		<section display-inline="no-display-inline" id="H3A0DDC7793154EB49950D303D6234BAC" section-type="section-one"><enum>1.</enum><header>Requirement for Federal
			 contractors to participate in basic pilot program for employment eligibility
			 verification</header>
			<subsection id="H9539FBA1B89143B5847B36A4C677FC51"><enum>(a)</enum><header>In
			 general</header><text>Section 402(e)(1) of the Illegal Immigration Reform and
			 Immigrant Responsibility Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/8/1324a">8 U.S.C. 1324a</external-xref> note) is amended by adding
			 at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HA156CA27D65E4BA491F4014017C0148E" style="OLC">
					<subparagraph id="H32DE13BCE29B4B0398E656C1382D1BEE"><enum>(C)</enum><header>Federal
				contractors and subcontractors</header>
						<clause id="HE1B2AACE83DF4B0DA55B8D161C03A025"><enum>(i)</enum><header>In
				general</header><text display-inline="yes-display-inline">Any Federal
				contractor described in clause (ii), and any subcontractor described in clause
				(iii), shall elect to participate in the basic pilot program described in
				section 403(a) and shall comply with the terms and conditions of such
				election.</text>
						</clause><clause id="HF7EF4813D8534FF69C25F20642184103"><enum>(ii)</enum><header>Federal
				contractors described</header><text display-inline="yes-display-inline">A
				Federal contractor is described in this clause if the contractor—</text>
							<subclause id="HC8381971945F46A60017C01366C7A232"><enum>(I)</enum><text>employs
				individuals; and</text>
							</subclause><subclause id="H1A9A440899C446C8B095DA0054198CF8"><enum>(II)</enum><text>has been awarded
				(and has not completed performance of) a contract by the Federal government for
				the procurement of goods or services in an amount exceeding the simplified
				acquisition threshold.</text>
							</subclause></clause><clause id="H1DF2F597290F4F6ABBA3B412FAA19574"><enum>(iii)</enum><header>Subcontractors
				described</header><text>A subcontractor is described in this clause if the
				subcontractor—</text>
							<subclause id="H0F17416A35A04F73A85664A63F3CB931"><enum>(I)</enum><text>employs
				individuals; and</text>
							</subclause><subclause id="H1CA54B236EB24CF0ABB3E2F67F6F958D"><enum>(II)</enum><text>has been awarded
				(and has not completed performance of) a subcontract by a Federal contractor
				described in clause (ii).</text>
							</subclause></clause><clause id="H13B1706EC2EB49FABEEDA0A80071686F"><enum>(iv)</enum><header>Coverage of
				entire workforce</header><text>In implementing this subparagraph, the Attorney
				General shall ensure that the pilot program is applied to all of the employees
				of a Federal contractor or subcontractor, not just the employees performing the
				contract or subcontract, as the case may
				be.</text>
						</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HA0DF3A72116D4D0691A1637008C54C51"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by subsection (a) shall apply to
			 contracts entered into on or after the expiration of the 60-day period
			 beginning on the date of the enactment of this Act.</text>
