		<official-title display="yes">To award a grant to enable Teach for
		  America, Inc., to implement and expand its teaching program.</official-title>

		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Teach For America Act of
			 2007</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="ID4f4184d0b01a4fc595cfaf917468a979" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Purposes</header><text display-inline="no-display-inline">The purposes of this Act are—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="IDa7e77396a9ef48ff9c30939f4da66712"><enum>(1)</enum><text display-inline="yes-display-inline">to increase the number of highly
			 accomplished recent graduates of 4-year institutions of higher education
			 teaching in underserved urban and rural communities in the United
			 States;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID79da40616cef47c191dccd00b7435923"><enum>(2)</enum><text display-inline="yes-display-inline">to increase the number of school districts
			 and communities served by a nationally recruited corps of outstanding new
			 teachers; and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDf8808110d19b4671b6744620a7517116"><enum>(3)</enum><text display-inline="yes-display-inline">to build a broader pipeline of talented and
			 experienced future leaders in public education and education reform.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="IDb6cffc10024a4006b33bb42e8a631c45" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph commented="no" display-inline="no-display-inline" id="ID7b7a1715b9a34fe3bf3fb7451dc6a676"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The terms <term>highly qualified</term>,
			 <term>local educational agency</term>, and <quote>Secretary</quote> have the
			 meanings given the terms in section 9101 of the Elementary and Secondary
			 Education Act of 1965 (20 U.S.C. 7801).</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDfc8541ee87c64e49b29a1a745d3483a8"><enum>(2)</enum><header display-inline="yes-display-inline">Grantee</header><text display-inline="yes-display-inline">The term <term>grantee</term> means Teach
			 For America, Inc.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDe7951764b9804512956f4cc204b89878"><enum>(3)</enum><header display-inline="yes-display-inline">High-need</header><text display-inline="yes-display-inline">The term <term>high-need</term>, when used
			 with respect to a local educational agency, means a local educational agency
			 that serves a substantial percentage of students who are eligible for free or
			 reduced price meals under the Richard B. Russell National School Lunch Act (42
			 U.S.C. 1751 et seq.).</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD30E22B818334CB0A5B054D3BE8C6EEE"><enum>(4)</enum><header display-inline="yes-display-inline">Institution of higher
			 education</header><text display-inline="yes-display-inline">The term
			 <term>institution of higher education</term> has the meaning given the term in
			 section 101(a) of the Higher Education Act of 1965 (20 U.S.C. 1001(a)).</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="IDba7c8012f9de4d3cbab410e4fd0addda" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Grant program authorized</header><text display-inline="no-display-inline">The Secretary is authorized to award a grant
			 to Teach For America, Inc., the national corps of outstanding recent graduates
			 of 4-year institutions of higher education who commit to teach for 2 years in
			 underserved communities in the United States, to enable the grantee to
			 implement and expand its program of recruiting, selecting, training, and
			 supporting new teachers.</text>
		</section><section commented="no" display-inline="no-display-inline" id="ID48011ba7285f42edbccc92189ba9d4b6" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Grant requirements</header><text display-inline="no-display-inline">In carrying out the grant program under this
			 Act, the Secretary shall enter into an agreement with the grantee under which
			 the grantee agrees to use the grant funds—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="IDe10a219173bf4a8cb2b26b697d575896"><enum>(1)</enum><text display-inline="yes-display-inline">to provide highly qualified teachers to
			 high-need local educational agencies in urban and rural communities;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID1b54c386242b4df7bd9c6cc0c72ae463"><enum>(2)</enum><text display-inline="yes-display-inline">to pay the cost of recruiting, selecting,
			 training, and supporting new teachers; and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID96d426dd77df49eea0b3c136013e31a3"><enum>(3)</enum><text display-inline="yes-display-inline">to serve a substantial percentage of
			 students who are eligible for free or reduced price meals under the Richard B.
			 Russell National School Lunch Act (42 U.S.C. 1751 et seq.).</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="ID74c9cdc02ef94f78b4ab15ee8a63f963" section-type="subsequent-section"><enum>6.</enum><header display-inline="yes-display-inline">Authorized activities</header><text display-inline="no-display-inline">Grant funds provided under this Act shall be
			 used by the grantee to carry out each of the following activities:</text>
			<paragraph commented="no" display-inline="no-display-inline" id="IDdc3ffdbde5ea4702bdd993345872d7a1"><enum>(1)</enum><text display-inline="yes-display-inline">Recruiting and selecting teachers through a
			 highly selective national process.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID831a3df957b74da88bad4e0af6697f3f"><enum>(2)</enum><text display-inline="yes-display-inline">Providing preservice training to selected
			 teachers through a rigorous summer institute that includes hands-on teaching
			 experience and significant exposure to education coursework and theory.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDe5a873f14adb4cbc979d244677b11bc5"><enum>(3)</enum><text display-inline="yes-display-inline">Placing selected teachers in schools and
			 positions in high-need local educational agencies.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID08ef6b7855d140da9c34f9ee2aea1650"><enum>(4)</enum><text display-inline="yes-display-inline">Providing ongoing professional development
			 activities for the selected teachers in the classroom, including regular
			 classroom observations and feedback, and ongoing training and support.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="ID7593464eea61409bb6974cd90ca7209a" section-type="subsequent-section"><enum>7.</enum><header display-inline="yes-display-inline">Evaluation</header>
			<subsection commented="no" display-inline="no-display-inline" id="IDdb82affa0f424da38259972e9d1c07e1"><enum>(a)</enum><header display-inline="yes-display-inline">Annual report</header><text display-inline="yes-display-inline">The grantee shall provide to the Secretary
			 an annual report that includes—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="IDfadb0f3de2d1489c868eb5dfc999663d"><enum>(1)</enum><text display-inline="yes-display-inline">data on the number and characteristics of
			 the teachers provided to high-need local educational agencies through the grant
			 under this part;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID4fbf687960454223af415d117039646b"><enum>(2)</enum><text display-inline="yes-display-inline">an externally conducted analysis of the
			 satisfaction of local educational agencies and principals with the teachers so
			 provided; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID36a530253d874f3586bf6c605afba701"><enum>(3)</enum><text display-inline="yes-display-inline">comprehensive data on the background of the
			 selected teachers, the training such teachers received, the placement sites of
			 the teachers, the professional development of the teachers, and the retention
			 of the teachers.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID61d7309abe18472aa899d9c6ab572e27"><enum>(b)</enum><header display-inline="yes-display-inline">Study</header><text display-inline="yes-display-inline">From amounts appropriated under section 8,
			 the Secretary shall provide for a study comparing the academic achievement of
			 students taught by the teachers selected, trained, and placed by the grantee
			 under this Act with the academic achievement of students taught by other
			 teachers in the same schools and positions. The Secretary shall provide for
			 such a study not less than once every 3 years, and each such study shall
			 include multiple local educational agencies. Each such study shall meet the
			 peer-review standards of the education research community.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="ID6ff27a2826ce4411bd21d47d95f4ff11" section-type="subsequent-section"><enum>8.</enum><header display-inline="yes-display-inline">Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated to carry out this Act—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="id5635330DA744499AAC474A75519A4055"><enum>(1)</enum><text display-inline="yes-display-inline">$15,000,000 for fiscal year 2008;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id104924DA41054E618C180F3C536214AF"><enum>(2)</enum><text display-inline="yes-display-inline">$18,000,000 for fiscal year 2009;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id18C4F87CB8B64FEEA78A604F1D195068"><enum>(3)</enum><text display-inline="yes-display-inline">$20,000,000 for fiscal year 2010;
			 and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3D1BD273A3134FB991E9F80245ADBB57"><enum>(4)</enum><text display-inline="yes-display-inline">such sums as may be necessary for each of
			 the fiscal years 2011 and 2012.</text>
