		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Sacramento River National
			 Recreation Area Act of 2007</short-title></quote>.</text>
		</section><section id="idF726F53A0A6A4BADB404EBD2A2D4AE22"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="id3F15F58AEE564398AC3B12E7A6AA886B"><enum>(1)</enum><header>Management
			 plan</header><text>The term <quote>management plan</quote> means the management
			 plan for the Recreation Area prepared under section 4(b).</text>
			</paragraph><paragraph id="id17F3AE5BD8C44A82B4B381FE07398938"><enum>(2)</enum><header>Recreation
			 area</header><text>The term <quote>Recreation Area</quote> means the Sacramento
			 River National Recreation Area.</text>
			</paragraph><paragraph id="id08EE6E3AAF384933BAF22683BE3FB730"><enum>(3)</enum><header>Secretary</header><text>The
			 term <quote>Secretary</quote> means the Secretary of the Interior.</text>
			</paragraph><paragraph id="id3A7A1A8FAB674393A0C21B21BD27C8C8"><enum>(4)</enum><header>State</header><text>The
			 term <quote>State</quote> means the State of California.</text>
			</paragraph></section><section id="ID03583616E511430EBBFF2BEEDA00E5B7"><enum>3.</enum><header>Establishment of
			 Sacramento River National Recreation Area</header>
			<subsection id="IDD9C4355B89A64AD182D3BCC2DE34E170"><enum>(a)</enum><header>In
			 general</header><text>To conserve, protect, and enhance the riparian and
			 associated areas described in subsection (b) (including the outstanding
			 ecological, geological, scenic, recreational, cultural, and historic resources,
			 the fish and wildlife values, and other resources of the areas), there is
			 established the Sacramento River National Recreation Area in the State, to be
			 managed by the Redding Field Office of the Bureau of Land Management.</text>
			</subsection><subsection id="IDF010BF790FC8496E96D34D7D8D2CAA38"><enum>(b)</enum><header>Boundaries</header><text>The
			 Recreation Area shall consist of the public land in Tehama County and Shasta
			 County, California, comprising approximately 17,000 acres adjacent to the
			 Sacramento River, lower Battle Creek, and lower Paynes Creek, as generally
			 depicted on the map entitled <quote>Sacramento River National Recreation
			 Area</quote> and dated May 2002.</text>
			</subsection><subsection id="ID95CFEBD5607845BBB734E43F0094F73B"><enum>(c)</enum><header>Map</header>
				<paragraph id="id2EDE81D5EC164E938D60B803E770FA33"><enum>(1)</enum><header>In
			 general</header><text>As soon as practicable, but not later than 3 years, after
			 the date of enactment of this Act, the Secretary shall submit a map and legal
			 description of the Recreation Area to—</text>
					<subparagraph id="idA9D1E51714624018A214B3B762378E51"><enum>(A)</enum><text>the Committee on
			 Energy and Natural Resources of the Senate; and</text>
					</subparagraph><subparagraph id="id016CF4D9A64C41309105DB93D8822C16"><enum>(B)</enum><text>the Committee on
			 Natural Resources of the House of Representatives.</text>
					</subparagraph></paragraph><paragraph id="idA6B16806C4384847A55F785BB9B58716"><enum>(2)</enum><header>Effect</header><text>The
			 map and legal description submitted under paragraph (1) shall have the same
			 force and effect as if included in this Act, except that the Secretary may
			 correct any clerical and typographical errors in the map and legal
			 description.</text>
				</paragraph><paragraph id="idA55736986E04457FAB196114B6A0CDD2"><enum>(3)</enum><header>Availability</header><text>Copies
			 of the map submitted under paragraph (1) shall be on file and available for
			 public inspection in—</text>
					<subparagraph id="id68CA4895C2A0472D899858BBBC7D126C"><enum>(A)</enum><text>the Office of the
			 Director of the Bureau of Land Management; and</text>
					</subparagraph><subparagraph id="idC2B01172A92146F2B3020BEFFDA3016F"><enum>(B)</enum><text>the appropriate
			 office of the Bureau of Land Management in California.</text>
					</subparagraph></paragraph></subsection></section><section id="idEF8109ACF8AD49F3B2708CDF42C156FE"><enum>4.</enum><header>Management</header>
			<subsection id="ID0D8FE3A0122F494EB1255C9B6357656D"><enum>(a)</enum><header>In
			 general</header><text>The Secretary shall manage the Recreation Area in a
			 manner that conserves, protects, and enhances the resources and values of the
			 Recreation Area (including the resources described in section 3(a)), in
			 accordance with—</text>
				<paragraph id="idF77D4AB036CA464DAC378E18235C0DCF"><enum>(1)</enum><text>this Act;</text>
				</paragraph><paragraph id="idD2BEEB7509CD450C8A63521F7DE67771"><enum>(2)</enum><text>the
			 <act-name parsable-cite="FLPMA">Federal Land Policy and Management Act of
			 1976</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/43/1701">43
			 U.S.C. 1701</external-xref> et seq.); and</text>
				</paragraph><paragraph id="idB06B77AF3BF54F5F81A622FFA0E28619"><enum>(3)</enum><text>any other
			 applicable law.</text>
				</paragraph></subsection><subsection id="IDBCD8EF3F161B4240B7FF00CE254211D9"><enum>(b)</enum><header>Recreation area
			 management plan</header>
				<paragraph id="IDBB1EAA37C37843D99BDF4084EF088292"><enum>(1)</enum><header>In
			 general</header><text>Not later than 3 years after the date of enactment of
			 this Act, the Secretary shall submit a comprehensive plan for the long-range
			 protection and management of the Recreation Area to—</text>
					<subparagraph id="ID9E42E08B3AC146D29244BBA4AA92B387"><enum>(A)</enum><text>the Committee on
			 Energy and Natural Resources of the Senate; and</text>
					</subparagraph><subparagraph id="IDC0C52B4918A1477AB7003D607FF950F8"><enum>(B)</enum><text>the Committee on
			 Natural Resources of the House of Representatives.</text>
					</subparagraph></paragraph><paragraph id="IDD8B33FFDF21D40C4A840E9CD69EE96A7"><enum>(2)</enum><header>Contents of
			 plan</header><text>The management plan—</text>
					<subparagraph id="ID612576B59B014DF589682F3D32C7C36D"><enum>(A)</enum><text>shall describe
			 the appropriate uses and management of the Recreation Area in accordance with
			 this Act;</text>
					</subparagraph><subparagraph id="ID2EF6642C5B14483A00827F19CC37109E"><enum>(B)</enum><text>may incorporate
			 any appropriate decisions, as determined by the Secretary, that are contained
			 in any management or activity plan for the area completed before the date of
			 enactment of this Act;</text>
					</subparagraph><subparagraph id="IDA47C0924837D45FC9BD43598533EDE19"><enum>(C)</enum><text>may incorporate
			 appropriate wildlife habitat management plans or other plans prepared for the
			 land within or adjacent to the Recreation Area before the date of enactment of
			 this Act;</text>
					</subparagraph><subparagraph id="ID21F6AC11E7FB415ABC00A11F33511BA0"><enum>(D)</enum><text>shall be prepared
			 in consultation with—</text>
						<clause id="idC0E9FED26B3E437A9866A03219D06C3D"><enum>(i)</enum><text>appropriate
			 Federal, State, and local agencies (including Tehama County and Shasta County,
			 California);</text>
						</clause><clause id="idA2536356A11645F8938F2FBB70125907"><enum>(ii)</enum><text>adjacent
			 landowners; and</text>
						</clause><clause id="id0DF6BDBA3D18458BB15972F44C340AE8"><enum>(iii)</enum><text>other
			 stakeholders; and</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDFAAC936D03B24174963B81BA2463D8D0"><enum>(E)</enum><text>may use
			 information developed under any studies of land within or adjacent to the
			 Recreation Area carried out before the date of enactment of this Act.</text>
					</subparagraph></paragraph></subsection><subsection id="ID64760385414A46AB00B313C598E52C13"><enum>(c)</enum><header>Withdrawal</header><text>Subject
			 to valid existing rights, all Federal land within the Recreation Area is
			 withdrawn from—</text>
				<paragraph id="id914015D4F6E043D0AC78500D0396579B"><enum>(1)</enum><text>all forms of
			 entry, appropriation, or disposal under the public land laws;</text>
				</paragraph><paragraph id="idD5C4531E019E42D49142C4A728018C77"><enum>(2)</enum><text>location, entry,
			 and patent under the mining laws; and</text>
				</paragraph><paragraph id="idF02520AB945E472699ABBD6BB45F1AEF"><enum>(3)</enum><text>disposition under
			 all laws relating to mineral and geothermal leasing.</text>
				</paragraph></subsection><subsection id="IDD371BA4E51074C5884F67910AA0271A2"><enum>(d)</enum><header>Hunting and
			 fishing</header><text>The Secretary shall allow hunting and fishing within the
			 Recreation Area in accordance with any applicable Federal and State laws
			 (including regulations).</text>
			</subsection><subsection id="IDA06D37CA296F4E1B83F9627E5E207CB3"><enum>(e)</enum><header>Motorized
			 vehicles</header><text>The use of motorized vehicles on public land in the
			 Recreation Area shall be limited to established roadways.</text>
			</subsection><subsection id="IDF97C510A8EB141A8B5004657D7A1F721"><enum>(f)</enum><header>Motorized
			 boats</header>
				<paragraph id="id6E695487B0A6440BADC60717EF4E12F9"><enum>(1)</enum><header>In
			 general</header><text>Nothing in this Act restricts the use of motorized boats
			 on the Sacramento River.</text>
				</paragraph><paragraph id="id8A2CB19628BB4ACABCDD334C77480BBB"><enum>(2)</enum><header>Regulation</header><text>Tehama
			 County and Shasta County, California, and the California Department of Boating
			 and Waterways shall retain authority to regulate motorized boating for the
			 purpose of ensuring public safety and environmental protection.</text>
				</paragraph></subsection><subsection id="IDE8627AD043C742CD8B29E9C92059E299"><enum>(g)</enum><header>Grazing</header><text>The
			 Secretary may permit the grazing of livestock to continue on any public land in
			 the Recreation Area in which grazing is permitted on the date of enactment of
			 this Act—</text>
				<paragraph id="idA39A96DEADA64EE18F469BFE04A31405"><enum>(1)</enum><text>subject to any
			 regulations, policies, and practices that the Secretary determines to be
			 necessary; and</text>
				</paragraph><paragraph id="idFC4528228A3D4DDF87FC04BC427ABD78"><enum>(2)</enum><text>consistent
			 with—</text>
					<subparagraph id="idA581370C2D49422989B52F3AC9C5EF4C"><enum>(A)</enum><text>this Act;</text>
					</subparagraph><subparagraph id="idAB0A2ED51C1743618F1B42B4129823EE"><enum>(B)</enum><text>the
			 <act-name parsable-cite="FLPMA">Federal Land Policy and Management Act of
			 1976</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/43/1701">43
			 U.S.C. 1701</external-xref> et seq.); and</text>
					</subparagraph><subparagraph id="id5F42D5EBFE454D6D8869EAB362C91DFC"><enum>(C)</enum><text>any regulations
			 promulgated by the Secretary, acting through the Director of the Bureau of Land
			 Management.</text>
					</subparagraph></paragraph></subsection><subsection id="IDABE44B9E6F694F1CA16282C032B47492"><enum>(h)</enum><header>Acquisition of
			 property</header>
				<paragraph id="IDF044AAE6619246B59B44D72EB4004446"><enum>(1)</enum><header>In
			 general</header><text>The Secretary may acquire, by donation, transfer,
			 purchase with donated or appropriated funds, or exchange, any land or interests
			 in land within the boundaries of the Recreation Area depicted on the map
			 prepared under section 3(c).</text>
				</paragraph><paragraph id="IDA9E1F010A2394092B0CF6FD91B6D3E90"><enum>(2)</enum><header>Consent</header><text>No
			 land or interest in land may be acquired under paragraph (1) without the
			 consent of the owner of the land.</text>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="ID064F6D60EA194ED9955E3FB2A000F27B"><enum>5.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated such sums as are necessary to carry out this
			 Act.</text>
