		<official-title>To provide health care benefits to veterans with a
		  service-connected disability at non-Department of Veterans Affairs medical
		  facilities that receive payments under the Medicare program or the TRICARE
		  program.</official-title>

		<section id="idD72858B71B6D480D8D1F3BCEDC8AE9E5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Veterans Health Care Empowerment Act
			 of 2007</short-title></quote>.</text>
		</section><section id="id207EF0B980B94ADB98FA96D786586B82" section-type="subsequent-section"><enum>2.</enum><header>Health care benefits
			 for veterans with a service-connected disability at non-Department of Veterans
			 Affairs medical facilities</header>
			<subsection id="id62A214CCE9C7413D980D497493E88B1C"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Notwithstanding
			 chapter 17 of title 38, United States Code, or any other provision of law, any
			 veteran with a service-connected disability may receive necessary hospital care
			 or medical services for any condition at any hospital or medical facility or
			 from any medical provider eligible to receive payments under—</text>
				<paragraph id="id0167B2BC37B148BE901BF936283859DD"><enum>(1)</enum><text display-inline="yes-display-inline">the Medicare program under title XVIII of
			 the Social Security Act (42 U.S.C. 1395 et seq.); or</text>
				</paragraph><paragraph id="idDF372CFB34DA42FEBF3B421A2C68D0CA"><enum>(2)</enum><text>the TRICARE
			 program.</text>
				</paragraph></subsection><subsection id="id16F3E259FC48467E873EB66BF338B1B6"><enum>(b)</enum><header>Cost of care
			 and service</header><text>The cost of any hospital care or medical services
			 provided under this section shall be borne by the United States.</text>
			</subsection><subsection id="idC3A723F59FAB405D96BC200F2DB50081"><enum>(c)</enum><header>Definitions</header><text>In
			 this section:</text>
				<paragraph id="id8C635B3AA33248CCB65EADFB1C75AF83"><enum>(1)</enum><text>The term
			 <term>hospital care</term> has the meaning given such term in section 1701(5)
			 of title 38, United States Code.</text>
				</paragraph><paragraph id="id4D0C11934834431EAB1894F7A59AC380"><enum>(2)</enum><text>The term
			 <term>medical services</term> has the meaning given such term in section
			 1701(6) of title 38, United States Code.</text>
				</paragraph><paragraph id="id0ACCB9316B084C1590DD25C82B5296A0"><enum>(3)</enum><text>The term
			 <term>service-connected</term> has the meaning given such term in section 101
			 of title 38, United States Code.</text>
				</paragraph><paragraph id="id357CD5D11CF84997AF7F684AC783A051"><enum>(4)</enum><text>The term
			 <term>TRICARE program</term> has the meaning given such term in section 1072(7)
			 of title 10, United States Code.</text>
				</paragraph></subsection><subsection id="id3257F06F1D694819B595B8FFF810282C"><enum>(d)</enum><header>Sunset</header><text>This
			 section shall cease to have effect on September 30, 2009.</text>
