		<official-title>To provide certain counties with the ability to receive
		  television broadcast signals of their choice.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Four Corners Television Access Act
			 of 2007</short-title></quote>.</text>
		</section><section id="idA197CBD1A3C840C0A5327DE4B144B589"><enum>2.</enum><header>Satellite
			 Carriage of television broadcast signals</header><text display-inline="no-display-inline">Section 119(a)(2)(C) of title 17, United
			 States Code, is amended—</text>
			<paragraph id="id6B963E010DF14A6DA13FFE6FDCF7D36B"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating clause (v) as clause
			 (vi);</text>
			</paragraph><paragraph id="id164E2DBEAEE34E768628EA41FB797C37"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after clause (v) the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="idE0143BEEBB784A0187F5842B43124683" style="OLC">
					<clause id="id78E4F5B5FDC145C0AAFB70282D253D91"><enum>(v)</enum><header>Further
				additional stations</header><text>If 2 adjacent counties in a single State are
				in a local market comprised principally of counties located in another State,
				the statutory license provided for in subparagraph (A) shall apply to the
				secondary transmission by a satellite carrier to subscribers in those 2
				counties of the primary transmissions of any network station located in the
				capital of the State in which such 2 counties are located, if—</text>
						<subclause id="ID0fa56f12b47f4e6fb6486def6fd22434"><enum>(I)</enum><text>the 2 counties
				are located in the 46th largest designated market area for the year 2005
				according to Nielsen Media Research; and</text>
						</subclause><subclause id="IDea71bfec9aa64f1f8a16c8005cdd0646"><enum>(II)</enum><text>the total number
				of television households in the 2 counties combined did not exceed 30,000 for
				the year 2005 according to Nielsen Media
				Research.</text>
						</subclause></clause><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="id683959991C3E402AABBEEA92A43481E4"><enum>(3)</enum><text>in clause (vi) as
			 redesignated, by striking <quote>and (iv)</quote> and inserting <quote>(iv),
			 and (v)</quote>.</text>
			</paragraph></section><section id="id3BE3878FC38145609001B85D13FC26D8" section-type="subsequent-section"><enum>3.</enum><header>Waiver of
			 retransmission rules for certain satellite carriers</header>
			<subsection id="id6B52AB5D5F214D0489D16478AB5E0A07"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Chapter 1 of title
			 17, United States Code, is amended by inserting after section 119 the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="idA81D09BCBB674508BD78CCD40B21E063" style="USC">
					<section id="IDdb89b3dfc91546d1ae6160b2e95ce72b"><enum>119A.</enum><header>Waiver of
				secondary transmission rules</header><text display-inline="no-display-inline">Notwithstanding any other provision of law,
				a satellite carrier, cable system, or translator station that elects to provide
				the secondary transmission of a performance or display of a work embodied in a
				primary transmission made by a network station located in a State only to
				subscribers in that State who otherwise would not receive the primary
				transmission of such network because such subscribers are determined to be
				located in a designated market area outside of that State may do so if—</text>
						<paragraph id="idCE2187CE5857409DAC98DD837D56C010"><enum>(1)</enum><text>the Federal
				Communications Commission determines that it is in the best interest of the
				public welfare; and</text>
						</paragraph><paragraph id="id6C8B81C1AB484CB7874E3C3302F3F4A0"><enum>(2)</enum><text>such satellite
				carrier, cable system, or translator station agrees to also provide the
				secondary transmission of the primary transmission of the network station in
				the assigned designated market
				area.</text>
						</paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id884163B0E95840FAAEEFDC36E8B42562"><enum>(b)</enum><header>Technical and
			 conforming amendment</header><text>The table of sections for chapter 1 of title
			 17, United States Code, is amended by inserting after the item relating to
			 section 119 the following:</text>

			</subsection></section><section id="id537CB0C4BD7347F694DC98B767D8DC98"><enum>4.</enum><header>Cable carriage
			 of televison broadcast signals</header><text display-inline="no-display-inline">Part I of title III of the Communications
			 Act of 1934 (47 U.S.C. 301 et seq.) is amended by adding at the end the
			 following:</text>
			<quoted-block display-inline="no-display-inline" id="id2C9E45BA065348569413FF14815FABF6" style="OLC">
				<section id="id18DDF89957D04AF18BBFFEF16D89B76A"><enum>342.</enum><header>Carriage of
				signals to certain television market areas</header>
					<subsection id="idCD34979F87F74EEAA3B9A7FEB161559F"><enum>(a)</enum><header>In
				general</header><text>Notwithstanding any other provision of law, each cable
				operator providing service in an eligible area may elect to carry the primary
				signal of any network station located in the capital of the State in which such
				area is located.</text>
					</subsection><subsection id="idA28246E8E33B459D90DB71389FE2E41F"><enum>(b)</enum><header>Definitions</header><text>As
				used in this section:</text>
						<paragraph id="id40B18BD513D245D7B75C12FB0C043AB8"><enum>(1)</enum><header>Eligible
				area</header><text>The term <quote>eligible area</quote> means 1 of 2 counties
				that—</text>
							<subparagraph id="IDef65e679f50b42338960b1cc65928307"><enum>(A)</enum><text>are all in a
				single State;</text>
							</subparagraph><subparagraph id="id5860D2D7F7934DE4AC0240CD747C330D"><enum>(B)</enum><text>on the date of
				enactment of the <short-title>Four Corners Television
				Access Act of 2007</short-title>, were each located in—</text>
								<clause id="id2ADFC14B91A24BDA989255D02095F906"><enum>(i)</enum><text>the 46th largest
				designated market area for the year 2005 according to Nielsen Media Research;
				and</text>
								</clause><clause id="id86C282F866C74D6FBEF3A37BC5749BBC"><enum>(ii)</enum><text>a designated
				market area comprised principally of counties located in another State;
				and</text>
								</clause></subparagraph><subparagraph id="idE3165ECB1F124A92BA77669FF48154C4"><enum>(C)</enum><text>as a group had a
				total number of television households that when combined did not exceed 30,000
				for the year 2005 according to Nielsen Media Research.</text>
							</subparagraph></paragraph><paragraph id="id2FA3E34548E245E7B48C04C758A732B3"><enum>(2)</enum><header>Network
				station</header><text>The term <quote>network station</quote> has the same
				meaning as in section 119(d) of title 17, United States
				Code.</text>
