		<official-title display="yes">To amend the Public Health Service Act to
		  reauthorize the Community Health Centers program, the National Health Service
		  Corps, and rural health care programs.</official-title>

		<section id="idD51FDBCFEFE74191A777801AFDABF67A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Health Care Safety Net Act of
			 2008</short-title></quote>.</text>
		</section><section id="id7016ecf0-240d-458a-9a08-86aa3a607fd2"><enum>2.</enum><header>Community
			 health centers program of the Public Health Service Act</header>
			<subsection id="idDBD4E84619D040B9A0B96E29BA154661"><enum>(a)</enum><header>Additional
			 authorizations of appropriations for the health centers program of Public
			 Health Service Act</header><text display-inline="yes-display-inline">Section
			 330(r) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b">42 U.S.C. 254b(r)</external-xref>) is amended by
			 amending paragraph (1) to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="idcf01d176-989e-4724-a9c7-3fced28e0f9b" style="OLC">
					<paragraph id="idbec6b20f-f27c-45d1-b53f-45efc00ae0d8"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">For the purpose of
				carrying out this section, in addition to the amounts authorized to be
				appropriated under subsection (d), there are authorized to be
				appropriated—</text>
						<subparagraph id="ida120eae0-7467-42c5-9503-3a55abcc587f"><enum>(A)</enum><text>$2,065,000,000
				for fiscal year 2008;</text>
						</subparagraph><subparagraph id="id09175e95-56d5-46e3-bd0b-0fc51b7c141f"><enum>(B)</enum><text>$2,313,000,000
				for fiscal year 2009;</text>
						</subparagraph><subparagraph id="id31fc66cc-4306-4e52-83dd-604bda0b00b7"><enum>(C)</enum><text>$2,602,000,000
				for fiscal year 2010;</text>
						</subparagraph><subparagraph id="idbd821e0c-1bb3-4b2e-aee8-8a8099f59383"><enum>(D)</enum><text>$2,940,000,000
				for fiscal year 2011; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3f81b7ce-570e-4357-9df6-48f7464d6d3a"><enum>(E)</enum><text>$3,337,000,000

						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id9A9374AC435449C4994977C40414F088"><enum>(b)</enum><header>Studies
			 relating to community health centers</header>
				<paragraph id="idD5F038BBA46A4AF3BEF5D38A7FBFEB41"><enum>(1)</enum><header>Definitions</header><text>For
			 purposes of this subsection—</text>
					<subparagraph id="idBFDC979712D440E7A99074B22A1B8B85"><enum>(A)</enum><text>the term
			 <term>community health center</term> means a health center receiving assistance
			 under section 330 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b">42 U.S.C. 254b</external-xref>); and</text>
					</subparagraph><subparagraph id="idAD369BBC7DD346328CB6D6AE619AFD4A"><enum>(B)</enum><text>the term
			 <term>medically underserved population</term> has the meaning given that term
			 in such section 330.</text>
					</subparagraph></paragraph><paragraph id="idEDE526AE0A5948C9AA0B81191898C4B2"><enum>(2)</enum><header>School-based
			 health center study</header>
					<subparagraph id="id0CA609363DE4416F926E42D104CD30C8"><enum>(A)</enum><header>In
			 general</header><text>Not later than 2 years after the date of enactment of
			 this Act, the Comptroller General of the United States shall issue a study of
			 the economic costs and benefits of school-based health centers and the impact
			 on the health of students of these centers.</text>
					</subparagraph><subparagraph id="id0886DF82101B4AFDA37697B40AC4AAAB"><enum>(B)</enum><header>Content</header><text>In
			 conducting the study under subparagraph (A), the Comptroller General of the
			 United States shall analyze—</text>
						<clause id="id2447C215C9E346A5A921E9BB81C59711"><enum>(i)</enum><text>the
			 impact that Federal funding could have on the operation of school-based health
			 centers;</text>
						</clause><clause id="id9F7AFE6DBBAE48B7857F7751C3EEF465"><enum>(ii)</enum><text>any cost savings
			 to other Federal programs derived from providing health services in
			 school-based health centers;</text>
						</clause><clause id="id3D07D9B78C6C4BD0B8E45B8C24B14837"><enum>(iii)</enum><text>the effect on
			 the Federal Budget and the health of students of providing Federal funds to
			 school-based health centers and clinics, including the result of providing
			 disease prevention and nutrition information;</text>
						</clause><clause id="id7D44FED86DD14084BC0377A18E6968E3"><enum>(iv)</enum><text>the impact of
			 access to health care from school-based health centers in rural or underserved
			 areas; and</text>
						</clause><clause id="idBF47FDAC063E40BA819E265E9EE302FB"><enum>(v)</enum><text>other sources of
			 Federal funding for school-based health centers.</text>
						</clause></subparagraph></paragraph><paragraph id="id1D08F8FFB56E46E4B05334ADCB482EC3"><enum>(3)</enum><header>Health care
			 quality study</header>
					<subparagraph id="idDDD2FD42953D4BDA9E36B158E1059D09"><enum>(A)</enum><header>In
			 general</header><text>Not later than 1 year after the date of enactment of this
			 Act, the Secretary of Health and Human Services (referred to in this Act as the
			 <quote>Secretary</quote>), acting through the Administrator of the Health
			 Resources and Services Administration, and in collaboration with the Agency for
			 Healthcare Research and Quality, shall prepare and submit to the Committee on
			 Health, Education, Labor, and Pensions of the Senate and the Committee on
			 Energy and Commerce of the House of Representatives a report that describes
			 agency efforts to expand and accelerate quality improvement activities in
			 community health centers.</text>
					</subparagraph><subparagraph id="id29D6E22E4C694A99B67F1722A104A787"><enum>(B)</enum><header>Content</header><text>The
			 report under subparagraph (A) shall focus on—</text>
						<clause id="ID59030132d66847b9a4ac29ad13a1f2c9"><enum>(i)</enum><text>Federal efforts,
			 as of the date of enactment of this Act, regarding health care quality in
			 community health centers, including quality data collection, analysis, and
			 reporting requirements;</text>
						</clause><clause id="IDcff16b09b2784ff5883de7a619911de0"><enum>(ii)</enum><text>identification
			 of effective models for quality improvement in community health centers, which
			 may include models that—</text>
							<subclause id="IDbb2f49ece0c04ba4813eb4012bd974b9"><enum>(I)</enum><text>incorporate care
			 coordination, disease management, and other services demonstrated to improve
			 care;</text>
							</subclause><subclause id="IDb967c1fecc624502946b665742dbd6cf"><enum>(II)</enum><text>are designed to
			 address multiple, co-occurring diseases and conditions;</text>
							</subclause><subclause id="ID33e95fd9120f4a5aa847ca9bfbb3620a"><enum>(III)</enum><text>improve access
			 to providers through non-traditional means, such as the use of remote
			 monitoring equipment;</text>
							</subclause><subclause id="IDc3668526d864436b8bfbe91a74f01be4"><enum>(IV)</enum><text>target various
			 medically underserved populations, including uninsured patient
			 populations;</text>
							</subclause><subclause id="ID737b50c890f7407aa961631794d379be"><enum>(V)</enum><text>increase access
			 to specialty care, including referrals and diagnostic testing; and</text>
							</subclause><subclause id="IDa4183eaff4204f8da9d03236ba3faca3"><enum>(VI)</enum><text>enhance the use
			 of electronic health records to improve quality;</text>
							</subclause></clause><clause id="ID6d2fafa037c14b45b86fc0a5458ee3c5"><enum>(iii)</enum><text>efforts to
			 determine how effective quality improvement models may be adapted for
			 implementation by community health centers that vary by size, budget, staffing,
			 services offered, populations served, and other characteristics determined
			 appropriate by the Secretary;</text>
						</clause><clause id="ID8c81eb909bc743f390109aacf9223fba"><enum>(iv)</enum><text>types of
			 technical assistance and resources provided to community health centers that
			 may facilitate the implementation of quality improvement interventions;</text>
						</clause><clause id="IDf4f9dcb54bda480a9b0fb640c0535948"><enum>(v)</enum><text>proposed or
			 adopted methodologies for community health center evaluations of quality
			 improvement interventions, including any development of new measures that are
			 tailored to safety-net, community-based providers;</text>
						</clause><clause id="IDc082fe95c71c462a9774a91ed41a2297"><enum>(vi)</enum><text>successful
			 strategies for sustaining quality improvement interventions in the long-term;
			 and</text>
						</clause><clause id="ID58f73a810eea46ceb87a28364345d7a1"><enum>(vii)</enum><text>partnerships
			 with other Federal agencies and private organizations or networks as
			 appropriate, to enhance health care quality in community health centers.</text>
						</clause></subparagraph><subparagraph id="idC374B9B93CD145E3B2F088472F6FB2B1"><enum>(C)</enum><header>Dissemination</header><text>The
			 Administrator of the Health Resources and Services Administration shall
			 establish a formal mechanism or mechanisms for the ongoing dissemination of
			 agency initiatives, best practices, and other information that may assist
			 health care quality improvement efforts in community health centers.</text>
					</subparagraph></paragraph><paragraph id="IDe0baee3f9474498492b51c10fb2b1301"><enum>(4)</enum><header>GAO study on
			 integrated health systems model for the delivery of health care services to
			 medically underserved populations</header>
					<subparagraph id="id97DF3B2F45974BFABD42B734D13E5FA9"><enum>(A)</enum><header>Study</header><text>The
			 Comptroller General of the United States shall conduct a study on integrated
			 health system models at not more than 10 sites for the delivery of health care
			 services to medically underserved populations. The study shall include an
			 examination of—</text>
						<clause id="ID9dede9de01354bb39023754ae8d6549c"><enum>(i)</enum><text>health care
			 delivery models sponsored by public or private non-profit entities that—</text>
							<subclause id="ID1aa720f9aa564e0da3f193af4b6494c6"><enum>(I)</enum><text>integrate
			 primary, specialty, and acute care; and</text>
							</subclause><subclause id="id287346ECBB90465B9822536FAA1398B7"><enum>(II)</enum><text>serve medically
			 underserved populations; and</text>
							</subclause></clause><clause id="IDe7666aea38474ecfa11e6f83d36f1001"><enum>(ii)</enum><text>such models in
			 rural and urban areas.</text>
						</clause></subparagraph><subparagraph id="idFA93329A7B344548A4346F60D9717C84"><enum>(B)</enum><header>Report</header><text>Not
			 later than 1 year after the date of the enactment of this Act, the Comptroller
			 General of the United States shall submit to Congress a report on the study
			 conducted under subparagraph (A). The report shall include—</text>
						<clause id="ID380a060e2eca47ed9e33f10a21ae090a"><enum>(i)</enum><text>an
			 evaluation of the models, as described in subparagraph (A), in—</text>
							<subclause id="IDe221f04f002b4b37ab33abe708f1dec8"><enum>(I)</enum><text>expanding access
			 to primary and preventive services for medically underserved populations;
			 and</text>
							</subclause><subclause id="ID13ded852e3a14e3293d008943d3a60d6"><enum>(II)</enum><text>improving care
			 coordination and health outcomes; and</text>
							</subclause></clause><clause id="ID89699955013f45cbbcad2c062db5cbb0"><enum>(ii)</enum><text>an
			 assessment of—</text>
							<subclause id="ID43d50d80f11e40d286b617a02cdc4b29"><enum>(I)</enum><text>challenges
			 encountered by such entities in providing care to medically underserved
			 populations; and</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="ID1cf02d24ae1a4e69be2b858e12c6ad06"><enum>(II)</enum><text>advantages and
			 disadvantages of such models compared to other models of care delivery for
			 medically underserved populations.</text>
							</subclause></clause></subparagraph></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="ID7f5317f805d144ba8cb7834f0f5426e2" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">National Health Service Corps</header>
			<subsection commented="no" display-inline="no-display-inline" id="id9F4F8DEE350B4673BDE2A5D2347C7471"><enum>(a)</enum><header display-inline="yes-display-inline">Funding</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id5D08A80C8C9D4B22BACE4C552793B34A"><enum>(1)</enum><header display-inline="yes-display-inline">National Health Service Corps
			 Program</header><text>Section 338(a) of the Public Health Service Act (42
			 U.S.C. 254k(a)) is amended by striking <quote>2002 through 2006</quote> and
			 inserting <quote>2008 through 2012</quote>.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id96896A8E15454FFB807D114E329A37FD"><enum>(2)</enum><header display-inline="yes-display-inline">Scholarship and Loan Repayment
			 Programs</header><text display-inline="yes-display-inline">Section 338H(a) of
			 the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254q">42 U.S.C. 254q(a)</external-xref>) is amended by striking
			 <quote>appropriated $146,250,000</quote> and all that follows through the
			 period and inserting the following: “appropriated—</text>
					<quoted-block display-inline="no-display-inline" id="id4D7511B70F62477BACD0DF4FD7107E4D" style="OLC">
						<paragraph commented="no" display-inline="no-display-inline" id="id83E546C867AC4E75AD3EE36D2999B18D"><enum>(1)</enum><text display-inline="yes-display-inline">for fiscal year 2008, $131,500,000;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idBEE4E9831F7644869E53A75B0BE3D13E"><enum>(2)</enum><text display-inline="yes-display-inline">for fiscal year 2009, $143,335,000;</text>

				and</text>

						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id72EF87DCB1884ABCB2FA620102EE280D"><enum>(b)</enum><header>Elimination of
			 6-year demonstration requirement</header><text>Section 332(a)(1) of the Public
			 Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254e">42 U.S.C. 254e(a)(1)</external-xref>) is amended by striking <quote>Not
			 earlier than 6 years</quote> and all that follows through <quote>purposes of
			 this section.</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="idF46486BE1B0A4EE8AA71497A4454F37D"><enum>(c)</enum><header>Assignment to
			 shortage area</header><text>Section 333(a)(1)(D)(ii) of the Public Health
			 Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254f">42 U.S.C. 254f(a)(1)(D)(ii)</external-xref>) is amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id182A48E8FABD4EE3B6F52844C7AA3712"><enum>(1)</enum><text>in subclause
			 (IV), by striking <quote>and</quote>;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idBCA39A1989AA41898C630F1264B70329"><enum>(2)</enum><text>in subclause (V),
			 by striking the period at the end and inserting <quote>; and</quote>;
			 and</text>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id33C757E5826E402C9476C15ABFAB0F87"><enum>(d)</enum><header>Professional
			 development and training</header><text>Subsection (d) of section 336 of the
			 Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254h-1">42 U.S.C. 254h–1</external-xref>) is amended to read as
			 follows:</text>
				<quoted-block display-inline="no-display-inline" id="idDCD7BBBB708D452DB7E5E613DFBA9BFB" style="OLC">
					<subsection commented="no" display-inline="no-display-inline" id="id6ED3BD735AC24FC3B3677369FCCEE7E9"><enum>(d)</enum><header>Professional
				development and training</header>
						<paragraph commented="no" display-inline="no-display-inline" id="id0A5DE9BF5FCB4303A0A9E76CE9AA9883"><enum>(1)</enum><header>In
				general</header><text>The Secretary shall assist Corps members in establishing
				and maintaining professional relationships and development opportunities,
				including by—</text>
							<subparagraph id="IDb40bf737ab864d7caec3bc798a71f500"><enum>(A)</enum><text>establishing
				appropriate professional relationships between the Corps member involved and
				the health professions community of the geographic area with respect to which
				the member is assigned;</text>
							</subparagraph><subparagraph id="IDb2b11c83cd954259b4280021a3ad5043"><enum>(B)</enum><text>establishing
				professional development, training, and mentorship linkages between the Corps
				member involved and the larger health professions community, including through
				distance learning, direct mentorship, and development and implementation of
				training modules designed to meet the educational needs of offsite Corps
				members;</text>
							</subparagraph><subparagraph id="ID617e94d8cbc8425a9304460f3c276dcd"><enum>(C)</enum><text>establishing
				professional networks among Corps members; or</text>
							</subparagraph><subparagraph id="ID6f95d8796f51472299116672daad17a0"><enum>(D)</enum><text>engaging in other
				professional development, mentorship, and training activities for Corps
				members, at the discretion of the Secretary.</text>
							</subparagraph></paragraph><paragraph id="IDb584f74497a64b35a2bbd755cabfaacc"><enum>(2)</enum><header>Assistance in
				establishing professional relationships</header><text>In providing such
				assistance under paragraph (1), the Secretary shall focus on establishing
				relationships with hospitals, with academic medical centers and health
				professions schools, with area health education centers under section 751, with
				health education and training centers under section 752, and with border health
				education and training centers under such section 752. Such assistance shall
				include assistance in obtaining faculty appointments at health professions
				schools.</text>
						</paragraph><paragraph id="idDD39049369D443DB810C76C1B1A1D471"><enum>(3)</enum><header>Supplement not
				supplant</header><text>Such efforts under this subsection shall supplement, not
				supplant, non-government efforts by professional health provider societies to
				establish and maintain professional relationships and development
				opportunities.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="id4FA689A4A0344FEBBBBC96504E7C0AD0" section-type="subsequent-section"><enum>4.</enum><header>Reauthorization of
			 rural health care programs</header><text display-inline="no-display-inline">Section 330A(j) of the Public Health Service
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254c">42 U.S.C. 254c(j)</external-xref>) is amended by striking <quote>$40,000,000</quote> and
			 all that follows and inserting <quote>$45,000,000 for each of fiscal years 2008
			 through 2012.</quote>.</text>
