		<official-title>To revise United States policy on Iraq.</official-title>

	<preamble>
		<whereas><text>Whereas Congress and the American people will continue to
			 support and protect the members of the United States Armed Forces who are
			 serving or have served bravely and honorably in Iraq;</text>
		</whereas><whereas><text>Whereas the circumstances referred to in the Authorization
			 for Use of Military Force Against Iraq Resolution of 2002 (Public Law 107–243)
			 have changed substantially;</text>
		</whereas><whereas><text>Whereas United States troops should not be policing a
			 civil war, and the current conflict in Iraq requires principally a political
			 solution; and</text>
		</whereas><whereas><text>Whereas United States policy on Iraq must change to
			 emphasize the need for a political solution by Iraqi leaders in order to
			 maximize the chances of success and to more effectively fight the war on
			 terror: Now, therefore, be it</text>
		</whereas></preamble>
	<resolution-body>
		<section id="IDD2FD667F969D49EAA183D60D0686A2CC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This joint resolution may be cited as the
			 <quote>United States Policy in Iraq Resolution of 2007</quote>.</text>
		</section><section id="ID99161D2C02B24F80B3A6B6404BE35A86"><enum>2.</enum><header>Prompt
			 commencement of phased redeployment of United States forces from Iraq</header>
			<subsection id="id4AACC367DF934F36A87DAE3A44D3BC81"><enum>(a)</enum><header>Transition of
			 mission</header><text>The President shall promptly transition the mission of
			 United States forces in Iraq to the limited purposes set forth in subsection
			 (b).</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id4F19E9AC5AA54BC0883FFB74FAC85CBA"><enum>(b)</enum><header>Commencement of
			 phased redeployment from Iraq</header><text>The President shall commence the
			 phased redeployment of United States forces from Iraq not later than 120 days
			 after the date of the enactment of this joint resolution, with the goal of
			 redeploying, by March 31, 2008, all United States combat forces from Iraq
			 except for a limited number that are essential for the following
			 purposes:</text>
				<paragraph id="ID4D8EF9A891964BB985D919487ACDBFC5"><enum>(1)</enum><text>Protecting United
			 States and coalition personnel and infrastructure.</text>
				</paragraph><paragraph id="ID657BF9A483514A8FBA6B4B30D801C9B3"><enum>(2)</enum><text>Training and
			 equipping Iraqi forces.</text>
				</paragraph><paragraph id="IDB6A2F10ACD2549F8ADF09818D73ADE20"><enum>(3)</enum><text>Conducting
			 targeted counter-terrorism operations.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idF416CBF2EB5249E2A49A704464A2766D"><enum>(c)</enum><header>Comprehensive
			 strategy</header><text>Subsection (b) shall be implemented as part of a
			 comprehensive diplomatic, political, and economic strategy that includes
			 sustained engagement with Iraq's neighbors and the international community for
			 the purpose of working collectively to bring stability to Iraq.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="idDCBD6670C0D24517A6583A60D3C8AA6D"><enum>(d)</enum><header>Reports
			 required</header><text>Not later than 60 days after the date of the enactment
			 of this Act, and every 90 days thereafter, the President shall submit to
			 Congress a report on the progress made in transitioning the mission of the
			 United States forces in Iraq and implementing the phased redeployment of United
			 States forces from Iraq as required under this section.</text>
