2718109F59B1A3"><enum>(F)</enum><text>local law
			 enforcement agencies from affected southern border cities and
			 communities.</text>
					</subparagraph></paragraph><paragraph id="H909E9E93797A40E198C657CA07AE00FD"><enum>(2)</enum><header>Deployment</header><text>The
			 Secretary of Homeland Security shall deploy the Task Force along the
			 international border between the United States and Mexico in cities and
			 communities most affected by violence, as determined by the Secretary.</text>
				</paragraph></subsection><subsection id="HEEA4D987702F40568EFC9CB81584AAC5"><enum>(c)</enum><header>Director</header><text display-inline="yes-display-inline">The Secretary of Homeland Security shall
			 appoint as a Director of the Task Force an individual who is experienced and
			 knowledgeable in law enforcement generally and border security issues
			 specifically.</text>
			</subsection><subsection id="H929A8E7FD7B24EEDB100FC3F0021B517"><enum>(d)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 180 days after the date of
			 the establishment of the Task Force under subsection (a) and annually
			 thereafter, the Secretary of Homeland Security shall submit to the Committee on
			 Homeland Security of the House of Representatives and the Committee on Homeland
			 Security and Governmental Affairs of the Senate a report on the effectiveness
			 of the Task Force in reducing the drug trafficking, gunrunning, illegal alien
			 smuggling, violence, and kidnapping along and across the international border
			 between the United States and Mexico as measured by crime statistics, including
			 violent deaths, incidents of violence, and drug related arrests.</text>
			</subsection><subsection id="H0AB938962BD84F3CB940E900BCDA34A5"><enum>(e)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated to the
			 Secretary of Homeland Security $10,000,000 for each of fiscal years 2010
			 through 2014—</text>
				<paragraph id="H1C1FE46FCC204637938C4FE6FC499853"><enum>(1)</enum><text>to establish and
			 operate the Task Force, including to provide for operational, administrative,
			 and technological costs to Federal, State, and local law enforcement agencies
			 participating in the Task Force; and</text>
				</paragraph><paragraph id="H0932F9EB79C84089A8E1035B268EE5AE"><enum>(2)</enum><text display-inline="yes-display-inline">to investigate, apprehend, and prosecute
			 individuals engaged in drug trafficking, gunrunning, illegal alien smuggling,
			 violence, and kidnapping along and across the international border between the
			 United States and Mexico.</text>
				</paragraph></subsection></section></legis-body>
