		<official-title>To amend the Controlled Substances Act to add human
		  growth hormone to schedule III, to prohibit the sale of prescriptions for
		  controlled substances for illegitimate purposes, and for other
		  purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Controlling the Abuse of
			 Prescriptions Act of 2007</short-title></quote>.</text>
		</section><section id="id9962727B3A754A9ABF01E33880E3EF18"><enum>2.</enum><header>Human growth
			 hormone</header>
			<subsection id="idA85C9B283F274B06B1B1073F9C53F23C"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Schedule III of
			 section 202(c) of the Controlled Substances Act (21 U.S.C. 812(c)) is amended
			 by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id9AB4816D3AAF4B158A1A47CACCF75B59" style="OLC">
					<subsection id="idCEE8B9110C19439C8A1972E56D325A08"><enum>(f)</enum><text>Growth hormone,
				recombinant human growth hormone, or human growth
				hormone.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id2404E3AC57E2476495F66F7323944FE6"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by this section shall take effect 30 days
			 after the date of enactment of this Act.</text>
			</subsection></section><section id="id91D92C0BE14144F8ADD4C8CD8F0AB4A7"><enum>3.</enum><header>Bad faith sale
			 of prescriptions</header>
			<subsection id="idB80B94A192044986A7B55BEAB60847C0"><enum>(a)</enum><header>In
			 general</header><text>Part D of the Controlled Substances Act (21 U.S.C. 841 et
			 seq.) is amended by adding at the end the following:</text>

					<section id="idEF5F47329B6A483EABB531CB81F6EF0A"><enum>424.</enum><header>Bad faith sale
				of prescriptions</header>
						<subsection id="id4CC74B052BD34F7CBE0F0B9DE5E4C7C8"><enum>(a)</enum><header>Offense</header><text>It
				shall be unlawful for any practitioner to knowingly sell, or otherwise transfer
				or deliver in exchange for anything of pecuniary value, a prescription for a
				controlled substance, other than in good faith in the course of the
				professional practice of that practitioner.</text>
						</subsection><subsection id="idEDDA8BE293AB4AF08EE40F9742BAB685"><enum>(b)</enum><header>Penalty</header><text>Any
				practitioner that violates subsection (a) shall be fined under title 18, United
				States Code, imprisoned not more than 5 years, or
				both.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id1EC847EFF27247E4B08D85467374D5D8"><enum>(b)</enum><header>Technical and
			 conforming amendment</header><text>The table of contents for the Controlled
			 Substances Act (21 U.S.C. 801 et seq.) is amended by inserting after the item
			 relating to section 423 the following:</text>
