		<official-title>To require that an independent review of the efficiency
		  and effectiveness of all headquarters offices of the Farm Service Agency of the
		  Department of Agriculture be carried out prior to the closure of any county
		  offices.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Independent review</header>
			<subsection id="id861301166624441AAF85C2D520D0BEE5"><enum>(a)</enum><header>In
			 general</header><text>The Secretary of Agriculture (referred to in this Act as
			 the <quote>Secretary</quote>) shall enter into a contract with an independent
			 reviewing authority selected by the Secretary to carry out an independent
			 review of the efficiency and effectiveness of operations at all headquarters
			 offices of the Farm Service Agency, including—</text>
				<paragraph id="idAE548FBA42CA42FF9F3026DDF0B4D952"><enum>(1)</enum><text>all State
			 offices;</text>
				</paragraph><paragraph id="idC2B27FD12BF744F0BC1B25500B36659A"><enum>(2)</enum><text>the National
			 Headquarters office in Washington, D.C.;</text>
				</paragraph><paragraph id="idEBBC65A4F16C4117B6BDB8ED095C724D"><enum>(3)</enum><text>the Kansas City
			 office; and</text>
				</paragraph><paragraph id="id9CFE4A91CF0F4C41A5AB7D69317E6C6F"><enum>(4)</enum><text>the Salt Lake
			 City office.</text>
				</paragraph></subsection><subsection id="id34A3E41ADA2848F69C0A272562FB6C3F"><enum>(b)</enum><header>Requirements</header><text>The
			 review described in subsection (a) shall include a review for each office
			 of—</text>
				<paragraph id="id1DFED38854AC426FA8F015B33E60E5E3"><enum>(1)</enum><text>management
			 practices;</text>
				</paragraph><paragraph id="id874ECB3DCAEE4570B3DFF66C2A512A6C"><enum>(2)</enum><text>information
			 technology purchases and deliverables;</text>
				</paragraph><paragraph id="id41E2B1BB9C154583A88C40AF1EECC984"><enum>(3)</enum><text>software
			 development;</text>
				</paragraph><paragraph id="idC409DCBC304A482595757AF8C5CB0C4B"><enum>(4)</enum><text>contractor hiring
			 practices and related cost-savings; and</text>
				</paragraph><paragraph id="id52B1925EE66A41308C06420C243EFA1C"><enum>(5)</enum><text>such other
			 factors as the independent reviewing authority considers to be relevant to the
			 efficiency and effectiveness of operations at each office.</text>
				</paragraph></subsection><subsection id="id7A6B510B07F84100B3453965C9D0B375"><enum>(c)</enum><header>Report</header><text>Not
			 later than 30 days after the date of completion of the independent review, the
			 independent reviewing authority shall submit to the Secretary, the Committee on
			 Agriculture of the House of Representatives, and the Committee on Agriculture,
			 Nutrition, and Forestry of the Senate a report that contains—</text>
				<paragraph id="idE6FEC8A2D0E844528FA5A2FB5FAC671B"><enum>(1)</enum><text>a description of
			 the results of the study; and</text>
				</paragraph><paragraph id="idC6DEA615C033459AB3D664400FF0D8C6"><enum>(2)</enum><text>recommendations
			 for improving the efficiency and effectiveness of operations at each
			 office.</text>
				</paragraph></subsection><subsection id="id91D4ECCD9D0E4AC2BAC5BDA9E3E55126"><enum>(d)</enum><header>Prohibition</header><text>The
			 Secretary may not close or consolidate any county office of the Farm Service
			 Agency before the date on which the Secretary determines that each headquarters
			 office has implemented the recommendations for that office described in
			 subsection (c)(2).</text>
