<official-title display="yes">Authorizing the use of Capitol grounds for the Live Earth Concert.</official-title>

<section commented="no" display-inline="no-display-inline" id="idCA412F1D9CFE430188071792132AC2E9" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Authorization of use of Capitol grounds for Live Earth Concert</header> 
<subsection commented="no" display-inline="no-display-inline" id="IDf9625739296943559bab64ccff0c2903"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Live Earth organization and the Alliance for Climate Protection (in this resolution referred to as the <quote>sponsors</quote>) may sponsor the Live Earth Concert (in this resolution referred to as the <quote>event</quote>) on the Capitol Grounds.</text> </subsection>
<subsection commented="no" display-inline="no-display-inline" id="IDeaa7812f5845499eb996b7048503c07f"><enum>(b)</enum><header display-inline="yes-display-inline">Date of event</header><text display-inline="yes-display-inline">The event shall be held on July 7, 2007, or on such other date as the Speaker of the House of Representatives and the Committee on Rules and Administration of the Senate jointly designate.</text> </subsection></section>
<section commented="no" display-inline="no-display-inline" id="IDc6af273942dc45e6b02be941ddd25d4f" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Terms and conditions</header> 
<subsection commented="no" display-inline="no-display-inline" id="ID2dbcf11e0d6b431eb32dd73e4d6212b6"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Under conditions to be prescribed by the Architect of the Capitol and the Capitol Police Board, the event shall be—</text> 
<paragraph commented="no" display-inline="no-display-inline" id="IDe3ee28341f3342f2bcbf8b592912df95"><enum>(1)</enum><text display-inline="yes-display-inline">free of admission charge and open to the public; and</text> </paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="ID0dc839b290894daf9b9a0fc4376380d0"><enum>(2)</enum><text display-inline="yes-display-inline">arranged not to interfere with the needs of Congress.</text> </paragraph></subsection>
<subsection commented="no" display-inline="no-display-inline" id="ID27b226c93e2a4ae092d213d203679633"><enum>(b)</enum><header display-inline="yes-display-inline">Expenses and liabilities</header><text display-inline="yes-display-inline">The sponsors shall assume full responsibility for all expenses and liabilities incident to all activities associated with the event.</text> </subsection></section>
<section commented="no" display-inline="no-display-inline" id="IDe7d862d942154b05bce627090f3ef2bb" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Event preparations</header> 
<subsection commented="no" display-inline="no-display-inline" id="ID7edb51857e4e4e27b51d5c27eb0a8056"><enum>(a)</enum><header display-inline="yes-display-inline">Structures and equipment</header><text display-inline="yes-display-inline">Subject to the approval of the Architect of the Capitol, the sponsors may cause to be placed on the Capitol grounds such stage, seating, booths, sound amplification and video devices, and other related structures and equipment as may be required for the event, including equipment for the broadcast of the event over radio, television, and other media outlets.</text> </subsection>
<subsection commented="no" display-inline="no-display-inline" id="ID1797e9be9bdd46ee95bb4f537264f9bb"><enum>(b)</enum><header display-inline="yes-display-inline">Additional arrangements</header><text display-inline="yes-display-inline">The Architect of the Capitol and the Capitol Police Board may make any additional arrangements as may be required to carry out the event.</text> </subsection></section>
<section commented="no" display-inline="no-display-inline" id="id834668FBCBB64FDEB85A81B7C5DC3DA2" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Security and enforcement of restrictions</header> 
<subsection commented="no" display-inline="no-display-inline" id="id38EF556FFCC64837B6B2ED020007CE53"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Subject to subsection (b), the Capitol Police Board shall provide for—</text> 
<paragraph commented="no" display-inline="no-display-inline" id="idBF7D7C2E631F43E384A7170977750DDC"><enum>(1)</enum><text display-inline="yes-display-inline">all security related needs at the event, and</text> </paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="idC034EE77CD6242578996CFD7609D8F51"><enum>(2)</enum><text display-inline="yes-display-inline">enforcement of the restrictions contained in section 5104(c) of title 40, United States Code, concerning sales, displays, advertisements, and solicitations on the Capitol Grounds, as well as other restrictions applicable to the Capitol Grounds in connection with the event.</text> </paragraph></subsection>
<subsection commented="no" display-inline="no-display-inline" id="id4E18CBE66DAC4B498C3B93DE887E07AC"><enum>(b)</enum><header display-inline="yes-display-inline">Agreement for reimbursement of security related costs</header> 
<paragraph commented="no" display-inline="no-display-inline" id="id91842D21F638455D8FBE82495BA300EE"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The sponsors shall enter into an agreement with the Architect of the Capitol and the Capitol Police Board under which the sponsors agree to—</text> 
<subparagraph commented="no" display-inline="no-display-inline" id="id59A6E54472B347578D0E79A58D71C88B"><enum>(A)</enum><text display-inline="yes-display-inline">reimburse the United States Capitol Police for all costs incurred (including additional personnel costs and overtime) in meeting the security related needs at the event, and</text> </subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="id937883B40AD44D5D91BA7C382B68F812"><enum>(B)</enum><text display-inline="yes-display-inline">comply with the requirements of this section.</text> </subparagraph></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="id74A410F465C147AE9789CE7F8EED3603"><enum>(2)</enum><header display-inline="yes-display-inline">Failure to enter into agreement</header><text display-inline="yes-display-inline">If the sponsors fail, or are unable, to enter into the agreement under paragraph (1) before the date which is 14 days before the scheduled date of the event, the authority under section 1 to hold the event on the Capitol Grounds is revoked.</text> </paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="id52A1BAF5136941C0992CBDAC30C950CC"><enum>(3)</enum><header display-inline="yes-display-inline">Treatment of reimbursed amounts</header><text display-inline="yes-display-inline">Any amounts received by the Capitol Police for reimbursement under paragraph (1) shall be credited to the accounts established for the expenses that are being reimbursed and shall be available to carry out the purposes of such accounts.</text> </paragraph></subsection></section>
