		<official-title>To amend section 1091 of title 18, United States Code, to
		  allow the prosecution of genocide in appropriate
		  circumstances.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Genocide Accountability Act of
			 2007</short-title></quote>.</text>
		</section><section id="id3D45485952094552B8E14E711C601A64"><enum>2.</enum><header>Genocide</header><text display-inline="no-display-inline">Section 1091 of title 18, United States
			 Code, is amended by striking subsection (d) and inserting the following:</text>
			<quoted-block display-inline="no-display-inline" id="id2ABBE697619A46039E629147A3CE273D" style="OLC">
				<subsection id="ID0fa935f8b1be4a04b80aa8c0e5fe5f8c"><enum>(d)</enum><header>Required
				circumstance for offenses</header><text>The circumstance referred to in
				subsections (a) and (c) is that—</text>
					<paragraph id="ID4b9f3d6e31874e23a8314fba3fec5f31"><enum>(1)</enum><text>the offense is
				committed in whole or in part within the United States;</text>
					</paragraph><paragraph id="ID99355d8f24244284b7f011f488836d9f"><enum>(2)</enum><text>the alleged
				offender is a national of the United States (as that term is defined in section
				101 of the Immigration and Nationality Act (8 U.S.C. 1101));</text>
					</paragraph><paragraph id="ID2385dadb27cf46fe92dc5f91cc97979a"><enum>(3)</enum><text>the alleged
				offender is an alien lawfully admitted for permanent residence in the United
				States (as that term is defined in section 101 of the Immigration and
				Nationality Act (8 U.S.C. 1101));</text>
					</paragraph><paragraph id="ID47cf2a9f2ac64fb4af5db885b3130e6c"><enum>(4)</enum><text>the alleged
				offender is a stateless person whose habitual residence is in the United
				States; or</text>
					</paragraph><paragraph id="ID45eff12131c149e4bc266cb47fd8321a"><enum>(5)</enum><text>after the conduct
				required for the offense occurs, the alleged offender is brought into, or found
				in, the United States, even if that conduct occurred outside the United
				States.</text>
