		<official-title display="yes">To direct the Secretary of Health and Human
		  Services to expand and intensify programs with respect to research and related
		  activities concerning elder falls.</official-title>

		<section commented="no" display-inline="no-display-inline" id="id030ae576-722a-4a50-9bf8-674ed20345c2" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Safety of Seniors Act of
			 2007</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="id451b1ee1-cb7a-45fb-97f8-557ea8ab6bd4" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Amendments to the
			 <act-name parsable-cite="PHSA">Public Health Service
			 Act</act-name></header><text display-inline="no-display-inline">Part J of title
			 III of the <act-name parsable-cite="PHSA">Public Health Service Act</act-name>
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/280b">42 U.S.C. 280b et seq.</external-xref>) is amended—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="ide8d87c0f-7bc3-475e-828f-ceaa94bb7def"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating section 393B (as added by
			 section 1401 of <external-xref legal-doc="public-law" parsable-cite="pl/106/386">Public Law 106–386</external-xref>) as section 393C and transferring such
			 section so that it appears after section 393B (as added by section 1301 of
			 <external-xref legal-doc="public-law" parsable-cite="pl/106/310">Public Law 106–310</external-xref>); and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id207fa2d1-359d-433f-a7c2-48246697e9de"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after section 393C (as
			 redesignated by paragraph (1)) the following:</text>
				<quoted-block display-inline="no-display-inline" id="idfaea7c72-0d55-43b6-a01d-7debdac94031" style="OLC">
					<section commented="no" display-inline="no-display-inline" id="id6d2a389c-c09b-40ce-b7a4-ef88b7ddd56c" section-type="subsequent-section"><enum>393D.</enum><header display-inline="yes-display-inline">Prevention of falls among older
				adults</header>
						<subsection commented="no" display-inline="no-display-inline" id="idb52f7e2a-da1e-496e-abe4-79ed2043d383"><enum>(a)</enum><header display-inline="yes-display-inline">Public Education</header><text display-inline="yes-display-inline">The Secretary may—</text>
							<paragraph commented="no" display-inline="no-display-inline" id="id1105341e-d3b1-4cfe-ba47-b57c1fea471c"><enum>(1)</enum><text display-inline="yes-display-inline">oversee and support a national education
				campaign to be carried out by a nonprofit organization with experience in
				designing and implementing national injury prevention programs, that is
				directed principally to older adults, their families, and health care
				providers, and that focuses on reducing falls among older adults and preventing
				repeat falls; and</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idccf2b445-66b4-45f7-b80c-d01bacb0c618"><enum>(2)</enum><text display-inline="yes-display-inline">award grants, contracts, or cooperative
				agreements to qualified organizations, institutions, or consortia of qualified
				organizations and institutions, specializing, or demonstrating expertise, in
				falls or fall prevention, for the purpose of organizing State-level coalitions
				of appropriate State and local agencies, safety, health, senior citizen, and
				other organizations to design and carry out local education campaigns, focusing
				on reducing falls among older adults and preventing repeat falls.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id1ab45409-b336-4895-a21f-c3d0afc9ca8e"><enum>(b)</enum><header display-inline="yes-display-inline">Research</header>
							<paragraph commented="no" display-inline="no-display-inline" id="idc6b36301-9233-4efe-857e-40c2d945bfa6"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary may—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="idc0ce2fef-d02c-4e27-a2c2-5b16eea9adf4"><enum>(A)</enum><text display-inline="yes-display-inline">conduct and support research to—</text>
									<clause commented="no" display-inline="no-display-inline" id="id4caf3b84-b675-4ea9-8555-37229ba2ff39"><enum>(i)</enum><text display-inline="yes-display-inline">improve the identification of older adults
				who have a high risk of falling;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="id170914bb-c7d5-40b3-bf5f-e768e08e36ba"><enum>(ii)</enum><text display-inline="yes-display-inline">improve data collection and analysis to
				identify fall risk and protective factors;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="id637c0294-2a54-4dc1-824d-5edbce6b2e33"><enum>(iii)</enum><text display-inline="yes-display-inline">design, implement, and evaluate the most
				effective fall prevention interventions;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="id024f1031-907d-4d6e-a18f-7a16d0614cfe"><enum>(iv)</enum><text display-inline="yes-display-inline">improve strategies that are proven to be
				effective in reducing falls by tailoring these strategies to specific
				populations of older adults;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="idfc6ce569-efc2-4222-accb-6d51c8043a74"><enum>(v)</enum><text display-inline="yes-display-inline">conduct research in order to maximize the
				dissemination of proven, effective fall prevention interventions;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="idabf64085-8739-4859-ada2-7601a2fa7299"><enum>(vi)</enum><text display-inline="yes-display-inline">intensify proven interventions to prevent
				falls among older adults;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="id31374b2e-961a-46bb-a9b4-b03f1bde94e4"><enum>(vii)</enum><text display-inline="yes-display-inline">improve the diagnosis, treatment, and
				rehabilitation of elderly fall victims and older adults at high risk for falls;
				and</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="idba779e65-baa0-452c-a8ec-4bb2c9d1227f"><enum>(viii)</enum><text display-inline="yes-display-inline">assess the risk of falls occurring in
				various settings;</text>
									</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd49bb942-cdec-4597-b7dd-651752ba02be"><enum>(B)</enum><text display-inline="yes-display-inline">conduct research concerning barriers to the
				adoption of proven interventions with respect to the prevention of falls among
				older adults;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idca578462-202e-4748-9b6c-94db7669d14f"><enum>(C)</enum><text display-inline="yes-display-inline">conduct research to develop, implement, and
				evaluate the most effective approaches to reducing falls among high-risk older
				adults living in communities and long-term care and assisted living facilities;
				and</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0d874b94-f1b6-4926-92da-9a825807e5c8"><enum>(D)</enum><text display-inline="yes-display-inline">evaluate the effectiveness of community
				programs designed to prevent falls among older adults.</text>
								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id77cff3bc-7a08-48c5-a434-22461ebc47b7"><enum>(2)</enum><header display-inline="yes-display-inline">Educational support</header><text display-inline="yes-display-inline">The Secretary, either directly or through
				awarding grants, contracts, or cooperative agreements to qualified
				organizations, institutions, or consortia of qualified organizations and
				institutions, specializing, or demonstrating expertise, in falls or fall
				prevention, may provide professional education for physicians and allied health
				professionals, and aging service providers in fall prevention, evaluation, and
				management.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id0604491e-3ddf-492c-95e2-4c91d549bce7"><enum>(c)</enum><header display-inline="yes-display-inline">Demonstration Projects</header><text display-inline="yes-display-inline">The Secretary may carry out the
				following:</text>
							<paragraph commented="no" display-inline="no-display-inline" id="idf6a7b314-bc31-4e46-9313-ad739b8a1c3f"><enum>(1)</enum><text display-inline="yes-display-inline">Oversee and support demonstration and
				research projects to be carried out by qualified organizations, institutions,
				or consortia of qualified organizations and institutions, specializing, or
				demonstrating expertise, in falls or fall prevention, in the following
				areas:</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="id6ff8f1ab-bf37-4873-a897-e10f23f943c3"><enum>(A)</enum><text display-inline="yes-display-inline">A multistate demonstration project
				assessing the utility of targeted fall risk screening and referral
				programs.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide55a4668-d537-4b58-b217-596facca5847"><enum>(B)</enum><text display-inline="yes-display-inline">Programs designed for community-dwelling
				older adults that utilize multicomponent fall intervention approaches,
				including physical activity, medication assessment and reduction when possible,
				vision enhancement, and home modification strategies.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc47ec946-f0d3-45dc-8582-aa8bae3a0f92"><enum>(C)</enum><text display-inline="yes-display-inline">Programs that are targeted to new fall
				victims who are at a high risk for second falls and which are designed to
				maximize independence and quality of life for older adults, particularly those
				older adults with functional limitations.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6e1bfd6e-9a7a-4985-b574-61855250d3f0"><enum>(D)</enum><text display-inline="yes-display-inline">Private sector and public-private
				partnerships to develop technologies to prevent falls among older adults and
				prevent or reduce injuries if falls occur.</text>
								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida67344e4-17ac-4def-b1a8-14bdd2571ee7"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="id589f2655-31bc-440e-9773-517ba5994b6e"><enum>(A)</enum><text display-inline="yes-display-inline">Award grants, contracts, or cooperative
				agreements to qualified organizations, institutions, or consortia of qualified
				organizations and institutions, specializing, or demonstrating expertise, in
				falls or fall prevention, to design, implement, and evaluate fall prevention
				programs using proven intervention strategies in residential and institutional
				settings.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id77d5fbda-555f-45de-bcbb-7adfbcb29209" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">Award 1 or more grants, contracts, or
				cooperative agreements to 1 or more qualified organizations, institutions, or
				consortia of qualified organizations and institutions, specializing, or
				demonstrating expertise, in falls or fall prevention, in order to carry out a
				multistate demonstration project to implement and evaluate fall prevention
				programs using proven intervention strategies designed for single and
				multifamily residential settings with high concentrations of older adults,
				including—</text>
									<clause commented="no" display-inline="no-display-inline" id="idfac184a7-672e-4cbe-90c1-125b57c585dd"><enum>(i)</enum><text display-inline="yes-display-inline">identifying high-risk populations;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="idd2c363ee-41d2-45a2-8a50-801bbb8708b5"><enum>(ii)</enum><text display-inline="yes-display-inline">evaluating residential facilities;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="id673cdb6b-3871-49fd-9ba1-4ae26755f562"><enum>(iii)</enum><text display-inline="yes-display-inline">conducting screening to identify high-risk
				individuals;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="id42ff225d-65ce-4626-85ef-949a780260e1"><enum>(iv)</enum><text display-inline="yes-display-inline">providing fall assessment and risk
				reduction interventions and counseling;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="id12aa5653-1f5b-45eb-8f18-2958f09b9259"><enum>(v)</enum><text display-inline="yes-display-inline">coordinating services with health care and
				social service providers; and</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="idd8978cb1-d77a-4c74-82de-156db83746ed"><enum>(vi)</enum><text display-inline="yes-display-inline">coordinating post-fall treatment and
				rehabilitation.</text>
									</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf1249f9f-e91a-467a-a41a-cd31308c83b8"><enum>(3)</enum><text display-inline="yes-display-inline">Award 1 or more grants, contracts, or
				cooperative agreements to qualified organizations, institutions, or consortia
				of qualified organizations and institutions, specializing, or demonstrating
				expertise, in falls or fall prevention, to conduct evaluations of the
				effectiveness of the demonstration projects described in this
				subsection.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id9F310023A8784947A84BEE7C3EEA886E"><enum>(d)</enum><header display-inline="yes-display-inline">Priority</header><text display-inline="yes-display-inline">In awarding grants, contracts, or
				cooperative agreements under this section, the Secretary may give priority to
				entities that explore the use of cost-sharing with respect to activities funded
				under the grant, contract, or agreement to ensure the institutional commitment
				of the recipients of such assistance to the projects funded under the grant,
				contract, or agreement. Such non-Federal cost sharing contributions may be
				provided directly or through donations from public or private entities and may
				be in cash or in-kind, fairly evaluated, including plant, equipment, or
				services.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="id29FE95C7CC0344E699842CDA4F0D9D92"><enum>(e)</enum><header display-inline="yes-display-inline">Study of Effects of Falls on Health Care
				Costs</header>
							<paragraph commented="no" display-inline="no-display-inline" id="id8EF7438FB9A048078FB8C34939EEB698"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary may conduct a review of the
				effects of falls on health care costs, the potential for reducing falls, and
				the most effective strategies for reducing health care costs associated with
				falls.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6EB2334B70CC467B85C8638309DD9401"><enum>(2)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">If the Secretary conducts the review under
				paragraph (1), the Secretary shall, not later than 36 months after the date of
				enactment of the Safety of Seniors Act of 2007, submit to Congress a report
				describing the findings of the Secretary in conducting such
				review.</text>
