		<official-title>To withhold certain highway funds if a State does not
		  comply with certain requirements in issuing a driver’s license or
		  identification card, and for other purposes.</official-title>

		<section id="H5743BA03B05E44A6B890B427036FDE87" section-type="section-one"><enum>1.</enum><header>Withhold highways funds in
			 certain cases</header>
			<subsection id="H61477860FC8B4F22AB132B00724E6EFF"><enum>(a)</enum><header>Percentage for
			 certain calendar years</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law,
			 if a State does not comply with the requirements of section 202 of title II of
			 Division B of Public Law 109–13 (49 U.S.C. 30301 note), the Secretary shall
			 withhold a percentage of the amount to be apportioned for Federal-aid highways
			 under each of paragraphs (1), (3), and (4) of section 104(b) of title 23,
			 United States Code, for the following calendar years:</text>
				<paragraph id="H1C5FD360920A462998289E34E8E87D5D"><enum>(1)</enum><header>Calendar year
			 2010</header><text>For calendar year 2010, 2 percent.</text>
				</paragraph><paragraph id="H385C36955DED4896A0804B0029F4227C"><enum>(2)</enum><header>Calendar year
			 2011</header><text>For calendar year 2011, 4 percent.</text>
				</paragraph><paragraph id="H1FCE9FD13FEF4F3900A70064EBC5CB7"><enum>(3)</enum><header>Calendar year
			 2012</header><text>For calendar year 2012, 6 percent.</text>
				</paragraph><paragraph id="H8E1A60593A77427A91B8A3F90926DB25"><enum>(4)</enum><header>Calendar year
			 2013 and each calendar year thereafter</header><text>For calendar year 2013 and
			 in each calendar year thereafter, 8 percent.</text>
				</paragraph></subsection><subsection id="HAEEBFC47B39E498F93CAEEA5C506DD1"><enum>(b)</enum><header>Apportioned
			 funds</header><text display-inline="yes-display-inline">If, within 4 years
			 after the date the apportionment for any State is reduced in accordance with
			 this section, the Secretary determines that such State has complied with the
			 requirements of section 202 of title II of Division B of Public Law 109–13 (49
			 U.S.C. 30301 note), the Secretary shall apportion to such State an increase in
			 an amount equal to such reduction. If at the end of such 4-year period, any
			 State has not complied with such requirements, any amounts so withheld shall
			 lapse.</text>
			</subsection></section><section id="HFD81FC94EB3A4D7881755F6600BAC0C6"><enum>2.</enum><header>REAL ID
			 amendment</header><text display-inline="no-display-inline">Section 202(d) of
			 the REAL ID Act of 2005 (49 U.S.C. 30301 note) is amended—</text>
			<paragraph id="H2346A18CDC77410000FC9D7972BB9553"><enum>(1)</enum><text>by striking
			 paragraph (11); and</text>
			</paragraph><paragraph id="HD9D28E90F1CC443DBF5BF41E7FFA1708"><enum>(2)</enum><text>redesignating
			 paragraphs (12) and (13) as paragraphs (11) and (12), respectively.</text>
