		<legis-type>RESOLUTION</legis-type>
		<official-title display="yes">To express the sense of the Senate
		  regarding the use of gasoline and other fuels by Federal departments and
		  agencies.</official-title>
	</form>
	<preamble>
		<whereas><text>Whereas each day, as Americans contend with rising
			 gasoline prices, personal stories reflect the ways in which—</text>
			<paragraph id="idFA9632E6A7DA410BB1143765A36613A9"><enum>(1)</enum><text>family budgets
			 are suffering; and</text>
			</paragraph><paragraph id="id8E0626BBF6FB49B1836592BD26D0C196"><enum>(2)</enum><text>the cost of
			 gasoline is impacting the way Americans cope with that serious problem in
			 family and work environments;</text>
			</paragraph></whereas><whereas><text>Whereas, as a consequence of economic pressures, Americans
			 are finding ways to reduce consumption of gasoline, such as—</text>
			<paragraph id="idA590E1A5B2754B0189D8C88C5CDD5437"><enum>(1)</enum><text>driving less
			 frequently;</text>
			</paragraph><paragraph id="id6E2199ECBDA14A7AB6D48C6103378640"><enum>(2)</enum><text>altering daily
			 routines; and</text>
			</paragraph><paragraph id="idDB78E7461BA04DCD8B348505D966B52D"><enum>(3)</enum><text>even changing
			 family vacation plans;</text>
			</paragraph></whereas><whereas><text>Whereas those conservation efforts bring hardships but
			 save funds that can be redirected to meet essential family needs;</text>
		</whereas><whereas><text>Whereas, just as individuals are reducing energy
			 consumption, the Federal Government, including Congress, should take steps to
			 conserve energy;</text>
		</whereas><whereas><text>Whereas a Government-wide initiative to conserve energy
			 would send a signal to Americans that the Federal Government—</text>
			<paragraph id="id4575405FA5754D0C8D6AB3FED7990CD5"><enum>(1)</enum><text>recognizes the
			 burdens imposed by unprecedented energy costs; and</text>
			</paragraph><paragraph id="idF747CE5E51404E4DBCEF43940052FBAF"><enum>(2)</enum><text>will participate
			 in activities to reduce energy consumption; and</text>
			</paragraph></whereas><whereas><text>Whereas an overall reduction of gasoline consumption by
			 the Federal Government by even a few percentage points would send a strong
			 signal that, as a nation, the United States is joining to conserve energy: Now,
			 therefore, be it</text>

		<section display-inline="yes-display-inline" id="S1" section-type="undesignated-section"><enum></enum><text>That it is the sense of the Senate
			 that the President should require all Federal departments and agencies to take
			 initiatives to reduce daily consumption of gasoline and other fuels by the
			 departments and agencies.</text>
