			<section commented="no" display-inline="no-display-inline" id="HDFF48224303847E99357D737AA2B851F" section-type="subsequent-section"><enum>201.</enum><header display-inline="yes-display-inline">Credit for information and communications
			 technology education and training program expenses</header>
				<subsection commented="no" display-inline="no-display-inline" id="HBF23D603BCA64E04B609560043BD7C"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Subpart B of part IV of subchapter A of
			 chapter 1 of the Internal Revenue Code of 1986 is amended by adding at the end
			 the following:</text>
					<quoted-block display-inline="no-display-inline" id="H98BB0E9B26C544EB8FC7EFABF3C2F8C6" style="OLC">
						<section commented="no" display-inline="no-display-inline" id="HC7301C12CB6A47D988FFFB4CA51D1317" section-type="subsequent-section"><enum>30D.</enum><header display-inline="yes-display-inline">Information and communications technology
				education and training program expenses</header>
							<subsection commented="no" display-inline="no-display-inline" id="H712D14E6593F48518708F048A28DF759"><enum>(a)</enum><header display-inline="yes-display-inline">Allowance of credit</header>
								<paragraph commented="no" display-inline="no-display-inline" id="H4CC7D3701669408FA65F685DC912AF94"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">There shall be allowed as a credit against
				the tax imposed by this chapter for the taxable year an amount equal to 50
				percent of information and communications technology education and training
				program expenses paid or incurred by the taxpayer for the benefit of—</text>
									<subparagraph commented="no" display-inline="no-display-inline" id="H76CBC44E7D414694AB50ED35D4B00F1"><enum>(A)</enum><text display-inline="yes-display-inline">in the case of a taxpayer engaged in a
				trade or business, an employee of the taxpayer, or</text>
									</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H87ADAFEF41644C22ADA2B1A5E1F5BEA1"><enum>(B)</enum><text display-inline="yes-display-inline">in the case of a taxpayer who is an
				individual not so engaged, such individual.</text>
									</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0DE7DE07594B465DB5E3152D5DFABF3E"><enum>(2)</enum><header display-inline="yes-display-inline">Coordination of credits</header><text display-inline="yes-display-inline">Credit shall be allowable to the employer
				with respect to an employee only to the extent that the employee assigns some
				or all of the limitation applicable to such employee under subsection (b) to
				such employer.</text>
								</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H982DC6F5B1884B8E8F7DE05933B608CF"><enum>(b)</enum><header display-inline="yes-display-inline">Limitations</header>
								<paragraph commented="no" display-inline="no-display-inline" id="H790348FC40E841DC8B4BFFB763FD1D86"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The amount of expenses with respect to any
				individual which may be taken into account under subsection (a) for the taxable
				year shall not exceed $4,000.</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HCEF4074A0A264350BE8056F646E6B767"><enum>(2)</enum><header display-inline="yes-display-inline">Increase in credit amount for participation
				in certain programs and for certain individuals</header><text display-inline="yes-display-inline">Paragraph (1) shall be applied by
				substituting <quote>$5,000</quote> for <quote>$4,000</quote> in the case of
				expenses—</text>
									<subparagraph commented="no" display-inline="no-display-inline" id="H50EBC9B813374F999BBC87E65B0339E9"><enum>(A)</enum><text display-inline="yes-display-inline">with respect to a program operated—</text>
										<clause commented="no" display-inline="no-display-inline" id="H3566A5A30B9B4723B7065E9E69D67319"><enum>(i)</enum><text display-inline="yes-display-inline">by an employer who has 200 or fewer
				employees for each business day in each of 20 or more calendar weeks in the
				current or preceding calendar year,</text>
										</clause><clause commented="no" display-inline="no-display-inline" id="H4324C67A723F4AA2B091D34C6373F208"><enum>(ii)</enum><text display-inline="yes-display-inline">in an empowerment zone or enterprise
				community designated under part I of subchapter U or a renewal community
				designated under part I of subchapter X,</text>
										</clause><clause commented="no" display-inline="no-display-inline" id="H8F364CD617C84788AFD800531B8BE5AF"><enum>(iii)</enum><text display-inline="yes-display-inline">in a school district in which at least 50
				percent of the students attending schools in such district are eligible for
				free or reduced-cost lunches under the school lunch program established under
				the Richard B. Russell National School Lunch Act,</text>
										</clause><clause commented="no" display-inline="no-display-inline" id="H75ACCD96209B40BF8224A5D84915E871"><enum>(iv)</enum><text display-inline="yes-display-inline">in an area designated as a disaster area by
				the Secretary of Agriculture under section 321 of the Consolidated Farm and
				Rural Development Act or by the President under the Robert T. Stafford Disaster
				Relief and Emergency Assistance Act in the taxable year or the 4 preceding
				taxable years,</text>
										</clause><clause commented="no" display-inline="no-display-inline" id="HCA49A7AB8BCE484189E9E165C87EF992"><enum>(v)</enum><text display-inline="yes-display-inline">in a rural enterprise community designated
				under section 766 of the Agriculture, Rural Development, Food and Drug
				Administration, and Related Agencies Appropriations Act, 1999 (112 Stat.
				2681–37),</text>
										</clause><clause commented="no" display-inline="no-display-inline" id="H52CE83CF36BF4440AFC010FA00D9C4A"><enum>(vi)</enum><text display-inline="yes-display-inline">in an area designated by the Secretary of
				Agriculture as a Rural Economic Area Partnership Zone, or</text>
										</clause><clause commented="no" display-inline="no-display-inline" id="H0EB6F21C35044CE7B000ADD8CA3B5150"><enum>(vii)</enum><text display-inline="yes-display-inline">in an area over which an Indian tribal
				government (as defined in section 7701(a)(40)) has jurisdiction, or</text>
										</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H524A06AE902948CA98004EB06B4E56E"><enum>(B)</enum><text display-inline="yes-display-inline">in the case of an individual with a
				disability.</text>
									</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H650A6264F6C543248FA4FEE87BC620B5"><enum>(c)</enum><header display-inline="yes-display-inline">Information technology education and
				training program expenses</header><text display-inline="yes-display-inline">For
				purposes of this section—</text>
								<paragraph commented="no" display-inline="no-display-inline" id="HF25E0A2EAF9E4A3899D2DD0474E22E31"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The term <term>information technology
				education and training program expenses</term> means expenses paid or incurred
				by reason of the participation of the taxpayer (or any employee of the
				taxpayer) in any information and communications technology education and
				training program. Such expenses shall include expenses paid in connection
				with—</text>
									<subparagraph commented="no" display-inline="no-display-inline" id="H254CD1414CBA4A999E1E22F8B07FF2C1"><enum>(A)</enum><text display-inline="yes-display-inline">course work,</text>
									</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HD6EDF27595AF489BAFEF1557017B66FC"><enum>(B)</enum><text display-inline="yes-display-inline">certification testing,</text>
									</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H38F34C0F4AD84BFCA7EAE22384DB004F"><enum>(C)</enum><text display-inline="yes-display-inline">programs carried out under the Act of
				August 16, 1937 (50 Stat. 664, chapter 663; 29 U.S.C. 50 et seq.) which are
				registered by the Department of Labor, and</text>
									</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HDCF7B8DDA75442AF902E00A9BA209E97"><enum>(D)</enum><text display-inline="yes-display-inline">other expenses that are essential to
				assessing skill acquisition.</text>
									</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H88C1738358024911B59CB642CF00F802"><enum>(2)</enum><header display-inline="yes-display-inline">Information technology education and
				training program</header><text display-inline="yes-display-inline">The term
				<term>information technology education and training program</term> means a
				training program in information and communications technology workplace
				disciplines or other skill sets which is provided in the United States by an
				accredited college, university, private career school, postsecondary
				educational institution, a commercial information technology provider, or an
				employer-owned information technology training organization.</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H939583885D4C40AEBC5CB2099D00259B"><enum>(3)</enum><header display-inline="yes-display-inline">Commercial information technology training
				provider</header><text display-inline="yes-display-inline">The term
				<term>commercial information technology training provider</term> means a
				private sector organization providing an information and communications
				technology education and training program.</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD4A8E863DB514119AA6518005BC2EA37"><enum>(4)</enum><header display-inline="yes-display-inline">Employer-owned information technology
				training organization</header><text display-inline="yes-display-inline">The
				term <term>employer-owned information technology training organization</term>
				means a private sector organization that provides information technology
				training to its employees using internal training development and delivery
				personnel. The training programs must use industry-recognized training
				disciplines and evaluation methods, comparable to institutional and commercial
				training providers.</text>
								</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H57063A4B486B40029FFDC92C00DF99E9"><enum>(d)</enum><header display-inline="yes-display-inline">Denial of double benefit</header>
								<paragraph commented="no" display-inline="no-display-inline" id="HEBC12E6EEFC64B10A298037CDD50AF61"><enum>(1)</enum><header display-inline="yes-display-inline">Disallowance of other credits and
				deductions</header><text display-inline="yes-display-inline">No deduction or
				credit shall be allowed under any other provision of this chapter for expenses
				taken into account in determining the credit under this section.</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HAA53F910D4D34AD700922BB7B2C83911"><enum>(2)</enum><header display-inline="yes-display-inline">Reduction for hope and lifetime learning
				credits</header><text display-inline="yes-display-inline">The amount taken into
				account under subsection (a) shall be reduced by the information technology
				education and training program expenses taken into account in determining the
				credits under section 25A.</text>
								</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HF1EF6A189A2A401DA765C1BD3F50542B"><enum>(e)</enum><header display-inline="yes-display-inline">Certain rules made Applicable</header><text display-inline="yes-display-inline">For purposes of this section, rules similar
				to the rules of section 45A(e)(2) and subsections (c), (d), and (e) of section
				52 shall apply.</text>
							</subsection><subsection commented="no" display-inline="no-display-inline" id="HAFA40D0040264F958413ABBAED3CEE00"><enum>(f)</enum><header display-inline="yes-display-inline">Application with other
				credits</header><text display-inline="yes-display-inline">The credit allowed by
				subsection (a) for any taxable year shall not exceed the excess (if any)
				of—</text>
								<paragraph commented="no" display-inline="no-display-inline" id="H0B807765FABA4218B067FD59693E5B41"><enum>(1)</enum><text display-inline="yes-display-inline">the regular tax for the taxable year
				reduced by the sum of the credits allowable under the subpart A and the
				previous sections of this subpart, over</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6CF14503626A418C8B2C2D266C2C0693"><enum>(2)</enum><text display-inline="yes-display-inline">the tentative minimum tax for the taxable
				year.</text>
								</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="H54272E16962440AF8BAB8FD0B0164813"><enum>(b)</enum><header display-inline="yes-display-inline">Clerical amendment</header><text display-inline="yes-display-inline">The table of sections for subpart B of part
			 IV of subchapter A of chapter 1 of the Internal Revenue Code of 1986 is amended
			 by adding at the end the following:</text>

			 date</header><text display-inline="yes-display-inline">The amendments made by
			 this section shall apply to amounts paid or incurred in taxable years beginning
			 after December 31, 2006.</text>
				</subsection></section><section commented="no" display-inline="no-display-inline" id="HC9E0F86FBB0D4781A49405BE7BA82518" section-type="subsequent-section"><enum>202.</enum><header display-inline="yes-display-inline">Eligible educational institution</header>
				<subsection commented="no" display-inline="no-display-inline" id="HE044AA108DCF4BBA8DADC7CCAB51F42"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 25A(f)(2) of the Internal Revenue
			 Code of 1986 (relating to eligible educational institution) is amended to read
			 as follows:</text>
					<quoted-block display-inline="no-display-inline" id="H73C1AFF8134F4FB787F8BCD09D60C8C0" style="OLC">
						<paragraph commented="no" display-inline="no-display-inline" id="H7DA1FC991AD34FE3ABCFE54FA42D00A2"><enum>(2)</enum><header display-inline="yes-display-inline">Eligible educational
				institution</header><text display-inline="yes-display-inline">The term
				<term>eligible educational institution</term> means—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="H243896A7A7C84F1199646E006470C4E2"><enum>(A)</enum><text display-inline="yes-display-inline">an institution—</text>
								<clause commented="no" display-inline="no-display-inline" id="H0C2D6E43CA1B45E3ABD85D5594C719E2"><enum>(i)</enum><text display-inline="yes-display-inline">which is described in section 101(b) or
				102(a) of the Higher Education Act of 1965, and</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="H2A53FE26EBCD43E4B507A40600D4BA1D"><enum>(ii)</enum><text display-inline="yes-display-inline">which is eligible to participate in a
				program under title IV of such Act, or</text>
								</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HC02EAE7553E44D6C9FF4B7B9219C563"><enum>(B)</enum><text display-inline="yes-display-inline">a commercial information and communications
				technology training provider (as defined in section
				30D(c)(3)).</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="H0B1F7AB814E44B8FB233E71F95D6B924"><enum>(b)</enum><header display-inline="yes-display-inline">Conforming amendment</header><text display-inline="yes-display-inline">The second sentence of section 221(d)(2) of
			 the Internal Revenue Code of 1986 is amended by striking <quote>section
			 25A(f)(2)</quote> and inserting <quote>section 25A(f)(2)(A)</quote>.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="H4234DD9D8AAA4BB28906C76B7C55B1F9"><enum>(c)</enum><header display-inline="yes-display-inline">Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by
			 this section shall apply to taxable years beginning after December 31,
			 2006.</text>
				</subsection></section><section commented="no" display-inline="no-display-inline" id="ID213f6785ebfa4a7fa63f62d8e0e56206" section-type="subsequent-section"><enum>203.</enum><header display-inline="yes-display-inline">SBIR–STEM Workforce Development Grant Pilot
			 Program</header>
				<subsection commented="no" display-inline="no-display-inline" id="id3A8BF523F3E149D69A4CE6A6B0166C98"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">In this section—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="id3AD575073ED5406CB5C3DCE9ED9C4616"><enum>(1)</enum><text display-inline="yes-display-inline">the term <term>Administrator</term> means
			 the Administrator of the Small Business Administration;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2D2EDBF99BCC4E35B0949703D925452C"><enum>(2)</enum><text display-inline="yes-display-inline">the term <term>eligible entity</term> means
			 a grantee under the SBIR Program that provides an internship program for STEM
			 college students;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id25692F355EBE40E791F67A830685B9F9"><enum>(3)</enum><text display-inline="yes-display-inline">the terms <term>Phase I</term> and
			 <term>Phase II</term> mean Phase I and Phase II grants under the SBIR Program,
			 respectively;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id66D04598E9C64A46972F041222F80B83"><enum>(4)</enum><text display-inline="yes-display-inline">the term <term>pilot program</term> means
			 the SBIR–STEM Workforce Development Grant Pilot Program established under
			 subsection (b);</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id84D6D0F10EE84277A6333B9C0343E440"><enum>(5)</enum><text display-inline="yes-display-inline">the term <term>SBIR Program</term> has the
			 meaning given that term in section 9(e) of the Small Business Act (15 U.S.C.
			 638(e)); and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2BE039AC2DF4464890CDBD73BA30739B"><enum>(6)</enum><text display-inline="yes-display-inline">the term <term>STEM college student</term>
			 means a college student in the field of science, technology, engineering, or
			 math.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID46b4b5f48576440695b73cfab248e9f0"><enum>(b)</enum><header display-inline="yes-display-inline">Pilot program established</header><text display-inline="yes-display-inline">From amounts made available to carry out
			 this section, the Administrator shall establish an SBIR–STEM Workforce
			 Development Grant Pilot Program to encourage the business community to provide
			 workforce development opportunities to STEM college students, by providing an
			 SBIR bonus grant to eligible entities.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="IDd9040d3a9b4242949a951d27acecdf04"><enum>(c)</enum><header display-inline="yes-display-inline">Awards</header><text display-inline="yes-display-inline">A bonus grant to an eligible entity under
			 the pilot program shall be in an amount equal to 10 percent of either a Phase I
			 or Phase II grant, as applicable, with a total award maximum of not more than
			 $10,000 per year.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="IDbeb7fb3f153a4866a656ed40667486c6"><enum>(d)</enum><header display-inline="yes-display-inline"> Evaluation</header><text display-inline="yes-display-inline">Following the fifth year of funding under
			 this section, the Administrator shall submit a report to Congress on the
			 results of the pilot program.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="IDc1af16ddea004418a0c0dc01cd19153e"><enum>(e)</enum><header display-inline="yes-display-inline">Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There are
			 authorized to be appropriated to carry out this section—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="ID2466ef0aa6dd440a8cdf2ea5591f721f"><enum>(1)</enum><text display-inline="yes-display-inline">$1,000,000 for fiscal year 2007;</text>

			<section commented="no" display-inline="no-display-inline" id="IDB6895D18259C4FA58A643330F7ED034E" section-type="subsequent-section"><enum>301.</enum><header display-inline="yes-display-inline">Alternative percentage limitation for
			 corporate charitable contributions to the mathematics and science partnership
			 program</header>
				<subsection commented="no" display-inline="no-display-inline" id="ID4BD87EC9EF964EFB9462CAE511A98C19"><enum>(a)</enum><header display-inline="yes-display-inline">In General</header><text display-inline="yes-display-inline">Section 170(b) of the Internal Revenue Code
			 of 1986 (related to percentage limitations) is amended by adding at the end the
			 following new paragraph:</text>

							<subparagraph commented="no" display-inline="no-display-inline" id="IDCA4B3F66F3D24A6DA72607ED3A076CF1"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">In the case of a corporation which makes an
				eligible mathematics and science contribution—</text>
								<clause commented="no" display-inline="no-display-inline" id="ID07F4B97E8F7C4A13BE2B04C61F4A7D8C"><enum>(i)</enum><text display-inline="yes-display-inline">the limitation under paragraph (2) shall
				apply separately with respect to all such contributions and all other
				charitable contributions, and</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="ID63638562942D4B46B4B42BCBF138A393"><enum>(ii)</enum><text display-inline="yes-display-inline">paragraph (2) shall be applied with respect
				to all eligible mathematics and science contributions by substituting <quote>15
				percent</quote> for <quote>10 percent</quote>.</text>
								</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDBFF25BC2F3A841468986EAFD313F5CDD"><enum>(B)</enum><header display-inline="yes-display-inline">Eligible mathematics and science
				contribution</header>
								<clause commented="no" display-inline="no-display-inline" id="ID71E4D7B02C574325B4DB50941554F207"><enum>(i)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">For purposes of this paragraph, the term
				<term>eligible mathematics and science contribution</term> means a charitable
				contribution (other than a contribution of used equipment) to a qualified
				partnership for the purpose of an activity described in section 2202(c) of the
				<act-name parsable-cite="ESEA">Elementary and Secondary Education Act of
				1965</act-name>.</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="IDF94B4683814F466B8DC8745DEA8B3658"><enum>(ii)</enum><header display-inline="yes-display-inline">Qualified partnership</header><text display-inline="yes-display-inline">The term <term>qualified partnership</term>
				means an eligible partnership (within the meaning of section 2201(b)(1) of the
				<act-name parsable-cite="ESEA">Elementary and Secondary Education Act of
				1965</act-name>), but only to the extent that such partnership does not include
				a person other than a person described in paragraph
				(1)(A).</text>
								</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="ID99A3A39454194010AF4A81CC4AFF91D2"><enum>(b)</enum><header display-inline="yes-display-inline">Effective
			 Date</header><text display-inline="yes-display-inline">The amendment made by
			 this section shall apply to contributions made after the date of the enactment
			 of this Act.</text>
				</subsection></section></title><title commented="no" id="ID5DD2D8E836194CFFB5B010A64CF1A84B" level-type="subsequent"><enum>IV</enum><header display-inline="yes-display-inline">Education provisions</header>
			<section commented="no" display-inline="no-display-inline" id="ID691F00C57A2043A8A6760EEE179CC2CB" section-type="subsequent-section"><enum>401.</enum><header display-inline="yes-display-inline">Federal Pell Grants</header><text display-inline="no-display-inline">It is the sense of the Senate that the
			 maximum Federal Pell Grant should be increased to—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="idD79645AB981F40E29CA84CB3DADCDD34"><enum>(1)</enum><text display-inline="yes-display-inline">$4,600 for academic year 2008–2009;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id55CDB72822734481BA03042378FB0725"><enum>(2)</enum><text display-inline="yes-display-inline">$4,800 for academic year 2009–2010;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idE719684F875A4F3984EF9BC1686BA8D6"><enum>(3)</enum><text display-inline="yes-display-inline">$5,000 for academic year 2010–2011;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0F517856ACCB46E3A333100524832B86"><enum>(4)</enum><text display-inline="yes-display-inline">$5,200 for academic year 2011–2012;

			 competitiveness through graduate education</header>
				<subsection commented="no" display-inline="no-display-inline" id="IDC37BE36141C04D389D5C7BA86B6F0E29"><enum>(a)</enum><header display-inline="yes-display-inline">Purpose</header><text display-inline="yes-display-inline">The purpose of this section is to promote
			 American economic competitiveness and job creation by—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="IDAD18530BE81F433AB520210E1E846669"><enum>(1)</enum><text display-inline="yes-display-inline">assisting graduate students studying the
			 sciences, technology, engineering, and mathematics;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDC5FA77103A45479E8128ADD4DF3D22A9"><enum>(2)</enum><text display-inline="yes-display-inline">advancing education in the sciences,
			 technology, engineering, and mathematics;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID14750BC5546C42E2AC76B78E87633AD0"><enum>(3)</enum><text display-inline="yes-display-inline">stimulating greater links between private
			 industry and graduate education; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID0EBB0159B9D840B290062B431EBDA59C"><enum>(4)</enum><text display-inline="yes-display-inline">enabling the Office of Science of the
			 Department of Energy to establish a matching funds program for eligible
			 institutions of higher education.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDB6A615ADCF064E3A801FC23FB5CAEE99"><enum>(b)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">In this section:</text>
					<paragraph commented="no" display-inline="no-display-inline" id="ID7900DE877043451CAA2832599FC6005B"><enum>(1)</enum><header display-inline="yes-display-inline">Eligible institution of higher
			 education</header><text display-inline="yes-display-inline">The term
			 <term>eligible institution of higher education</term> means an institution of
			 higher education, as defined in section 101(a) of the
			 <act-name parsable-cite="HEA65">Higher Education Act of 1965</act-name> (20
			 U.S.C. 1001), that offers an established program of post-baccalaureate study
			 leading to a graduate degree in the sciences, technology, engineering, or
			 mathematics.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID5ECE60D7EC4E4870AC950DD578F4B90E"><enum>(2)</enum><header display-inline="yes-display-inline">Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the
			 Secretary of Energy.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID8D658169D32A4323B87FBA0CB52BAB95"><enum>(c)</enum><header display-inline="yes-display-inline">Grants</header>
					<paragraph commented="no" display-inline="no-display-inline" id="ID750618F3B5714E94AFEB4BE912CFC3D2"><enum>(1)</enum><header display-inline="yes-display-inline">Grants authorized</header><text display-inline="yes-display-inline">The Secretary, acting through the
			 Undersecretary for Energy, Science, and Environment, is authorized to award
			 grants, on a competitive basis, to eligible institutions of higher education to
			 enable the eligible institutions of higher education to carry out the
			 authorized activities described in subsection (e).</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDD99B06752BDF49FD874674F02D5275F5"><enum>(2)</enum><header display-inline="yes-display-inline">Matching funds required</header><text display-inline="yes-display-inline">In order to receive a grant under this
			 subsection, an eligible institution of higher education shall agree to provide
			 matching funds, toward the cost of the authorized activities to be assisted
			 under the grant, in an amount equal to 25 percent of the funds received under
			 the grant.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDEA541AB574AC40F2A1131FE50A1E3AD8"><enum>(3)</enum><header display-inline="yes-display-inline">Award considerations</header><text display-inline="yes-display-inline">In awarding grants under this subsection,
			 the Secretary shall take into consideration—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="IDB1CD7B2888C44F75A37DB92D4E5F3FDE"><enum>(A)</enum><text display-inline="yes-display-inline">the demonstrated commitment of the eligible
			 institution of higher education to providing matching funds (including tuition
			 remission, tuition waivers, and other types of institutional support) toward
			 the cost of the authorized activities to be assisted under the grant;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDB45BF84FEC914CFAA7853C7D8139885D"><enum>(B)</enum><text display-inline="yes-display-inline">the demonstrated capacity of the eligible
			 institution of higher education to raise matching funds from private
			 sources;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID9F689126A1D74E5BA14F105C5CAA5EC7"><enum>(C)</enum><text display-inline="yes-display-inline">the demonstrated ability of the eligible
			 institution of higher education to work with private corporations and
			 organizations to promote economic competitiveness and job creation;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDD17C084D20FC4657B3F7D789724480BF"><enum>(D)</enum><text display-inline="yes-display-inline">the demonstrated ability of the eligible
			 institution of higher education to increase the number of graduates of the
			 eligible institution of higher education’s graduate programs in the sciences,
			 technology, engineering, or mathematics with the interdisciplinary background
			 and the technical, professional, and personal skills needed to contribute to
			 American competitiveness and job creation in the future;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDECF90CB3335046AFB9D31DF9F9005058"><enum>(E)</enum><text display-inline="yes-display-inline">the potential for the grant assistance to
			 increase the number of graduates of the eligible institution of higher
			 education's graduate programs in the sciences, technology, engineering, or
			 mathematics; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID6B784BCD50344973B5C205D493FBE949"><enum>(F)</enum><text display-inline="yes-display-inline">the demonstrated track record of the
			 eligible institution of higher education in outreach and mentoring activities
			 that have the expressed purpose of recruiting and retaining women, recognized
			 minorities, and individuals with disabilities in the sciences, technology,
			 engineering, or mathematics.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDB3F8752948D641069CB0B4E988F9D623"><enum>(4)</enum><header display-inline="yes-display-inline">Amount</header><text display-inline="yes-display-inline">The Secretary shall award each grant under
			 this subsection in an amount that is not more than $1,000,000 for each fiscal
			 year.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID7327226E17EB4A5EBF4FE466206B7EFC"><enum>(5)</enum><header display-inline="yes-display-inline">Equitable distribution</header><text display-inline="yes-display-inline">In awarding grants under this subsection,
			 the Secretary shall ensure—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="ID557C6B58504045F9843E1DE7FBDC9B10"><enum>(A)</enum><text display-inline="yes-display-inline">an equitable geographic distribution of the
			 grants; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDB9FA3FEA2B654A07BDE6B22DCBC718AD"><enum>(B)</enum><text display-inline="yes-display-inline">an equitable distribution of the grants
			 among public and private eligible institutions of higher education.</text>
						</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDC1BC1210ABC84C269B3FC67FA77FD68A"><enum>(d)</enum><header display-inline="yes-display-inline">Applications</header><text display-inline="yes-display-inline">Each eligible institution of higher
			 education desiring a grant under this section shall submit an application to
			 the Secretary at such time, in such manner, and accompanied by such information
			 and assurances as the Secretary may require. Each such application shall
			 describe—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="IDC9BACD4433824663B08E4481C6410035"><enum>(1)</enum><text display-inline="yes-display-inline">the authorized activities under subsection
			 (e) for which assistance is sought;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDFB8EC43A232C410FAB0ECDC01ECE3738"><enum>(2)</enum><text display-inline="yes-display-inline">the source and amount of the matching funds
			 to be provided; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID971866E636AE4CCFA33885D52DCB87A5"><enum>(3)</enum><text display-inline="yes-display-inline">the amount of funds raised by the eligible
			 institution of higher education from private sources that will be allocated and
			 spent to carry out the authorized activities described in subsection
			 (e).</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID75F264494EDC4102BC66216C88A21CC8"><enum>(e)</enum><header display-inline="yes-display-inline">Authorized Activities;
			 Agreement</header><text display-inline="yes-display-inline">Each eligible
			 institution of higher education desiring a grant under this section shall enter
			 into a written agreement with the Secretary under which the eligible
			 institution of higher education agrees to use all of the grant funds—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="ID823D33FB9D85439A88018957C04EDABE"><enum>(1)</enum><text display-inline="yes-display-inline">to provide stipends or other financial
			 assistance (such as tuition assistance and related expenses) for students who
			 are enrolled in graduate programs in the sciences, technology, engineering, or
			 mathematics at the eligible institution of higher education, as described in
			 the application submitted under subsection (d); and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID4821ECE4B32944DCA9B77F6CBBB57E89"><enum>(2)</enum><text display-inline="yes-display-inline">to support outreach and mentoring
			 activities to increase the participation of underrepresented groups in the
			 sciences, technology, engineering, or mathematics at all levels or any level of
			 education, including elementary, secondary, and post-secondary education, as
			 described in the application submitted under subsection (d).</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id1AE694AB24B141B6AD4243D3E7BF5B28"><enum>(f)</enum><header display-inline="yes-display-inline">Authorization of
			 Appropriations</header><text display-inline="yes-display-inline">There are
			 authorized to be appropriated to carry out this section—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="IDDB191915C69849C5AB5177FDC8590217"><enum>(1)</enum><text display-inline="yes-display-inline">$50,000,000 for fiscal year 2008;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID09F30629C08643FF91FAA64425C546FD"><enum>(2)</enum><text display-inline="yes-display-inline">$60,000,000 for fiscal year 2009;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDB2962CE954FE4BFFB554088D67EB4346"><enum>(3)</enum><text display-inline="yes-display-inline">$70,000,000 for fiscal year 2010;</text>

					</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="ID8AD4CB4F48B44F608DF900FA9A36CD72" section-type="subsequent-section"><enum>403.</enum><header display-inline="yes-display-inline">Mathematics and science partnership bonus
			 grants</header><text display-inline="no-display-inline">Part B of title II of
			 the <act-name parsable-cite="ESEA">Elementary and Secondary Education Act of
			 1965</act-name> (20 U.S.C. 6661 et seq.) is amended by adding at the end the
			 following:</text>

				grants</header>
						<subsection commented="no" display-inline="no-display-inline" id="IDBBC3A53324E44377A7011309678668E4"><enum>(a)</enum><header display-inline="yes-display-inline">In General</header><text display-inline="yes-display-inline">From amounts appropriated under subsection
				(d), the Secretary shall award a grant—</text>
							<paragraph commented="no" display-inline="no-display-inline" id="IDF08491296DCE40D080308D7D07C4A5DC"><enum>(1)</enum><text display-inline="yes-display-inline">for each of the school years 2007–2008
				through 2016–2017, to each of the 5 elementary schools and each of the 5
				secondary schools in each State, whose students demonstrate the most
				improvement in mathematics, as measured by the improvement in the students’
				average score on the State’s assessments in mathematics for the school year for
				which the grant is awarded, as compared to the school year preceding the school
				year for which the grant is awarded; and</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID9015FB1B23FA4D50A9615881C26534D5"><enum>(2)</enum><text display-inline="yes-display-inline">for each of the school years 2011–2012
				through 2016–2017, to each of the 5 elementary schools and each of the 5
				secondary schools in each State, whose students demonstrate the most
				improvement in science, as measured by the improvement in the students’ average
				score on the State’s assessments in science for the school year for which the
				grant is awarded, as compared to the school year preceding the school year for
				which the grant is awarded.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID7AD44AA486F94ACB8D1105C93519DCE5"><enum>(b)</enum><header display-inline="yes-display-inline">Grant amount</header><text display-inline="yes-display-inline">The amount of each grant awarded under this
				section shall be $500,000.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="ID47A44D219ED747A7A3004596161FF952"><enum>(c)</enum><header display-inline="yes-display-inline">Applicability</header><text display-inline="yes-display-inline">Sections 2201, 2202, and 2203 shall not
				apply to this section.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="IDA95F46605FAC47C9B6DBD790BCE93C8D"><enum>(d)</enum><header display-inline="yes-display-inline">Authorization of
				appropriations</header><text display-inline="yes-display-inline">There are
				authorized to be appropriated to carry out this section $130,000,000 for each
				of the fiscal years 2008 through 2011, and $260,000,000 for each of the fiscal
				years 2012 through
				2017.</text>
