		<section changed="deleted" committee-id="SSEG00" id="IDFFCC6FEBD4494BEC8D2B6752829FC8BD" reported-display-style="strikethrough" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>United
			 States-Israel Energy Cooperation Act</quote>.</text>
		</section><section changed="deleted" committee-id="SSEG00" id="idC47EC7221DE640F0AE630EE5C5798C1B" reported-display-style="strikethrough"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text>
			<paragraph id="ID5BEA245E28704ABE962535537279500F"><enum>(1)</enum><text>it is in the
			 highest national security interests of the United States to develop alternative
			 renewable energy sources;</text>
			</paragraph><paragraph id="ID70F226CC066E4085A734D73790C3E2A7"><enum>(2)</enum><text>the State of
			 Israel is a steadfast ally of the United States;</text>
			</paragraph><paragraph id="ID3538892E84F54EB4A922CA383A5634A6"><enum>(3)</enum><text>the special
			 relationship between the United States and Israel is manifested in a variety of
			 cooperative scientific research and development programs, such as—</text>
				<subparagraph id="id1D219903AB1547DB9B56CE6979C42FCA"><enum>(A)</enum><text>the United
			 States-Israel Binational Science Foundation (BSF); and</text>
				</subparagraph><subparagraph id="id34C0244175BB40CD84449E0D85ED4DDD"><enum>(B)</enum><text>the United
			 States-Israel Binational Industrial Research and Development Foundation
			 (BIRD);</text>
				</subparagraph></paragraph><paragraph id="idDC76FCF0B16E4379B1D78892EE7390E5"><enum>(4)</enum><text>those programs
			 have made possible many scientific, technological, and commercial breakthroughs
			 in the fields of life sciences, medicine, bioengineering, agriculture,
			 biotechnology, communications, and others;</text>
			</paragraph><paragraph id="ID53DC41D948FE400EA0A5A2DEFE25AE94"><enum>(5)</enum><text>on February 1,
			 1996, the Secretary of Energy and the Israeli Minister of Energy and
			 Infrastructure signed an agreement to establish a framework for collaboration
			 between the United States and Israel in energy research and development
			 activities;</text>
			</paragraph><paragraph id="id7750AE1F833945098ABC2A4847612B47"><enum>(6)</enum><text>Israeli scientists
			 and engineers are at the forefront of research and development in the field of
			 alternative renewable energy sources; and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDB21E7250CCBE4DEDBC04D2C79F91E575"><enum>(7)</enum><text>enhanced
			 cooperation between the United States and Israel for the purpose of research
			 and development of alternative renewable energy sources would be in the
			 national interests of both countries.</text>
			</paragraph></section><section changed="deleted" committee-id="SSEG00" id="ID468CE31973F24C3FBE3A82F823D4D27E" reported-display-style="strikethrough"><enum>3.</enum><header>Grant
			 program</header>
			<subsection id="IDC4DB9A7267654E21AC7DFE7037929236"><enum>(a)</enum><header>Authority</header><text>Pursuant
			 to the responsibilities described in section 102(10), (14), and (17) of the
			 Department of Energy Organization Act (42 U.S.C. 7112(10), (14), and (17)) and
			 section 103(9) of the Energy Reorganization Act of 1974 (42 U.S.C. 5813(9)),
			 the Secretary, in consultation with the BIRD or BSF, shall award grants to
			 eligible entities.</text>
			</subsection><subsection id="ID6F1521A278464738B233014BF45985EB"><enum>(b)</enum><header>Application</header>
				<paragraph id="ID1EA145FCDE4948F6A98C8DB185F058E5"><enum>(1)</enum><header>Submission of
			 applications</header><text>To receive a grant under this section, an eligible
			 entity shall submit an application to the Secretary containing such information
			 and assurances as the Secretary, in consultation with the BIRD or BSF, may
			 require.</text>
				</paragraph><paragraph id="IDF0256166B9AD4DD6A48D6762EAA58711"><enum>(2)</enum><header>Selection of
			 eligible entities</header><text>The Secretary, in consultation with the
			 Directors of the BIRD and BSF, may review any application submitted by any
			 eligible entity and select any eligible entity meeting criteria established by
			 the Secretary, in consultation with the Advisory Board, for a grant under this
			 section.</text>
				</paragraph></subsection><subsection id="IDD998CE7640224768AE3D9090131E2B5C"><enum>(c)</enum><header>Amount of
			 Grant</header><text>The amount of each grant awarded for a fiscal year under
			 this section shall be determined by the Secretary, in consultation with the
			 BIRD or BSF.</text>
			</subsection><subsection id="IDA9233961BCB344D2B5D4E5F74FE50090"><enum>(d)</enum><header>Private
			 Funds</header><text>The Secretary may accept contributions of funds from
			 private sources to carry out this Act.</text>
			</subsection><subsection id="ID3B95A28B50914A3AB81BD91F1B56BB1C"><enum>(e)</enum><header>Office of Energy
			 Efficiency and Renewable Energy</header><text>The Secretary shall carry out
			 this section through the existing programs at the Office of Energy Efficiency
			 and Renewable Energy.</text>
			</subsection><subsection id="IDf3f375d6428b4c55b6e39f73dbb4d271"><enum>(f)</enum><header>Research
			 administration</header>
				<paragraph id="ID63db5e1102124b07b26f166efc2669c6"><enum>(1)</enum><header>In
			 general</header><text>The requirements of sections 988 and 989 of the Energy
			 Policy Act of 2005 (42 U.S.C. 16352 and 16353) shall apply to any grant made
			 under this section.</text>
				</paragraph><paragraph id="ID0dd083a6e50748869f8a5157f70cf6fb"><enum>(2)</enum><header>Repayment</header>
					<subparagraph id="id7F03069835734C7595523F265BE5C7F6"><enum>(A)</enum><header>In
			 general</header><text>Any funds repaid to the BIRD by a grantee for a grant
			 made under this section shall be—</text>
						<clause id="ID8323264298d0499588f4c37856b681ef"><enum>(i)</enum><text>transferred to the
			 Secretary;</text>
						</clause><clause id="ID09ebeeb499af4a8496007f49c21911ba"><enum>(ii)</enum><text>deposited by the
			 Secretary into the Energy Research and Development Activities Fund established
			 in subparagraph (B); and</text>
						</clause><clause id="id9A6CB67FE84E48CA97B8CD264DCED071"><enum>(iii)</enum><text>available to the
			 Secretary for use for alternative renewable energy research and development
			 activities.</text>
						</clause></subparagraph><subparagraph id="id48C8FE303FD545F383EC65A644CA071F"><enum>(B)</enum><header>Revolving
			 fund</header><text>There is established in the Treasury of the United States a
			 revolving fund known as the Energy Research and Development Activities Fund.
			 Any amounts deposited in the Fund pursuant to clause (ii) of subparagraph (A)
			 shall be available to the Secretary, without fiscal year limitation or further
			 appropriation, for the purpose described in clause (iii) of such
			 subparagraph.</text>
					</subparagraph></paragraph></subsection><subsection id="ID5B300A00B9504436AC5F6FFA7B6CF7EB"><enum>(g)</enum><header>Report</header><text>Not
			 later than 180 days after the completion of work supported by a grant under
			 this section, each recipient shall submit a report to the Secretary—</text>
				<paragraph id="ID966CA18D4F3F4B72900BD80FB35285F0"><enum>(1)</enum><text>documenting how
			 the recipient used the grant funds; and</text>
				</paragraph><paragraph id="ID9027EC0BA31647018DD1CAF9ED25CE6D"><enum>(2)</enum><text>evaluating the
			 level of success of each project funded by the grant.</text>
				</paragraph></subsection></section><section changed="deleted" committee-id="SSEG00" id="ID06664F49608244858A3E9121F6AECFA3" reported-display-style="strikethrough"><enum>4.</enum><header>International
			 Energy Advisory Board</header>
			<subsection id="ID91065C5585E24A158332516401E81F00"><enum>(a)</enum><header>Establishment</header><text>There
			 is established in the Department of Energy an International Energy Advisory
			 Board.</text>
			</subsection><subsection id="ID53C71959282E405FB6B387D324974DE2"><enum>(b)</enum><header>Duties</header><text>The
			 Advisory Board shall advise the Secretary on—</text>
				<paragraph id="IDB30D96177AFD477EB0CA9CB91ECADD3B"><enum>(1)</enum><text>criteria for the
			 recipients of grants awarded under section 3(a);</text>
				</paragraph><paragraph id="IDDDA5D202705C43F193A56B5698B998A5"><enum>(2)</enum><text>the total amount
			 of grant money to be awarded to all grantees selected by the Secretary, in
			 consultation with the BIRD; and</text>
				</paragraph><paragraph id="ID60FF2799D8054DE690E39D108BC9D73D"><enum>(3)</enum><text>the total amount
			 of grant money to be awarded to all grantees selected by the Secretary, in
			 consultation with the BSF, for each fiscal year.</text>
				</paragraph></subsection><subsection id="ID3B9C65A9602844E58249A0EE8B8EC8D9"><enum>(c)</enum><header>Membership</header>
				<paragraph id="IDCC40B42FFFDE40C0B2C0AC2D2FBE39F5"><enum>(1)</enum><header>Composition</header><text>The
			 Advisory Board shall be composed of—</text>
					<subparagraph id="IDB304F7E3305749A597B3ED81C0D9F460"><enum>(A)</enum><text>1 member appointed
			 by the Secretary of Commerce;</text>
					</subparagraph><subparagraph id="IDDAA675CDA9B449EE8039F523B71B65E9"><enum>(B)</enum><text>2 members
			 appointed by the Secretary of Energy; and</text>
					</subparagraph><subparagraph id="ID45D6D39B72B04423A46FF0E3A695FB6C"><enum>(C)</enum><text>2 members who
			 shall be Israeli citizens, appointed by the Secretary of Energy after
			 consultation with appropriate officials in the Israeli Government.</text>
					</subparagraph></paragraph><paragraph id="ID87037E09903540C7985F40F4A4552438"><enum>(2)</enum><header>Deadline for
			 appointments</header><text>The initial appointments under paragraph (1) shall
			 be made not later than 60 days after the date of enactment of this Act.</text>
				</paragraph><paragraph id="IDEA888BBB7C8345D1BACAB436C663146A"><enum>(3)</enum><header>Term</header><text>Each
			 member of the Advisory Board shall be appointed for a term of 4 years.</text>
				</paragraph><paragraph id="ID2F98EA4A0044495B8947D9717ACE59C5"><enum>(4)</enum><header>Vacancies</header><text>A
			 vacancy on the Advisory Board shall be filled in the manner in which the
			 original appointment was made.</text>
				</paragraph><paragraph id="IDACC2693307E4499786A57B73BFB3ECF6"><enum>(5)</enum><header>Basic
			 pay</header>
					<subparagraph id="ID207DCBB24AAF479D99A7EEBB49D5998B"><enum>(A)</enum><header>Compensation</header><text>A
			 member of the Advisory Board shall serve without pay.</text>
					</subparagraph><subparagraph id="ID5BA88B0DB5D64E18A136E4DFE716B747"><enum>(B)</enum><header>Travel
			 expenses</header><text>Each member of the Advisory Board shall receive travel
			 expenses, including per diem in lieu of subsistence, in accordance with
			 applicable provisions of subchapter I of chapter 57 of title 5, United States
			 Code.</text>
					</subparagraph></paragraph><paragraph id="ID8B6D11F0D6EB49B48956619CCE22609B"><enum>(6)</enum><header>Quorum</header><text>Three
			 members of the Advisory Board shall constitute a quorum.</text>
				</paragraph><paragraph id="ID3D5E76C69A854E66821CEB2269E15A79"><enum>(7)</enum><header>Chairperson</header><text>The
			 Chairperson of the Advisory Board shall be designated by the Secretary of
			 Energy at the time of the appointment.</text>
				</paragraph><paragraph id="IDB33D6AF28A4149F69C19FE7629141931"><enum>(8)</enum><header>Meetings</header><text>The
			 Advisory Board shall meet at least once annually at the call of the
			 Chairperson.</text>
				</paragraph></subsection><subsection id="IDE6E5772DEA7245BF80577F496CC96E32"><enum>(d)</enum><header>Termination</header><text>Section
			 14(a)(2)(B) of the <act-name parsable-cite="FACA">Federal Advisory Committee
			 Act</act-name> (5 U.S.C. App.) shall not apply to the Advisory Board.</text>
			</subsection></section><section changed="deleted" committee-id="SSEG00" id="ID1826119AA3A44748858D641C7612C495" reported-display-style="strikethrough"><enum>5.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="ID9045FD1F7433462DBF88CA4E09EAE73E"><enum>(1)</enum><header>Advisory
			 board</header><text>The term <term>Advisory Board</term> means the
			 International Energy Advisory Board established by section 4(a).</text>
			</paragraph><paragraph id="ID5749AB22ED204885A9C0EAD3C085E487"><enum>(2)</enum><header>BIRD</header><text>The
			 term <term>BIRD</term> means the Israel-United States Binational Industrial
			 Research and Development Foundation.</text>
			</paragraph><paragraph id="ID094D23701E454F108D8A62D13C4EC3CE"><enum>(3)</enum><header>BSF</header><text>The
			 term <term>BSF</term> means the United States-Israel Binational Science
			 Foundation.</text>
			</paragraph><paragraph id="ID0E42F56B7AE34A4F89CE05F342CA7D83"><enum>(4)</enum><header>Eligible
			 entity</header><text>The term <term>eligible entity</term> means a joint
			 venture comprised of both Israeli and United States private business entities
			 or a joint venture comprised of both Israeli academic persons (who reside and
			 work in Israel) and United States academic persons, that—</text>
				<subparagraph id="ID7287E90563984F44A50450F18C1413ED"><enum>(A)</enum><text>carries out an
			 eligible project; and</text>
				</subparagraph><subparagraph id="IDEC4BDC04FAEC4DB3894096DF612325D7"><enum>(B)</enum><text>is selected by the
			 Secretary, in consultation with the BIRD or BSF, using the criteria established
			 by the Secretary, in consultation with the Advisory Board.</text>
				</subparagraph></paragraph><paragraph id="ID28814D490D474466A2BE21DA61758A5C"><enum>(5)</enum><header>Eligible
			 project</header><text>The term <term>eligible project</term> means a project to
			 encourage cooperation between the United States and Israel on research,
			 development, or commercialization of alternative energy, improved energy
			 efficiency, or renewable energy sources.</text>
			</paragraph><paragraph id="IDE10DEEAD03D448EBB92B0270643AD0BC"><enum>(6)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of Energy, acting through the
			 Assistant Secretary of Energy for Energy Efficiency and Renewable
			 Energy.</text>
			</paragraph></section><section changed="deleted" committee-id="SSEG00" id="IDB0DCC4310BDF4CBB8BB0B0ECC7B16B5D" reported-display-style="strikethrough"><enum>6.</enum><header>Termination</header><text display-inline="no-display-inline">The grant program authorized under section 3
			 and the Advisory Board shall terminate upon the expiration of the 7-year period
			 which begins on the date of the enactment of this Act.</text>
		</section><section changed="deleted" committee-id="SSEG00" id="ID414469D6F8AD4AB29BFBD275FDA25CE3" reported-display-style="strikethrough"><enum>7.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">The Secretary
			 is authorized to expend not more than $20,000,000 to carry out this Act for
			 each of fiscal years 2008 through 2014 from funds previously authorized to the
			 Office of Energy Efficiency and Renewable Energy.</text>

			 States-Israel Energy Cooperation Act</quote>.</text>
		</section><section changed="added" committee-id="SSEG00" id="idF547F0B9D28849D8BD4BB1928A0DE8B0" reported-display-style="italic"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text>
			<paragraph id="ID0a5e0e35071341c181f2782650ccce28"><enum>(1)</enum><text>it is in the highest
			 national security interests of the United States to develop renewable energy
			 sources;</text>
			</paragraph><paragraph id="ID142ffd26a9304fd49189e98e2f5d98a8"><enum>(2)</enum><text>the State of Israel is a
			 steadfast ally of the United States;</text>
			</paragraph><paragraph id="ID3f7a08c795f34a4d8049fd158e82ed0e"><enum>(3)</enum><text>the special relationship
			 between the United States and Israel is manifested in a variety of cooperative
			 scientific research and development programs, such as—</text>
				<subparagraph id="ID200089b5c5de497d93fd8825f05fc2ff"><enum>(A)</enum><text>the United States-Israel
			 Binational Science Foundation; and</text>
				</subparagraph><subparagraph id="ID396517bb373a4615871904505b54caa9"><enum>(B)</enum><text>the United States-Israel
			 Binational Industrial Research and Development Foundation;</text>
				</subparagraph></paragraph><paragraph id="IDb1cec42573dc4db2a525823d5c6d893c"><enum>(4)</enum><text>those programs have made
			 possible many scientific, technological, and commercial breakthroughs in the
			 fields of life sciences, medicine, bioengineering, agriculture, biotechnology,
			 communications, and others;</text>
			</paragraph><paragraph id="ID3c63a4785bfa40d3a6809436ff8f8ecd"><enum>(5)</enum><text>on February 1, 1996, the
			 Secretary of Energy and the Israeli Minister of Energy and Infrastructure
			 signed an agreement to establish a framework for collaboration between the
			 United States and Israel in energy research and development activities;</text>
			</paragraph><paragraph id="IDbdbdf1e63b8f4c389939a2e902678734"><enum>(6)</enum><text>Israeli scientists and
			 engineers are at the forefront of research and development in the field of
			 renewable energy sources; and</text>
			</paragraph><paragraph id="IDe0275d043aa243fab4a9228c7510be94"><enum>(7)</enum><text>enhanced cooperation
			 between the United States and Israel for the purpose of research and
			 development of renewable energy sources would be in the national interests of
			 both countries.</text>
			</paragraph></section><section changed="added" committee-id="SSEG00" id="id93C8F1260F2C4192B803F0BC80FE14DD" reported-display-style="italic"><enum>3.</enum><header>Grant program</header>
			<subsection id="idC55B24F7B1984FCEB8F4E12995D47AE6"><enum>(a)</enum><header>Establishment</header><text>In
			 implementing the agreement entitled the <quote>Agreement between the Department
			 of Energy of the United States of America and the Ministry of Energy and
			 Infrastructure of Israel Concerning Energy Cooperation</quote>, dated February
			 1, 1996, the Secretary of Energy (referred to in this Act as the
			 <term>Secretary</term>) shall establish a grant program in accordance with the
			 requirements of sections 988 and 989 of the Energy Policy Act of 2005 (42
			 U.S.C. 16352, 16353) to support research, development, and commercialization of
			 renewable energy or energy efficiency.</text>
			</subsection><subsection id="id078BCC2AECC9475FB02F429037F3A2AC"><enum>(b)</enum><header>Types of
			 energy</header><text>In carrying out subsection (a), the Secretary may make
			 grants to promote—</text>
				<paragraph id="ID49096b6a46624debacffc9a4361bf3ed"><enum>(1)</enum><text>solar energy;</text>
				</paragraph><paragraph id="ID37a1f11046a6432f8e7898b0b3cc7fb1"><enum>(2)</enum><text>biomass energy;</text>
				</paragraph><paragraph id="IDb824a2c39e864315b4afdf9e48b09b2c"><enum>(3)</enum><text>energy efficiency;</text>
				</paragraph><paragraph id="ID47938f0faa4e465e880b51d7f3edc9e5"><enum>(4)</enum><text>wind energy;</text>
				</paragraph><paragraph id="ID44b48d371dcb404bb28fe808302fa6d8"><enum>(5)</enum><text>geothermal energy;</text>
				</paragraph><paragraph id="ID68dce76447874731876c296ef093de25"><enum>(6)</enum><text>wave and tidal energy;
			 and</text>
				</paragraph><paragraph id="IDbf3ce8eb31bf416db7667a3a45094930"><enum>(7)</enum><text>advanced battery
			 technology.</text>
				</paragraph></subsection><subsection id="id1C665F891F864EF1A0DF0859EDB7F0D1"><enum>(c)</enum><header>Eligible
			 applicants</header><text>An applicant shall be eligible to receive a grant
			 under this section if the project of the applicant—</text>
				<paragraph id="idC193D464B9A44852B1DADDF12A5F901D"><enum>(1)</enum><text>addresses a requirement
			 in the area of improved energy efficiency or renewable energy sources, as
			 determined by the Secretary; or</text>
				</paragraph><paragraph id="id1D74D9600594416A933DE028A684E7A7"><enum>(2)</enum><text>is a joint venture
			 between—</text>
					<subparagraph id="id582D372685504307A66AD7BFE2F0A025"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="idCA026223410B47B4A13F28FE120480CF"><enum>(i)</enum><text>a for-profit business
			 entity, academic institution, National Laboratory (as defined in section 2 of
			 the Energy Policy Act of 2005 (42 U.S.C. 15801)), or nonprofit entity in the
			 United States; and</text>
						</clause><clause changed="added" committee-id="SSEG00" id="id68E9635D82744902AE176E33FEA3120C" indent="up1" reported-display-style="italic"><enum>(ii)</enum><text>a for-profit business
			 entity, academic institution, or nonprofit entity in Israel; or</text>
						</clause></subparagraph><subparagraph id="id8A2ADDD9B510469BA19D95BB99EF04E8"><enum>(B)</enum><clause commented="no" display-inline="yes-display-inline" id="id026C1152444047DFA6EE730D5802100E"><enum>(i)</enum><text>the Federal Government;
			 and</text>
						</clause><clause changed="added" committee-id="SSEG00" id="id763A56266F1342F4A99148CD0E481080" indent="up1" reported-display-style="italic"><enum>(ii)</enum><text>the Government of
			 Israel.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="id1AC5875D862547DA9DB8D8B65FFFB8A6"><enum>(d)</enum><header>Applications</header><text>To
			 be eligible to receive a grant under this section, an applicant shall submit to
			 the Secretary an application for the grant in accordance with procedures
			 established by the Secretary, in consultation with the advisory board
			 established under subsection (e).</text>
			</subsection><subsection id="idC07AC57552B348BE92A577C635AE7E9E"><enum>(e)</enum><header>Advisory board</header>
				<paragraph id="id5C1557C460AD4022AEE977563C9563EF"><enum>(1)</enum><header>Establishment</header><text>The
			 Secretary shall establish an advisory board—</text>
					<subparagraph id="id302148C950A54BB69CAB718A1E9A9EBC"><enum>(A)</enum><text>to monitor the method by
			 which grants are awarded under this section; and</text>
					</subparagraph><subparagraph id="id376B3AC5B4BE41F8B8F1E0CA5D4CA6A9"><enum>(B)</enum><text>to provide to the
			 Secretary periodic performance reviews of actions taken to carry out this
			 section.</text>
					</subparagraph></paragraph><paragraph id="idEA9D41315BA54FB0A6AEFBFC5E026B53"><enum>(2)</enum><header>Composition</header><text>The
			 advisory board established under paragraph (1) shall be composed of 3 members,
			 to be appointed by the Secretary, of whom—</text>
					<subparagraph id="id2E3E56E4B0984DEC8890BAF4607DB9DD"><enum>(A)</enum><text>1 shall be a
			 representative of the Federal Government;</text>
					</subparagraph><subparagraph id="id02B655F140BD4496A64C21E9BFC0F08E"><enum>(B)</enum><text>1 shall be selected from
			 a list of nominees provided by the United States-Israel Binational Science
			 Foundation; and</text>
					</subparagraph><subparagraph id="id6754707D99EC4A8EBF561E6C3A4ED3FC"><enum>(C)</enum><text>1 shall be selected from
			 a list of nominees provided by the United States-Israel Binational Industrial
			 Research and Development Foundation.</text>
					</subparagraph></paragraph></subsection><subsection id="id19B035BE82DA415D9F9B15D0EF73332E"><enum>(f)</enum><header>Contributed
			 funds</header><text>Notwithstanding section 3302 of title 31, United States
			 Code, the Secretary may accept, retain, and use funds contributed by any
			 person, government entity, or organization for purposes of carrying out this
			 section—</text>
				<paragraph id="id10177440A91844788D2CBE8AE550B219"><enum>(1)</enum><text>without further
			 appropriation; and</text>
				</paragraph><paragraph id="id7ED986687B8A4920BBEA2B2C04B16919"><enum>(2)</enum><text>without fiscal year
			 limitation.</text>
				</paragraph></subsection><subsection id="IDce705c9dc05041c092c6292d3c2a829d"><enum>(g)</enum><header>Report</header><text>Not
			 later than 180 days after the date of completion of a project for which a grant
			 is provided under this section, the grant recipient shall submit to the
			 Secretary a report that contains—</text>
				<paragraph id="ID456c8e24c2e54564ab1ba0ee99e126b7"><enum>(1)</enum><text>a description of the
			 method by which the recipient used the grant funds; and</text>
				</paragraph><paragraph id="ID6df279255d694849a59187a95756bacb"><enum>(2)</enum><text>an evaluation of the
			 level of success of each project funded by the grant.</text>
				</paragraph></subsection><subsection id="ID424565c154c8484795e3433d6d332c86"><enum>(h)</enum><header>Classification</header><text>Grants
			 shall be awarded under this section only for projects that are considered to be
			 unclassified by both the United States and Israel.</text>
			</subsection></section><section changed="added" committee-id="SSEG00" id="id12CC45EA46504D50A071779984C73F43" reported-display-style="italic"><enum>4.</enum><header>Termination</header><text display-inline="no-display-inline">The grant program and the advisory committee
			 established under this Act terminate on the date that is 7 years after the date
			 of enactment of this Act.</text>
		</section><section changed="added" committee-id="SSEG00" id="id076282BD097F498BAC480110D513524E" reported-display-style="italic"><enum>5.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">The Secretary
			 shall use amounts authorized to be appropriated under section 931 of the Energy
			 Policy Act of 2005 (42 U.S.C. 16231) to carry out this Act.</text>
