		<official-title>To amend the Richard B. Russell National School Lunch Act
		  to permit the simplified summer food programs to be carried out in all States
		  and by all service institutions.</official-title>

		<section commented="no" id="id116A483A67514F81B4335B285AEF2CEF" section-type="section-one"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text>
			<paragraph commented="no" id="ID1526df339df346ab83639ee343ff3a7b"><enum>(1)</enum><text>proper nutrition
			 is a key to childhood health and equal educational opportunities;</text>
			</paragraph><paragraph commented="no" id="ID3608b93142084a9780efa976cbbb0ba9"><enum>(2)</enum><text>each day, more
			 than 30,000,000 children participate in Federal school meal programs;</text>
			</paragraph><paragraph commented="no" id="IDe325ff2ad5d14d9faa334a0cecdb9f74"><enum>(3)</enum><text>more than ½ of
			 those children receive free or reduced price meals due to low household
			 income;</text>
			</paragraph><paragraph commented="no" id="ID92828a6b324f4bbd86547510b42983b1"><enum>(4)</enum><text>in 1968, Congress
			 established the summer food service program for children under section 13 of
			 the Richard B. Russell <act-name parsable-cite="NSLA">National School Lunch
			 Act</act-name> (42 U.S.C. 1761) because the nutrition needs of low income
			 children do not subside when the school year ends;</text>
			</paragraph><paragraph commented="no" id="IDb95ec28ea12f4863a6fe6f593fb8d073"><enum>(5)</enum><text>in 2001, Congress
			 introduced a pilot program allowing 13 States and Puerto Rico to streamline
			 administrative procedures;</text>
			</paragraph><paragraph id="ID9e8aa71691d849d4a2bc3ee67bf0396f"><enum>(6)</enum><text>since
			 2001—</text>
				<subparagraph id="idDE08427F3A7A428FA2FA451A70B144DA"><enum>(A)</enum><text>the 13 original
			 pilot States have increased their participation rates in the summer food
			 service program by 43.3 percent; and</text>
				</subparagraph><subparagraph id="id702E7D9AD7CB4769BEE983E9481B2567"><enum>(B)</enum><text>non-participating
			 States have decreased their participation rates in the program by 14.6
			 percent;</text>
				</subparagraph></paragraph><paragraph id="ID3c25778c0a574edebe4c32468c51c175"><enum>(7)</enum><text>in 2004,
			 recognizing the success of the pilot States, Congress made the pilot program
			 permanent and authorized an additional 6 States to participate in the
			 program;</text>
			</paragraph><paragraph id="id01658BCC121A4F4BB3C8BCCBB1A5EAE4"><enum>(8)</enum><text>since 2004,
			 participation in the summer food service program among the additional 6 States
			 has increased by 3.4 percent;</text>
			</paragraph><paragraph id="IDeacb7dd290104ee88731b9d6eea32f8e"><enum>(9)</enum><text>in 2006, Congress
			 authorized another 7 States to participate in the program; and</text>
			</paragraph><paragraph commented="no" id="ID14f63c763d05435baac9f403f15a78b2"><enum>(10)</enum><text>increased
			 efforts to meet the summer nutritional needs of all children in the United
			 States should be employed.</text>
			</paragraph></section><section id="id7A2841D2DA3042F0A84ABE486363F7FD" section-type="subsequent-section"><enum>2.</enum><header>Summer food service
			 program for children</header>
			<subsection id="id36B9B3D86C5844F18E52C38E6D9FC383"><enum>(a)</enum><header>Payments to
			 service institutions</header><text>Section 13(b) of the Richard B. Russell
			 National School Lunch Act (42 U.S.C. 1761(b)) is amended—</text>
				<paragraph id="idA1C62F7D52E84564BB5B775EDBB21770"><enum>(1)</enum><text>in paragraph
			 (1)—</text>
					<subparagraph id="id87D77313BC9A4844BD5057D854B0F121"><enum>(A)</enum><text>by striking
			 subparagraph (A);</text>
					</subparagraph><subparagraph id="id1F0F4D4E61184F01BFE12688E0D2CD3C"><enum>(B)</enum><text>by redesignating
			 subparagraphs (B) through (D) as subparagraphs (A) through (C),
			 respectively;</text>
					</subparagraph><subparagraph id="idC9483A11C4A04AB5833CBDAFCF589334"><enum>(C)</enum><text>in subparagraph
			 (A) (as redesignated by subparagraph (B)), by striking <quote>(B)</quote> and
			 all that follows through <quote>shall not exceed</quote> and inserting the
			 following:</text>

							<subparagraph id="id3C06B0F6CCA941E781B3ED5B1120B69E"><enum>(A)</enum><header>In
				general</header><text>Subject to subparagraph (B) and in addition to amounts
				made available under paragraph (3), payments to service institutions shall
				be</text>
							</subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="id60C15372B5954DAA875E1E4457946FF2"><enum>(D)</enum><text>in subparagraph
			 (B) (as redesignated by subparagraph (B)), by striking <quote>subparagraph
			 (B)</quote> and inserting <quote>subparagraph (A)</quote>; and</text>
					</subparagraph><subparagraph id="id1A8C10088FCC461DBFE6AB2840F1E2FD"><enum>(E)</enum><text>in subparagraph
			 (C) (as redesignated by subparagraph (B)), by striking <quote>(A), (B), and
			 (C)</quote> and inserting <quote>(A) and (B)</quote>; and</text>
					</subparagraph></paragraph><paragraph id="id027F7B8D61B8478790F2C6C56556C128"><enum>(2)</enum><text>in the second
			 sentence of paragraph (3), by striking <quote>full amount of State
			 approved</quote> and all that follows through <quote>maximum
			 allowable</quote>.</text>
				</paragraph></subsection><subsection id="id665C1131E34041B1AAB8C7763C1BECE9"><enum>(b)</enum><header>Conforming
			 amendment</header><text display-inline="yes-display-inline">Section 18 of the
			 Richard B. Russell National School Lunch Act (42 U.S.C. 1769) is
			 amended—</text>
				<paragraph id="id38C37F4468634B2CB4FD349A2E7BD084"><enum>(1)</enum><text display-inline="yes-display-inline">by striking subsection (f); and</text>
				</paragraph><paragraph id="id4C3E67FA68DA452CBA33682AF6887E18"><enum>(2)</enum><text>by redesignating
			 subsection (g) through (k) as subsections (f) through (j), respectively.</text>
				</paragraph></subsection><subsection id="idE4409050ECEF4807A5E8FC4A028D2CA7"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section take effect on January 1
			 of the first full calendar year following the date of enactment of this
			 Act.</text>
