		<official-title display="yes">Designating September 9, 2007, as
		  <quote>National Fetal Alcohol Spectrum Disorders Awareness
		  Day</quote>.</official-title>
	</form>
	<preamble commented="no">
		<whereas commented="no"><text display-inline="yes-display-inline">Whereas
			 the term <term>fetal alcohol spectrum disorders</term> includes a broader range
			 of conditions and therefore has replaced the term <term>fetal alcohol
			 syndrome</term> as the umbrella term describing the range of effects that can
			 occur in an individual whose mother drank alcohol during pregnancy;</text>
		</whereas><whereas commented="no"><text display-inline="yes-display-inline">Whereas
			 fetal alcohol spectrum disorders are the leading cause of cognitive disability
			 in western civilization, including the United States, and are 100 percent
			 preventable;</text>
		</whereas><whereas commented="no"><text display-inline="yes-display-inline">Whereas
			 fetal alcohol spectrum disorders are a major cause of numerous social
			 disorders, including learning disabilities, school failure, juvenile
			 delinquency, homelessness, unemployment, mental illness, and crime;</text>
		</whereas><whereas commented="no"><text display-inline="yes-display-inline">Whereas
			 the incidence rate of fetal alcohol syndrome is estimated at 1 out of 500 live
			 births and the incidence rate of fetal alcohol spectrum disorders is estimated
			 at 1 out of every 100 live births;</text>
		</whereas><whereas><text>Whereas, although the economic costs of fetal alcohol
			 spectrum disorders are difficult to estimate, the cost of fetal alcohol
			 syndrome alone in the United States was $5,400,000,000 in 2003 and it is
			 estimated that each individual with fetal alcohol syndrome will cost taxpayers
			 of the United States between $1,500,000 and $3,000,000 in his or her
			 lifetime;</text>
		</whereas><whereas commented="no"><text display-inline="yes-display-inline">Whereas, in February 1999, a small group of
			 parents of children who suffer from fetal alcohol spectrum disorders came
			 together with the hope that in 1 magic moment the world could be made aware of
			 the devastating consequences of alcohol consumption during pregnancy;</text>
		</whereas><whereas commented="no"><text display-inline="yes-display-inline">Whereas
			 the first International Fetal Alcohol Syndrome Awareness Day was observed on
			 September 9, 1999;</text>
		</whereas><whereas commented="no"><text display-inline="yes-display-inline">Whereas
			 Bonnie Buxton of Toronto, Canada, the co-founder of the first International
			 Fetal Alcohol Syndrome Awareness Day, asked <quote>What if … a world full of
			 FAS/E [Fetal Alcohol Syndrome/Effect] parents all got together on the ninth
			 hour of the ninth day of the ninth month of the year and asked the world to
			 remember that during the 9 months of pregnancy a woman should not consume
			 alcohol … would the rest of the world listen?</quote>; and</text>
		</whereas><whereas commented="no"><text display-inline="yes-display-inline">Whereas
			 on the ninth day of the ninth month of each year since 1999, communities around
			 the world have observed International Fetal Alcohol Syndrome Awareness Day:
			 Now, therefore, be it</text>
		</whereas></preamble>
	<resolution-body>
		<section commented="no" display-inline="yes-display-inline" id="S1" section-type="undesignated-section"><enum></enum><text display-inline="yes-display-inline">That the Senate—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="IDe26b1f5d89e144f08e63c72bd65e132f"><enum>(1)</enum><text display-inline="yes-display-inline">designates September 9, 2007, as
			 <quote>National Fetal Alcohol Spectrum Disorders Awareness Day</quote>;
			 and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID6e25ee0e8bec41b2bce5a54cb00562a0"><enum>(2)</enum><text display-inline="yes-display-inline">calls upon the people of the United
			 States—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="ID2667545389b64e37a6e09454f90393d3"><enum>(A)</enum><text display-inline="yes-display-inline">to observe National Fetal Alcohol Spectrum
			 Disorders Awareness Day with appropriate ceremonies—</text>
					<clause commented="no" display-inline="no-display-inline" id="ID671104d1af5c416383de14c0d3be8d56"><enum>(i)</enum><text display-inline="yes-display-inline">to promote awareness of the effects of
			 prenatal exposure to alcohol;</text>
					</clause><clause commented="no" display-inline="no-display-inline" id="ID9be9fa37b6544f7eb3e8e856d0fb8cb3"><enum>(ii)</enum><text display-inline="yes-display-inline">to increase compassion for individuals
			 affected by prenatal exposure to alcohol;</text>
					</clause><clause commented="no" display-inline="no-display-inline" id="ID8496cb4a8fec4fe2a332aa204746d2f5"><enum>(iii)</enum><text display-inline="yes-display-inline">to minimize further effects of prenatal
			 exposure to alcohol; and</text>
					</clause><clause commented="no" display-inline="no-display-inline" id="ID4c28169db13848a988efac0831da6f71"><enum>(iv)</enum><text display-inline="yes-display-inline">to ensure healthier communities across the
			 United States; and</text>
					</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID73e99334784a46eebf807724f9292c55"><enum>(B)</enum><text display-inline="yes-display-inline">to observe a moment of reflection on the
			 ninth hour of September 9, 2007, to remember that during the 9 months of
			 pregnancy a woman should not consume alcohol.</text>
