		  by the Securities and Exchange Commission, the Financial Accounting Standards
		  Board, and the Public Company Accounting Oversight Board, relating to efforts
		  to promote transparency in financial reporting.</official-title>

		<section commented="no" display-inline="no-display-inline" id="H925A3FD079C24488003FB3A25EED2B91" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Promoting Transparency in Financial
			 Reporting Act of 2007</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="HBBFB6FDD39FD4152BE41CCFCB2CA647" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph commented="no" display-inline="no-display-inline" id="HCDB5571F72004484AB0024ABAFFF0B1"><enum>(1)</enum><text display-inline="yes-display-inline">Transparent and clear financial reporting
			 is integral to the continued growth and strength of our capital markets and the
			 confidence of investors.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0B4A4C2407AF417EA8E97EB2BCE1F4C"><enum>(2)</enum><text display-inline="yes-display-inline">The increasing detail and volume of
			 accounting, auditing, and reporting guidance pose a major challenge.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HB372660034F1437498F83E1F1228FCF3"><enum>(3)</enum><text display-inline="yes-display-inline">The complexity of accounting and auditing
			 standards in the United States has added to the costs and effort involved in
			 financial reporting.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="HFE177C97BF9B4EC5BD3B174B236D6402" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Annual testimony on reducing complexity in
			 financial reporting</header><text display-inline="no-display-inline">The
			 Securities and Exchange Commission, the Financial Accounting Standards Board,
			 and the Public Company Accounting Oversight Board shall annually provide oral
			 testimony by their respective chairpersons, or a designee thereof, beginning in
			 2007, and for 5 years thereafter, to the Committee on Banking, Housing, and
			 Urban Affairs of the Senate and the Committee on Financial Services of the
			 House of Representatives on their efforts to reduce the complexity in financial
			 reporting, so that investors are provided with more accurate and clear
			 financial information. That testimony shall address—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="H3280B7EAF8304F46BD491C10AE90F6CC"><enum>(1)</enum><text display-inline="yes-display-inline">complex and outdated accounting
			 standards;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H06CB6F80D7374685A0CB403DA191551"><enum>(2)</enum><text display-inline="yes-display-inline">improving the understandability,
			 consistency, and overall usability of the existing accounting and auditing
			 literature;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4A65F9A8880C4232AC00E123E8416619"><enum>(3)</enum><text display-inline="yes-display-inline">developing principles-based accounting
			 standards;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H9666C6D1925146779D427F4B31D9317B"><enum>(4)</enum><text display-inline="yes-display-inline">encouraging the use and acceptance of
			 interactive data; and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HBFF400B2391746E1B4D4C59D592BCD3D"><enum>(5)</enum><text display-inline="yes-display-inline">promoting disclosures in <quote>plain
			 English</quote>.</text>
