		<official-title>To amend the National and Community Service Act of 1990
		  to establish the Silver Scholarship program to encourage increased volunteer
		  work by seniors.</official-title>

		<section id="H6B4101B59F6B4900A28F848B8316350B" section-type="section-one"><enum>1.</enum><header>Silver scholarship
			 programs</header>
			<subsection id="HAD1765C50FF7449583B9773CDCAB4482"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subtitle H of title I
			 of the National and Community Service Act of 1990 (42 U.S.C. 12653 et seq.), is
			 amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H420DCBF0473E4DEC813F5F5B41AF2B1E" style="OLC">
					<section id="H1AA671D38C774382B86E0EEB7286DBE0"><enum>198F.</enum><header>Silver
				scholarship programs</header>
						<subsection id="H0C6B1B8805C64C6193FAC8D86A43A2B0"><enum>(a)</enum><header>Establishment</header><text>The
				Corporation is authorized to award grants to eligible entities, to enable the
				entities to provide volunteers participating in service projects in accordance
				with this section with scholarships that may be used by the volunteers or by
				individuals designated by the volunteers.</text>
						</subsection><subsection id="HA32F8091FDAF4852ADB7C8AF0CD33CE4"><enum>(b)</enum><header>Eligible
				entities</header><text>To be eligible to receive a grant under this section, an
				entity shall be a public agency or private nonprofit organization with
				experience in administering service programs (including the programs described
				in or administered under title II of the Domestic Volunteer Service Act of 1973
				(42 U.S.C. 5000 et seq.)).</text>
						</subsection><subsection id="H8E07B22404474C959AC3EE99722B5963"><enum>(c)</enum><header>Applications</header><text>To
				be eligible to receive a grant under this section, an entity shall submit to
				the Corporation an application at such time, in such manner, and containing
				such information as the Corporation may reasonably require.</text>
						</subsection><subsection id="HD8F52E3041EC4C50A30E6DFC3FA22238"><enum>(d)</enum><header>Criteria and
				priorities for grants</header><text>The Corporation shall establish criteria
				and priorities for awarding grants under this section.</text>
						</subsection><subsection id="H485E803C240547FCA42D817745E48979"><enum>(e)</enum><header>Requirements for
				scholarship</header><text>An entity that receives a grant under subsection (a)
				shall use the funds made available through the grant to award a scholarship
				described in subsection (a) to recipients, each of whom—</text>
							<paragraph id="H0EAF0401B26C4F91849A47A2C0BD71CC"><enum>(1)</enum><text>is, or has been
				designated for the scholarship by, a volunteer who—</text>
								<subparagraph id="HC26221B333304E5EA3BF0699C184604C"><enum>(A)</enum><text>has performed not
				less than 500 hours of volunteer service, of a type specified by the
				Corporation under subsection (f)(1), during a 12-month period that is—</text>
									<clause id="H0011F3CEAF3C47469A30BEAA4B2E11CA"><enum>(i)</enum><text>after the
				volunteer at issue has attained age 55; and</text>
									</clause><clause id="H7C2C241462864BBDAF9B59124CEE5CE0"><enum>(ii)</enum><text>after the date of
				the enactment of this section; or</text>
									</clause></subparagraph><subparagraph id="H21206915C4864AA189002CAC55D7EAB3"><enum>(B)</enum><text>has performed not
				less than 250 hours but less than 500 hours of volunteer service of that type
				during such a 12-month period, based on compelling personal circumstances;
				and</text>
								</subparagraph></paragraph><paragraph id="H3BB4AED4C3ED43DFB65A1F8EF2389C95"><enum>(2)</enum><text>has received,
				during the 5-year period preceding the date that the scholarship is awarded,
				fewer than 2 scholarships under this section.</text>
							</paragraph></subsection><subsection id="HB5EAC4B628CA4AD58E0937AA4260C054"><enum>(f)</enum><header>Services,
				criteria, and priorities for scholarships</header><text>The Corporation
				shall—</text>
							<paragraph id="H905B88A2D323403B91F6FAE259085125"><enum>(1)</enum><text>specify the types
				of volunteer service a volunteer may engage in to meet term of service
				requirements for a scholarship under this section, which shall include—</text>
								<subparagraph id="H7CEF955660B14C139D554878747BBE65"><enum>(A)</enum><text>tutoring or
				mentoring in a school, after-school program, or other community-based
				educational setting; and</text>
								</subparagraph><subparagraph id="HA43778CA3D2F4C2189FDCCFE493F2B7E"><enum>(B)</enum><text>assisting persons
				with special needs, including persons who are homebound, to continue living
				independently; and</text>
								</subparagraph></paragraph><paragraph id="H4F402F309CE14E039188C3AE44DB049B"><enum>(2)</enum><text>establish criteria
				and priorities for eligible entities to use in awarding scholarships under this
				section.</text>
							</paragraph></subsection><subsection id="H3A5F4C45D0C044A38118AA1152E763E5"><enum>(g)</enum><header>Amount of
				scholarship</header><text>The entities shall award the scholarships—</text>
							<paragraph id="HF49EB46B51CB418CB7CEEB8406056BB3"><enum>(1)</enum><text>in an amount of
				not more than $1,000; or</text>
							</paragraph><paragraph id="H3EA1B21743554960A73C88C8D9F138B3"><enum>(2)</enum><text>in a amount that
				is prorated based on the individual’s hours of service, for an individual who
				meets the requirements of subsection (e) with a term of service described in
				subsection (e)(2)(B).</text>
							</paragraph></subsection><subsection id="H7B524C505DF743C7A36B61A34C719576"><enum>(h)</enum><header>Use of
				scholarships</header><text>A scholarship awarded under this section may be
				used—</text>
							<paragraph id="HC50B81D2945D4F2F914F3E3D27466284"><enum>(1)</enum><text>by the volunteer
				or the person designated by the volunteer, in accordance with subsection
				(e);</text>
							</paragraph><paragraph id="HA5EC1AC447DF455486296B890C2C3CBE"><enum>(2)</enum><text>only for qualified
				tuition and related expenses, as defined in section 117 of the Internal Revenue
				Code of 1986, and only under such conditions as are set forth by the
				Corporation through regulation; and</text>
							</paragraph><paragraph id="H1189EE0436394F1B97F8124713257421"><enum>(3)</enum><text>not later than 20
				years after the date of the award of the scholarship, to allow time for
				<quote>an individual</quote> designated under subsection (e)(1) to use the
				scholarship.</text>
							</paragraph></subsection><subsection id="HF67DE02C7C94450DB486EBE7E3B5C207"><enum>(i)</enum><header>Authorization of
				appropriations</header><text>Of the funds appropriated to carry out this
				section—</text>
							<paragraph id="H90882E31664548368D50608F05AF2C57"><enum>(1)</enum><text>not more than 15
				percent shall be used for administrative purposes by the Corporation;</text>
							</paragraph><paragraph id="HA4E542770604468B8440393F938A9E71"><enum>(2)</enum><text>not less than 50
				percent shall be made available for grants under subsection (a) and used to
				award scholarships to volunteers who have met the term of service requirements
				for the scholarships by providing tutoring or mentoring described in subsection
				(f)(1)(A);</text>
							</paragraph><paragraph id="H0DC31129E8B44F67BBE560C8361404A9"><enum>(3)</enum><text>not less than 10
				percent shall be made available for such grants and used to award scholarships
				to volunteers who have met the requirements by providing assistance described
				in subsection (f)(1)(B); and</text>
							</paragraph><paragraph id="H7C342FA50D994C5CA8F1828E28937D13"><enum>(4)</enum><text>not more than 10
				percent shall be made available for such grants and used for administrative
				purposes by the eligible entities receiving the
				grants.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HA5D3120F64E54140B49A8B1B322FCBB6"><enum>(b)</enum><header>Authorization of
			 appropriations</header><text>Section 501(a)(2), as amended by section 202(b) of
			 this Act, is further amended—</text>
				<paragraph id="HE1E71117C41B4BB98EA9A386A9D4E035"><enum>(1)</enum><text>by striking
			 <quote>section 198E</quote> each place it appears and inserting <quote>sections
			 198E and 198F</quote>; and</text>
				</paragraph><paragraph id="H87F771327A0B4CC9B6AD4A3C6A2F0A58"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H1731B12349C54F04AD81E75C31C14DAF" style="OLC">
						<subparagraph id="H2C6250CCCE9B495185AAF61A68F26309"><enum>(D)</enum><header>Silver
				scholarship program</header><text>There are authorized to be appropriated to
				carry out section 198F, $20,000,000 for the first fiscal year beginning after
				the date of the enactment of section 198F and such sums as are necessary for
				each fiscal year
				thereafter.</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H970C9F35A5564E58B7D06B513F956540"><enum>(c)</enum><header>Table of
			 contents</header><text>The table of contents of the Act is further amended in
			 the items relating to subtitle H of title I, by adding at the end the
			 following:</text>
