		<section display-inline="no-display-inline" id="H006A45B6F39E452399F473E70F2D3DB" section-type="section-one"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress makes the following
			 findings:</text>
			<paragraph id="H9E4B2AFBB3964E93A1FA9C56E806403B"><enum>(1)</enum><text>Vicente Beltran
			 Luna, at the age of 25, came to the United States from San Miguel Allende,
			 Mexico, and began work for a dairy in Floresville, Texas, in August
			 1998.</text>
			</paragraph><paragraph id="H66BDA34EE4D442EBAD47234675002C7D"><enum>(2)</enum><text>Vicente Beltran
			 Luna and five other individuals lived in a shed at the dairy that formerly
			 housed chickens and dogs.</text>
			</paragraph><paragraph id="H8EF8EDD618224FC4B4B0F367F6741841"><enum>(3)</enum><text>On March 16, 2000,
			 as Vicente Beltran Luna was removing his belongings from the shed, where living
			 conditions were deplorable, an explosion and fire erupted from methane fumes
			 that leaked from a septic tank pipe.</text>
			</paragraph><paragraph id="H9BE4E57EC7AC4369A3924B5C2B878D69"><enum>(4)</enum><text>Vicente Beltran
			 Luna suffered third-degree burns over fifty-five percent of his body, which has
			 required numerous painful surgeries, skin grafts, corrective eyelid surgery,
			 and the amputation of all but three fingers.</text>
			</paragraph><paragraph id="HE7D1F76CA7CF46AE8CCCCBD1431D07A0"><enum>(5)</enum><text>Vicente Beltran
			 Luna still needs to receive extensive surgeries and rehabilitation.</text>
			</paragraph><paragraph id="H26CF33E522AE42BFB200BEC9B5BE9418"><enum>(6)</enum><text>In a legal
			 settlement with the dairy, Vicente Beltran Luna was awarded sufficient funds to
			 ensure his financial solvency for the remainder of his life.</text>
			</paragraph><paragraph id="HB79B68E7CC4747BDA17B94E6DCB6EA96"><enum>(7)</enum><text>Granting Vicente
			 Beltran Luna permanent legal residency in the United States would allow him to
			 receive the follow-up medical attention that he continues to need, without
			 imposing any financial burden on the taxpayer.</text>
			</paragraph></section><section display-inline="no-display-inline" id="HA8AA4C008FA3420E8D55DDC937597043" section-type="subsequent-section"><enum>2.</enum><header>Permanent resident
			 status for Vicente Beltran Luna</header>
			<subsection id="H54A592EA39234869BC6C457BE2E5FFA"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Notwithstanding
			 subsections (a) and (b) of section 201 of the <act-name parsable-cite="INA">Immigration and Nationality Act</act-name>, Vicente Beltran
			 Luna shall be eligible for issuance of an immigrant visa or for adjustment of
			 status to that of an alien lawfully admitted for permanent residence upon
			 filing an application for issuance of an immigrant visa under section 204 of
			 such Act or for adjustment of status to lawful permanent resident.</text>
			</subsection><subsection id="HD1C14F17218C44508C5FB3509BA8FFD6"><enum>(b)</enum><header>Adjustment of
			 status</header><text display-inline="yes-display-inline">If Vicente Beltran
			 Luna enters the United States before the filing deadline specified in
			 subsection (c), he shall be considered to have entered and remained lawfully
			 and shall, if otherwise eligible, be eligible for adjustment of status under
			 section 245 of the <act-name parsable-cite="INA">Immigration and Nationality
			 Act</act-name> as of the date of the enactment of this Act.</text>
			</subsection><subsection id="H18931ADDC65C486686D1AFF779DD571"><enum>(c)</enum><header>Deadline for
			 application and payment of fees</header><text>Subsections (a) and (b) shall
			 apply only if the application for issuance of an immigrant visa or the
			 application for adjustment of status is filed with appropriate fees within 2
			 years after the date of the enactment of this Act.</text>
			</subsection><subsection id="H2F90EAB229004DFA9D5CD663DACCF1AE"><enum>(d)</enum><header>Reduction of
			 immigrant visa number</header><text display-inline="yes-display-inline">Upon
			 the granting of an immigrant visa or permanent residence to Vicente Beltran
			 Luna, the Secretary of State shall instruct the proper officer to reduce by 1,
			 during the current or next following fiscal year, the total number of immigrant
			 visas that are made available to natives of the country of the alien’s birth
			 under section 203(a) of the <act-name parsable-cite="INA">Immigration and
			 Nationality Act</act-name> or, if applicable, the total number of immigrant
			 visas that are made available to natives of the country of the alien’s birth
			 under section 202(e) of such Act.</text>
			</subsection><subsection id="H5AB46BB79BB548690000597000A750B4"><enum>(e)</enum><header>Denial of
			 preferential immigration treatment for certain relatives</header><text display-inline="yes-display-inline">The natural parents, brothers, and sisters
			 of Vicente Beltran Luna shall not, by virtue of such relationship, be accorded
			 any right, privilege, or status under the <act-name parsable-cite="INA">Immigration and Nationality Act</act-name>.</text>
