		<legis-type>CONCURRENT RESOLUTION</legis-type>
		<official-title display="yes">Encouraging Federal financial regulators to
		  establish clear and consistent guidelines for financial institutions seeking to
		  grow or expand.</official-title>

	<preamble>
		<whereas><text>Whereas the current financial crisis is national in scale,
			 its effects are unevenly distributed among financial institutions of varying
			 classifications, sizes, and clientele; and</text>
		</whereas><whereas><text>Whereas the United States is a large country and any real
			 or perceived regulatory freeze across the financial sector will suppress sound
			 economic opportunities recognized by local entrepreneurs to the detriment of
			 economic recovery: Now, therefore, be it</text>
		</whereas></preamble>
	<resolution-body id="HDB6865C03DFD433E94239C591BEF1A3F" style="traditional">
		<section display-inline="yes-display-inline" id="HE7352BA86BA54DD4B57B44699DA6FF5E" section-type="undesignated-section"><enum></enum><text display-inline="yes-display-inline">That it is the sense of Congress
			 that—</text>
			<paragraph id="H03B33D8B7B7C4DEBA01A53341A4B3B55"><enum>(1)</enum><text display-inline="yes-display-inline">the growth or expansion of sound financial
			 institutions should be encouraged;</text>
			</paragraph><paragraph id="H9EF460C29FD8467DB25E083E770827AB"><enum>(2)</enum><text display-inline="yes-display-inline">Federal financial regulatory requirements
			 and expectations, including capital requirements, for all financial
			 institutions should be up-front, clear, consistent, and predictable;</text>
			</paragraph><paragraph id="H3BA96C14B9D14B05AAC0D7D1CC48BB9D"><enum>(3)</enum><text display-inline="yes-display-inline">Federal financial regulators and auditors
			 review applications, conduct examinations, and decide to classify loans and
			 other assets with regard to sound underwriting standards and within the bounds
			 of common sense; and</text>
			</paragraph><paragraph id="H5DE00967CCAA4A149ACD9F6135C4EEFD"><enum>(4)</enum><text>Federal financial
			 regulators respond to applications and inquiries within a timely manner.</text>
