			 Act</short-title></quote>.</text>
		</section><section changed="deleted" commented="no" committee-id="SSEG00" display-inline="no-display-inline" id="H2F797B5640D14DDFAFD99202D3D75160" reported-display-style="strikethrough" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Findings</header><text display-inline="no-display-inline">Congress finds that—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="HCBB925B0E6384909B67CF7618FFA1551"><enum>(1)</enum><text display-inline="yes-display-inline">the Abraham Lincoln National Heritage Area
			 is a cohesive assemblage of natural, historic, cultural, and recreational
			 resources that—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="H103024B2402A49B3B4278004A9AAE961"><enum>(A)</enum><text display-inline="yes-display-inline">together represent distinctive aspects of
			 the heritage of the United States worthy of recognition, conservation,
			 interpretation, and continuing use; and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H70F2432B3EEE460491719B37A879FDF9"><enum>(B)</enum><text display-inline="yes-display-inline">are best managed through partnerships
			 between private and public entities;</text>
				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA4B4BF8675BD469B9CF64FB61B60F487"><enum>(2)</enum><text display-inline="yes-display-inline">the Heritage Area reflects traditions,
			 customs, beliefs, folklife, or a combination of those attributes that are a
			 valuable part of the heritage of the United States;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H87F650C1509F44CFB8FB9482AEF81A8"><enum>(3)</enum><text display-inline="yes-display-inline">the Heritage Area provides outstanding
			 opportunities to conserve natural features, historic feature, cultural
			 features, or a combination of those features;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H180E56CC23684C72A479CA7CDAABFAE"><enum>(4)</enum><text display-inline="yes-display-inline">the Heritage Area provides outstanding
			 recreational and interpretive opportunities;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4E91C00812E044A884BE251B958DCD3D"><enum>(5)</enum><text display-inline="yes-display-inline">the Heritage Area has an identifiable
			 theme, and resources important to the theme, that retain integrity capable of
			 supporting interpretation;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD6D9A47EE2A0468B81835C03045461E9"><enum>(6)</enum><text display-inline="yes-display-inline">residents, nonprofit organizations, other
			 private entities, and units of local government throughout the Heritage Area
			 demonstrate support for—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="id0E1C60D6C26A421B810EB9C7FB165ED5"><enum>(A)</enum><text display-inline="yes-display-inline">designation of the Heritage Area as a
			 national heritage area; and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idE7B3449F3CC34CC1993751F4B00C85C9"><enum>(B)</enum><text display-inline="yes-display-inline">management of the Heritage Area in a manner
			 appropriate for the designation;</text>
				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HDBCA9595E8D84F04BA72C3C5B6A4CD1D"><enum>(7)</enum><text display-inline="yes-display-inline">there is a compelling need to educate and
			 cultivate among the citizens of the United States, particularly youth, an
			 understanding appreciation for, and a renewed commitment to integrity, courage,
			 self-initiative, and principled leadership in public and private life;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HAC1C2F326FA24EDFADDA1305E31C9399"><enum>(8)</enum><text display-inline="yes-display-inline">few individuals in the history of the
			 United States have as broadly exemplified such qualities, and so profoundly
			 influenced the history and character of the United States, as Abraham
			 Lincoln;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HFA4BD2C0BDA34328A7F99BFCF711231"><enum>(9)</enum><text display-inline="yes-display-inline">the story and example of the life of
			 Abraham Lincoln, including his inspiring rise from humble origins to the
			 highest office in the land and his decisive leadership through the most
			 harrowing and dangerous time in the history of the United States, continues to
			 bring hope and inspiration to millions in the United States and around the
			 world;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4F82E0C3953B441DBDD28F46E98476BD"><enum>(10)</enum><text display-inline="yes-display-inline">the great issues during the lifetime of
			 Abraham Lincoln, including national unity, equality and race relations, the
			 capacity for democratic government, and the ideals to address those and related
			 issues, continue to this day to define the challenges facing the United
			 States;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9DC7A9365FD74ECE868579867AFC8F7C"><enum>(11)</enum><text display-inline="yes-display-inline">the ideals espoused by Lincoln, and the
			 sentiments expressed by Lincoln with respect to keeping the United States
			 together, are as relevant today as the ideals and sentiment were in Lincoln's
			 troubled time;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC6E9ACB5A83B4D2088EEBABA47F8AC10"><enum>(12)</enum><text display-inline="yes-display-inline">Illinois is known throughout the world as
			 the land of Abraham Lincoln;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idE9E287DE762546A58CD29BF072207575"><enum>(13)</enum><text display-inline="yes-display-inline">unquestionably, the physical, social, and
			 cultural landscape of Illinois helped mold the character of Lincoln;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF515B4A024734339B30FACB96327DDAE"><enum>(14)</enum><text display-inline="yes-display-inline"><quote>Here I have lived a quarter of a
			 century, and have passed from a young to an old man,</quote> Lincoln remarked
			 on leaving Illinois. <quote>To this place and the kindness of these people I
			 owe everything</quote>;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H05F1D0CD674C4641AE31F196AC0484BA"><enum>(15)</enum><text display-inline="yes-display-inline">Lincoln, in turn, left his own traces
			 across the Illinois landscape;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id32F0D80ADE1A42948B0E5DBC2EE69632"><enum>(16)</enum><text display-inline="yes-display-inline">the traces remain today in the form of
			 stories, folklore, artifacts, buildings, streetscapes, and landscapes;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id60F5C993650A489880CC35D1BB34A16C"><enum>(17)</enum><text display-inline="yes-display-inline">though scattered geographically and in
			 varying states of development and interpretation, together the traces of
			 Lincoln bring an immediacy and tangible quality to the powerful Lincoln
			 legacy;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB6CFC07CE6A345D888EDA8344BC50DB4"><enum>(18)</enum><text display-inline="yes-display-inline">individually and collectively, the traces
			 of Lincoln in Illinois constitute an important national cultural and historic
			 resource;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HAF54D544CC154EA8839BF2B2DA8666BC"><enum>(19)</enum><text display-inline="yes-display-inline">in particular, the stories and cultural
			 resources of the Lincoln legacy of the region—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="HEC08B47067894C70A366F9B10623ED9B"><enum>(A)</enum><text display-inline="yes-display-inline">reflect the values and attitudes, obstacles
			 and ingenuity, failures and accomplishments, human frailties, and strength of
			 character of the men and women who made up the diverse people of Lincoln’s
			 generation, including upland Southerners and Northeastern Yankees,
			 Anglo-settlers and American Indians, <quote>free</quote> blacks, abolitionists,
			 and critics of abolitionists;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H960A75A6278741CEB9186DF855D5811"><enum>(B)</enum><text display-inline="yes-display-inline">reflect the material culture and relative
			 levels of technical sophistication in the United States in the lifetime of
			 Lincoln;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H9D705EF368364D17B770E237E42654F5"><enum>(C)</enum><text display-inline="yes-display-inline">recreate the physical environment during
			 the lifetime of Lincoln, revealing the impact of the environment on
			 agriculture, transportation, trade, business, and social and cultural patterns
			 in urban and rural settings; and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H4F1582234AEA482093875CFA75BD2ED"><enum>(D)</enum><text display-inline="yes-display-inline">interpret the effect of the democratic
			 ethos of the era on the development of the legal and political institutions and
			 distinctive political culture of the United States;</text>
				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H515423C8D2C14617B45968B237101DA6"><enum>(20)</enum><text display-inline="yes-display-inline">3 previous studies entitled <quote>Abraham
			 Lincoln Research and Interpretive Center Suitability/Feasibility Study</quote>
			 by the National Park Service (1991), <quote>Looking for Lincoln Illinois
			 Heritage Tourism Project</quote> commissioned by the State of Illinois
			 Department of Commerce and Community Affairs in cooperation with the Illinois
			 Historic Preservation Agency (1998), and the <quote>Feasibility Study for the
			 Proposed Abraham Lincoln National Heritage Area</quote>, revised in 2003, help
			 document a sufficient assemblage of nationally distinctive historic resources
			 to demonstrate the feasibility of, and need to establish, the Heritage
			 Area;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA9002AC1EB874EA0A139756298B100C4"><enum>(21)</enum><text display-inline="yes-display-inline">the National Park Service—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="idEDB41A07617A4FA88CA3BC4BCF46831C"><enum>(A)</enum><text display-inline="yes-display-inline">operates and maintains the Lincoln Home
			 National Historic Site in Springfield, Illinois; and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id41F380ACACD64492862F5A266F2F51EF"><enum>(B)</enum><text display-inline="yes-display-inline">is responsible for—</text>
					<clause commented="no" display-inline="no-display-inline" id="idE5DB1015B7B54A519AA1F94322DD8C0B"><enum>(i)</enum><text display-inline="yes-display-inline">advocating the protection and
			 interpretation of the cultural and historic resources of the United States;
			 and</text>
					</clause><clause commented="no" display-inline="no-display-inline" id="id75E77BBB4A894CA8BF4B7949A503B266"><enum>(ii)</enum><text display-inline="yes-display-inline">encouraging the development of interpretive
			 context for those resources through appropriate planning and
			 preservation;</text>
					</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H78BB8A83BE5C474889EE5F9B2F1E751"><enum>(22)</enum><text display-inline="yes-display-inline">the Heritage Area can strengthen,
			 complement, and support the Lincoln Home National Historic Site through the
			 interpretation and conservation of the associated living landscapes outside of
			 the boundaries of the historic site;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC66B87147DF348E2A176EEB4ED1B64F"><enum>(23)</enum><text display-inline="yes-display-inline">there is a Federal interest in supporting
			 the development of a regional framework and context to partner with and assist
			 the National Park Service, the State of Illinois, local organizations, units of
			 local government, and private citizens to conserve, protect, and bring
			 recognition to the resources of the Heritage Area for the educational and
			 recreational benefit of the present generation and future generations;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF0A05999E6AF49FFAF3D89E4421BEF08"><enum>(24)</enum><text display-inline="yes-display-inline">communities throughout the region—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="id381C9E01E6A341FBB5DEA41959A3C1E4"><enum>(A)</enum><text display-inline="yes-display-inline">know the value of their Lincoln legacy;
			 but</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id463FEBEF48EA44788481E1C3F190486B"><enum>(B)</enum><text display-inline="yes-display-inline">need to expand upon an existing cooperative
			 framework and technical assistance to achieve important goals by working
			 together;</text>
				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H465A67C0CCFC4ECABEE453BADBBC735"><enum>(25)</enum><text display-inline="yes-display-inline">the Department of Commerce and Economic
			 Opportunity and Bureau of Tourism of the State of Illinois—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="idCC915B7FC71B4D368DFCBC4D13261B6F"><enum>(A)</enum><text display-inline="yes-display-inline">officially designated <quote>Looking for
			 Lincoln</quote> as a State Heritage Tourism Area; and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0E12980DB0CA49988B6F5902E4E3A98D"><enum>(B)</enum><text display-inline="yes-display-inline">has identified the story of Lincoln as a
			 key destination driver for the State;</text>
				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H015FB351D7CE4D11AE026300601E89B6"><enum>(26)</enum><text display-inline="yes-display-inline">the Looking for Lincoln Heritage Coalition,
			 the management entity for the Heritage Area—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="idFD0F70B1839E4BCF95375BB6934A1826"><enum>(A)</enum><text display-inline="yes-display-inline">is a nonprofit corporation created for the
			 purposes of preserving, interpreting, developing, promoting, and making
			 available to the public the story and resources relating to—</text>
					<clause commented="no" display-inline="no-display-inline" id="idE118C769069246E8A210FA3A64F7C9AC"><enum>(i)</enum><text display-inline="yes-display-inline">the story of the adult life of Abraham
			 Lincoln in Illinois; and</text>
					</clause><clause commented="no" display-inline="no-display-inline" id="id531861D702BF461696ECBE7FF9A6CCF6"><enum>(ii)</enum><text display-inline="yes-display-inline">the contributions of Abraham Lincoln to
			 society; and</text>
					</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3D293E7DB4674451828F0984E8024592"><enum>(B)</enum><text display-inline="yes-display-inline">would be an appropriate entity to oversee
			 the development of the Heritage Area; and</text>
				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H95A411CB9B204CC4A7F965FA759E04EF"><enum>(27)</enum><text display-inline="yes-display-inline">the Looking for Lincoln Heritage Coalition
			 has completed a business plan that—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="HF46944B9B9D64FB2B7D736D4845E49D3"><enum>(A)</enum><text display-inline="yes-display-inline">describes in detail the role, operation,
			 financing, and functions of the Looking For Lincoln Heritage Coalition as the
			 management entity for the Heritage Area; and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HDA32288E3D4F4287958E78CAE06976D"><enum>(B)</enum><text display-inline="yes-display-inline">provides adequate assurances that the
			 Looking For Lincoln Heritage Coalition is likely to have the financial
			 resources necessary to implement the management plan for the Heritage Area,
			 including resources to meet matching requirement for grants.</text>
				</subparagraph></paragraph></section><section changed="deleted" commented="no" committee-id="SSEG00" display-inline="no-display-inline" id="H3FD66BFF706C4808B81358750046BFC2" reported-display-style="strikethrough" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph commented="no" display-inline="no-display-inline" id="id3EDA7453573C4AF5A8987638CBD2D311"><enum>(1)</enum><header display-inline="yes-display-inline">Coalition</header><text display-inline="yes-display-inline">The term <term>Coalition</term> means the
			 Looking for Lincoln Heritage Coalition, an entity recognized by the Secretary,
			 in consultation with the chief executive officer of the State, that has agreed
			 to perform the duties of the management entity under this Act.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H1BB38FD2C6B34AC1914F398DDD262305"><enum>(2)</enum><header display-inline="yes-display-inline">Heritage area</header><text display-inline="yes-display-inline">The term <term>Heritage Area</term> means
			 the Abraham Lincoln National Heritage Area established by section 4(a).</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H9C4AC01F86AF49CF88306B04FC77D14"><enum>(3)</enum><header display-inline="yes-display-inline">Management entity</header><text display-inline="yes-display-inline">The term <term>management entity</term>
			 means the management entity for the Heritage Area designated by section
			 5(a).</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDCCC311EE32D948BFBB83E23F6228AE40"><enum>(4)</enum><header display-inline="yes-display-inline">Management plan</header><text display-inline="yes-display-inline">The term <term>management plan</term> means
			 the plan developed by the management entity under section 6(a).</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H5D10EC23FC5244E9A659D6F652A9022B"><enum>(5)</enum><header display-inline="yes-display-inline">Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the
			 Secretary of the Interior.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2B132A256D1049049C6B87945BFFABF6"><enum>(6)</enum><header display-inline="yes-display-inline">State</header><text display-inline="yes-display-inline">The term <term>State</term> means the State
			 of Illinois.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7DFE5850275C42D0B28B3BDDBC00D3D"><enum>(7)</enum><header display-inline="yes-display-inline">Unit of local government</header><text display-inline="yes-display-inline">The term <term>unit of local
			 government</term> means the government of the State, a political subdivision of
			 the State, or an Indian tribe.</text>
			</paragraph></section><section changed="deleted" commented="no" committee-id="SSEG00" display-inline="no-display-inline" id="H27F6DABC6A2148B0985D769CBAC75ECA" reported-display-style="strikethrough" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Establishment of Abraham Lincoln National
			 Heritage Area</header>
			<subsection commented="no" display-inline="no-display-inline" id="H069D7C21A7584ACDAF4BAFFBF0D0007C"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">There is established in the State the
			 Abraham Lincoln National Heritage Area.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H6BDE2331396F4B74B9A535029BB0A6BC"><enum>(b)</enum><header display-inline="yes-display-inline">Boundaries</header><text display-inline="yes-display-inline">The Heritage Area shall include—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="HDBD4373D29664B0EBB4F5C8623C2BDA"><enum>(1)</enum><text display-inline="yes-display-inline">a core area located in central Illinois,
			 consisting of Adams, Brown, Calhoun, Cass, Champaign, Christian, Clark, Coles,
			 Cumberland, Dewitt, Douglas, Edgar, Fayette, Fulton, Greene, Hancock,
			 Henderson, Jersey, Knox, LaSalle, Logan, Macon, Macoupin, Madison, Mason,
			 McDonough, McLean, Menard, Montgomery, Morgan, Moultrie, Peoria, Piatt, Pike,
			 Sangamon, Schuyler, Scott, Shelby, Tazwell, Vermillion, Warren, and Woodford
			 counties;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HDE19CAAB206E4E489B70477564C2F32"><enum>(2)</enum><text display-inline="yes-display-inline">any sites, buildings, and districts within
			 the core area that are recommended for inclusion in the management plan;
			 and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HAB378AB07AED4BF487F27468CA3C0047"><enum>(3)</enum><text display-inline="yes-display-inline">each of the following sites:</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="idB6862FADE1A24FD58881BF536DD29F27"><enum>(A)</enum><text display-inline="yes-display-inline">Lincoln Home National Historic Site.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H90680A4DE7664953A357E52273646600"><enum>(B)</enum><text display-inline="yes-display-inline">Lincoln Tomb State Historic Site.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H1074B6BA0C5C4E1995004366F6FA0003"><enum>(C)</enum><text display-inline="yes-display-inline">Lincoln’s New Salem State Historic
			 Site.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H6BC960F8490C4B8900E9F2205FC45B93"><enum>(D)</enum><text display-inline="yes-display-inline">Abraham Lincoln Presidential Library &amp;
			 Museum.</text>

			 entity</header>
			<subsection commented="no" display-inline="no-display-inline" id="H9EDFE00D20F04DECB1C39B464B9616BA"><enum>(a)</enum><header display-inline="yes-display-inline">Management entity</header><text display-inline="yes-display-inline">The Coalition shall be the management
			 entity for the Heritage Area.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H9AC57A52F37E4525A163E4868032995B"><enum>(b)</enum><header display-inline="yes-display-inline">Authorities of management
			 entity</header><text display-inline="yes-display-inline">The management entity
			 may, for purposes of preparing and implementing the management plan, use
			 Federal funds made available under this Act—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H2DFA4C619D4842DC86ED621FAAB7561"><enum>(1)</enum><text display-inline="yes-display-inline">to prepare reports, studies, interpretive
			 exhibits and programs, historic preservation projects, and other activities
			 recommended in the management plan for the Heritage Area;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HADFF3335C21541D4AA66466429C5239D"><enum>(2)</enum><text display-inline="yes-display-inline">to pay for operational expenses of the
			 management entity incurred during the first 10 fiscal years beginning after the
			 date of enactment of this Act;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6CB758C5ACBA49BA81F3AEDED0061C3"><enum>(3)</enum><text display-inline="yes-display-inline">to make grants or loans to the State, units
			 of local government, nonprofit organizations, and other persons;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC89126DCE4474522BCBFA1C13C6F2EE"><enum>(4)</enum><text display-inline="yes-display-inline">to enter into cooperative agreements with
			 the State, units of local government, nonprofit organizations, and other
			 organizations;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4B372499F7E64F738C1DC075271B05A7"><enum>(5)</enum><text display-inline="yes-display-inline">to hire and compensate staff;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H8408412661944B458D5F002FB84CE073"><enum>(6)</enum><text display-inline="yes-display-inline">to obtain funds from any source under any
			 program or law requiring the recipient of funds to make a contribution in order
			 to receive the funds; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HEBF9BE92EA5E4CCAB08E5699F25F97D2"><enum>(7)</enum><text display-inline="yes-display-inline">to contract for goods and services.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id154E10B30ED24A5E947BED33032BD57B"><enum>(c)</enum><header display-inline="yes-display-inline">Duties of management entity</header><text display-inline="yes-display-inline">For any fiscal year for which Federal funds
			 are received under this Act, the management entity shall—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H6C0722FA0A374B59BAB934007200FB18"><enum>(1)</enum><text display-inline="yes-display-inline">submit to the Secretary a report that
			 describes—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="HB649F8DAB01E4098A871B36664C28F2"><enum>(A)</enum><text display-inline="yes-display-inline">the accomplishments of the management
			 entity;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H45B5072790484101A825026977414FDD"><enum>(B)</enum><text display-inline="yes-display-inline">the expenses and income of the management
			 entity; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H5B5240F13E854D939176EF3442D414F5"><enum>(C)</enum><text display-inline="yes-display-inline">the entities to which the management entity
			 made any grants;</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HFB742A24C449437CB65421566C63E26D"><enum>(2)</enum><text display-inline="yes-display-inline">make available for audit by Congress, the
			 Secretary, and appropriate units of local government, all records relating to
			 the expenditure of the Federal funds and any matching funds; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6431FD38E6474E21A2FCAFB224AAC8A"><enum>(3)</enum><text display-inline="yes-display-inline">require, with respect to all agreements
			 authorizing the expenditure of Federal funds by any entity, that the receiving
			 entity make available for audit all records relating to the expenditure of the
			 Federal funds.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H85C62D0F18D54EFBABF1EA41933CE96B"><enum>(d)</enum><header display-inline="yes-display-inline">Prohibition on acquisition of real
			 property</header>
				<paragraph commented="no" display-inline="no-display-inline" id="H0587DB34A7DE427DBE01ED2C574367A7"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The management entity shall not use Federal
			 funds received under this Act to acquire real property or any interest in real
			 property.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4B922425F46B48FFB2E279616B27073C"><enum>(2)</enum><header display-inline="yes-display-inline">Other sources</header><text display-inline="yes-display-inline">Nothing in this Act precludes the
			 management entity from using Federal funds from other sources for authorized
			 purposes, including the acquisition of real property or any interest in real
			 property.</text>
				</paragraph></subsection></section><section changed="deleted" commented="no" committee-id="SSEG00" display-inline="no-display-inline" id="HAA4CC8C309134F15003BFF9876A7C6EB" reported-display-style="strikethrough" section-type="subsequent-section"><enum>6.</enum><header display-inline="yes-display-inline">Management plan</header>
			<subsection commented="no" display-inline="no-display-inline" id="H079631D1E2674D7F807DF1A2EB606535"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 3 years after the date on
			 which funds are first made available to carry out this Act, the management
			 entity shall prepare and submit for review to the Secretary a management plan
			 for the Heritage Area.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="idFB60F24F721D4292BC2B11B64B631D1E"><enum>(b)</enum><header display-inline="yes-display-inline">Requirements for preparation and
			 implementation</header><text display-inline="yes-display-inline">The management
			 entity shall—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="HCA3C8BC1DA9F49ED817C1C9EEECAC300"><enum>(1)</enum><text display-inline="yes-display-inline">collaborate with and consider the interests
			 of diverse units of local government, businesses, tourism officials, private
			 property owners, and nonprofit groups within the Heritage Area in preparing and
			 implementing the management plan;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H07ED8642D51A41D4BD9EBBF2A941DFE9"><enum>(2)</enum><text display-inline="yes-display-inline">ensure regular public involvement regarding
			 the implementation of the management plan for the Heritage Area; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1A6442B258484D5EA490C86E6186E314"><enum>(3)</enum><text display-inline="yes-display-inline">submit the proposed management plan to
			 participating units of local governments within the Heritage Area for
			 review.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H319780EE990D4F1B888FC3A55750B08B"><enum>(c)</enum><header display-inline="yes-display-inline">Contents</header><text display-inline="yes-display-inline">The management plan for the Heritage Area
			 shall—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="HEEFEBA0D6ACA4F6982978EE374BCE0EC"><enum>(1)</enum><text display-inline="yes-display-inline">present a comprehensive program for the
			 conservation, interpretation, funding, management, and development of the
			 Heritage Area (including the natural, historic, and cultural resources and the
			 recreational and educational opportunities of the Heritage Area) in a manner
			 consistent with—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id9C32066D07A24B12B17446DEA1C58031"><enum>(A)</enum><text display-inline="yes-display-inline">existing Federal, State, and local land use
			 laws; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id267D1D89F1CF474AAA5643673A8CD1E0"><enum>(B)</enum><text display-inline="yes-display-inline">the compatible economic viability of the
			 Heritage Area;</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD4EE6A7EEC4C4A53A600B47F738039B7"><enum>(2)</enum><text display-inline="yes-display-inline">involve residents, public agencies, and
			 private organizations in the Heritage Area;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H694F9B9DF5204E42A8DCAA0009E65DBF"><enum>(3)</enum><text display-inline="yes-display-inline">specify and coordinate, as of the date of
			 the management plan, existing and potential sources of technical and financial
			 assistance under this Act and other Federal laws for the protection,
			 management, and development of the Heritage Area; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H9E68B257D25D43C8AF81C34362E133E2"><enum>(4)</enum><text display-inline="yes-display-inline">include—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="HCD316600624845029BE25511ADE2D9B6"><enum>(A)</enum><text display-inline="yes-display-inline">actions to be undertaken by units of local
			 government and private organizations to protect, conserve, and interpret the
			 resources of the Heritage Area;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H198266581EFC4AEF9B527512FCD4844"><enum>(B)</enum><text display-inline="yes-display-inline">an inventory of resources in the Heritage
			 Area that includes a list of property in the Heritage Area that—</text>
						<clause commented="no" display-inline="no-display-inline" id="id9E97003EC402463F96BA38E7D8EB734A"><enum>(i)</enum><text display-inline="yes-display-inline">is related to the themes of the Heritage
			 Area; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id566EE668FB034F6484AA87AAD3DCB707"><enum>(ii)</enum><text display-inline="yes-display-inline">merits preservation, restoration,
			 management, development, or maintenance because of the natural, historic,
			 cultural, or recreational significance of the property;</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HE5507FA3BBEC4AC5953B636FF6C7ABB5"><enum>(C)</enum><text display-inline="yes-display-inline">a recommendation of policies for resource
			 management that consider the application of appropriate land and water
			 management techniques, including policies for the development of
			 intergovernmental cooperative agreements, private sector agreements, or any
			 combination of agreements, to protect the natural, historic, cultural, and
			 recreational resources of the Heritage Area in a manner that is consistent with
			 the support of appropriate and compatible economic viability;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H96CFEB5BF45D4A5C008DA9A1C88D564C"><enum>(D)</enum><text display-inline="yes-display-inline">a program for implementation of the
			 management plan by the management entity, in cooperation with partners of the
			 management entity and units of local government;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HA888ACC982A547249635D39812C97036"><enum>(E)</enum><text display-inline="yes-display-inline">evidence that relevant State, county, and
			 local plans applicable to the Heritage Area have been taken into
			 consideration;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H501BF552D68C4C5CBFA01B60FAF17285"><enum>(F)</enum><text display-inline="yes-display-inline">an analysis of means by which Federal,
			 State, and local programs may best be coordinated to promote the purposes of
			 this Act; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H157D2991F037418DBA28B26ED385C9DA"><enum>(G)</enum><text display-inline="yes-display-inline">a business plan for the Heritage Area
			 that—</text>
						<clause commented="no" display-inline="no-display-inline" id="HCB1100361E2842218FE5930032CEFF9B"><enum>(i)</enum><text display-inline="yes-display-inline">describes in detail—</text>
							<subclause commented="no" display-inline="no-display-inline" id="id817281986FE4445C8A522E50155DA766"><enum>(I)</enum><text display-inline="yes-display-inline">the role, operation, financing, and
			 functions of the management entity; and</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="id54FB8C533FB141858AFE0F184924DB59"><enum>(II)</enum><text display-inline="yes-display-inline">each activity included in the
			 recommendations in the management plan; and</text>
							</subclause></clause><clause commented="no" display-inline="no-display-inline" id="HEF5381B5367F4666BA73906836DD8C4F"><enum>(ii)</enum><text display-inline="yes-display-inline">provides, to the satisfaction of the
			 Secretary, adequate assurances that the management entity is likely to have the
			 financial resources necessary to implement the management plan, including the
			 resources necessary to meet matching requirement for grants awarded under this
			 Act.</text>
						</clause></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idF6B5EA46F6154D3889A1A16EEE3791CC"><enum>(d)</enum><header display-inline="yes-display-inline">Consideration of interests of local
			 groups</header><text display-inline="yes-display-inline">In preparing and
			 implementing the management plan, the management entity shall consider the
			 interests of diverse units of local government, businesses, private property
			 owners, and nonprofit groups in the Heritage Area.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="idE936424B3E5A4D8B89D08FFA67DF4E1F"><enum>(e)</enum><header display-inline="yes-display-inline">Public meetings</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id760EF06447164506BBA816042E364F87"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The management entity shall conduct public
			 meetings at least quarterly regarding the development and implementation of the
			 management plan.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H1D4CB4645C4C433BB5A19033F76CF0A7"><enum>(2)</enum><header display-inline="yes-display-inline">Public notice</header><text display-inline="yes-display-inline">The management entity shall—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="idD26739F4D6D1409688263FFD259F048E"><enum>(A)</enum><text display-inline="yes-display-inline">place a notice of each public meeting in a
			 newspaper of general circulation in the Heritage Area; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id44E7F5DE2D974B60910FBCB6A38A65F3"><enum>(B)</enum><text display-inline="yes-display-inline">make the minutes of each public meeting
			 available to the public.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H1508321AF98D4C71B5A7BA67B6B560DD"><enum>(f)</enum><header display-inline="yes-display-inline">Disqualification from funding</header><text display-inline="yes-display-inline">If a proposed management plan is not
			 submitted to the Secretary by the date that is 3 years after the date on which
			 funds are first made available to carry out this Act, the management entity may
			 not receive additional funding under this Act until the date on which the
			 Secretary receives the proposed management plan.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H383007F854D042EEBCE218290000BD47"><enum>(g)</enum><header display-inline="yes-display-inline">Approval and disapproval of management
			 plan</header>
				<paragraph commented="no" display-inline="no-display-inline" id="idE9FC968D8A1B4C11ADA85B2C784CEB1A"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 90 days after the date on
			 which the management entity submits the management plan to the Secretary, the
			 Secretary, in consultation with the Governor of the State or a designee of the
			 Governor, shall approve or disapprove the proposed management plan.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id89AA94AD7BA5459AA9D1E0A28830307F"><enum>(2)</enum><header display-inline="yes-display-inline">Disapproval and revisions</header>
					<subparagraph commented="no" display-inline="no-display-inline" id="H8D93A0AB7A754BC78B3F897600D2F071"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">If the Secretary disapproves a proposed
			 management plan, the Secretary shall—</text>
						<clause commented="no" display-inline="no-display-inline" id="id44806335E3984C38A104B5CA21809EF3"><enum>(i)</enum><text display-inline="yes-display-inline">advise the management entity, in writing,
			 of the reasons for the disapproval; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="idACA09172E3B34A24819C328598575A17"><enum>(ii)</enum><text display-inline="yes-display-inline">make recommendations for revision of the
			 proposed management plan.</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7F7C89922B2C4C20AEC94AC063009E28"><enum>(B)</enum><header display-inline="yes-display-inline">Approval or disapproval</header><text display-inline="yes-display-inline">The Secretary shall approve or disapprove a
			 revised management plan not later than 90 days after the date on which the
			 revised management plan is submitted.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC6D52285E646420EA6C25861BF82841B"><enum>(3)</enum><header display-inline="yes-display-inline">Approval of amendments</header>
					<subparagraph commented="no" display-inline="no-display-inline" id="id8B13A12E9F124340B425F3747A42D78B"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary shall review and approve or
			 disapprove substantial amendments to the management plan.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idC56DEBA6325349C48DDF3836853ADE0A"><enum>(B)</enum><header display-inline="yes-display-inline">Funding</header><text display-inline="yes-display-inline">Funds appropriated under this Act may not
			 be expended to implement any changes made by an amendment to the management
			 plan until the Secretary approves the amendment.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H536F9F6E50734D59A943DAF59F2C28DA"><enum>(h)</enum><header display-inline="yes-display-inline">Priorities</header><text display-inline="yes-display-inline">The management entity shall give priority
			 to the implementation of actions, goals, and strategies set forth in the
			 management plan, including assisting units of local government and other
			 persons in—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="HA338EA502BAD414DB77E00466E335955"><enum>(1)</enum><text display-inline="yes-display-inline">carrying out programs that recognize and
			 protect important resource values in the Heritage Area;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HAA0AE1A42F0A4EBDBA33A7DC1500DAC2"><enum>(2)</enum><text display-inline="yes-display-inline">encouraging economic viability in the
			 Heritage Area in accordance with the goals of the management plan;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H5AAABCB062434AFB9527455806FAD2DA"><enum>(3)</enum><text display-inline="yes-display-inline">establishing and maintaining interpretive
			 exhibits in the Heritage Area;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H79BA218F40024973B76D5E91B30200C1"><enum>(4)</enum><text display-inline="yes-display-inline">developing heritage-based recreational and
			 educational opportunities for residents and visitors in the Heritage
			 Area;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7975748C7EC5418CB100F8C78967BDE4"><enum>(5)</enum><text display-inline="yes-display-inline">increasing public awareness of and
			 appreciation for the natural, historic, and cultural resources of the Heritage
			 Area;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE5EACCC6E767432181919628BAFF513C"><enum>(6)</enum><text display-inline="yes-display-inline">restoring historic buildings that
			 are—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="H684EBAA2B6A74049AC869FB0275DCDC"><enum>(A)</enum><text display-inline="yes-display-inline">located in the Heritage Area; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HD291AC8B63CE4A52B2B298B5649BFDD"><enum>(B)</enum><text display-inline="yes-display-inline">related to the themes of the Heritage Area;
			 and</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7EA219B1C4744CD79300B645F90082C6"><enum>(7)</enum><text display-inline="yes-display-inline">installing throughout the Heritage Area
			 clear, consistent, and appropriate signs to identify public access points and
			 sites of interest.</text>
				</paragraph></subsection></section><section changed="deleted" commented="no" committee-id="SSEG00" display-inline="no-display-inline" id="H3B2898F0F76E4865ABFAB5871E6300D7" reported-display-style="strikethrough" section-type="subsequent-section"><enum>7.</enum><header display-inline="yes-display-inline">Technical and financial assistance; other
			 Federal agencies</header>
			<subsection commented="no" display-inline="no-display-inline" id="H7D4A0FCCA6BF4C1BB19BB1716219DB4D"><enum>(a)</enum><header display-inline="yes-display-inline">Technical and financial assistance</header>
				<paragraph commented="no" display-inline="no-display-inline" id="HC1B25108E2E444EEA5944D503BE0D86B"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">On request of the management entity, the
			 Secretary may provide technical and financial assistance for the development
			 and implementation of the management plan.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H8973C1CE24E24F13A3F34718E4F0330"><enum>(2)</enum><header display-inline="yes-display-inline">Priority for assistance</header><text display-inline="yes-display-inline">In providing assistance under paragraph
			 (1), the Secretary shall give priority to actions that assist in—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="HBB1E8FCEFBDC4685B9BA55AD6222F396"><enum>(A)</enum><text display-inline="yes-display-inline">conserving the significant natural,
			 historic, and cultural resources of the Heritage Area; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HEBAB5C9744764F68AE000169C840099F"><enum>(B)</enum><text display-inline="yes-display-inline">providing educational, interpretive, and
			 recreational opportunities consistent with the purposes of the Heritage
			 Area.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H612D5B29730047A580D081EBB2519D9"><enum>(3)</enum><header display-inline="yes-display-inline">Spending for non-Federal
			 property</header><text display-inline="yes-display-inline">The management
			 entity may expend Federal funds made available under this Act on non-Federal
			 property that is—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="HFA58DA8F6BE5438E98EBCDAEA78662C"><enum>(A)</enum><text display-inline="yes-display-inline">identified in the management plan;
			 or</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H7DBB9964F2B74E758400B6120700AC18"><enum>(B)</enum><text display-inline="yes-display-inline">listed, or eligible for listing, on the
			 National Register of Historic Places.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H84DA5CB626A3425E8F49DD7D4F36A959"><enum>(4)</enum><header display-inline="yes-display-inline">Other assistance</header><text display-inline="yes-display-inline">The Secretary may enter into cooperative
			 agreements with public and private organizations to carry out this
			 subsection.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H04612B771D734F40BAFD4D00F497AD00"><enum>(b)</enum><header display-inline="yes-display-inline">Other Federal agencies</header><text display-inline="yes-display-inline">Any Federal entity conducting or supporting
			 an activity that directly affects the Heritage Area shall—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H0EFE329C1D624331811D4768911E4419"><enum>(1)</enum><text display-inline="yes-display-inline">consider the potential effects of the
			 activity on—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id23F2EE5C317E42DAA22314E3C5577CBC"><enum>(A)</enum><text display-inline="yes-display-inline">the purposes of the Heritage Area;
			 and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idAB04280B116446E9B4B5E96D859A3507"><enum>(B)</enum><text display-inline="yes-display-inline">the management plan;</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H74D211B92F5F42E6818C1E27BB1C3F7C"><enum>(2)</enum><text display-inline="yes-display-inline">consult with the management entity with
			 respect to the activity; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H1E83B2E018174F7FBDA16FAE6EC7E4AB"><enum>(3)</enum><text display-inline="yes-display-inline">to the maximum extent practicable, conduct
			 or support the activity to avoid adverse effects on the Heritage Area.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HE93D2D75D4E24B4C0084A1FFB16C488E"><enum>(c)</enum><header display-inline="yes-display-inline">Other assistance not affected</header><text display-inline="yes-display-inline">Nothing in this Act affects the authority
			 of any Federal official to provide technical or financial assistance under any
			 other law.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="HA54267392665489AB4DEFAC1DE22EF5F"><enum>(d)</enum><header display-inline="yes-display-inline">Notification of other Federal
			 activities</header><text display-inline="yes-display-inline">The head of each
			 Federal agency shall provide to the Secretary and the management entity for the
			 Heritage Area, to the extent practicable, advance notice of all activities that
			 may have an impact on the Heritage Area.</text>
			</subsection></section><section changed="deleted" commented="no" committee-id="SSEG00" display-inline="no-display-inline" id="H2003C1B386ED4C7287DECDAD19A7FE00" reported-display-style="strikethrough" section-type="subsequent-section"><enum>8.</enum><header display-inline="yes-display-inline">Private property protection</header>
			<subsection commented="no" display-inline="no-display-inline" id="H343A19B1D06B4AA900F8C3CA382B24FE"><enum>(a)</enum><header display-inline="yes-display-inline">In General</header><text display-inline="yes-display-inline">Nothing in this Act—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="HE8B51BC811E74CCF81A23DC511A44454"><enum>(1)</enum><text display-inline="yes-display-inline">requires any private property owner to
			 allow public access (including access by the Federal Government, State
			 government, or units of local government) to the private property; or</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H840A3C3BB8FC4FA1A163524C486CC13E"><enum>(2)</enum><text display-inline="yes-display-inline">modifies any provision of Federal, State,
			 or local law with respect to public access to, or use of, private
			 property.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H9347CF4F86FC48358CA95182CD92A152"><enum>(b)</enum><header display-inline="yes-display-inline">Liability</header><text display-inline="yes-display-inline">Designation of the Heritage Area shall not
			 be considered to create any liability, or have any effect on any liability
			 under any other law, of any private property owner with respect to any persons
			 injured on the private property.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="HF02FB759125E42A3AF4965481D08539E"><enum>(c)</enum><header display-inline="yes-display-inline">Recognition of authority To control land
			 use</header><text display-inline="yes-display-inline">Nothing in this Act
			 modifies any authority of the Federal Government, State government, or units of
			 local governments to regulate land use.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="HE2F7D61C4D3F4ECEB8566CAEFADD1D6"><enum>(d)</enum><header display-inline="yes-display-inline">Participation of private property owners in
			 Heritage Area</header><text display-inline="yes-display-inline">Nothing in this
			 Act requires the owner of any private property located within the boundaries of
			 the Heritage Area to participate in, or be associated with, the Heritage
			 Area.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H53EBDFE841C64F58878202A79570EFBF"><enum>(e)</enum><header display-inline="yes-display-inline">Land use regulation</header>
				<paragraph commented="no" display-inline="no-display-inline" id="H188430288B544B640020824754FE65BB"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The management entity shall provide
			 assistance and encouragement to State and local governments, private
			 organizations, and persons to protect and promote the resources and values of
			 the Heritage Area.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H1DEAE10CB4294698829C47F896BB2F42"><enum>(2)</enum><header display-inline="yes-display-inline">Effect</header><text display-inline="yes-display-inline">Nothing in this Act grants any power of
			 zoning or land use to the management entity.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HD372C173BEEC4C66BBE158742D4C5BF0"><enum>(f)</enum><header display-inline="yes-display-inline">Private property</header>
				<paragraph commented="no" display-inline="no-display-inline" id="H088A6AD4752E4713B2FD61BF815BEBE5"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The management entity shall be an advocate
			 for land management practices that are consistent with the purposes of the
			 Heritage Area.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H20A31AD84FAD4DED8DA0F2A605E3745"><enum>(2)</enum><header display-inline="yes-display-inline">Effect</header><text display-inline="yes-display-inline">Nothing in this Act—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="H0B77D9B099E5412CA470B541CBA39470"><enum>(A)</enum><text display-inline="yes-display-inline">abridges the rights of any person with
			 respect to private property;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H3B89086CF2CF4727AECC911B509F532E"><enum>(B)</enum><text display-inline="yes-display-inline">affects the authority of the State or unit
			 of local government relating to private property; or</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H18708C3B12124863BE6577A0F52EC07"><enum>(C)</enum><text display-inline="yes-display-inline">imposes any additional burden on any
			 property owner.</text>
					</subparagraph></paragraph></subsection></section><section changed="deleted" commented="no" committee-id="SSEG00" display-inline="no-display-inline" id="HD54A86B3291B4BD1ACFAE421142771FA" reported-display-style="strikethrough" section-type="subsequent-section"><enum>9.</enum><header display-inline="yes-display-inline">Effect</header>
			<subsection commented="no" display-inline="no-display-inline" id="H5AB337FD749F44EE8346C39DCFBB3800"><enum>(a)</enum><header display-inline="yes-display-inline">Rules, regulations, standards, and permit
			 processes</header><text display-inline="yes-display-inline">Nothing in this Act
			 imposes any environmental, occupational, safety, or other rule, regulation,
			 standard, or permit process in the Heritage Area that is different from the
			 rule, regulation, standard, or process that would be applicable if the Heritage
			 Area had not been established.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H58C5C3079BD545028776516F20D380AE"><enum>(b)</enum><header display-inline="yes-display-inline">Water and water rights</header><text display-inline="yes-display-inline">Nothing in this Act authorizes or implies
			 the reservation or appropriation of water or water rights.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H71BDB5D17B1C44498BD563F34D13CE66"><enum>(c)</enum><header display-inline="yes-display-inline">No diminishment of State
			 authority</header><text display-inline="yes-display-inline">Nothing in this Act
			 diminishes the authority of the State to manage fish and wildlife, including
			 the regulation of fishing and hunting within the Heritage Area.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="HFA8DF8038E22441A00B4E3DA6BA56E3C"><enum>(d)</enum><header display-inline="yes-display-inline">Existing national heritage
			 areas</header><text display-inline="yes-display-inline">Nothing in this Act
			 affects any national heritage area designated before the date of enactment of
			 this Act.</text>
			</subsection></section><section changed="deleted" commented="no" committee-id="SSEG00" display-inline="no-display-inline" id="H6C1AB7884D54472C9664C19799FB372" reported-display-style="strikethrough" section-type="subsequent-section"><enum>10.</enum><header display-inline="yes-display-inline">Authorization of appropriations</header>
			<subsection commented="no" display-inline="no-display-inline" id="H59399F8CAE78402600413E888151ADDA"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">There is authorized to be appropriated to
			 carry out this Act $10,000,000, of which not more than $1,000,000 may be
			 authorized to be appropriated for any fiscal year.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="HB40E1A46DD7145D2B69D17E58BDE0870"><enum>(b)</enum><header display-inline="yes-display-inline">Cost-Sharing requirement</header><text display-inline="yes-display-inline">The Federal share of the total cost of any
			 activity carried out using funds made available under this Act shall be not
			 more than 50 percent.</text>
			</subsection></section><section changed="deleted" commented="no" committee-id="SSEG00" display-inline="no-display-inline" id="HC320447BA68F469194BE94642F892CB1" reported-display-style="strikethrough" section-type="subsequent-section"><enum>11.</enum><header display-inline="yes-display-inline">Termination of authority</header><text display-inline="no-display-inline">The authority of the Secretary to provide
			 assistance under this Act terminates on the date that is 15 years after the
			 date of enactment of this Act.</text>

			 the Abraham Lincoln National Heritage Area established by section 3(a).</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide4469344-5126-4e52-8241-3d039add79dd"><enum>(2)</enum><header display-inline="yes-display-inline">Management entity</header><text display-inline="yes-display-inline">The term <term>management entity</term>
			 means the management entity for the Heritage Area designated by section
			 4(a).</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide60eed4b-dbf5-404b-bee6-8a2176a412c4"><enum>(3)</enum><header display-inline="yes-display-inline">Management plan</header><text display-inline="yes-display-inline">The term <term>management plan</term> means
			 the plan developed by the management entity under section 5(a).</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idad4e64a4-0790-4973-a7ee-6cf11cc28a37"><enum>(4)</enum><header display-inline="yes-display-inline">Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the
			 Secretary of the Interior.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2c9b0daa-a7dc-4e9e-a7b7-39244a5b753a"><enum>(5)</enum><header display-inline="yes-display-inline">State</header><text display-inline="yes-display-inline">The term <term>State</term> means the State
			 of Illinois.</text>
			</paragraph></section><section changed="added" commented="no" committee-id="SSEG00" display-inline="no-display-inline" id="id2ef8dad1-d338-47b6-aea7-25867a6533c8" reported-display-style="italic" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Establishment of Abraham Lincoln National
			 Heritage Area</header>
			<subsection commented="no" display-inline="no-display-inline" id="id33a750ff-cb23-44cb-9aba-296713b00077"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">There is established in the State the
			 Abraham Lincoln National Heritage Area.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="idc2b69950-3db7-4093-bfbe-f41aef66de9e"><enum>(b)</enum><header display-inline="yes-display-inline">Boundaries</header><text display-inline="yes-display-inline">The Heritage Area shall include—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id449cf74f-b931-4f72-8363-3b6ebd3a93a0"><enum>(1)</enum><text display-inline="yes-display-inline">a core area located in central Illinois,
			 consisting of Adams, Brown, Calhoun, Cass, Champaign, Christian, Clark, Coles,
			 Cumberland, Dewitt, Douglas, Edgar, Fayette, Fulton, Greene, Hancock,
			 Henderson, Jersey, Knox, LaSalle, Logan, Macon, Macoupin, Madison, Mason,
			 McDonough, McLean, Menard, Montgomery, Morgan, Moultrie, Peoria, Piatt, Pike,
			 Sangamon, Schuyler, Scott, Shelby, Tazwell, Vermillion, Warren, and Woodford
			 counties;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id48aa3863-f136-4918-a992-cade4d0662a1"><enum>(2)</enum><text display-inline="yes-display-inline">any sites, buildings, and districts within
			 the core area that are recommended in the management plan; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf3388f3f-1436-46fc-bec8-f4b23cb3e3c9"><enum>(3)</enum><text display-inline="yes-display-inline">each of the following sites:</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id2bdf5903-34a1-432f-8f3a-71a29a5e9de5"><enum>(A)</enum><text display-inline="yes-display-inline">Lincoln Home National Historic Site.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd711f532-6ec9-42fa-9948-bce05c9cca69"><enum>(B)</enum><text display-inline="yes-display-inline">Lincoln Tomb State Historic Site.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id97ccf003-6966-420b-8304-dc90fa6f6001"><enum>(C)</enum><text display-inline="yes-display-inline">Lincoln’s New Salem State Historic
			 Site.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7c33c74a-9842-41b0-b2cf-de603ed0c4d1"><enum>(2)</enum><text display-inline="yes-display-inline">on file in the appropriate offices of the
			 National Park Service.</text>
				</paragraph></subsection></section><section changed="added" commented="no" committee-id="SSEG00" display-inline="no-display-inline" id="id57549120-0b45-41c8-9f19-e832c03afcdd" reported-display-style="italic" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Designation of coalition as management
			 entity</header>
			<subsection commented="no" display-inline="no-display-inline" id="ide24e0bb6-6085-495c-b682-e08b5d9d8f1e"><enum>(a)</enum><header display-inline="yes-display-inline">Management entity</header><text display-inline="yes-display-inline">The Looking for Lincoln Heritage Coalition
			 shall be the management entity for the Heritage Area.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="idd15c77bf-4d42-44a4-97c4-c174a75f853a"><enum>(b)</enum><header display-inline="yes-display-inline">Authorities of management
			 entity</header><text display-inline="yes-display-inline">The management entity
			 may, for purposes of preparing and implementing the management plan, use
			 Federal funds made available under this Act—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id8f926e11-e01c-4280-966c-0d66c32e1122"><enum>(1)</enum><text display-inline="yes-display-inline">to prepare reports, studies, interpretive
			 exhibits and programs, historic preservation projects, and other activities
			 recommended in the management plan for the Heritage Area;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1be2f2db-9be2-4b84-baa3-6aff1f11b7e8"><enum>(2)</enum><text display-inline="yes-display-inline">to pay for operational expenses of the
			 management entity;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idadd964c5-bbec-4f07-a4dc-b990e27cd75a"><enum>(3)</enum><text display-inline="yes-display-inline">to make grants to the State, political
			 subdivisions of the State, nonprofit organizations, and other persons;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idaf12ba93-2fb4-4369-999e-132646c3e858"><enum>(4)</enum><text display-inline="yes-display-inline">to enter into cooperative agreements with
			 the State, political subdivisions of the State, nonprofit organizations, and
			 other organizations;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide129527d-d736-4283-b324-6c1703235220"><enum>(5)</enum><text display-inline="yes-display-inline">to hire and compensate staff;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id25bfe8a4-ef68-4a23-b098-ee7eac702637"><enum>(6)</enum><text display-inline="yes-display-inline">to obtain funds or services from any
			 source, including funds and services provided under any other Federal program
			 or law; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd0701963-9fd1-458c-a66d-c4108dabdc0e"><enum>(7)</enum><text display-inline="yes-display-inline">to contract for goods and services.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id0556f82a-7835-4893-a390-79536d1b906d"><enum>(c)</enum><header display-inline="yes-display-inline">Duties of management entity</header><text display-inline="yes-display-inline">To further the purposes of the Heritage
			 Area, the management entity shall—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id60505C08BDF24C419A0CC0D08F7993C4"><enum>(1)</enum><text>prepare a management plan
			 for the Heritage Area in accordance with section 5;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id564049C3DEAA4CDD85FC19DDF7D3C8B3"><enum>(2)</enum><text>give priority to the
			 implementation of actions, goals, and strategies set forth in the management
			 plan, including assisting units of government and other persons in—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id4e6abd2d-716e-4c29-9cb1-6de2be7c5f26"><enum>(A)</enum><text display-inline="yes-display-inline">carrying out programs and projects that
			 recognize and protect important resource values in the Heritage Area;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id07c005f6-f8c0-40c5-8ca4-01f4d2d1d1ff"><enum>(B)</enum><text display-inline="yes-display-inline">encouraging economic viability in the
			 Heritage Area in accordance with the goals of the management plan;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1a0f50db-b98c-4d4a-ac93-9f46ce3d32eb"><enum>(C)</enum><text display-inline="yes-display-inline">establishing and maintaining interpretive
			 exhibits in the Heritage Area;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id029b17d9-5e24-45b3-ac60-59d98d34616e"><enum>(D)</enum><text display-inline="yes-display-inline">developing heritage-based recreational and
			 educational opportunities for residents and visitors in the Heritage
			 Area;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1bc0a172-8645-40f2-94d7-682481034fb8"><enum>(E)</enum><text display-inline="yes-display-inline">increasing public awareness of and
			 appreciation for the natural, historic, and cultural resources of the Heritage
			 Area;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3952a49e-578e-4d95-9e09-940b519581bc"><enum>(F)</enum><text display-inline="yes-display-inline">restoring historic buildings that
			 are—</text>
						<clause commented="no" display-inline="no-display-inline" id="id1508362a-9fd8-49d9-ac61-4670399acd2b"><enum>(i)</enum><text display-inline="yes-display-inline">located in the Heritage Area; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id42e6e1b1-823f-45b2-b270-6f12c00de142"><enum>(ii)</enum><text display-inline="yes-display-inline">related to the themes of the Heritage Area;
			 and</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3910a060-4678-4a0a-952f-f943effd24b9"><enum>(G)</enum><text display-inline="yes-display-inline">installing throughout the Heritage Area
			 clear, consistent, and appropriate signs identifying public access points and
			 sites of interest;</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idE7C3190844C148DB80AFA4035776DBE7"><enum>(3)</enum><text display-inline="yes-display-inline">consider the interests of diverse units of
			 government, businesses, tourism officials, private property owners, and
			 nonprofit groups within the Heritage Area in developing and implementing the
			 management plan;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA6E1BC6A43C748C1A766698E5774A933"><enum>(4)</enum><text>conduct public meetings
			 at least semiannually regarding the development and implementation of the
			 management plan; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0A82E45FDDA74EFDBCA45173164FCD14"><enum>(5)</enum><text>for any fiscal year for
			 which Federal funds are received under this Act—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id42f853d8-0735-48cb-a5a4-e5cd0af84a7d"><enum>(A)</enum><text display-inline="yes-display-inline">submit to the Secretary an annual report
			 that describes—</text>
						<clause commented="no" display-inline="no-display-inline" id="idace192b0-36f6-4437-8ce4-e0be36fe4db1"><enum>(i)</enum><text display-inline="yes-display-inline">the accomplishments of the management
			 entity;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id6c46f968-7d53-4e52-8808-91a1e146d6e2"><enum>(ii)</enum><text display-inline="yes-display-inline">the expenses and income of the management
			 entity; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id17ab8bfd-6d37-4aa0-8c25-30594e4be67b"><enum>(iii)</enum><text display-inline="yes-display-inline">the entities to which the management entity
			 made any grants;</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id601914dc-fcc9-4149-9b37-4b4286573f11"><enum>(B)</enum><text display-inline="yes-display-inline">make available for audit all records
			 relating to the expenditure of the Federal funds and any matching funds;
			 and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2f08476b-5371-44d5-a821-9d70f6c74ebd"><enum>(C)</enum><text display-inline="yes-display-inline">require, with respect to all agreements
			 authorizing the expenditure of Federal funds by other organizations, that the
			 receiving organizations make available for audit all records relating to the
			 expenditure of the Federal funds.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ida7bfba24-e231-4dae-a1d9-013b259c615d"><enum>(d)</enum><header display-inline="yes-display-inline">Prohibition on acquisition of real
			 property</header>
				<paragraph commented="no" display-inline="no-display-inline" id="idba3928b4-ac3f-4518-9f1e-4fd1a5777b92"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The management entity shall not use Federal
			 funds received under this Act to acquire real property or any interest in real
			 property.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id94338c4a-873d-4275-9147-abab7c391d6a"><enum>(2)</enum><header display-inline="yes-display-inline">Other sources</header><text display-inline="yes-display-inline">Nothing in this Act precludes the
			 management entity from using Federal funds from other sources for authorized
			 purposes, including the acquisition of real property or any interest in real
			 property.</text>
				</paragraph></subsection></section><section changed="added" commented="no" committee-id="SSEG00" display-inline="no-display-inline" id="id4b7e7c44-a8ce-4a84-8e11-a7fbb614cac7" reported-display-style="italic" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Management plan</header>
			<subsection commented="no" display-inline="no-display-inline" id="id46efd1d8-372f-40eb-8af2-e9c37a762360"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 3 years after the date on
			 which funds are first made available to carry out this Act, the management
			 entity shall prepare and submit for review to the Secretary a management plan
			 for the Heritage Area.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id7e41b8ec-fd57-4499-bd9f-e84efd8071db"><enum>(b)</enum><header display-inline="yes-display-inline">Contents</header><text display-inline="yes-display-inline">The management plan for the Heritage Area
			 shall—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="idb512c1cd-6b66-48a4-b0fd-3eb94ebb1db3"><enum>(1)</enum><text display-inline="yes-display-inline">include comprehensive policies, strategies,
			 and recommendations for the conservation, funding, management, and development
			 of the Heritage Area;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD9D4CCCB58A846818064157FA4DEB057"><enum>(2)</enum><text>take into consideration
			 existing State, county, and local plans;</text>
				</paragraph><paragraph id="id0F994910D349483D936D26BB4DD0437E"><enum>(3)</enum><text>specify the existing and
			 potential sources of funding to protect, manage, and develop the Heritage Area
			 during the first 5 years of implementation of the management plan;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide9a68358-708c-486d-97dc-bab6f1394f5d"><enum>(4)</enum><text display-inline="yes-display-inline">include—</text>
					<subparagraph id="id71A39018040441CEB5B509599970C91B"><enum>(A)</enum><text>a description of actions
			 that governments, private organizations, and individuals have agreed to take to
			 protect the natural, historic, and cultural resources of the Heritage
			 Area;</text>
					</subparagraph><subparagraph id="id59E031BB25374D278DE9EFC19DCEBB60"><enum>(B)</enum><text>an inventory of the
			 natural, historic, cultural, education, scenic, and recreational resources of
			 the Heritage Area relating to the themes of the Heritage Area that should be
			 preserved, restored, managed, developed or maintained; and</text>
					</subparagraph><subparagraph id="id05EFE8362AA343DEA2DCF7559325C389"><enum>(C)</enum><text>an interpretive plan for
			 the Heritage Area; and</text>
					</subparagraph></paragraph><paragraph id="id4972947000C74DA6A51131D9E31BFA1E"><enum>(5)</enum><text>describe a program of
			 implementation for the management plan, including—</text>
					<subparagraph id="idA9D174D54AC04F6E8A3DC3FD6BB4F42B"><enum>(A)</enum><text>plans for resource
			 protection, restoration, and construction; and</text>
					</subparagraph><subparagraph id="id8A7DFE32640B4CC08B0797D0DA699372"><enum>(B)</enum><text>specific commitments for
			 implementation during the first 5 years of implementation.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id1ffc3d12-c587-402e-8355-7ce04cdc5bf9"><enum>(c)</enum><header display-inline="yes-display-inline">Disqualification from funding</header><text display-inline="yes-display-inline">If a proposed management plan is not
			 submitted to the Secretary by the date that is 3 years after the date on which
			 funds are first made available to carry out this Act, the management entity may
			 not receive additional funding under this Act until the date on which the
			 Secretary receives the proposed management plan.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="idf1678019-b089-4748-824d-4bdb1753eb86"><enum>(d)</enum><header display-inline="yes-display-inline">Approval and disapproval of management
			 plan</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id6ec08f41-93d5-43fb-bf4e-bb76e360a42c"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date on
			 which the management entity submits the management plan to the Secretary, the
			 Secretary shall approve or disapprove the proposed management plan.</text>
				</paragraph><paragraph id="id8A980A34EEB64218903CB7DF4BBB96B1"><enum>(2)</enum><header>Considerations</header><text>In
			 determining whether to approve or disapprove the management plan, the Secretary
			 shall consider whether—</text>
					<subparagraph id="id3D6F29AD7084417A940C0F8382D01C0F"><enum>(A)</enum><text>the management entity is
			 representative of the diverse interests of the Heritage Area, including
			 governments, natural and historic resource protection organizations,
			 educational institutions, businesses, and recreational organizations;</text>
					</subparagraph><subparagraph id="id1F9ADF1FDF494010A6ED65B32F74D0C8"><enum>(B)</enum><text>the management entity has
			 provided adequate opportunities (including public hearings) for public and
			 governmental involvement in the preparation of the management plan;</text>
					</subparagraph><subparagraph id="idB1FA66EFCA29408080BB67C443BF9D76"><enum>(C)</enum><text>the resource protection
			 and interpretation strategies contained in the management plan, if implemented,
			 would adequately protect the natural, historic, and cultural resources of the
			 Heritage Area; and</text>
					</subparagraph><subparagraph id="id433AE85F9B114A239F3DB877CCDF6861"><enum>(D)</enum><text>the management plan is
			 supported by the appropriate State and local officials, the cooperation of
			 which is needed to ensure the effective implementation of the State and local
			 aspects of the management plan.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id54cd1ffd-a143-47f3-bc01-7d66c734517f"><enum>(3)</enum><header display-inline="yes-display-inline">Disapproval and revisions</header>
					<subparagraph commented="no" display-inline="no-display-inline" id="id34fd4bd9-1d88-4229-9953-0e534554b5c2"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">If the Secretary disapproves a proposed
			 management plan, the Secretary shall—</text>
						<clause commented="no" display-inline="no-display-inline" id="ida9882c57-680a-494f-a37b-cfa98d968105"><enum>(i)</enum><text display-inline="yes-display-inline">advise the management entity, in writing,
			 of the reasons for the disapproval; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id1a1ef586-cbfd-42d2-94a4-0bb105317a53"><enum>(ii)</enum><text display-inline="yes-display-inline">make recommendations for revision of the
			 proposed management plan.</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd9d024bd-cb78-41b5-9102-10cacf703fb5"><enum>(B)</enum><header display-inline="yes-display-inline">Approval or disapproval</header><text display-inline="yes-display-inline">The Secretary shall approve or disapprove a
			 revised management plan not later than 180 days after the date on which the
			 revised management plan is submitted.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id794a9173-ef51-41a7-a814-cbdd446329f0"><enum>(e)</enum><header display-inline="yes-display-inline">Approval of amendments</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id52a7b2da-6c11-4351-9501-1f41ada114fa"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary shall review and approve or
			 disapprove substantial amendments to the management plan in accordance with
			 subsection (d).</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id825b618f-e1b1-4c0b-807a-0b171ed5093e"><enum>(2)</enum><header display-inline="yes-display-inline">Funding</header><text display-inline="yes-display-inline">Funds appropriated under this Act may not
			 be expended to implement any changes made by an amendment to the management
			 plan until the Secretary approves the amendment.</text>
				</paragraph></subsection></section><section changed="added" committee-id="SSEG00" id="IDB63BFE8D41D24B7CA41234BA3CD63E56" reported-display-style="italic"><enum>6.</enum><header>Relationship to other
			 Federal agencies</header>
			<subsection id="IDCECD23FFA2B64D60A4BB8059CAEFDE6A"><enum>(a)</enum><header>In
			 General</header><text>Nothing in this Act affects the authority of a Federal
			 agency to provide technical or financial assistance under any other law.</text>
			</subsection><subsection id="IDBB60F7C824FD482683C3596B254FC725"><enum>(b)</enum><header>Consultation and
			 Coordination</header><text>The head of any Federal agency planning to conduct
			 activities that may have an impact on the Heritage Area is encouraged to
			 consult and coordinate the activities with the Secretary and the management
			 entity to the maximum extent practicable.</text>
			</subsection><subsection id="ID02F089C690214336A54928629E34E908"><enum>(c)</enum><header>Other Federal
			 Agencies</header><text>Nothing in this Act—</text>
				<paragraph id="ID0F7BFB2F383D4393BF754EEFF8F99584"><enum>(1)</enum><text>modifies, alters, or
			 amends any law or regulation authorizing a Federal agency to manage Federal
			 land under the jurisdiction of the Federal agency;</text>
				</paragraph><paragraph id="ID7EE3D032CE434D78BAEF15A10C576F50"><enum>(2)</enum><text>limits the discretion of
			 a Federal land manager to implement an approved land use plan within the
			 boundaries of the Heritage Area; or</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID874A05D76B9F4E63B2E92CAB07917BC5"><enum>(3)</enum><text>modifies, alters, or
			 amends any authorized use of Federal land under the jurisdiction of a Federal
			 agency.</text>
				</paragraph></subsection></section><section changed="added" committee-id="SSEG00" id="ID445D44AB50AE404D9940C9E70865EF04" reported-display-style="italic"><enum>7.</enum><header>Private property and
			 regulatory protections</header><text display-inline="no-display-inline">Nothing
			 in this Act—</text>
			<paragraph id="ID3C109735DA93474EA3B534C188531F98"><enum>(1)</enum><text>abridges the rights of
			 any property owner (whether public or private), including the right to refrain
			 from participating in any plan, project, program, or activity conducted within
			 the Heritage Area;</text>
			</paragraph><paragraph id="ID1F274FAD971F4B038FE4821D0B5A0376"><enum>(2)</enum><text>requires any property
			 owner to permit public access (including access by Federal, State, or local
			 agencies) to the property of the property owner, or to modify public access or
			 use of property of the property owner under any other Federal, State, or local
			 law;</text>
			</paragraph><paragraph id="IDA1F03219747A466197D0A580C48A59D7"><enum>(3)</enum><text>alters any duly adopted
			 land use regulation, approved land use plan, or other regulatory authority of
			 any Federal, State, or local agency, or conveys any land use or other
			 regulatory authority to the management entity;</text>
			</paragraph><paragraph id="ID40CFEE00CF0447B5B9A54DA876271863"><enum>(4)</enum><text>authorizes or implies the
			 reservation or appropriation of water or water rights;</text>
			</paragraph><paragraph id="ID515B976B9E904D7BBE0B5989B8200ECD"><enum>(5)</enum><text>diminishes the authority
			 of the State to manage fish and wildlife, including the regulation of fishing
			 and hunting within the Heritage Area; or</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDB3AA495B9B604398AE92E3CD61A059C1"><enum>(6)</enum><text>creates any liability, or
			 affects any liability under any other law, of any private property owner with
			 respect to any person injured on the private property.</text>
			</paragraph></section><section changed="added" committee-id="SSEG00" id="idA5F04C0B00664D16A2FBD306AA0DE9A6" reported-display-style="italic"><enum>8.</enum><header>Evaluation;
			 report</header>
			<subsection id="ID0b18990ddffc4892b185bb09340bbb74"><enum>(a)</enum><header>In
			 general</header><text>Not later than 3 years before the date on which authority
			 for Federal funding terminates for the Heritage Area, the Secretary
			 shall—</text>
				<paragraph id="idCF130DD5895A4F4A9FF15AC6D8262995"><enum>(1)</enum><text>conduct an evaluation of
			 the accomplishments of the Heritage Area; and</text>
				</paragraph><paragraph id="id8F00F1F8B9E442A881A7847CF5244224"><enum>(2)</enum><text>prepare a report in
			 accordance with subsection (c).</text>
				</paragraph></subsection><subsection id="id3DFE117582D740BA8D8164AF3FA39AB8"><enum>(b)</enum><header>Evaluation</header><text>An
			 evaluation conducted under subsection (a)(1) shall—</text>
				<paragraph id="IDa8bdce71e054401b8f9008fa5415f77a"><enum>(1)</enum><text>assess the progress of
			 the management entity with respect to—</text>
					<subparagraph id="ID83c84f94259d4fa296ec9c8da31ea4e4"><enum>(A)</enum><text>accomplishing the
			 purposes of this Act for the Heritage Area; and</text>
					</subparagraph><subparagraph id="IDb5b6947fc88b4d87b5e65eeaef028f51"><enum>(B)</enum><text>achieving the goals and
			 objectives of the approved management plan for the Heritage Area;</text>
					</subparagraph></paragraph><paragraph id="IDb69b71a41b3b400f872ddeb9997c071b"><enum>(2)</enum><text>analyze the Federal,
			 State, local, and private investments in the Heritage Area to determine the
			 leverage and impact of the investments; and</text>
				</paragraph><paragraph id="IDc0455d85726641eb9224f1c536c249b7"><enum>(3)</enum><text>review the management
			 structure, partnership relationships, and funding of the Heritage Area for
			 purposes of identifying the critical components for sustainability of the
			 Heritage Area.</text>
				</paragraph></subsection><subsection id="id864EEACB53AD46D696EFA595269B3799"><enum>(c)</enum><header>Report</header>
				<paragraph id="IDe69fcbe0122a4ccba5c1d66703c735d1"><enum>(1)</enum><header>In
			 general</header><text>Based on the evaluation conducted under subsection
			 (a)(1), the Secretary shall prepare a report that includes recommendations for
			 the future role of the National Park Service, if any, with respect to the
			 Heritage Area.</text>
				</paragraph><paragraph id="id8F6E343F9DAF4B49B8B8C88C39044E27"><enum>(2)</enum><header>Required
			 analysis</header><text>If the report prepared under paragraph (1) recommends
			 that Federal funding for the Heritage Area be reauthorized, the report shall
			 include an analysis of—</text>
					<subparagraph id="ID3bd105d53a95417aad9d42f9cd580182"><enum>(A)</enum><text>ways in which Federal
			 funding for the Heritage Area may be reduced or eliminated; and</text>
					</subparagraph><subparagraph id="ID3c4469632a79410798efc54ec5efc09f"><enum>(B)</enum><text>the appropriate time
			 period necessary to achieve the recommended reduction or elimination.</text>
					</subparagraph></paragraph><paragraph id="id53FEF1A6142E4D6D901E09F8E7F7750C"><enum>(3)</enum><header>Submission to
			 congress</header><text>On completion of the report, the Secretary shall submit
			 the report to—</text>
					<subparagraph id="ID927d60e806764861ab72c9cabca387e9"><enum>(A)</enum><text>the Committee on Energy
			 and Natural Resources of the Senate; and</text>
					</subparagraph><subparagraph id="IDa87979495349412a9012b69799a92290"><enum>(B)</enum><text>the Committee on Natural
			 Resources of the House of Representatives.</text>
					</subparagraph></paragraph></subsection></section><section changed="added" commented="no" committee-id="SSEG00" display-inline="no-display-inline" id="ida6ca3bd3-ad73-4c51-8e15-7d3290c681a3" reported-display-style="italic" section-type="subsequent-section"><enum>9.</enum><header display-inline="yes-display-inline">Authorization of appropriations</header>
			<subsection commented="no" display-inline="no-display-inline" id="idca772bd7-b326-4e9b-bd4a-4915a2274ae7"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">There is authorized to be appropriated to
			 carry out this Act $10,000,000, of which not more than $1,000,000 may be
			 authorized to be appropriated for any fiscal year.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id2daacc18-fce5-41fb-9bb1-81c992c2e9d7"><enum>(b)</enum><header display-inline="yes-display-inline">Cost-Sharing requirement</header><text display-inline="yes-display-inline">The Federal share of the cost of any
			 activity carried out using funds made available under this Act shall be not
			 more than 50 percent.</text>
			</subsection></section><section changed="added" commented="no" committee-id="SSEG00" display-inline="no-display-inline" id="id8f373ba7-2060-429f-b9ae-61de48ff28aa" reported-display-style="italic" section-type="subsequent-section"><enum>10.</enum><header display-inline="yes-display-inline">Termination of authority</header><text display-inline="no-display-inline">The authority of the Secretary to provide
			 financial assistance under this Act terminates on the date that is 15 years
			 after the date of enactment of this Act.</text>
